<\/picture><\/a><\/p>\nIt\u2019s no longer only \u201che\u201d and \u201cshe\u201d or \u201cman\u201d and \u201cwoman\u201d in the California public schools. And if Gavin Newsom gets his way, it\u2019s coming to your school too.<\/p>\n
The California Department of Public Health is\u00a0in partnership<\/a>\u00a0with the California-based Gender Spectrum organization through a nine-year grant to \u201cconduct rigorous evaluation\u201d of Gender Spectrum\u2019s \u201cprofessional development programs.”<\/p>\n The organization\u2019s undergirding ideology is one of radical \u201cliberation\u201d from the \u201cgender binary,\u201d encouraging youth to invent their own \u201cgenders,\u201d which parents are urged to \u201caffirm.\u201d<\/p>\n However, their \u201cResources\u201d include a so-called \u201cGender Support Plan,\u201d which explicitly excludes a child\u2019s parents at the child\u2019s request. Some initiatives start\u00a0with kids in kindergarten<\/a>.<\/p>\n In the hours before we published, today, Gender Spectrum\u2019s website\u00a0became no longer accessible<\/a>\u00a0and they didn\u2019t respond to multiple comment requests.<\/p>\n Millions In Taxpayer Dollars<\/strong><\/p>\n Gender Spectrum will collect $2,340,000 from the California Department of Public Health, Office of Health Equity for the California Reducing Disparities Project. Here\u2019s how the payments break down:<\/p>\n Started in the Jerry Brown era when Newsom was lieutenant governor, the grant\u00a0originally<\/a>\u00a0ran from 2017-2022. However, in March 2022, the Newsom administration more than doubled the annual funding and gave Gender Spectrum an\u00a0extension<\/a>\u00a0until June 2026. In 2022 the California Department of Health gave the organization $355,260 as a part of these payments, up from $160,958 in 2021.<\/p>\n The grant gives financial and technical assistance to two Gender Spectrum professional development programs: The Foundations of Gender Inclusive Schools Training and The Gender Spectrum Inclusive Schools Network. The programs impart, among other items \u201cconcrete strategies for applying the lens of gender diversity to school practices.\u201d<\/p>\n The plan is to\u00a0continue to bring these programs to more schools<\/a>.<\/p>\n Our auditors at OpenTheBooks.com found state payments to Gender Spectrum after we\u00a0broke open the California state checkbook for the first time in history<\/a>\u00a0last year.<\/p>\n How To Use Neopronouns<\/strong><\/p>\n Our report uses web resources found on Gender Spectrum\u2019s website, and direct quotes and slides from the Gender Spectrum Family Conference 2022, which\u00a0featured the organization\u2019s executives as presenters and facilitators<\/a>.<\/p>\n One presentation covered the intricacies of \u201cneoidentities.\u201d<\/p>\n Neogenders, or neoidentities, are words other than \u201cman\u201d and \u201cwoman\u201d which individuals use to describe their gender. Neogenders may \u201cdescribe gender as a personal, aesthetic, synesthetic, or head-space oriented experience.\u201d A neogender may have a corresponding neopronoun other than \u201che\u201d and \u201cher.\u201d<\/p>\n For example, someone could identify as \u201cfoxgender\u201d and use the \u201cfoxself\u201d pronoun. This does not necessarily mean the person believes he or she is a fox, but rather the person identifies with \u201caspects of a fox, whether that\u2019s their appearance, their personality, or how they\u2019re viewed in society.\u201d<\/p>\n If one were to use the foxself pronouns, one could say \u201cFox<\/strong>\u00a0said\u00a0fox<\/strong>\u00a0would rather do it\u00a0foxself<\/strong>.\u201d Instead of \u201cShe said she would rather do it herself.\u201d<\/p>\n There are an unlimited number of genders one can have, so if an adult does not understand a child\u2019s chosen neogender right away, that is understandable. In fact, youth don\u2019t even have to properly understand their own neogenders, because they are on a \u201cgender journey\u201d that will likely change over time.<\/p>\n Keeping It Secret \u2013 Parents Don\u2019t Need To Know<\/strong><\/p>\n Gender Spectrum\u2019s mission appears to drive a wedge between children and their parents.