It has since been alleged that the intelligence and military intelligence communities knew about a likely pandemic in the United States\u00a0<a title=\"https:\/\/thehill.com\/policy\/national-security\/intelligence\/491712-us-intelligence-warned-in-november-that-virus-spreading\" href=\"https:\/\/thehill.com\/policy\/national-security\/intelligence\/491712-us-intelligence-warned-in-november-that-virus-spreading\">as early as last November<\/a>, and potentially even before then.<\/span><\/p>\n<p id=\"p_1_3\" class=\"container\"><span class=\"contents\">Given this foreknowledge and the numerous simulations conducted in the United States last year regarding global viral pandemic outbreaks, at least six of varying scope and size, it has often been asked \u2013 Why did the government not act or prepare if an imminent global pandemic and the shortcomings of any response to such an event were known? Though the answer to this question has frequently been written off as mere \u201cincompetence\u201d in mainstream media circles, it is worth entertaining the possibility that a crisis was\u00a0<i>allowed<\/i>\u00a0to unfold.<\/span><\/p>\n<p id=\"p_1_4\" class=\"container\"><span class=\"contents\">Why would the intelligence community or another faction of the U.S. government knowingly allow a crisis such as this to occur? The answer is clear if one looks at history, as times of crisis have often been used by the U.S. government to implement policies that would normally be rejected by the American public, ranging from censorship of the press to mass surveillance networks. Though the government response to the September 11 attacks, like the Patriot Act, may be the most accessible example to many Americans, U.S. government efforts to limit the flow of \u201cdangerous\u201d journalism and surveil the population go back to\u00a0<a title=\"https:\/\/www.mintpressnews.com\/the-impact-of-americas-wars-on-freedoms-and-democracy-at-home\/241228\/\" href=\"https:\/\/www.mintpressnews.com\/the-impact-of-americas-wars-on-freedoms-and-democracy-at-home\/241228\/\">as early as the First World War<\/a>. Many of these policies, whether the Patriot Act after 9\/11 or WWI-era civilian \u201cspy\u201d networks, did little if anything to protect the homeland, but instead led to increased surveillance and control that persisted long after the crisis that spurred them had ended.<\/span><\/p>\n<p id=\"p_1_5\" class=\"container\"><span class=\"contents\">Using this history as a lens, it is possible to look at the current coronavirus crisis to see how the long-standing agendas of ever-expanding mass surveillance and media censorship are again getting a dramatic boost thanks to the chaos unleashed by the coronavirus pandemic. Yet, this crisis is unique because it also has given a boost to a newer yet complimentary agenda that \u2014 if fulfilled \u2013 would render most, if not all, other government efforts at controlling and subduing their populations obsolete.<\/span><\/p>\n<p id=\"p_1_6\" class=\"container\"><span class=\"contents\"><strong>DARPA DYSTOPIA<\/strong><\/span><\/p>\n<p id=\"p_1_7\" class=\"container\"><span class=\"contents\">For years, the Pentagon\u2019s Defense Advanced Research Projects Agency (DARPA) has remained largely out of sight and out of mind for most Americans, as their research projects are rarely covered by the mainstream media and, when they are, their projects are\u00a0<a title=\"https:\/\/www.statnews.com\/2015\/11\/24\/darpa-biotech-infectious-disease\/\" href=\"https:\/\/www.statnews.com\/2015\/11\/24\/darpa-biotech-infectious-disease\/\">often praised as<\/a>\u00a0\u201c<a title=\"https:\/\/www.digitaltrends.com\/cool-tech\/coolest-darpa-projects\/\" href=\"https:\/\/www.digitaltrends.com\/cool-tech\/coolest-darpa-projects\/\">bringing science fiction movies to life<\/a>.\u201d However, there have been recent events that have marred DARPA\u2019s often positive portrayal by media outlets, which paint the agency as a beacon of scientific \u201cprogress\u201d that has \u201c<a title=\"https:\/\/www.npr.org\/2017\/03\/28\/521779864\/inside-darpa-the-pentagon-agency-whose-technology-has-changed-the-world\" href=\"https:\/\/www.npr.org\/2017\/03\/28\/521779864\/inside-darpa-the-pentagon-agency-whose-technology-has-changed-the-world\">changed the world<\/a>\u201d for the better.<\/span><\/p>\n<p id=\"p_1_8\" class=\"container\"><span class=\"contents\">For instance, in 2018, a group of European scientists\u00a0<a title=\"https:\/\/www.newsweek.com\/darpa-biological-weapons-insects-scientists-warn-1152834\" href=\"https:\/\/www.newsweek.com\/darpa-biological-weapons-insects-scientists-warn-1152834\">accused<\/a>\u00a0the DARPA\u2019s \u201c<a title=\"https:\/\/www.darpa.mil\/program\/insect-allies\" href=\"https:\/\/www.darpa.mil\/program\/insect-allies\">Insect Allies<\/a>\u201d program of actually being a dystopian bioweapons program that would see insects introduce genetically modified viruses into plants to attack and devastate a targeted nation\u2019s food supply. DARPA, of course, maintained that its intent to use these insects to genetically modify plants was instead about \u201cprotecting\u201d the food supply. Regardless of DARPA\u2019s assertions that it is merely a \u201cdefensive\u201d program, it should be clear to readers that such a technology could easily be used either way, depending on the wielder.<\/span><\/p>\n<p id=\"p_1_9\" class=\"container\"><span class=\"contents\">Though DARPA\u2019s futuristic weapons of war often get the most attention from media, the agency has long standing interests in tinkering with, not just the biology of plants, but of humans. DARPA, which is funded to the tune of approximately\u00a0$3 billion a year, has various avenues through which it pursues these ambitions, with many of those now under the purview of the agency\u2019s \u201cBiological Technologies Office\u201d (BTO), created in 2014. As of late, some of DARPA\u2019s human biology and biotech projects at its BTO have been getting a massive PR boost thanks to the current coronavirus crisis, with recent reports even claiming that the agency \u201c<a title=\"https:\/\/www.biocentury.com\/article\/304691\/darpa-jump-started-technologies-behind-some-of-the-leading-covid-19-vaccine-and-antibody-hopes\" href=\"https:\/\/www.biocentury.com\/article\/304691\/darpa-jump-started-technologies-behind-some-of-the-leading-covid-19-vaccine-and-antibody-hopes\">might have created the best hopes for stopping Covid-19<\/a>.\u201d<\/span><\/p>\n<p id=\"p_1_10\" class=\"container\"><span class=\"contents\">Most of these technologies garnering positive media coverage thanks to Covid-19 were developed several years ago. They include the DARPA-funded platforms used to produce DNA and RNA vaccines, classes of vaccine that has\u00a0<b>never<\/b>\u00a0been approved for human use in the U.S. and involve injecting foreign genetic material into the human body. Notably, it is this very class of vaccine, now being produced by DARPA-partnered companies, that billionaire and global health \u201cphilanthropist\u201d Bill Gates recently asserted has him \u201c<a title=\"https:\/\/www.gatesnotes.com\/Health\/What-you-need-to-know-about-the-COVID-19-vaccine\" href=\"https:\/\/www.gatesnotes.com\/Health\/What-you-need-to-know-about-the-COVID-19-vaccine\">most excited<\/a>\u201d relative to other Covid-19 vaccine candidates. Yet, key aspects regarding these vaccines and other DARPA \u201chealthcare\u201d initiatives have been left out of these recent positive reports, likely because they provide a window into what is arguably the agency\u2019s darkest agenda.<\/span><\/p>\n<div id=\"i_1\" class=\"image imagecenter container\">\n<div class=\"image-holder\"><\/div>\n<\/div>\n<p><a href=\"https:\/\/i2.wp.com\/www.thelastamericanvagabond.com\/wp-content\/uploads\/2020\/05\/EJ6RJT9WwAM-Un3.jpeg\"><img decoding=\"async\" src=\"https:\/\/i2.wp.com\/www.thelastamericanvagabond.com\/wp-content\/uploads\/2020\/05\/EJ6RJT9WwAM-Un3.jpeg\" alt=\"\" \/><\/a><\/p>\n<p id=\"p_1_11\" class=\"container\"><span class=\"contents\"><strong>\u201cIN VIVO NANOPLATFORMS\u201d<\/strong><\/span><\/p>\n<p id=\"p_1_12\" class=\"container\"><span class=\"contents\">In 2006, DARPA\u00a0<a title=\"https:\/\/www.wired.com\/2007\/10\/darpas-nose-for\/\" href=\"https:\/\/www.wired.com\/2007\/10\/darpas-nose-for\/\">announced<\/a>\u00a0its Predicting Health and Disease (PHD) program, which sought to determine \u201cwhether an individual will develop an infectious disease prior to the onset of symptoms.