{"id":32606,"date":"2020-10-20T10:35:39","date_gmt":"2020-10-20T14:35:39","guid":{"rendered":"http:\/\/stateofthenation.co\/?p=32606"},"modified":"2020-10-20T10:35:39","modified_gmt":"2020-10-20T14:35:39","slug":"tyrannical-technocracy-to-monitor-all-covid-19-vaccines-recipients-for-up-to-2-years","status":"publish","type":"post","link":"http:\/\/stateofthenation.co\/?p=32606","title":{"rendered":"Tyrannical Technocracy to Monitor All COVID-19 Vaccines Recipients for up to 2 years!"},"content":{"rendered":"<h1>Google &amp; Oracle to Monitor Americans Who Get Warp Speed\u2019s Covid-19 Vaccine for up to Two Years<\/h1>\n<p><!--more-->Whitney Webb<br \/>\nThe Last American Vagabond<\/p>\n<h3><strong><i>Moncef Slaoui, the official head of Operation Warp Speed, told the Wall Street Journal last week that all Warp Speed vaccine recipients in the US will be monitored by \u201cincredibly precise . . . tracking systems\u201d for up to two years and that tech giants Google and Oracle would be involved.<\/i><\/strong><\/h3>\n<p class=\"p1\"><span class=\"s1\">Last week, a rare media interview given by the Trump administration\u2019s \u201cVaccine Czar\u201d offered a brief glimpse into the inner workings of the extremely secretive Operation Warp Speed (OWS), the Trump administration\u2019s \u201cpublic-private partnership\u201d for delivering a Covid-19 vaccine to 300 million Americans by next January. What was revealed should deeply unsettle all Americans.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">During an interview with the <a href=\"https:\/\/www.wsj.com\/articles\/the-captain-of-operation-warp-speed-11602278486\"><span class=\"s2\"><i>Wall Street Journal<\/i><\/span><\/a> published last Friday, the \u201ccaptain\u201d of Operation Warp Speed, career Big Pharma executive Moncef Slaoui, confirmed that the millions of Americans who are set to receive the project\u2019s Covid-19 vaccine will be monitored via \u201cincredibly precise . . . tracking systems\u201d that will \u201c<\/span><span class=\"s3\">ensure that patients each get two doses of the same vaccine and to monitor them for adverse health effects.\u201d Slaoui also noted that tech giants Google and Oracle have been contracted as part of this \u201ctracking system\u201d but did not specify their exact roles beyond helping to \u201ccollect and track vaccine data.\u201d<\/span><\/p>\n<p class=\"p4\"><span class=\"s1\">The day before the <i>Wall Street Journal<\/i> interview was published, the<i> New York Times <\/i>published <a href=\"https:\/\/www.nytimes.com\/2020\/10\/05\/opinion\/sway-kara-swisher-moncef-slaoui.html?showTranscript=1\"><span class=\"s4\">a separate interview<\/span><\/a> with Slaoui where he referred to this \u201ctracking system\u201d as a \u201cvery active pharmacovigilance surveillance system.\u201d During <a href=\"https:\/\/www.sciencemag.org\/news\/2020\/09\/leader-us-vaccine-push-says-he-ll-quit-if-politics-trumps-science-approval-process\"><span class=\"s4\">a previous interview<\/span><\/a> with the journal <i>Science <\/i>in early September, Slaoui had referred to this system only as \u201ca very active pharmacovigilance system\u201d that would \u201cmake sure that when the vaccines are introduced that we\u2019ll absolutely continue to assess their safety.\u201d Slaoui has only recently tacked on the words \u201ctracking\u201d and \u201csurveillance\u201d to his description of this system during his relatively rare media interviews.<\/span><\/p>\n<p class=\"p4\"><span class=\"s1\">While Slaoui himself was short on specifics regarding this \u201cpharmacovigilance surveillance system,\u201d the few official documents from Operation Warp Speed that have been publicly released offer some details about what this system may look like and how long it is expected to \u201ctrack\u201d the vital signs and whereabouts of Americans who receive a Warp Speed vaccine.<\/span><\/p>\n<h3 class=\"p6\"><span class=\"s1\"><b>The Pharmacovigilantes<\/b><\/span><\/h3>\n<p class=\"p4\"><span class=\"s1\">Two official OWS documents released in mid-September state that vaccine recipients\u2014expected to include a majority of the US population\u2014would be monitored for twenty-four months after the first dose of a Covid-19 vaccine is administered and that this would be done by a \u201cpharmacovigilance system.