CR Dilemma: THE NUMBERS DO NOT LIE<\/b><\/h2>"},"content":{"rendered":"<p><!--more-->Renee Parsons<\/p>\n<p class=\"p1\"><span class=\"s1\">While every annual Congressional budget for the Federal government is a complex negotiation of intricate numbers tied to complicated policy decisions, there is no way in God\u2019s Green Earth for an easy fix of today\u2019s totally unsustainable fiscal accounting emergency; yet rarely have those budget negotiations, despite evidence of a gross disparity within the Federal government\u2019s ledgers, ever become a full fledged public fight over the future of the country. <span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Add to that crisis the illegal immigration emergency at the southern border for which the Federal government is accepting zero responsibility as well as US military misadventures in the Red Sea encouraged by the Israeli Zionists, it is the House Freedom Caucus (HFC) and its friends that understand the complexity of the devastating geopolitical implications.<span class=\"Apple-converted-space\">\u00a0 \u00a0 \u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Hence, focusing on HFC opposition to the Continuing Resolution (CR) last spring brought the current debt ceiling crisis to public attention, rejecting the Pelosi policies and<span class=\"Apple-converted-space\">\u00a0 <\/span>Biden spending level.<span class=\"Apple-converted-space\">\u00a0 <\/span>Today, they have strategically linked the border debacle to the equally essential need for serious budget reduction.<span class=\"Apple-converted-space\">\u00a0 <\/span>In other words, the CR should be held in abeyance to force the Biden Administration to act on restricting the dramatic increase of dubious trespassers illegally crossing into the US mainland. <span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Without agreement on an acceptable border solution, as if the Biden do-nothings will respond, there is the threat of a government shutdown by January 19<\/span><span class=\"s2\"><sup>th<\/sup><\/span><span class=\"s1\"><span class=\"Apple-converted-space\">\u00a0 <\/span>which, in and of itself,<span class=\"Apple-converted-space\">\u00a0 <\/span>will not be the end of the world.<span class=\"Apple-converted-space\">\u00a0 <\/span>Dems remain in ridiculous denial that there is no immigration crisis even as the country\u2019s Big Cities are exploding with massive social, political and financial turmoil.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">In addition to the above uncertainties, today\u2019s Congressional leadership is also unsustainable.<span class=\"Apple-converted-space\">\u00a0 <\/span>Too many incumbents are no longer qualified to lead the country out of its self created morass as they ignore truth and forsake their own responsibility, intent on digging a deeper hole.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">A brief summary of fiscal turbulence includes the current outstanding public debt at<span class=\"Apple-converted-space\">\u00a0 <\/span>$34 Trillion which arrived sooner than pre pandemic projections although Tesla <a href=\"https:\/\/twitter.com\/elonmusk\/status\/1744816076821590432?ref_src=twsrc%255Etfw%257Ctwcamp%255Etweetembed%257Ctwterm%255E1744816076821590432%257Ctwgr%255E55c6c579db0de2db80d3b1db0cef25317e7315b3%257Ctwcon%255Es1_&amp;ref_url=https%253A%252F%252Fwww.stateofunion.org%252F2024%252F01%252F14%252Felon-musk-shares-meme-mocking-bill-clintons-2000-claim-about-us-national-debt-which-now-stands-at-34t%252F\"><span class=\"s3\">CEO Elon Musk<\/span><\/a> pointed out the painful reality that with \u201c<i>unfunded obligations like SS and Medicare, the debt could quickly rise to $100 Trillion.\u201d<\/i> <span class=\"Apple-converted-space\">\u00a0 <\/span>As Rep Chip Roy (Texas) suggests, the proposed CR insists on \u201c<i>spending more money that we don\u2019t have <\/i>.\u201d<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">In addition, the annual debt service payment is estimated <a href=\"https:\/\/www.newsnationnow.com\/business\/your-money\/us-national-debt-hits-34-trillion\/#:~:text=%2528NewsNation%2529%2520%25E2%2580%2594%2520As%2520the%2520federal%2520government%25E2%2580%2599s%2520gross%2520national,%2524800%2520billion%2520a%2520year%2520in%2520interest%2520payments%2520alone.