\u201d The PHD program planned to accomplish this by \u201cidentifying changes in the baseline state of human health through frequent surveillance\u201d with a specific focus on \u201cviral, upper respiratory pathogens.\u201d<\/span><\/p>\n<p id=\"p_1_13\" class=\"container\"><span class=\"contents\">Three years later, in 2010, DARPA-funded researchers at Duke University created the foundation for this tool, which would use the genetic analysis of blood samples to determine if someone is infected with a virus before they show symptoms. Reports at the time claimed that these \u201cpreemptive diagnoses\u201d would be transmitted to \u201ca national, web-based influenza map\u201d available via smartphone.<\/span><\/p>\n<p id=\"p_1_14\" class=\"container\"><span class=\"contents\">Following the creation of DARPA\u2019s BTO in 2014, this particular program gave rise to the \u201c<a title=\"https:\/\/www.darpa.mil\/program\/in-vivo-nanoplatforms\" href=\"https:\/\/www.darpa.mil\/program\/in-vivo-nanoplatforms\">In Vivo Nanoplatforms (IVN)<\/a>\u201d program. The diagnostics branch of that program, abbreviated as IVN:Dx, \u201cinvestigates technologies that incorporate\u00a0<b>implantable nanoplatforms<\/b>\u00a0composed of bio-compatible, nontoxic materials;\u00a0<i>in vivo<\/i>\u00a0sensing of small and large molecules of biological interest; multiplexed detection of analytes at clinically relevant concentrations; and\u00a0<b>external interrogation of the nanoplatforms without using implanted electronics for communication<\/b>.\u201d\u00a0<a title=\"https:\/\/www.businessinsider.com\/darpa-military-projects-that-will-change-your-life-2012-7?op=1#nanobots-in-the-human-body-to-monitor-a-persons-health-3\" href=\"https:\/\/www.businessinsider.com\/darpa-military-projects-that-will-change-your-life-2012-7?op=1#nanobots-in-the-human-body-to-monitor-a-persons-health-3\">Past reports<\/a>\u00a0on the program describe it as developing \u201cclasses of nanoparticles to sense and treat illness, disease, and infection on the inside. The tech involves implantable nanoparticles which sense specific molecules of biological interest.\u201d<\/span><\/p>\n<p id=\"p_1_15\" class=\"container\"><span class=\"contents\">DARPA\u2019s IVN program\u00a0<a title=\"https:\/\/leapsmag.com\/3-futuristic-biotech-programs-the-u-s-government-is-funding-right-now\/\" href=\"https:\/\/leapsmag.com\/3-futuristic-biotech-programs-the-u-s-government-is-funding-right-now\/\">has since helped to finance and produce<\/a>\u00a0\u201csoft, flexible hydrogels that are injected just beneath the skin to perform [health] monitoring and that sync to a smartphone app to give the use immediate health insights,\u201d a product currently marketed and created by the DARPA-funded and National Institutes of Health (NIH)-funded company Profusa. Profusa, which\u00a0<a title=\"https:\/\/www.genengnews.com\/news\/profusa-wins-7-5m-darpa-biosensor-grant\/\" href=\"https:\/\/www.genengnews.com\/news\/profusa-wins-7-5m-darpa-biosensor-grant\/\">has received millions<\/a>\u00a0<a title=\"https:\/\/finance.yahoo.com\/news\/profusa-partners-receive-darpa-award-123000369.html\" href=\"https:\/\/finance.yahoo.com\/news\/profusa-partners-receive-darpa-award-123000369.html\">upon millions<\/a>\u00a0from DARPA in recent years, asserts that the information generated by their injectable biosensor would be \u201csecurely shared\u201d and accessible to \u201cindividuals, physicians and public health practitioners.\u201d However, the current push for\u00a0<a title=\"https:\/\/www.thelastamericanvagabond.com\/top-news\/meet-companies-poised-build-kushner-backed-coronavirus-surveillance-system\/\" href=\"https:\/\/www.thelastamericanvagabond.com\/top-news\/meet-companies-poised-build-kushner-backed-coronavirus-surveillance-system\/\">a national \u201ccontact tracing\u201d system<\/a>\u00a0based on citizens\u2019 private health data is likely to expand that data sharing, conveniently fitting with DARPA\u2019s years-old goal of creating a national, web-based database of preemptive diagnoses.<\/span><\/p>\n<p id=\"p_1_16\" class=\"container\"><span class=\"contents\">Profusa is\u00a0<a title=\"https:\/\/profusa.com\/our-team\/\" href=\"https:\/\/profusa.com\/our-team\/\">also backed by<\/a>\u00a0Google, which is\u00a0<a title=\"https:\/\/www.thelastamericanvagabond.com\/top-news\/meet-companies-poised-build-kushner-backed-coronavirus-surveillance-system\/\" href=\"https:\/\/www.thelastamericanvagabond.com\/top-news\/meet-companies-poised-build-kushner-backed-coronavirus-surveillance-system\/\">intimately involved<\/a>\u00a0in these new mass surveillance\u00a0<a title=\"https:\/\/www.theverge.com\/platform\/amp\/interface\/2020\/4\/14\/21219289\/apple-google-contact-tracing-app-android-ios-pros-cons-quarantine-testing\" href=\"https:\/\/www.theverge.com\/platform\/amp\/interface\/2020\/4\/14\/21219289\/apple-google-contact-tracing-app-android-ios-pros-cons-quarantine-testing\">\u201ccontact tracing\u201d initiatives<\/a>, and counts former Senate majority leader William Frist among its board members. They are\u00a0<a title=\"https:\/\/profusa.com\/partners-investors\/\" href=\"https:\/\/profusa.com\/partners-investors\/\">also partnered with<\/a>\u00a0the National Institutes of Health (NIH)The company also has\u00a0<a title=\"https:\/\/profusa.com\/our-team\/\" href=\"https:\/\/profusa.com\/our-team\/\">considerable overlap<\/a>\u00a0with the diagnostic company Cepheid, which\u00a0<a title=\"https:\/\/techstartups.com\/2020\/03\/21\/fda-approves-rapid-coronavirus-test-results-45-minutes-test-conducted-california-based-diagnostic-testing-company-cepheid\/\" href=\"https:\/\/techstartups.com\/2020\/03\/21\/fda-approves-rapid-coronavirus-test-results-45-minutes-test-conducted-california-based-diagnostic-testing-company-cepheid\/\">recently won FDA approval<\/a>\u00a0for its rapid coronavirus test and was\u00a0<a title=\"https:\/\/engineering.ucdavis.edu\/biographies\/m-allen-northrup\/\" href=\"https:\/\/engineering.ucdavis.edu\/biographies\/m-allen-northrup\/\">previously awarded lucrative government contracts<\/a>\u00a0to detect anthrax in the U.S. postal system. As of this past March, Profusa again won DARPA funding to determine if their injectable biosensors\u00a0<a title=\"https:\/\/www.defenseone.com\/technology\/2020\/03\/military-funded-biosensor-could-be-future-pandemic-detection\/163497\/\" href=\"https:\/\/www.defenseone.com\/technology\/2020\/03\/military-funded-biosensor-could-be-future-pandemic-detection\/163497\/\">can predict future pandemics<\/a>, including the\u00a0<a title=\"https:\/\/www.minds.com\/CorbettReport\/blog\/predictions-what-will-happen-next-in-the-corona-crisis-1101322545570148352\" href=\"https:\/\/www.minds.com\/CorbettReport\/blog\/predictions-what-will-happen-next-in-the-corona-crisis-1101322545570148352\">now widely predicted<\/a>\u00a0\u201csecond wave\u201d of Covid-19, and detect those infected up to three weeks before they would otherwise show symptoms. The company expects to have its biosensors FDA licensed for this purpose\u00a0<a title=\"https:\/\/www.defenseone.com\/technology\/2020\/03\/military-funded-biosensor-could-be-future-pandemic-detection\/163497\/\" href=\"https:\/\/www.defenseone.com\/technology\/2020\/03\/military-funded-biosensor-could-be-future-pandemic-detection\/163497\/\">by early next year<\/a>, about the same time a coronavirus vaccine is expected to be available to the general public.<\/span><\/p>\n<p id=\"p_1_17\" class=\"container\"><span class=\"contents\"><strong>\u201cLIVING FOUNDRIES\u201d<\/strong><\/span><\/p>\n<p id=\"p_1_18\" class=\"container\"><span class=\"contents\">Another long-standing DARPA program, now overseen by BTO, is known as \u201c<a title=\"https:\/\/www.darpa.mil\/program\/living-foundries\" href=\"https:\/\/www.darpa.mil\/program\/living-foundries\">Living Foundries<\/a>.