{"id":162010,"date":"2023-03-30T18:11:02","date_gmt":"2023-03-30T22:11:02","guid":{"rendered":"http:\/\/stateofthenation.co\/?p=162010"},"modified":"2023-03-30T18:11:02","modified_gmt":"2023-03-30T22:11:02","slug":"aumf-repeal-and-threat-to-petrodollar","status":"publish","type":"post","link":"http:\/\/stateofthenation.co\/?p=162010","title":{"rendered":"<h2>AUMF Repeal and Threat to PetroDollar<\/h2>"},"content":{"rendered":"<p><!--more-->Renee Parsons<\/p>\n<p class=\"p1\"><span class=\"s1\">As if in commemoration of the twentieth anniversary of the dastardly deed in March, 2003, the US Senate has finally decided that the<span class=\"Apple-converted-space\">\u00a0<\/span><a href=\"https:\/\/www.congress.gov\/bill\/107th-congress\/senate-joint-resolution\/23\/text\/enr\"><span class=\"s2\">AUMF<\/span><\/a> (Authority to Use Military Force) <a href=\"https:\/\/www.senate.gov\/legislative\/LIS\/roll_call_votes\/vote1071\/vote_107_1_00281.htm#position\"><span class=\"s2\">SJ Res 23<\/span><\/a><\/span><span class=\"s2\"><span class=\"Apple-converted-space\">\u00a0<\/span><\/span><span class=\"s1\"> is no longer relevant \u2013 except for those Senators who opposed its repeal.<span class=\"Apple-converted-space\">\u00a0 <\/span>Twenty years ago, in response to the 911 attack, the US illegally invaded Iraq in a \u2018<a href=\"https:\/\/www.youtube.com\/watch?v=CowOdkKNb0A\"><span class=\"s2\">shock and awe\u2019<\/span><\/a> campaign that devastated the people of Iraq and was initiated under the false <a href=\"https:\/\/wmdcenter.ndu.edu\/\"><span class=\"s2\">weapons of mass destruction<\/span><\/a> pretense.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">That original Resolution to \u201c<a href=\"https:\/\/crsreports.congress.gov\/product\/pdf\/IF\/IF10539\"><span class=\"s2\"><i>authorize the use of US Armed Forces<\/i><\/span><\/a><\/span> <span class=\"s1\"><i>against those responsible for the recent attacks launched against the US<\/i>\u201d was specific to 911 and approved within days of the September 11<\/span><span class=\"s4\"><sup>th<\/sup><\/span><span class=\"s1\"> attack.<span class=\"Apple-converted-space\">\u00a0 <\/span>With the intent to threaten US military action, the Senate approved that Resolution<span class=\"Apple-converted-space\">\u00a0 <\/span><a href=\"https:\/\/www.senate.gov\/legislative\/LIS\/roll_call_votes\/vote1071\/vote_107_1_00281.htm#position\"><span class=\"s2\">98 \u2013 0<\/span><\/a> which has remained in effect for the last twenty years .<span class=\"Apple-converted-space\">\u00a0 <\/span>The AUMF was also <a href=\"https:\/\/watson.brown.edu\/costsofwar\/papers\/2021\/2001AUMF\"><span class=\"s2\">liberally utilized<\/span><\/a> over the years to justify other questionable foreign interventions.<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">It was however<span class=\"Apple-converted-space\">\u00a0 <\/span><a href=\"https:\/\/www.govtrack.us\/congress\/votes\/107-2002\/s237\"><span class=\"s2\">HJ Res. 114<\/span><\/a> \u201c<i>The AUMF Against Iraq Resolution of 2002<\/i>\u201d that a willing Senate voted to approve an intentionally <a href=\"https:\/\/www.globalresearch.ca\/20-lies-about-war\/5812507\"><span class=\"s2\">fabricated war<\/span><\/a><span class=\"Apple-converted-space\">\u00a0 <\/span>which never discovered weapons of mass destruction as were alleged to exist by the US <a href=\"https:\/\/www.npr.org\/2023\/02\/03\/1151160567\/colin-powell-iraq-un-weapons-mass-destruction\"><span class=\"s2\">Secretary of State<\/span><\/a> in front of the UN\u2019s world community. <span class=\"Apple-converted-space\">\u00a0 <\/span>On a <a href=\"https:\/\/www.govtrack.us\/congress\/votes\/107-2002\/s237\"><span class=\"s2\">77 &#8211; 23<\/span><\/a> vote, the US went to war for a total cost of $3 trillion with <a href=\"https:\/\/www.globalsecurity.org\/military\/ops\/iraq_casualties.htm\"><span class=\"s2\">4,500 American deaths<\/span><\/a> and 32,000 wounded.