\"><span class=\"s3\">at $800 billion annually<\/span><\/a> which is equal to the Pentagon\u2019s annual budget. <span class=\"Apple-converted-space\">\u00a0 <\/span>And then if the <a href=\"https:\/\/www.investopedia.com\/the-national-debt-hit-a-record-usd34-trillion-how-much-should-you-worry-8421976\"><span class=\"s3\">debt-to-GDP ratio<\/span><\/a> (debt compared to what the country produces) is factored in at 119% in 2023 or 95% while excluding unfunded obligations, it is apparent that the country is cruising on a massive collision course as some in Congress prefer to stumble in the dark. <span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Now here\u2019s a \u2018fun fact\u2019 for a future town hall meeting with Congress:<span class=\"Apple-converted-space\">\u00a0 <\/span>what is the difference between the US debt and the US budget deficit?<span class=\"Apple-converted-space\">\u00a0 <\/span>Answer:<span class=\"Apple-converted-space\">\u00a0 <\/span>the debt is money owed while the deficit is the difference between spending and revenue. <span class=\"Apple-converted-space\">\u00a0 <\/span><a href=\"https:\/\/mail.google.com\/mail\/u\/0\/?pli=1#search\/david+Stockman\/FMfcgzGwJJhCCRtPNtCgnfjqxMGwnflb\"><span class=\"s3\">Dave Stockman\u2019s<\/span><\/a> cited examples of US deficit blowouts as Trump increased deficit to $983 Billion in 2019 and by 2020\/2021, the US deficit reached $5.9 Trillion.<span class=\"Apple-converted-space\">\u00a0 <\/span>In other words, if there is a decline in revenue, there will be a sharp increase in the deficit. Who can\u2019t figure that out?<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">There is one procedural glitch about a short term CR in the House which Speaker Johnson appears to have rejected as a viable option. <span class=\"Apple-converted-space\">\u00a0 <\/span>One argument against a Continuing Resolution is the withholding of Federal dollar and policy details misplaced within reams of a haphazard multitude of<span class=\"Apple-converted-space\">\u00a0 <\/span>pages. Conceivably a CR would deny each Elected an opportunity to individually review the details before signing-off on an assortment of covert documents never before seen or more importantly, deny Congress the opportunity to publicly debate the budget for the Dept of Homeland Security<span class=\"Apple-converted-space\">\u00a0 <\/span>or any other Federal agency.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">In other words, a Continuing Resolution process work its magic by shifting mystifying numbers without any real oversight with no guarantee of public accountability as its Big Money Donors favorite federal procurements will slip through during the hustle-bustle of legislative adoption with little\/no opposition or awareness.<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">More importantly, specific to this short term CR would deprive Congress of the ability to take advantage of a \u2018side deal\u2019 that McCarthy made with Biden last spring.<span class=\"Apple-converted-space\">\u00a0 <\/span>That \u201cdeal\u201d which is a statutory part of the process for a full year CR would allow a 9% across-the-board cut valued at about $73 billion of non-defense spending which would otherwise not be activated. <span class=\"Apple-converted-space\">\u00a0 <\/span>In other words, with a shorter term CR, those 9% cuts remain within the budget number. <span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">While the current proposed CR is set to be short-term which allows the status quo of no real Congressional oversight or inability to ferret out nefarious policy or monetary details will continue unabated, the possibility exists of a massive omnibus bill, which is a bazillion times more objectionable, may surface to grease the skids for more out-of-control spending.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p2\"><span class=\"s4\">It might be helpful to sort out the self praise from bitter reality as former President Donald Trump continues to <a href=\"https:\/\/www.politifact.com\/factchecks\/2021\/oct\/08\/facebook-posts\/no-donald-trump-didnt-lead-greatest-economy-histor\/\"><span class=\"s3\">tout the economy<\/span><\/a> during his term in office as<\/span><span class=\"s5\">\u00a0<\/span><span class=\"s1\"><i>&#8220;In case you forgot. Two years ago today, we were experiencing the greatest economy in the history of the world.