\u201d According to DARPA\u2019s website, Living Foundries \u201caims to enable adaptable, scalable, and on-demand production of [synthetic] molecules\u00a0<b>by programming the fundamental metabolic processes of biological systems<\/b>\u00a0to generate a vast number of complex molecules that are not otherwise accessible. Through Living Foundries, DARPA is transforming synthetic biomanufacturing into a predictable engineering practice supportive of a broad range of\u00a0<b>national security objectives<\/b>.\u201d<\/span><\/p>\n<p id=\"p_1_19\" class=\"container\"><span class=\"contents\"><a title=\"https:\/\/io9.gizmodo.com\/darpas-new-biotech-division-wants-to-create-a-transhum-1556857603\" href=\"https:\/\/io9.gizmodo.com\/darpas-new-biotech-division-wants-to-create-a-transhum-1556857603\">The types of research<\/a>\u00a0this \u201cLiving Foundries\u201d program supports involves the creation of \u201c<a title=\"https:\/\/www.wired.com\/2012\/05\/living-foundries\/\" href=\"https:\/\/www.wired.com\/2012\/05\/living-foundries\/\">artificial life<\/a>\u201d including the creation of artificial genetic material, including artificial chromosomes, the creation of \u201centirely new organisms,\u201d and using artificial genetic material to \u201cadd new capacities\u201d to human beings (i.e. genetically modifying humans through the insertion of synthetically-created genetic material).<\/span><\/p>\n<p id=\"p_1_20\" class=\"container\"><span class=\"contents\">The latter is of particular concern (though all are honestly concerning), as DARPA also has a project called \u201c<a title=\"https:\/\/www.sbir.gov\/node\/413479\" href=\"https:\/\/www.sbir.gov\/node\/413479\">Advanced Tools for Mammalian Genome Engineering<\/a>,\u201d which \u2013 despite having \u201cmammalian\u201d in the name \u2013 is focused specifically on improving \u201cthe utility of Human Artificial Chromosomes (HACs),\u201d which DARPA describes as a \u201cfundamental tool in the development of\u00a0<b>advanced therapeutics, vaccines, and cellular diagnostics<\/b>.\u201d Though research papers often focus on HACs as a revolutionary medical advancement, they are also\u00a0<a title=\"https:\/\/io9.gizmodo.com\/how-artificial-chromosomes-could-transform-humanity-754993569\" href=\"https:\/\/io9.gizmodo.com\/how-artificial-chromosomes-could-transform-humanity-754993569\">frequently promoted<\/a>\u00a0as a means of \u201cenhancing\u201d humans by imbuing them with non-natural characteristics, including halting aging or improving cognition.<\/span><\/p>\n<p id=\"p_1_21\" class=\"container\"><span class=\"contents\">DARPA is\u00a0<a title=\"https:\/\/www.express.co.uk\/news\/science\/841982\/SUPER-SOLDIER-DARPA-US-army\" href=\"https:\/\/www.express.co.uk\/news\/science\/841982\/SUPER-SOLDIER-DARPA-US-army\">known to be involved in research<\/a>\u00a0where\u00a0<a title=\"https:\/\/www.popularmechanics.com\/military\/research\/a23457329\/augmented-super-soldiers-reversible\/\" href=\"https:\/\/www.popularmechanics.com\/military\/research\/a23457329\/augmented-super-soldiers-reversible\/\">these methods are used<\/a>\u00a0to create \u201csuper soldiers\u201d that no longer require sleep or regular meals, among other augmented \u201cfeatures,\u201d and has another program about creating \u201c<a title=\"https:\/\/www.newsweek.com\/ai-transhumanism-super-intelligence-dystopian-nightmare-644128\" href=\"https:\/\/www.newsweek.com\/ai-transhumanism-super-intelligence-dystopian-nightmare-644128\">metabolically dominant<\/a>\u201d fighters. Reports on these programs also discuss the other, very disconcerting use of these same technologies, \u201c<a title=\"https:\/\/www.wired.com\/2012\/12\/andrew-herr\/\" href=\"https:\/\/www.wired.com\/2012\/12\/andrew-herr\/\">genetic weapons<\/a>\u201d that would \u201csubvert DNA\u201d and \u201cundermine people\u2019s minds and bodies.\u201d<\/span><\/p>\n<p id=\"p_1_22\" class=\"container\"><span class=\"contents\">Another potential application being actively investigated by DARPA is its BioDesign program, which is examining the creation of synthetic organisms that are created to be immortal and programmed with a \u201ckill switch\u201d allowing a synthetic, yet organic organism to be \u201cturned off\u201d at any time. This has led\u00a0<a title=\"https:\/\/io9.gizmodo.com\/darpas-new-biotech-division-wants-to-create-a-transhum-1556857603\" href=\"https:\/\/io9.gizmodo.com\/darpas-new-biotech-division-wants-to-create-a-transhum-1556857603\">some to speculate<\/a>\u00a0such research could open the doors to the creation of \u201chuman replicants\u201d used for fighting wars and other tasks, such as those that appear in the science fiction film\u00a0<i>Bladerunner.<\/i><\/span><\/p>\n<p id=\"p_1_23\" class=\"container\"><span class=\"contents\">However, these genetic \u201ckill switches\u201d could also be inserted into actual humans through artificial chromosomes, which \u2013 just as they have the potential to extend life \u2013 also have the potential to cut it short. Notably, it was revealed in 2017 that DARPA\u00a0<a title=\"https:\/\/www.theguardian.com\/science\/2017\/dec\/04\/us-military-agency-invests-100m-in-genetic-extinction-technologies\" href=\"https:\/\/www.theguardian.com\/science\/2017\/dec\/04\/us-military-agency-invests-100m-in-genetic-extinction-technologies\">had invested\u00a0$100 million<\/a>\u00a0in \u201cgene drive\u201d research, which is involves the use of genetic modification to wipe out entire populations, explaining why it it often referred to as a \u201cgenetic extinction\u201d technology.<\/span><\/p>\n<p id=\"p_1_24\" class=\"container\"><span class=\"contents\">In addition, other DARPA experiments involve the use of genetically modified viruses that insert genetic material into human cells, specifically neurons in the brain, in order to \u201ctweak\u201d human brain chemistry. In one example, DARPA-funded research\u00a0<a title=\"https:\/\/www.livescience.com\/65546-darpa-mind-controlled-weapons.html\" href=\"https:\/\/www.livescience.com\/65546-darpa-mind-controlled-weapons.html\">has altered human brain cells<\/a>\u00a0to produce two new proteins, the first allowing neural activity to be easily detected by external devices and the second allowing \u201cmagnetic nanoparticles\u201d to \u201cinduce an image or sound in the patient\u2019s mind.\u201d<\/span><\/p>\n<p><a href=\"http:\/\/stateofthenation.co\/wp-content\/uploads\/2022\/01\/DARPA-N3-Concept-Art-brain-computer-interface-1-1068x601-1.webp\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-large wp-image-103342\" src=\"http:\/\/stateofthenation.co\/wp-content\/uploads\/2022\/01\/DARPA-N3-Concept-Art-brain-computer-interface-1-1068x601-1-1024x576.webp\" alt=\"\" width=\"640\" height=\"360\" srcset=\"http:\/\/stateofthenation.co\/wp-content\/uploads\/2022\/01\/DARPA-N3-Concept-Art-brain-computer-interface-1-1068x601-1-1024x576.webp 1024w, http:\/\/stateofthenation.co\/wp-content\/uploads\/2022\/01\/DARPA-N3-Concept-Art-brain-computer-interface-1-1068x601-1-300x169.webp 300w, http:\/\/stateofthenation.co\/wp-content\/uploads\/2022\/01\/DARPA-N3-Concept-Art-brain-computer-interface-1-1068x601-1-768x432.webp 768w, http:\/\/stateofthenation.co\/wp-content\/uploads\/2022\/01\/DARPA-N3-Concept-Art-brain-computer-interface-1-1068x601-1.webp 1068w\" sizes=\"auto, (max-width: 640px) 100vw, 640px\" \/><\/a><\/p>\n<div id=\"i_2\" class=\"image imagecenter container\">\n<div class=\"image-holder\"><\/div>\n<\/div>\n<p id=\"p_1_25\" class=\"container\"><span class=\"contents\"><b>\u201cNEXT-GENERATION NONSURGICAL NEUROTECHNOLOGY\u201d<\/b><\/span><\/p>\n<p id=\"p_1_26\" class=\"container\"><span class=\"contents\">Changing human brain chemistry and functionality at the cellular level is only one of numerous DARPA initiatives aimed at changing how human beings think and perceive reality. Since 2002, DARPA has acknowledged its efforts to create a \u201c<a title=\"https:\/\/www.sciencedaily.com\/releases\/2002\/08\/020820071329.htm\" href=\"https:\/\/www.sciencedaily.com\/releases\/2002\/08\/020820071329.htm\">Brain-Machine Interface<\/a>\u00a0(BMI).\u201d Though first aimed at creating \u201ca wireless brain modem for a freely moving rat,\u201d which would allow the animal\u2019s movements to be remotely controlled, DARPA wasn\u2019t shy about the eventual goal of applying such brain \u201cenhancement\u201d to humans in order to enable soldiers to \u201ccommunicate by thought alone\u201d or remotely control human beings (on the enemy side only, so they say) for the purposes of war.