<span class=\"Apple-converted-space\">\u00a0 <\/span>By December, 2011, 39,000 Americans troops were withdrawn leaving a custodial force in place.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">During his \u201c<a href=\"https:\/\/www.resilience.org\/stories\/2021-04-06\/the-greatest-purveyor-of-violence-in-the-world\/\"><span class=\"s2\">Beyond Vietnam<\/span><\/a>\u201d speech in 1967 from the pulpit at Riverside Church, New York City, the Rev. Martin Luther King, Jr. described it concisely:<span class=\"Apple-converted-space\">\u00a0 <\/span>\u201c<i>The greatest purveyor of violence in the world:<span class=\"Apple-converted-space\">\u00a0 <\/span>My own Government.<\/i>\u201d<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Twenty years later,<span class=\"Apple-converted-space\">\u00a0 <\/span>\u201c<a href=\"https:\/\/www.congress.gov\/bill\/118th-congress\/senate-bill\/316\/text\"><span class=\"s2\">S 316<\/span><\/a><i>,<span class=\"Apple-converted-space\">\u00a0 <\/span>A Bill to Repeal <\/i><b><i>Authorizations<\/i><\/b><i> for Use of Military Force Against Iraq<\/i>\u201d<span class=\"Apple-converted-space\">\u00a0 <\/span>was introduced and debated in the Senate with a series of Republican amendments, all of which were defeated with most in opposition to repeal.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p3\"><span class=\"s5\">Sen. Rand Paul\u2019s (SC) <a href=\"https:\/\/cnsnews.com\/article\/international\/patrick-goodenough\/senate-rejects-rand-pauls-amendment-repeal-2001-war-terror\"><span class=\"s2\">amendment<\/span><\/a> to repeal AUMF failed on a spectacular vote of <a href=\"https:\/\/www.senate.gov\/legislative\/LIS\/roll_call_votes\/vote1181\/vote_118_1_00065.htm#position\"><span class=\"s2\">89 \u2013 6<\/span><\/a> and was followed by Sen. Mike Lee\u2019s (Utah) <a href=\"https:\/\/gazette.com\/news\/us-world\/senate-rejects-proposal-for-military-authorizations-to-expire-every-two-years\/article_5fab1a78-28bc-529c-8d26-61ff3b4a3611.html\"><span class=\"s2\">amendment<\/span><\/a> to terminate AUMF after two years unless Congress voted to continue also failed <a href=\"https:\/\/www.senate.gov\/legislative\/LIS\/roll_call_votes\/vote1181\/vote_118_1_00067.htm#position\"><span class=\"s2\">76 \u2013 19<\/span><\/a>. <\/span><span class=\"s1\"><span class=\"Apple-converted-space\">\u00a0 <\/span>In addition, Sen. Josh Hawley\u2019s (Mo.) <a href=\"https:\/\/www.politico.com\/minutes\/congress\/03-24-2023\/hawleys-ukraine-push\/\"><span class=\"s2\">amendment t<\/span><\/a>o appoint an Inspector General to investigate $113 Billion sent to Ukraine failed <a href=\"https:\/\/www.senate.gov\/legislative\/roll-call-vote-not-available.htm\"><span class=\"s2\">68 \u2013 26<\/span><\/a><\/span> <span class=\"s1\">with no Democrats in support. <span class=\"Apple-converted-space\">\u00a0 <\/span>Sen. Rick Scott (Fl.) offered an <a href=\"https:\/\/www.rickscott.senate.gov\/2023\/3\/video-release-sen-rick-scott-continues-fight-for-answers-on-biden-s-botched-afghanistan-withdrawal\"><span class=\"s2\">amendment<\/span><\/a> to conduct a full investigation of the withdrawal of American troops from Afghanistan which also failed <a href=\"https:\/\/www.senate.gov\/legislative\/LIS\/roll_call_votes\/vote1181\/vote_118_1_00075.htm#position\"><span class=\"s2\">62 \u2013 33<\/span><\/a> also with no Democrats in favor. <span class=\"Apple-converted-space\">\u00a0 <\/span>Sen. Tim Kaine, Democratic floor manager for S 316, determined that the Hawley Scott amendments were not germane and called on Democrats to vote No.