Concealed Carry Permit Holders Across the United States:\u00a0 (11 Oct 2021)<\/span><\/b><\/p>\n

Abstract<\/p>\n

During the Coronavirus pandemic, the number of concealed handgun permits has soared to over 21.52 million <\/span><\/b>\u2013 a 48% increase since 2016.\u00a0 <\/span><\/span><\/b>It\u2019s also a 10.5% increase over the number of permits we counted a year ago in 2020. <\/b><\/span><\/p>\n

Unlike gun ownership surveys that may be affected by people\u2019s unwillingness to answer personal questions, concealed handgun permit data is the only really \u201chard data\u201d that we have. This increase occurred despite 21 Constitutional Carry states that no longer provide data on all those legally carrying a concealed handgun because people in those states no longer need a permit to carry.<\/p>\n

These numbers are particularly topical given that the U.S. Supreme Court will hear the concealed carry case of New York State Rifle & Pistol Association V. Corlett in November.(2021) That case will determine whether those requesting permits need to provide a \u201cproper cause,\u201d which means a good reason for obtaining a permit.<\/p>\n

Mass Shootings Magically Timed as SCOTUS Now Ready to Decide Sweeping Second Amendment Reversal of Gun Rights.
\nFollowing oral arguments in November in the case, known as New York State Rifle and Pistol Association v. Bruen, a majority of the court appeared poised to invalidate the New York law, though the scope of a forthcoming decision on the right to carry outside the home remains unclear.<\/p>\n

Joseph Blocher, a law professor at Duke University and co-director of its Center for Firearms Law, said it’s unlikely the Supreme Court finds all permit requirements for public carry of handguns to be unconstitutional, which would be a sweeping decision mandating nationwide permitless carry. Instead, the high court could strike down the New York law on the grounds it is too strict or gives too much discretion to state licensing officials.<\/p>\n

Either way, Blocher predicted that a decision from the Supreme Court to invalidate New York’s rules could prompt states to shift their focus to new restrictions that prohibit firearms in sensitive spaces, such as in bars.<\/p>\n