<\/span><\/p>\n<p id=\"p_1_27\" class=\"container\"><span class=\"contents\">The project, which has advanced greatly in recent years, has long raised major concerns among prominent defense scientists, some of\u00a0<a title=\"https:\/\/www.theatlantic.com\/international\/archive\/2015\/09\/military-technology-pentagon-robots\/406786\/\" href=\"https:\/\/www.theatlantic.com\/international\/archive\/2015\/09\/military-technology-pentagon-robots\/406786\/\">whom warned<\/a>\u00a0in a 2008 report that \u201cremote guidance or control of a human being\u201d could quickly backfire were an adversary to gain access to the implanted technology (opening up the possibility of \u201chacking\u201d a person\u2019s brain), and they also raised concerns about the general ethical perils of such technologies. Work began in 2011 on developing \u201cbrain implants\u201d for use in human soldiers, officially with the goal of treating neurological damage in veterans, and such implants have been tested on human volunteers in DARPA-funded experiments\u00a0<a title=\"https:\/\/splinternews.com\/darpa-is-testing-implanting-chips-in-soldiers-brains-1793851273\" href=\"https:\/\/splinternews.com\/darpa-is-testing-implanting-chips-in-soldiers-brains-1793851273\">since at least 2015<\/a>.<\/span><\/p>\n<p id=\"p_1_28\" class=\"container\"><span class=\"contents\">Concerns, like those raised by those defense scientists in 2008, have been regularly dismissed by DARPA, which has consistently claimed that its controversial research projects are tempered by their in-house \u201cethical experts.\u201d However, it worth noting how DARPA\u2019s leadership views these ethical conundrums, since they ultimately have the last word. For example, in 2015, Michael Goldblatt, then-director of DARPA\u2019s Defense Sciences Office (DSO), which oversees most aspects of the agency\u2019s \u201csuper soldier\u201d program,\u00a0<a title=\"https:\/\/www.theatlantic.com\/international\/archive\/2015\/09\/military-technology-pentagon-robots\/406786\/\" href=\"https:\/\/www.theatlantic.com\/international\/archive\/2015\/09\/military-technology-pentagon-robots\/406786\/\">told<\/a>\u00a0journalist Annie Jacobsen that he saw\u00a0<b>no difference<\/b>\u00a0between \u201chaving a chip in your brain that could help control your thoughts\u201d and \u201ca cochlear implant that helps the deaf hear.\u201d When pressed about the unintended consequences of such technology, Goldblatt stated that \u201cthere are unintended consequences for everything.\u201d<\/span><\/p>\n<p id=\"p_1_29\" class=\"container\"><span class=\"contents\">Thus, it is worth pointing out that, while DARPA-developed technologies \u2013 from human genetic engineering to the brain-machine interfaces \u2013 are\u00a0<a title=\"https:\/\/www.army-technology.com\/news\/darpa-injectable-brain-control-technology\/\" href=\"https:\/\/www.army-technology.com\/news\/darpa-injectable-brain-control-technology\/\">often first promoted<\/a>\u00a0as something that will revolutionize and improve\u00a0<i>human health<\/i>, DARPA sees the use of these technologies for such ends as being on the same footing as other dystopian and frankly nightmarish applications, like thought control. BMIs are no exception, having first been promoted as a way to \u201cboost bodily functions of veterans with neural damage or post-traumatic stress disorder\u201d and to allow amputees to control advanced prosthetics. While these do indeed represent major medical advances, DARPA\u2019s leadership has made it clear that they see no distinction between the medical use of BMIs and using them to exert near total control over a human being by \u201cguiding\u201d their thoughts and even their movements.<\/span><\/p>\n<p id=\"p_1_30\" class=\"container\"><span class=\"contents\">Such stark admission from DARPA\u2019s leadership makes it worth exploring the state of these current \u201cbrain-machine\u201d interface programs as well as their explicit goals. For instance, one of the goals of DARPA\u2019s\u00a0<a title=\"https:\/\/www.darpa.mil\/news-events\/2019-05-20\" href=\"https:\/\/www.darpa.mil\/news-events\/2019-05-20\">Next-Generation Nonsurgical Neurotechnology (N3) program<\/a>\u00a0involves using \u201cnoninvasive or minimally invasive brain-computer interfaces\u201d to \u201c<b>read and write\u201d<\/b>\u00a0directly onto the brain.<\/span><\/p>\n<p id=\"p_1_31\" class=\"container\"><span class=\"contents\">According to\u00a0<a title=\"https:\/\/singularityhub.com\/2019\/06\/05\/darpas-new-project-is-investing-millions-in-brain-machine-interface-tech\/\" href=\"https:\/\/singularityhub.com\/2019\/06\/05\/darpas-new-project-is-investing-millions-in-brain-machine-interface-tech\/\">one recent report<\/a>\u00a0on DARPA\u2019s N3 program, one example of \u201cminimally invasive\u201d technologies would involve:<\/span><\/p>\n<blockquote>\n<p id=\"p_1_32\" class=\"container\"><span class=\"contents\"><i>\u201c<\/i><b><i>an injection of a virus<\/i><\/b><i>\u00a0carrying light-sensitive sensors,\u00a0<\/i><b><i>or other chemical, biotech, or self-assembled nanobots<\/i><\/b><i>\u00a0that can reach individual neurons and\u00a0<\/i><b><i>control their activity independently<\/i><\/b><i>\u00a0without damaging sensitive tissue.\u00a0<\/i><b><i>The proposed use for these technologies isn\u2019t yet well-specified<\/i><\/b><i>, but as animal experiments have shown, controlling the activity of single neurons at multiple points is sufficient to\u00a0<\/i><b><i>program artificial memories of fear, desire, and experiences directly into the brain<\/i><\/b><i>.\u201d<\/i><\/span><\/p>\n<\/blockquote>\n<p id=\"p_1_33\" class=\"container\"><span class=\"contents\">Though the purported goal of N3 is related to\u00a0<a title=\"https:\/\/www.livescience.com\/65546-darpa-mind-controlled-weapons.html\" href=\"https:\/\/www.livescience.com\/65546-darpa-mind-controlled-weapons.html\">creating \u201cthought-controlled\u201d weapons<\/a>\u00a0that react and fire based on a soldier\u2019s thoughts, the fact that the technology is also bidirectional, opens up the disturbing possibility that efforts will be made\u00a0<a title=\"https:\/\/www.theatlantic.com\/magazine\/archive\/2018\/11\/the-pentagon-wants-to-weaponize-the-brain-what-could-go-wrong\/570841\/\" href=\"https:\/\/www.theatlantic.com\/magazine\/archive\/2018\/11\/the-pentagon-wants-to-weaponize-the-brain-what-could-go-wrong\/570841\/\">to control and program<\/a>\u00a0a soldier\u2019s thoughts and perceptions as opposed to the other way around. This may be more of the plan than DARPA has publicly let on, since\u00a0<a title=\"https:\/\/medium.com\/insurge-intelligence\/the-pentagon-is-building-a-self-aware-killer-robot-army-fueled-by-social-media-bd1b55944298\" href=\"https:\/\/medium.com\/insurge-intelligence\/the-pentagon-is-building-a-self-aware-killer-robot-army-fueled-by-social-media-bd1b55944298\">official military documents<\/a>\u00a0have openly stated that the Pentagon\u2019s ultimate goal is to essentially replace human fighters with \u201cself-aware\u201d interconnected robots \u201cwho\u201d will both design and conduct operations against targets chosen by artificial-intelligence systems. This weapons system of the\u00a0<a title=\"https:\/\/www.mintpressnews.com\/the-u-s-military-will-have-more-robots-than-humans-by-2025\/237725\/\" href=\"https:\/\/www.mintpressnews.com\/the-u-s-military-will-have-more-robots-than-humans-by-2025\/237725\/\">not-so-distant future<\/a>\u00a0seems to have\u00a0<a title=\"https:\/\/www.mintpressnews.com\/the-u-s-military-will-have-more-robots-than-humans-by-2025\/237725\/\" href=\"https:\/\/www.mintpressnews.com\/the-u-s-military-will-have-more-robots-than-humans-by-2025\/237725\/\">little room<\/a>\u00a0for human beings, even those capable of \u201ccontrolling\u201d weapons with their minds, suggesting that futurist military planners see soldiers with BMIs as a \u201cweapon\u201d that would also become connected to this same AI-driven system. It is also worth pointing out that DARPA has been attempting to create an \u201cartificial human brain\u201d\u00a0<a title=\"https:\/\/www.networkworld.com\/article\/2225201\/darpa-wants-computers-that-fuse-with-higher-human-brain-function.html\" href=\"https:\/\/www.networkworld.com\/article\/2225201\/darpa-wants-computers-that-fuse-with-higher-human-brain-function.html\">since 2013<\/a>.