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">After almost two weeks of casual debate which began on March 16<\/span><span class=\"s4\"><sup>th<\/sup><\/span><span class=\"s1\">, final passage was adopted on a <a href=\"https:\/\/www.senate.gov\/legislative\/LIS\/roll_call_votes\/vote1181\/vote_118_1_00077.htm#position\"><span class=\"s2\">66 \u2013 30<\/span><\/a> vote which surpassed the necessary sixty vote filibuster requirement.<span class=\"Apple-converted-space\">\u00a0 <\/span>The Aye votes included eighteen Republican Senators while the thirty Nay votes were all Republicans.<span class=\"Apple-converted-space\">\u00a0 <\/span>Those Republican Ayes were Sens. Braun (Ind.), Budd (NC), Cassidy (La.), Collins (Me.), Cramer (ND), Daines (Mt.), Grassley (Iowa), Hawley (Mo.), Hoeven (ND), Lee (Utah), Lummis (Wyo.), Marshall (Ks.), Moran (Ks.), Murkowski (Alas.), Paul (Ky.), Schmitt (Mo.), Vance (Ohio), Young (Ind.) <span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">The question remains why thirty Republican Senators cast Nay votes against the repeal of the AUMF. <span class=\"Apple-converted-space\">\u00a0 <\/span>There were suggestions that an existing AUMF would protect American troops still located in Iraq or Syria.<span class=\"Apple-converted-space\">\u00a0 <\/span>If that is a legitimate concern the simple answer is to bring all American troops home. <span class=\"Apple-converted-space\">\u00a0 <\/span>Why exactly are there still Americans in Syria or Iraq and who benefits from an AUMF in place \u2013 the military industrial complex or perhaps Israel; certainly not American enlisted sons and daughters.<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">There was also the suggestion that a new AUMF be adopted to replace that being repealed which leads to speculation that there is some future military engagement lurking in the background.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">In any case, it is fair to speculate a direct correlation between the AUMF, as the <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/3\/20\/the-iraq-war-twenty-years-on\"><span class=\"s2\">invasion of Iraq<\/span><\/a> in 2003 set the stage for decades of unconstitutional armed interventions spreading death and destruction, chaos and loathing amongst countries unable to defend themselves yet rich in natural resources.<span class=\"Apple-converted-space\">\u00a0 <\/span>Syrian oil, Libyan gold, and Afghan Bank funds among other appropriated commodities were all irresistible targets. <span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">As the US magnified its simulation as a decadent Roman Empire into an <a href=\"https:\/\/watson.brown.edu\/costsofwar\/files\/cow\/imce\/papers\/2021\/Costs%2520of%2520War_2001%2520AUMF.pdf\"><span class=\"s2\">international<\/span><\/a> bully in pursuit of political power, geographic territory and valuable resources that belonged to others, including its own fiscal malfeasance, the American Empire has been on an irreversible path of self-destruction as a Constitutional exemplar for the world \u2013 all of which comes as a direct result of US meddling and instigation of economic and military pathological disasters never heeding the implications of their narcissistic imperialist agenda on the rest of the planet. <span class=\"Apple-converted-space\">\u00a0 \u00a0 \u00a0 \u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">It is not surprising that the White House or the State Department response to the announcement of the Russia-China alliance comes as the US political establishment and its European allies continue to fan the flames of dissension; assuming a golden opportunity to take Putin down, destroy Russia and carve up its riches.