<\/p>\n Parents are told they should unreservedly \u201caffirm\u201d their child\u2019s neogender. And if parents aren\u2019t affirming, they can expect to be cut out of this aspect of their child\u2019s social and psychological development entirely.<\/p>\n As Naomi Cruz, Manager of Family and Educational Programming at Gender Spectrum, says:<\/p>\n \u201cIf parents are not supportive of neogender identities and the youth is feeling really torn because of that, I definitely recommend supporting that youth in the ways that you can, so definitely making sure to use this youth\u2019s pronouns when it’s safe to. The youth may request, obviously, \u2018don\u2019t use these pronouns around my parents,\u2019 but when you two are alone or in spaces where their parents are not there, or the youth has indicated that it\u2019s safe, making sure to use those neopronouns or making sure to refer to them in ways that make them feel gender affirmed.\u201d<\/p><\/blockquote>\n In other words, as soon as parents leave the room, a teacher or other adult can start referring to their child as \u201cfox,\u201d \u201crock,\u201d \u201cmoon,\u201d or whatever else the child fancies. It\u2019s a little secret they don\u2019t have to share with parents.<\/p>\n With One Exception<\/strong><\/p>\n If a child chooses a gender that encompasses a racial, ethnic, religious, or disability group they are not a part of, the parent must direct the child to a different neogender. For example, only autistic people are allowed to use \u201cautigender\u201d or \u201cautismgender.\u201d Cruz provides a script for parents to correct their children in these cases:<\/p>\n \u201cYes, I understand that this term means something to you, but perhaps we can create another term or another pronoun that also has a meaning to you, but isn\u2019t specific to a certain racial, ethnic, or other group where there are closed identities and pronouns.\u201d<\/p><\/blockquote>\n Cruz did not mention if the parent should redirect the child back to its own sex (or species), but we assume this action would not be considered \u201caffirming.\u201d<\/em><\/p>\n Gender Support Plans<\/strong><\/p>\n Gender Support Plans are essentially tools to help administrators facilitate the social transition of a child\u2019s gender while at school.<\/p>\n Gender Spectrum\u2019s six-page\u00a0document<\/a>\u00a0covers which bathrooms, locker rooms and facilities the student will be using, which name they will go by, and the “go-to adults\u201d on campus.<\/p>\n Parental knowledge of their child\u2019s gender plan is entirely up to the child, whether or not parents would be supportive of such a transition.<\/em><\/p>\n The plan even includes strategies for keeping parents in the dark about their child\u2019s \u201cgender identity.\u201d Such plans have been\u00a0found<\/a>\u00a0in schools across the country.<\/p>\n During the Gender Spectrum Family Conference in October 2022, Carla Pena, Director of Training, stated that this is a part of the training administrators and educators receive through Gender Spectrum\u2019s programs:<\/p>\n \u201cWe also give this training to school educators and administrators who are working with trans and gender expansive kids, and it\u2019s not always the case that caregivers are supportive of their child\u2019s gender, their gender journey, in that case, if parents are not supportive or if the child is not out, that\u2019s not necessarily someone who will be a part of the gender support team.\u201d<\/p><\/blockquote>\n Secret school gender transitions have been an organizational priority for a long time. As\u00a0reported<\/a>\u00a0in the Washington Examiner, in 2015 Gender Spectrum co-authored a report titled “Schools in Transition<\/a>,\u201d which was also sponsored by the National Education Association, one of America\u2019s biggest teachers’ unions.<\/p>\n What seemed like a radical notion then has effectively permeated schools nationwide, boosted by partnerships at the state and national level.