<\/i>&#8221; <span class=\"Apple-converted-space\">\u00a0 <\/span>The statement is less than accurate since he never addressed the debt ceiling inequities and increased the Pentagon to over $800 billion which incidentally the DOD continues to <a href=\"https:\/\/www.defensenews.com\/pentagon\/2023\/11\/16\/pentagon-fails-sixth-audit-with-number-of-passing-grades-stagnant\/\"><span class=\"s3\">fail every audit<\/span><\/a> ever attempted.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">The bottom line here is that \u2018reform\u2019 of the Republican party is long past overdue; whether \u2018reform\u2019 is even adequate for the level of corruption and gross inefficiency that exists.<span class=\"Apple-converted-space\">\u00a0 <\/span>Those systemic changes, necessary and urgent though they are, cannot be expected to occur within one electoral cycle but instead are the result of a lengthy, dedicated effort. <span class=\"Apple-converted-space\">\u00a0 <\/span>If there was<\/span><span class=\"s4\"> a functioning RNC, (another problematic Trump appointee), the number one job would be to eliminate those Uniparty Republican elitists who, with every vote, undermine a once valid fiscal conservative philosophy.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Rep. Roy and cohorts are on their own with little support from Speaker Johnson who is still finding his direction or President Trump who can take a share of the current fiscal catastrophe.<span class=\"Apple-converted-space\">\u00a0 <\/span>The cost of maintaining 800 military bases in countries where there is no \u201cnational security\u2019 risk or maintaining <a href=\"https:\/\/www.ft.com\/content\/8e9eb52c-cf78-4052-8c28-2c2cef8f9372\"><span class=\"s3\">57,000 US<\/span><\/a> military personnel in mid East countries where they are unwelcome and remain subject to legislative immunity.<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The Fiscal Monster began in 1913 when perhaps the most incompetent<span class=\"Apple-converted-space\">\u00a0 <\/span>US President Woodrow Wilson committed one disastrous decision after another beginning with establishment of<span class=\"Apple-converted-space\">\u00a0 <\/span>a <a href=\"https:\/\/www.federalreservehistory.org\/essays\/federal-reserve-history\"><span class=\"s3\">\u2018Fed\u2019 Bank<\/span><\/a> which was always a privately owned bank and never a government operated financial institution; that decision was followed by<span class=\"Apple-converted-space\">\u00a0 <\/span>supporting adoption of the <a href=\"https:\/\/constitution.congress.gov\/constitution\/amendment-16\/\"><span class=\"s3\">Sixteenth Amendment<\/span><\/a> which transformed American citizens into \u2018<a href=\"https:\/\/www.youtube.com\/watch?v=gMdcE8jdz70\"><span class=\"s3\">taxpayers<\/span><\/a>\u2019<span class=\"Apple-converted-space\">\u00a0 <\/span>both of which encouraged the Feds and its Banker friends to go bananas with an eternal spigot of cash which<span class=\"Apple-converted-space\">\u00a0 <\/span>had only been a fantastical dream followed by US entry into WW I in order to save the Brit\/French asses. <span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">All of the above led to expansion of the Federal bureaucracy with an embedded administrative staff which assumed managerial control while diminishing<span class=\"Apple-converted-space\">\u00a0 <\/span>Congress\u2019s role (article 1, section 8) from providing for the <i>common defense and General Welfare of the United States<\/i>.\u201d<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Given that politicians of the day could not find ways to spend its new stash of cash fast enough, that new found wealth translated into WW I, WWII, Korean War, Vietnam War, Terrorist Wars in Middle East and beyond into 2024.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<hr \/>\n<p class=\"p3\"><span class=\"s6\"><i>Renee Parsons\u00a0served on the ACLU\u2019s Florida State Board of Directors and as president of the ACLU Treasure Coast Chapter.