<\/span><\/p>\n<p id=\"p_1_34\" class=\"container\"><span class=\"contents\">In addition,\u00a0<a title=\"https:\/\/singularityhub.com\/2019\/06\/05\/darpas-new-project-is-investing-millions-in-brain-machine-interface-tech\/\" href=\"https:\/\/singularityhub.com\/2019\/06\/05\/darpas-new-project-is-investing-millions-in-brain-machine-interface-tech\/\">reports<\/a>\u00a0on DARPA\u2019s BMI efforts have suggested that this bidirectional technology will be used to \u201ccloud the perception of soldiers\u201d by \u201cdistancing them from the emotional guilt of warfare,\u201d a move that would set a dangerous precedent and one that would surely result in a marked jump in war crimes.<\/span><\/p>\n<p id=\"p_1_35\" class=\"container\"><span class=\"contents\">Of course, these are just the admitted, potential \u201cmilitary\u201d applications of such technology. Once this technology moves from the military to the civilian sphere, as several DARPA inventions have in the past, their use for \u201cremote guidance\u201d, \u201cthought control\u201d and\/or the programming of thoughts and experiences is more than likely to be misused by governments, corporations and other power-brokers in the U.S. and beyond for the purposes of control.<\/span><\/p>\n<p id=\"p_1_36\" class=\"container\"><span class=\"contents\">The entrance of BMIs into the civilian sphere isn\u2019t very far away, as DARPA executives and researchers who have worked on the N3 and other DARPA-backed BMI programs have since been \u201c<a title=\"https:\/\/www.theatlantic.com\/magazine\/archive\/2018\/11\/the-pentagon-wants-to-weaponize-the-brain-what-could-go-wrong\/570841\/\" href=\"https:\/\/www.theatlantic.com\/magazine\/archive\/2018\/11\/the-pentagon-wants-to-weaponize-the-brain-what-could-go-wrong\/570841\/\">scooped up<\/a>\u201d by Verily (a Google-GlaxoSmithKline partnership), Elon Musk\u2019s Neuralink and Facebook\u2019s Building 8 \u2013 all of which have been working to bring \u201cneuro-modulation\u201d devices and BMIs to market.<\/span><\/p>\n<p id=\"p_1_37\" class=\"container\"><span class=\"contents\"><strong>\u201cHUMAN BIO-REACTORS\u201d, \u201cNANOTHERAPEUTICS\u201d AND DARPA-FUNDED GENE VACCINES<\/strong><\/span><\/p>\n<p id=\"p_1_38\" class=\"container\"><span class=\"contents\">As detailed above, DARPA often frames the controversial technologies it develops as being developed to mainly advance medicine and healthcare. Aside from the technologies already discussed, it is important to note that DARPA has been very interested in healthcare, specifically vaccines, for sometime.<\/span><\/p>\n<p id=\"p_1_39\" class=\"container\"><span class=\"contents\">For instance, in 2010, DARPA\u00a0<a title=\"https:\/\/www.wired.com\/2010\/09\/darpa-plots-insta-vaccines-for-mystery-bugs\/\" href=\"https:\/\/www.wired.com\/2010\/09\/darpa-plots-insta-vaccines-for-mystery-bugs\/\">began developing<\/a>\u00a0a class of vaccine that could \u201cinoculate against unknown pathogens,\u201d a component of its\u00a0<a title=\"http:\/\/www.darpa.mil\/dso\/thrusts\/bwd\/act\/amp\/index.htm\" href=\"http:\/\/www.darpa.mil\/dso\/thrusts\/bwd\/act\/amp\/index.htm\">Accelerated Manufacture of Pharmaceuticals<\/a>\u00a0program. The vaccine would inject thousands of synthetic antibodies, such as those developed through DARPA\u2019s \u201cLiving Foundries\u201d program, into the human body. These synthetic antibodies or \u201csynbodies\u201d would then \u201ccreate an immunity toolkit that can be combined in myriad ways to tackle virtually any pathogen.\u201d<\/span><\/p>\n<p id=\"p_1_40\" class=\"container\"><span class=\"contents\">That same year, DARPA\u00a0<a title=\"https:\/\/www.wired.com\/2010\/08\/armys-vaccine-plan-inject-troops-with-gas-propelled-electro-charged-dna\/\" href=\"https:\/\/www.wired.com\/2010\/08\/armys-vaccine-plan-inject-troops-with-gas-propelled-electro-charged-dna\/\">began funding efforts<\/a>\u00a0to create \u201cmultiagent synthetic DNA vaccines\u201d that would be delivered into the human body via \u201cnoninvasive electroporation\u201d and was quickly promoted in media reports as a way to quickly produce vaccines compared to traditional vaccine production methods. This category of vaccine would involve the same type of synthetic DNA that DARPA was also simultaneously researching for the purposes of both \u201cenhancing\u201d and \u201csubverting\u201d human beings at the genetic level. It was also this year, 2010, that the Bill and Melinda Gates Foundation also\u00a0<a title=\"https:\/\/www.gatesnotes.com\/Health\/What-you-need-to-know-about-the-COVID-19-vaccine\" href=\"https:\/\/www.gatesnotes.com\/Health\/What-you-need-to-know-about-the-COVID-19-vaccine\">began heavily funding<\/a>\u00a0DNA and RNA vaccines.<\/span><\/p>\n<p id=\"p_1_41\" class=\"container\"><span class=\"contents\">DNA vaccines, which were first created in 2005, have never been approved for human use in the United States and\u00a0<a title=\"https:\/\/www.ncbi.nlm.nih.gov\/pubmed\/16982535\" href=\"https:\/\/www.ncbi.nlm.nih.gov\/pubmed\/16982535\">past studies have warned<\/a>\u00a0that they \u201cpossess significant unpredictability and a number of inherent harmful potential hazards\u201d and that \u201cthere is inadequate knowledge to define either the probability of unintended events or the consequences of genetic modifications.\u201d Another\u00a0<a title=\"https:\/\/www.nature.com\/articles\/d41586-019-03072-8\" href=\"https:\/\/www.nature.com\/articles\/d41586-019-03072-8\">long-standing issue<\/a>\u00a0with such vaccines is mitigating \u201cunwanted immune reactions\u201d that result from natural immune response to the foreign genetic material they contain.<\/span><\/p>\n<p id=\"p_1_42\" class=\"container\"><span class=\"contents\">In 2011, DARPA announced its \u201cRapidly Adaptable Nanotherapeutics\u201d program, which seeks to create a \u201cplatform capable of rapidly synthesizing therapeutic nanoparticles\u201d aimed at combatting \u201cevolving and even genetically engineered bioweapons.\u201d DARPA\u2019s plan for these nanoparticles, which media reports\u00a0<a title=\"https:\/\/www.wired.com\/2011\/11\/darpa-nano-antibiotics\/\" href=\"https:\/\/www.wired.com\/2011\/11\/darpa-nano-antibiotics\/\">described<\/a>\u00a0merely as \u201ctiny, autonomous drug delivery systems,\u201d was to combine them with \u201csmall interfering RNA (siRNA),\u201d which are snippets of RNA that can\u00a0<b>target and shut down\u00a0<\/b>specific genes. As\u00a0<a title=\"https:\/\/www.wired.com\/2011\/11\/darpa-nano-antibiotics\/\" href=\"https:\/\/www.wired.com\/2011\/11\/darpa-nano-antibiotics\/\"><i>Wired\u00a0<\/i>wrote<\/a>\u00a0at the time: \u201csiRNA could be reprogrammed \u2018on-the-fly\u2019 and applied to different pathogens,\u201d allowing nanoparticles to \u201cbe loaded up with the right siRNA molecules and sent directly to cells responsible for the infection.\u201d<\/span><\/p>\n<p id=\"p_1_43\" class=\"container\"><span class=\"contents\">The creation of this program was shortly followed by DARPA\u2019s decision in 2013 to fund Moderna Therapeutics to the tune of\u00a0<a title=\"https:\/\/investors.modernatx.com\/news-releases\/news-release-details\/darpa-awards-moderna-therapeutics-grant-25-million-develop\" href=\"https:\/\/investors.modernatx.com\/news-releases\/news-release-details\/darpa-awards-moderna-therapeutics-grant-25-million-develop\">$25 million<\/a>\u00a0to develop\u00a0<a title=\"https:\/\/www.modernatx.com\/sites\/default\/files\/RNA_Vaccines_White_Paper_Moderna_050317_v8_4.pdf\" href=\"https:\/\/www.modernatx.com\/sites\/default\/files\/RNA_Vaccines_White_Paper_Moderna_050317_v8_4.pdf\">their synthetic RNA vaccine production platform<\/a>. DARPA funded the project to \u201cdevelop platform technologies that can be deployed safely and rapidly to provide the U.S. population with near-immediate protection against emerging infectious diseases and engineered biological weapons.