<\/p>\n A Federal Partnership Too<\/strong><\/p>\n The state of California isn\u2019t the only institution boosting the Gender Spectrum\u2019s work; the organization consulted on the\u00a0National Sex Education Standards<\/a>, cited by the U.S. Centers for Disease Control for use in schools nationwide.<\/p>\n The standards were published in 2021 and included goals like:<\/p>\n The CDC\u2019s\u00a0website\u00a0<\/a>says of this guidance:<\/p>\n “The standards are designed to help schools focus on what is most essential for students to learn by the end of a grade level or grade span and can be used to create lessons and curricula with aligned learning objectives.”<\/p><\/blockquote>\n Gender Spectrum\u2019s Kim Westheimer was listed as one of the consultants on the National Sex Education Standards. Westheimer also gave a talk at the 2022 Family Conference, stating that exposing children to different ideas of gender encourages them to take on different gender identities:<\/p>\n \u201cThings like social media and YouTube are giving young people more permission to explore their identity and maybe to try on new identities and decide if those are right for them or not. I would say that\u2019s a good thing, not a bad thing, and that kids should be supported in that.\u201d<\/p><\/blockquote>\n The CDC has recommended Gender Spectrum resources in at least three other agency documents or webpages:\u00a0LGBTQ Inclusivity In Schools:<\/a>\u00a0A Self-Assessment Tool;\u00a0Dating Matters<\/a>: Strategies to Promote Healthy Teen Relationships;\u00a0Creating Safe Schools<\/a>\u00a0for LGBTQ+ Youth.<\/p>\n Gender Spectrum has not received federal contract or grant funding, but has received $297,111 in federal small business Covid-19 loans. Their first Paycheck Protection Program $153,110 loan in April 2020 was forgiven. On February 26, 2021, the organization took a $145,833 PPP loan and the current status is undetermined.<\/p>\n The organization has partnered with other national groups like National Association of Secondary School Principals, the National PTA, the American School Counselors Association, and the School Superintendents Association.<\/p>\n SUMMARY<\/strong><\/p>\n Gender Spectrum\u00a0openly brags<\/a>\u00a0about the organization\u2019s national, and even international impact, reaching youth from Switzerland to Singapore.<\/p>\n The half a million dollars in funding from the state of California between 2021 and 2022 (and $2,340,000\u00a0 by 2026) will go a long way with Gender Spectrum. Indeed, within the California Department of Public Health\u2019s Request for Proposals for the grant Gender Spectrum won is a\u00a0stipulation<\/a>\u00a0for the organization to \u201cincreas[e] its current project scale to allow for effective evaluation.\u201d<\/p>\n Along with evaluating the program for supposed \u201ceffectiveness\u201d the CDPH\u00a0stated<\/a>:<\/p>\n \u201csecondary program goals include the development of infrastructure and business practices to expand and improve existing efforts in order to provide quality mental health services to more at-need community members.\u201d<\/p><\/blockquote>\n If California school districts push back, then\u00a0the California Attorney General sues<\/a>.<\/p>\n On August 28 California Attorney General Rob Bonta\u00a0announced<\/a>\u00a0a lawsuit against the Chino Valley Unified School District in California to halt the district\u2019s mandatory gender identity disclosure policy. The policy would inform parents if a child asks to use a different name or pronoun in school, a policy which Bonta says is \u201cwrongfully and unconstitutionally discriminating against\u00a0and violating the privacy rights of\u00a0LGBTQ+ students.\u201d<\/p><\/blockquote>\n Gavin Newsom stated in one of his wife\u2019s documentaries (also\u00a0shown<\/a>\u00a0in schools),<\/p>\n \u201cAt the end of the day a budget is a set of values. Budget reflects your values.\u201d<\/p><\/blockquote>\n California voters and taxpayers should consider how this spending reflects their own values and parents nationwide should be alert to how Newsom\u2019s values are being exported to their children\u2019s schools.<\/p>\n NOTE: We reached out for comment, context, and background to Gender Spectrum, the California Department of Public Health, and Gov.