<span class=\"Apple-converted-space\">\u00a0 <\/span>The exact opposite has occurred. The US foreign policy establishment which prefers to function within its own narrow framework of reality, like any group of sociopaths, with no understanding of how US behavior is interpreted by those who dare question its motives, remains in a stupor, oblivious to the long term repercussions of their deeds \u2013 and those chickens are coming home to roost.<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">What they call the multi-party alliance has grown since September 2006 into <a href=\"https:\/\/www.msn.com\/en-us\/news\/world\/brics-who-are-they-and-why-are-they-a-threat-to-the-us\/ar-AA115bZ5\"><span class=\"s2\">BRICS<\/span><\/a> (Brazil, Russia, India, China and South Africa) as a global geopolitical force encompassing over 3 billion people, 41% of the world\u2019s population and 25% GDP.<span class=\"Apple-converted-space\">\u00a0 <\/span>It is expected to add <a href=\"https:\/\/www.naturalnews.com\/2023-01-18-operation-sandman-now-activated-saudi-arabia-announces-end-dollar-dominance-oil.html\"><span class=\"s2\">Saudi Arabia<\/span><\/a>, Iran, Argentina, Algeria, Turkey and others to its membership at their next meeting.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The Xi-Putin <a href=\"https:\/\/www.rt.com\/news\/573383-putin-xi-agreements-cooperation\/\"><span class=\"s2\">Agreement<\/span><\/a> included strengthening the <a href=\"https:\/\/www.aljazeera.com\/economy\/2023\/3\/21\/no-limits-partnership-xi-and-putins-economic-priorities\"><span class=\"s2\">multipolar economic<\/span><\/a> order by reducing dependence on the petrodollar while embracing the yuan as currency in Asia, Africa and Latin America.<span class=\"Apple-converted-space\">\u00a0 <\/span>While the dollar as world reserve currency provides the US with its superior status, it is a role they themselves have damaged as <a href=\"https:\/\/www.youtube.com\/watch?v=Ey0c_ngUe1A\"><span class=\"s2\">decline of the Dollar<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/a> will nullify US <a href=\"https:\/\/home.treasury.gov\/policy-issues\/financial-sanctions\/sanctions-programs-and-country-information\"><span class=\"s2\">sanctions<\/span><\/a> (aka agents of regime change) routinely applied to some of the planet\u2019s most vulnerable nations.<span class=\"Apple-converted-space\">\u00a0 <\/span>Xi also suggested a peace plan for de-escalation followed by a ceasefire leading to negotiations as well as resistance to <a href=\"https:\/\/www.rt.com\/russia\/573619-west-building-axis-putin\/\"><span class=\"s2\">NATO\u2019s initiatives<\/span><\/a> into the Asia-Pacific region.<\/span><\/p>\n<p class=\"p4\"><span class=\"s1\">Russian Foreign Minister Sergei Lavrov told an interviewer that Moscow was \u201c<a href=\"https:\/\/www.cnsnews.com\/article\/international\/dimitri-simes\/citing-sanctions-foreign-minister-says-russia-working-actively\"><span class=\"s2\">working actively<\/span><\/a>\u201d to move away from the U.S. dollar and <a href=\"https:\/\/halturnerradioshow.com\/index.php\/en\/news-page\/world\/president-of-kenya-urges-citizens-to-get-rid-of-u-s-dollars-soon-operation-sandman\"><span class=\"s2\">encouraged others<\/span><\/a> like Iran which<span class=\"Apple-converted-space\">\u00a0 <\/span>raises a logical question:<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p5\"><span class=\"s6\">With US antagonism towards Iran, why should that country continue to trade in the Dollar?