The most recent filing, which China Daily submitted on June 1, is the first to include detailed breakdowns of payments to American news outlets.<\/p>\n<div class=\"meta__row\"><span class=\"meta__author\">by\u00a0<a href=\"https:\/\/nationalinterest.org\/profile\/chuck-ross\">Chuck Ross<\/a><\/span><\/div>\n<\/header>\n<div class=\"proper-ad-unit\">\n<div id=\"proper-ad-nationalinterest_content_1\"><\/div>\n<\/div>\n<div class=\"detail__content\">\n<p class=\"flfc\">One of\u00a0<a href=\"https:\/\/www.19fortyfive.com\/2020\/05\/beware-the-costs-of-a-u-s-china-technology-trade-war\/\" target=\"_blank\" rel=\"noopener noreferrer\">China<\/a>\u2019s main propaganda outlets has paid American newspapers nearly $19 million for advertising and printing expenses over the past four years, according to documents filed with the Justice Department.<\/p>\n<div class=\"ad ad--center\"><\/div>\n<p>China Daily, an English-language newspaper controlled by the Chinese Communist Party, has paid more than $4.6 million to The Washington Post and nearly $6 million to The Wall Street Journal since November 2016, the\u00a0<a href=\"https:\/\/efile.fara.gov\/docs\/3457-Amendment-20200601-2.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">records<\/a>\u00a0show.<\/p>\n<div class=\"ad ad--center\">\n<div class=\"proper-ad-unit\">\n<div id=\"proper-ad-nationalinterest_content_12\"><\/div>\n<\/div>\n<\/div>\n<p>Both newspapers have published\u00a0<a href=\"https:\/\/dailycaller.com\/2017\/11\/29\/china-paid-wapo-to-publish-a-news-supplement-that-ignored-north-koreas-icbm\/\" target=\"_blank\" rel=\"noopener noreferrer\">paid supplements<\/a>\u00a0that China Daily produces called \u201cChina Watch.\u201d The inserts are designed to look like real news articles, though they often contain a pro-Beijing spin on contemporary news events.<\/p>\n<p><a href=\"https:\/\/twitter.com\/hunterschwarz\/status\/1045004554847342598\" target=\"_blank\" rel=\"noopener noreferrer\">One insert<\/a>\u00a0from September 2018 touted an initiative pushed by Chinese President Xi Jinping with the headline: \u201cBelt and Road aligns with African nations.\u201d The same insert ran a story titled \u201cTariffs to take toll on U.S. homebuyers\u201d that asserted that U.S. tariffs on Chinese lumber would raise the cost of building homes in the United States.<\/p>\n<p>China Daily also paid for advertising in several other newspapers: The New York Times ($50,000), Foreign Policy ($240,000), The Des Moines Register ($34,600) and CQ-Roll Call ($76,000).<\/p>\n<div class=\"ad ad--center\">\n<div id=\"rc-widget-d5f7e2\" data-endpoint=\"\/\/trends.revcontent.com\" data-rc-widget=\"\" data-widget-host=\"habitat\" data-widget-id=\"142434\"><\/div>\n<\/div>\n<p>It spent a total of $11,002,628 on advertising in U.S. newspapers, and another $265,822 on advertising with Twitter.<\/p>\n<p>China Daily has also paid out more than $7.6 million to newspapers and printing companies for its newspaper for U.S.-based readers, the Justice Department\u2019s filings show.<\/p>\n<div class=\"ad ad--center\">\n<div id=\"rc-widget-d5f7e2-2\" data-endpoint=\"\/\/trends.revcontent.com\" data-rc-widget=\"\" data-widget-host=\"habitat\" data-widget-id=\"142663\"><\/div>\n<\/div>\n<p>The Los Angeles Times, The Seattle Times, The Atlanta Journal-Constitution, The Chicago Tribune, The Houston Chronicle and The Boston Globe are all listed as clients of China Daily. The Chinese outlet paid the Los Angeles Times $657,523 for printing services, according to the FARA filings.<\/p>\n<p>The Justice Department has for years required China Daily to disclose its activities semi-annually under the Foreign Agents Registration Act (FARA). The outlet disclosed those expenditures for the period between November 2016 and April 2020.<\/p>\n<div class=\"ad ad--center\">\n<div class=\"proper-ad-unit\">\n<div id=\"proper-ad-nationalinterest_content_2\"><\/div>\n<\/div>\n<\/div>\n<p>It is unclear if China Daily submitted the more detailed filings under pressure from the Justice Department or on its own.<\/p>\n<p>Pro-democracy groups\u00a0<a href=\"https:\/\/dailycaller.com\/2020\/01\/15\/washington-post-nyt-china-watch-propaganda-freedom-house\/\" target=\"_blank\" rel=\"noopener noreferrer\">have long warned<\/a>\u00a0about the Chinese government\u2019s attempts to push propaganda through American news outlets.\u00a0<a href=\"https:\/\/freedomhouse.org\/report\/special-report\/2020\/beijings-global-megaphone\" target=\"_blank\" rel=\"noopener noreferrer\">Freedom House<\/a>and the\u00a0<a href=\"https:\/\/www.hoover.org\/sites\/default\/files\/research\/docs\/chineseinfluence_americaninterests_fullreport_web.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Hoover Institution<\/a>\u00a0have both drawn attention to China Daily\u2019s paid inserts in reports on the Chinese government\u2019s efforts to influence the media.<\/p>\n<div class=\"ad ad--center\"><\/div>\n<p>China Daily and other Beijing-controlled propaganda mills have come under intense scrutiny amid the coronavirus pandemic. Chinese government officials\u00a0<a href=\"https:\/\/dailycaller.com\/2020\/03\/13\/twitter-china-redfield-coronavirus\/\" target=\"_blank\" rel=\"noopener noreferrer\">have tried to divert blame<\/a>\u00a0for the spread of the virus to the United States and other Western nations. Many of the regime-controlled outlets, including China Daily, have echoed the communist leaders\u2019 talking points.<\/p>\n<p>China Daily has slowed its advertising expenditures in recent months, the filings show. China Daily last paid The Washington Post for advertising in December 2019.