\u201d<\/span><\/p>\n<p id=\"p_1_44\" class=\"container\"><span class=\"contents\">Then, in 2015, DARPA\u2019s research into vaccines involving synthetic antibodies and synthetic genetic material expanded, with them\u00a0<a title=\"https:\/\/www.marketwatch.com\/press-release\/inovio-pharmaceuticals-selected-by-darpa-to-lead-a-45-million-program-to-expedite-development-of-novel-products-to-prevent-and-treat-disease-caused-by-ebola-2015-04-08\" href=\"https:\/\/www.marketwatch.com\/press-release\/inovio-pharmaceuticals-selected-by-darpa-to-lead-a-45-million-program-to-expedite-development-of-novel-products-to-prevent-and-treat-disease-caused-by-ebola-2015-04-08\">giving\u00a0$45 million<\/a>\u00a0to the DNA vaccine company, Inovio Pharmaceuticals. This same year, DARPA-funded RNA and DNA vaccines began to be framed differently by both DARPA researchers and the media \u2013 who described the technology as transforming the human body into a \u201c<a title=\"https:\/\/www.livescience.com\/52150-humans-become-vaccine-factories.html\" href=\"https:\/\/www.livescience.com\/52150-humans-become-vaccine-factories.html\">bio-reactor<\/a>.\u201d<\/span><\/p>\n<p id=\"p_1_45\" class=\"container\"><span class=\"contents\">In the years since, DARPA-backed DNA and RNA vaccine companies,\u00a0<a title=\"https:\/\/www.biocentury.com\/article\/304691\/darpa-jump-started-technologies-behind-some-of-the-leading-covid-19-vaccine-and-antibody-hopes\" href=\"https:\/\/www.biocentury.com\/article\/304691\/darpa-jump-started-technologies-behind-some-of-the-leading-covid-19-vaccine-and-antibody-hopes\">including<\/a>\u00a0Moderna, Inovio as well as Germany\u2019s CureVac, have been unable to get their products licensed for human use, largely due to the fact that their vaccines have\u00a0<a title=\"https:\/\/www.nature.com\/articles\/d41586-019-03072-8\" href=\"https:\/\/www.nature.com\/articles\/d41586-019-03072-8\">failed to provide<\/a>\u00a0sufficient immunity in human trials. Examples of these ineffective vaccines include CureVac\u2019s attempt at a rabies vaccine and Moderna\u2019s efforts to create a vaccine for the Zika virus (which\u00a0<a title=\"https:\/\/www.genengnews.com\/topics\/omics\/moderna-wins-up-to-125m-from-barda-toward-zika-mrna-vaccine\/\" href=\"https:\/\/www.genengnews.com\/topics\/omics\/moderna-wins-up-to-125m-from-barda-toward-zika-mrna-vaccine\/\">was funded<\/a>\u00a0by the U.S. government).<\/span><\/p>\n<p id=\"p_1_46\" class=\"container\"><span class=\"contents\">Several workarounds for this issue have been proposed, including vaccines where the genetic material (RNA or DNA) \u201c<a title=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0065266014000066\" href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0065266014000066\">self-amplifies<\/a>.\u201d However, the workaround of choice to this lack of immune response and other obstacles for DNA\/RNA vaccines is the incorporation of nanotechnology into these vaccines. As a result, the\u00a0<a title=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC3607064\/\" href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC3607064\/\">use of nanoparticles<\/a>\u00a0as\u00a0<a title=\"http:\/\/news.mit.edu\/2019\/rna-vaccine-delivery-0930\" href=\"https:\/\/news.mit.edu\/2019\/rna-vaccine-delivery-0930\">the carriers for the genetic material in these vaccines<\/a>\u00a0has been\u00a0<a title=\"https:\/\/seekingalpha.com\/article\/853551-dna-nanotechnology-3-companies-building-better-synthetic-vaccines\" href=\"https:\/\/seekingalpha.com\/article\/853551-dna-nanotechnology-3-companies-building-better-synthetic-vaccines\">widely promoted<\/a>\u00a0<a title=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S181808761400035X\" href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S181808761400035X\">and studied<\/a>, as well as\u00a0<a title=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC6180194\/\" href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC6180194\/\">touted as the best way<\/a>\u00a0to improve their stability, increase their targeted delivery ability and enhance the immune response they provoke.<\/span><\/p>\n<p id=\"p_1_47\" class=\"container\"><span class=\"contents\">The combination of DNA or RNA vaccines with nanotechnology has already become reality thanks to the companies leading that field. For instance, the DARPA-backed DNA vaccine company Inovio Pharmaceuticals utilizes what\u00a0<a title=\"https:\/\/seekingalpha.com\/article\/853551-dna-nanotechnology-3-companies-building-better-synthetic-vaccines\" href=\"https:\/\/seekingalpha.com\/article\/853551-dna-nanotechnology-3-companies-building-better-synthetic-vaccines\">reports refer to as<\/a>\u00a0\u201cDNA nanotechnology\u201d in their line of synthetic vaccines branded as \u201cSynCon\u201d by the company, which uses an undisclosed computer algorithm to design its vaccines. It is an interesting coincidence, then, that the Inovio \u201cSynCon\u201d vaccine for Covid-19 now\u00a0<a title=\"https:\/\/www.marketwatch.com\/story\/inovio-to-expand-manufacturing-of-covid-19-vaccine-candidate-with-new-cepi-grant-2020-04-30?mod=investing\" href=\"https:\/\/www.marketwatch.com\/story\/inovio-to-expand-manufacturing-of-covid-19-vaccine-candidate-with-new-cepi-grant-2020-04-30?mod=investing\">appears to be ahead<\/a>\u00a0of the rest of the pack, with\u00a0<a title=\"https:\/\/www.businessinsider.com\/inovio-coronavirus-vaccine-trial-starts-in-philadelphia-kansas-city-2020-4\" href=\"https:\/\/www.businessinsider.com\/inovio-coronavirus-vaccine-trial-starts-in-philadelphia-kansas-city-2020-4\">backing from<\/a>\u00a0Bill Gates, DARPA, the National Institute of Allergy and Infectious Diseases (NIAID) and other government agencies.<\/span><\/p>\n<p><a href=\"http:\/\/stateofthenation.co\/wp-content\/uploads\/2022\/01\/lung-on-a-chip-illuminated-by-natural-light.webp\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-103343\" src=\"http:\/\/stateofthenation.co\/wp-content\/uploads\/2022\/01\/lung-on-a-chip-illuminated-by-natural-light.webp\" alt=\"\" width=\"800\" height=\"533\" srcset=\"http:\/\/stateofthenation.co\/wp-content\/uploads\/2022\/01\/lung-on-a-chip-illuminated-by-natural-light.webp 800w, http:\/\/stateofthenation.co\/wp-content\/uploads\/2022\/01\/lung-on-a-chip-illuminated-by-natural-light-300x200.webp 300w, http:\/\/stateofthenation.co\/wp-content\/uploads\/2022\/01\/lung-on-a-chip-illuminated-by-natural-light-768x512.webp 768w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><\/a><\/p>\n<p id=\"p_1_48\" class=\"container\"><span class=\"contents\"><strong>DARPA \u2013 SAVING US FROM COVID-19?<\/strong><\/span><\/p>\n<p id=\"p_1_49\" class=\"container\"><span class=\"contents\">In January, the Coalition for Epidemic Preparedness Innovations (CEPI) announced it would begin funding vaccine candidates for the coronavirus outbreak, long before it became a major global issue. CEPI describes itself as \u201ca partnership of public, private, philanthropic and civil organizations that will finance and co-ordinate the development of vaccines against high priority public health threats\u201d and was founded in 2017 by the governments of Norway and India along with the World Economic Forum (WEF) and the Bill and Melinda Gates Foundation. That month, CEPI only chose two pharmaceutical companies to receive funding for their efforts to develop a vaccine for Covid-19 \u2013 Moderna and Inovio Pharmaceuticals.