<span class=\"Apple-converted-space\">\u00a0 <\/span>That same question may be asked<span class=\"Apple-converted-space\">\u00a0 <\/span>to those thirty countries which are now living under <a href=\"https:\/\/home.treasury.gov\/policy-issues\/financial-sanctions\/sanctions-programs-and-country-information\"><span class=\"s2\">US sanctions<\/span><\/a>.<span class=\"Apple-converted-space\">\u00a0 <\/span>The answer is clear. <span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">President Joe Biden claimed the alliance was \u2018<a href=\"https:\/\/www.rt.com\/news\/573574-biden-russia-china-cooperation\/\"><span class=\"s2\">vastly exaggerated\u2019<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/a> with assurance that western countries have \u2018<i>expanded their alliances.\u2019<\/i><span class=\"Apple-converted-space\">\u00a0 <\/span>However,<span class=\"Apple-converted-space\">\u00a0 <\/span>exhibiting a failure to grasp the meaning of inclusivity, the US <a href=\"https:\/\/www.rt.com\/news\/573595-biden-hungary-turkiye-summit-democracy\/\"><span class=\"s2\">uninvited<\/span><\/a> two NATO partners to its upcoming Summit for Democracy based on unrelated<span class=\"Apple-converted-space\">\u00a0 <\/span>policy disagreements.<span class=\"Apple-converted-space\">\u00a0 <\/span>Proving that hypocrisy is no stranger to US foreign policy,<span class=\"Apple-converted-space\">\u00a0 <\/span>Secretary of State Antony Blinken cavalierly refused a ceasefire and cited \u2018<i>sovereignty<\/i>\u2019 as a number one goal suggesting \u2018<i>this war could end tomorrow\u2019<\/i> with National Security Advisor Jake Sullivan lecturing about \u201c<a href=\"https:\/\/www.politico.com\/news\/2023\/02\/24\/united-states-china-ukraine-00084384\"><span class=\"s2\"><i>respecting the sovereignty<\/i><\/span><\/a><i> of all nations<\/i>.\u201d<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Immediately after their rendezvous, Xi was hosting Brazilian <a href=\"https:\/\/www.reuters.com\/world\/brazils-lula-cancels-trip-china-press-secretary-2023-03-25\/\"><span class=\"s2\">President Lula<\/span><\/a>, Putin was touring <a href=\"https:\/\/www.cnn.com\/2023\/01\/31\/opinions\/russia-africa-wagner-lavrov-putin-us-davis\/index.html\"><span class=\"s2\">African<\/span><\/a> nations while Biden was traveling to Canada to convince Trudeau about the wisdom of a Haiti <a href=\"https:\/\/abcnews.go.com\/Politics\/wireStory\/biden-trudeau-hold-talks-migration-haiti-98103910\"><span class=\"s2\">invasion<\/span><\/a><\/span><span class=\"s2\">.<\/span><span class=\"s1\"> <span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">It is worth noting that the aggressive language of the AUMF granted the\u00a0US <a href=\"https:\/\/en.wikipedia.org\/wiki\/President_of_the_United_States\"><span class=\"s7\">President<\/span><\/a>\u00a0 authority to use all &#8220;<i>necessary and appropriate force<\/i>&#8221; against those whom he determined &#8220;<i>planned, authorized, committed or aided<\/i>&#8221; the September 11 attacks.<span class=\"Apple-converted-space\">\u00a0 <\/span>It has been some months since the Russians announced that they would hold the \u2018<i>decision-maker nations\u2019<\/i> responsible; those nations who were in the background supplying weapons to Ukraine and fomenting the war would be considered answerable for their behavior.<\/span><\/p>\n<hr \/>\n<p class=\"p3\"><em><span class=\"s1\">Renee Parsons\u00a0served on the ACLU\u2019s Florida State Board of Directors and as president of the ACLU Treasure Coast Chapter.