<\/span><\/p>\n<p id=\"p_1_50\" class=\"container\"><span class=\"contents\">As previously mentioned, these two companies are DARPA-backed firms that frequently tout their \u201cstrategic alliance\u201d with DARPA\u00a0<a title=\"https:\/\/investors.modernatx.com\/news-releases\/news-release-details\/moderna-ships-mrna-vaccine-against-novel-coronavirus-mrna-1273\" href=\"https:\/\/investors.modernatx.com\/news-releases\/news-release-details\/moderna-ships-mrna-vaccine-against-novel-coronavirus-mrna-1273\">in press releases<\/a>\u00a0and\u00a0<a title=\"https:\/\/www.inovio.com\/about-inovio\/partnerships\/government\/\" href=\"https:\/\/www.inovio.com\/about-inovio\/partnerships\/government\/\">on their websites<\/a>. DARPA has also provided these companies with significant amounts of funding. For instance, the top funders behind Inovio Pharmaceuticals\u00a0<a title=\"https:\/\/www.crunchbase.com\/organization\/inovio-pharmaceuticals#section-funding-rounds\" href=\"https:\/\/www.crunchbase.com\/organization\/inovio-pharmaceuticals#section-funding-rounds\">include both DARPA and the Pentagon\u2019s Defense Threat Reduction Agency (DTRA)<\/a>\u00a0and the company has received millions in dollars in grants from DARPA, including\u00a0<a title=\"https:\/\/www.marketwatch.com\/press-release\/inovio-pharmaceuticals-selected-by-darpa-to-lead-a-45-million-program-to-expedite-development-of-novel-products-to-prevent-and-treat-disease-caused-by-ebola-2015-04-08\" href=\"https:\/\/www.marketwatch.com\/press-release\/inovio-pharmaceuticals-selected-by-darpa-to-lead-a-45-million-program-to-expedite-development-of-novel-products-to-prevent-and-treat-disease-caused-by-ebola-2015-04-08\">a\u00a0$45 million grant<\/a>\u00a0to develop a vaccine for Ebola. They were also\u00a0<a title=\"https:\/\/www.barrons.com\/press-release\/PR-CO-20190610-904931?tesla=y&amp;tesla=y\" href=\"https:\/\/www.barrons.com\/press-release\/PR-CO-20190610-904931?tesla=y&amp;tesla=y\">recently awarded over\u00a0$8 million<\/a>\u00a0from the U.S. military to develop a small, portable intradermal device for delivering DNA vaccines, which was jointly developed by Inovio and the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID), which also manages the \u201cbiodefense\u201d lab at Fort Detrick.<\/span><\/p>\n<p id=\"p_1_51\" class=\"container\"><span class=\"contents\">In addition, the German company CureVac, which is also developing a CEPI-backed RNA vaccine for Covid-19, is another long-time recipient of DARPA funding. They were one of DARPA\u2019s earliest investments in the technology, winning a\u00a0<a title=\"https:\/\/www.biocentury.com\/article\/304691\/darpa-jump-started-technologies-behind-some-of-the-leading-covid-19-vaccine-and-antibody-hopes\" href=\"https:\/\/www.biocentury.com\/article\/304691\/darpa-jump-started-technologies-behind-some-of-the-leading-covid-19-vaccine-and-antibody-hopes\">$33.1 million DARPA contract<\/a>\u00a0to develop their \u201cRNActive\u201d vaccine platform in 2011.<\/span><\/p>\n<p id=\"p_1_52\" class=\"container\"><span class=\"contents\">In Moderna\u2019s case, DARPA financed the production and development of their RNA vaccine production platform and their RNA therapy candidate for Chikungunya virus (their first for an infectious disease)\u00a0<a title=\"https:\/\/www.modernatx.com\/about-us\/modernas-key-milestones-and-advancements\" href=\"https:\/\/www.modernatx.com\/about-us\/modernas-key-milestones-and-advancements\">was developed<\/a>\u00a0in direct collaboration with the agency. Since 2016, Moderna\u2019s RNA vaccine program\u00a0<a title=\"https:\/\/www.modernatx.com\/about-us\/modernas-key-milestones-and-advancements\" href=\"https:\/\/www.modernatx.com\/about-us\/modernas-key-milestones-and-advancements\">has received\u00a0$100 million<\/a>\u00a0in funding from the Bill and Melinda Gates Foundation. The Gates Foundation has since\u00a0<a title=\"https:\/\/finance.yahoo.com\/news\/bill-gates-backer-inovio-six-074230868.html\" href=\"https:\/\/finance.yahoo.com\/news\/bill-gates-backer-inovio-six-074230868.html\">poured millions<\/a>\u00a0directly into both Moderna\u2019s and Inovio\u2019s Covid-19 vaccine efforts.<\/span><\/p>\n<p id=\"p_1_53\" class=\"container\"><span class=\"contents\">Gates\u2019 backing of DNA and RNA vaccines is significant, given that Gates \u2013 a billionaire with unparalleled influence and control over global healthcare policy \u2013\u00a0<a title=\"https:\/\/www.gatesnotes.com\/Health\/What-you-need-to-know-about-the-COVID-19-vaccine\" href=\"https:\/\/www.gatesnotes.com\/Health\/What-you-need-to-know-about-the-COVID-19-vaccine\">recently asserted<\/a>\u00a0that the best options for a Covid-19 vaccine are these same vaccines, despite the fact that they have never before been approved for use in humans. Yet, thanks to the emergency authorizations activated due to the current crisis, both Moderna\u2019s and Inovio\u2019s testing for these vaccines\u00a0<a title=\"https:\/\/www.livescience.com\/coronavirus-vaccine-trial-no-animal-testing.html\" href=\"https:\/\/www.livescience.com\/coronavirus-vaccine-trial-no-animal-testing.html\">has skipped<\/a>\u00a0animal trials and gone straight to human testing. They are also set to be fast-tracked for widespread use in a matter of months. Moderna\u2019s clinical trial in humans\u00a0<a title=\"https:\/\/finance.yahoo.com\/news\/bill-gates-backer-inovio-six-074230868.html\" href=\"https:\/\/finance.yahoo.com\/news\/bill-gates-backer-inovio-six-074230868.html\">began in mid-March<\/a>,\u00a0<a title=\"https:\/\/www.businessinsider.com\/inovio-coronavirus-vaccine-trial-starts-in-philadelphia-kansas-city-2020-4?op=1\" href=\"https:\/\/www.businessinsider.com\/inovio-coronavirus-vaccine-trial-starts-in-philadelphia-kansas-city-2020-4?op=1\">followed by<\/a>\u00a0Inovio\u2019s in the beginning of April. Thus, they are not only Gates\u2019 favorites to be the new vaccine, but are also slated to be the first to complete clinical trials and garner emergency U.S. government approval, especially Moderna\u2019s vaccine which is being\u00a0<a title=\"https:\/\/www.cnbc.com\/video\/2020\/01\/27\/moderna-partners-with-nih-on-coronavirus-vaccine.html\" href=\"https:\/\/www.cnbc.com\/video\/2020\/01\/27\/moderna-partners-with-nih-on-coronavirus-vaccine.html\">jointly developed with<\/a>\u00a0the government\u2019s NIH.<\/span><\/p>\n<p id=\"p_1_54\" class=\"container\"><span class=\"contents\">The rapid rise to prominence of Moderna\u2019s and Inovio\u2019s Covid-19 vaccines has resulted in several media articles praising DARPA as having provided our \u201c<a title=\"https:\/\/www.biocentury.com\/article\/304691\/darpa-jump-started-technologies-behind-some-of-the-leading-covid-19-vaccine-and-antibody-hopes\" href=\"https:\/\/www.biocentury.com\/article\/304691\/darpa-jump-started-technologies-behind-some-of-the-leading-covid-19-vaccine-and-antibody-hopes\">best hope<\/a>\u201d for\u00a0<a title=\"https:\/\/www.wired.com\/story\/darpa-cranks-up-antibody-research-to-stall-coronavirus\/\" href=\"https:\/\/www.wired.com\/story\/darpa-cranks-up-antibody-research-to-stall-coronavirus\/\">thwarting the coronavirus crisis<\/a>. In addition to its backing of Moderna\u2019s and Inovio\u2019s own efforts, DARPA itself, specifically DARPA\u2019s BTO, is set to have\u00a0<a title=\"https:\/\/www.cbsnews.com\/news\/coronavirus-antibodies-cloning-darpa-pentagon-covid-19\/\" href=\"https:\/\/www.cbsnews.com\/news\/coronavirus-antibodies-cloning-darpa-pentagon-covid-19\/\">a \u201ctemporary\u201d vaccine<\/a>\u00a0for Covid-19 available in a matter of weeks that will involve the production of synthetic antibodies that would ostensibly provide immunity for a few months until a longer-lasting vaccine (such as those produced by Moderna and Inovio) is available.<\/span><\/p>\n<p id=\"p_1_55\" class=\"container\"><span class=\"contents\">DARPA\u2019s antibody treatment for Covid-19 is pursuing two routes, including the \u201chuman body as bio-reactor\u201d approach that would involve synthetic DNA or RNA being injected in order to prompt the body to produce the necessary antibodies.\u00a0<a title=\"https:\/\/www.defenseone.com\/technology\/2020\/03\/us-military-scientists-hope-have-coronavirus-therapeutic-summer\/163659\/\" href=\"https:\/\/www.defenseone.com\/technology\/2020\/03\/us-military-scientists-hope-have-coronavirus-therapeutic-summer\/163659\/\"><i>Defense One<\/i>\u00a0notes<\/a>\u00a0that DARPA\u2019s Covid-19 treatment would utilize techniques that had resulted from the agency\u2019s investments in microfluidics (the manipulation of liquids at the sub-millimeter range), nanotechnology fabrication and \u201cnew approaches to gene sequencing.\u201d<\/span><\/p>\n<p id=\"p_1_56\" class=\"container\"><span class=\"contents\"><strong>PERSISTENT CONCERNS<\/strong><\/span><\/p>\n<p id=\"p_1_57\" class=\"container\"><span class=\"contents\">While most media reports have painted these DARPA-led efforts as entirely positive, it is worth noting that concerns have been raised, though these concerns have hardly gotten the coverage they warrant. For instance,\u00a0<a title=\"https:\/\/www.nature.com\/articles\/d41587-020-00005-z\" href=\"https:\/\/www.nature.com\/articles\/d41587-020-00005-z\"><i>Nature<\/i>\u00a0recently noted<\/a>\u00a0some key points regarding safety issues related to the race for a Covid-19 vaccine, including the fact that all \u201cprevious coronavirus vaccines have not all proven appropriate or even safe,\u201d with some past attempts at coronavirus vaccines having resulted in antibody dependent enhancement (ADE). ADE results in cells more rapidly taking up the virus and speeding up the virus\u2019 replication, increasing its infectiousness and virulence.<\/span><\/p>\n<p id=\"p_1_58\" class=\"container\"><span class=\"contents\"><a title=\"https:\/\/www.nature.com\/articles\/d41587-020-00005-z\" href=\"https:\/\/www.nature.com\/articles\/d41587-020-00005-z\"><i>Nature<\/i>\u00a0also noted<\/a>\u00a0that the two coronavirus vaccines for SARS that managed to pass phase 1 trials ended up, in subsequent studies, causing immune hypersensitivity in mice \u201cresulting in severe immunopathology,\u201d i.e. permanent defects or malfunctions in the immune system. In addition,\u00a0<i>Nature<\/i>\u00a0also pointed out that it is unknown how strong an immune response is needed to confer immunity for Covid-19 and coronaviruses in general, making it incredibly difficult to gauge if a vaccine is even effective.<\/span><\/p>\n<p id=\"p_1_59\" class=\"container\"><span class=\"contents\">Another issue worth noting involves concerns raised about Inovio Pharmaceuticals by investment research firm Citron Research,\u00a0<a title=\"https:\/\/citronresearch.com\/wp-content\/uploads\/2020\/04\/Inovio-Pharmaceuticals-Bad-Blood.pdf\" href=\"https:\/\/citronresearch.com\/wp-content\/uploads\/2020\/04\/Inovio-Pharmaceuticals-Bad-Blood.pdf\">which compared Inovio to Theranos<\/a>, the disgraced medical technology company that had initially promised to offer diagnoses for numerous diseases via a simple blood test, but was later revealed to be a sham. Citron asserted that \u201cIt\u2019s been over 40 years since Inovio was founded, yet the company has NEVER [sic] brought a product to market, and all the while insiders have enriched themselves with hefty salaries and large stock sales.\u201d<\/span><\/p>\n<p id=\"p_1_60\" class=\"container\"><span class=\"contents\">Citron Research went on to say that the company\u2019s claim to have designed their Covid-19 vaccine in only 3 hours based on a computer algorithm was hard to believe, stating that \u201cInovio has a \u2018computer algorithm\u2019 that no one else in the world has and is arguably one of the greatest breakthroughs in vaccine discovery in the past 100 years, and yet this \u2018computer algorithm\u2019 is not mentioned once in any of its 10-K\u2019s or 10-Q\u2019s? Sounds like Theranos to us.\u201d It also noted that Inovio\u2019s partnerships with pharmaceutical companies Roche and AstraZeneca ended up failing with those two companies canceling the partnership despite claims from Inovio\u2019s CEO that whey would \u201ccontinue to thrive.\u201d<\/span><\/p>\n<p id=\"p_1_61\" class=\"container\"><span class=\"contents\"><strong>A NOT-SO-HIDDEN AGENDA<\/strong><\/span><\/p>\n<p id=\"p_1_62\" class=\"container\"><span class=\"contents\">Of course, these are just concerns focused on corporate behavior and obstacles towards making a Covid-19 vaccine in general. As this report has already shown in detail, DARPA\u2019s other experiments with the same technologies (particularly genetic engineering, synthetic chromosomes, and nanotechnology) that are being used to produce RNA and DNA vaccines for Covid-19 are arguably more concerning. This is especially true given that DARPA-backed companies that describe themselves as \u201cstrategic partners\u201d of the agency are those manufacturing these vaccines. In addition, thanks to backing from the U.S. government and Bill Gates, among others, they are are also slated to be among the first vaccines (if not\u00a0<i>the<\/i>\u00a0first) approved for widespread use.<\/span><\/p>\n<p id=\"p_1_63\" class=\"container\"><span class=\"contents\">It is certainly troubling that media coverage of DARPA\u2019s efforts and the efforts of Moderna and Inovio have thus far not included critical reporting regarding the different branches of DARPA\u2019s research that has produced the technology involved in creating these vaccines, leaving little room for public scrutiny of their safety, efficacy and their potential for unintended effects on human genetics.<\/span><\/p>\n<p id=\"p_1_64\" class=\"container\"><span class=\"contents\">This is particularly alarming given that, over the past several weeks, efforts have been taking shape in many countries\u00a0<a title=\"https:\/\/www.thelocal.dk\/20200313\/denmark-passes-far-reaching-emergency-coronavirus-law\" href=\"https:\/\/www.thelocal.dk\/20200313\/denmark-passes-far-reaching-emergency-coronavirus-law\">to enforce mandatory vaccinations<\/a>\u00a0once a Covid-19 vaccine becomes available. In some countries, it appears likely that the Covid-19 vaccine will not be made mandatory\u00a0<i>per say<\/i>, but will be required for those who wish to return to any semblance of \u201cnormalcy\u201d in terms of public gatherings, working certain jobs, leaving one\u2019s home for longer periods of time and so on.<\/span><\/p>\n<p id=\"p_1_65\" class=\"container\"><span class=\"contents\">Would those involved in creating such a mandatory vaccine, e.g. DARPA, pass up the opportunity to utilize the same technologies involved in producing the vaccine for some of their other admitted goals? This question, of course, has no obvious answer, but the fact that the arc of DARPA\u2019s research is aimed at the weaponization of human biology and genetics in a way that is ripe for misuse, suggests very worrying possibilities that warrant scrutiny. Indeed, if one merely looks at how the crisis has been a boon for\u00a0<a title=\"https:\/\/www.thelastamericanvagabond.com\/top-news\/techno-tyranny-how-us-national-security-state-using-coronavirus-fulfill-orwellian-vision\/\" href=\"https:\/\/www.thelastamericanvagabond.com\/top-news\/techno-tyranny-how-us-national-security-state-using-coronavirus-fulfill-orwellian-vision\/\">the Orwellian plans<\/a>\u00a0of the National Security Commission on Artificial Intelligence (NSCAI) and the federal government\u2019s current efforts to\u00a0<a title=\"https:\/\/www.politico.com\/news\/2020\/03\/21\/doj-coronavirus-emergency-powers-140023\" href=\"https:\/\/www.politico.com\/news\/2020\/03\/21\/doj-coronavirus-emergency-powers-140023\">dramatically increase its powers<\/a>\u00a0amid the current crisis, it becomes increasingly difficult to give government agencies like DARPA and their corporate partners like Moderna and Inovio the benefit of the doubt.<\/span><\/p>\n<p id=\"p_1_66\" class=\"container\"><span class=\"contents\">This is especially true given that \u2013 without a major crisis such as that currently dominating world events \u2013 people would likely be unreceptive to the widespread introduction of many of the technologies DARPA has been developing, whether their push to create cyborg \u201csuper soldiers\u201d or injectable BMIs with the capability to control one\u2019s thoughts. Yet, amid the current crisis, many of these same technologies are being sold to the public as \u201chealthcare,\u201d a tactic DARPA often uses. As the panic and fear regarding the virus continues to build and as people become increasingly desperate to return to any semblance of normalcy, millions will willingly take a vaccine, regardless of any government-mandated vaccination program. Those who are fearful and desperate will not care that the vaccine may include nanotechnology or have the potential to genetically modify and re-program their very being, as they will only want the current crisis that has upended the world to stop.<\/span><\/p>\n<p id=\"p_1_67\" class=\"container\"><span class=\"contents\">In this context, the current coronavirus crisis appears to be the perfect storm that will allow DARPA\u2019s dystopian vision to take hold and burst forth from the darkest recesses of the Pentagon into full public view.