\u201d <\/span><\/p>\n<p class=\"p4\"><span class=\"s1\">In the OWS document entitled \u201c<a href=\"https:\/\/www.hhs.gov\/sites\/default\/files\/strategy-for-distributing-covid-19-vaccine.pdf\"><span class=\"s4\">From the Factory to the Frontlines<\/span><\/a><\/span><span class=\"s5\">,<\/span><span class=\"s1\">\u201d the Department of Health and Human Services (HHS) and the Department of Defense (DOD) stated that, because Warp Speed vaccine candidates use new unlicensed vaccine production methods that \u201chave limited previous data on safety in humans . . . the long-term safety of these vaccines will be carefully assessed using pharmacovigilance surveillance and Phase 4 (post-licensure) clinical trials.\u201d<\/span><\/p>\n<p class=\"p4\"><span class=\"s1\">It continues:<\/span><\/p>\n<blockquote>\n<p class=\"p7\"><span class=\"s1\"><i>The key objective of pharmacovigilance is to determine each vaccine\u2019s performance in real-life scenarios, to study efficacy, and to discover any infrequent and rare side effects not identified in clinical trials. OWS will also use pharmacovigilance analytics, which serves as one of the instruments for the continuous monitoring of pharmacovigilance data. Robust analytical tools will be used to leverage large amounts of data and the benefits of using such data across the value chain, including regulatory obligations.<\/i><\/span><\/p>\n<\/blockquote>\n<p class=\"p4\"><span class=\"s1\">In addition, Moncef Slaoui and OWS\u2019s vaccine coordinator, Matt Hepburn, formerly a program manager at the Pentagon\u2019s controversial <\/span><span class=\"s6\">Defense Advanced Research Projects Agency\u00a0<\/span><span class=\"s1\">(DARPA), had <a href=\"https:\/\/www.nejm.org\/doi\/full\/10.1056\/NEJMp2027405\"><span class=\"s4\">previously published<\/span><\/a> an article in the <i>New England Journal of Medicine<\/i> that stated that \u201cbecause some technologies have limited previous data on safety in humans, the long-term safety of these vaccines will be carefully assessed using pharmacovigilance surveillance strategies.\u201d<\/span><\/p>\n<p class=\"p4\"><span class=\"s1\">The use of pharmacovigilance on those who receive the vaccine is also mentioned in <a href=\"https:\/\/media.defense.gov\/2020\/Sep\/16\/2002498504\/-1\/-1\/1\/OWS-VACCINE-DISTRIBUTION-GRAPHIC.pdf\"><span class=\"s4\">the official Warp Speed \u201cinfographic<\/span><span class=\"s3\">,\u201d<\/span><\/a> which states that monitoring will be done in cooperation with the Food and Drug Administration (FDA) and the Centers for Disease Control and Protection (CDC) and will involve \u201c24 month post-trial monitoring for adverse effects.\u201d <\/span><\/p>\n<p class=\"p4\"><span class=\"s1\">In a separate part of that same document, OWS describes one of its \u201cfour key tenets\u201d as \u201ctraceability,\u201d which has three goals: to \u201cconfirm which of the approved vaccines were administered regardless of location (private\/public)\u201d; to send a \u201creminder to return for second dose\u201d; and to \u201cadminister the correct second dose.\u201d <\/span><\/p>\n<p class=\"p4\"><span class=\"s1\">Regarding a Covid-19 vaccine requiring more than one dose, a <a href=\"https:\/\/www.cdc.gov\/vaccines\/imz-managers\/downloads\/COVID-19-Vaccination-Program-Interim_Playbook.pdf\"><span class=\"s4\">CDC document<\/span><\/a> associated with Operation Warp Speed states: <\/span><\/p>\n<p class=\"p7\"><span class=\"s1\"><i>For most Covid-19 vaccine products, two doses of vaccine, separated by 21 or 28 days, will be needed. Because different Covid-19 vaccine products will not be interchangeable, a vaccine recipient\u2019s second dose must be from the same manufacturer as their first dose. Second-dose reminders for vaccine recipients will be critical to ensure compliance with vaccine dosing intervals and achieve optimal vaccine effectiveness.<\/i><\/span><\/p>\n<p class=\"p4\"><span class=\"s1\">The CDC document also references <a href=\"https:\/\/www.centerforhealthsecurity.org\/our-work\/pubs_archive\/pubs-pdfs\/2020\/200819-vaccine-allocation.pdf\"><span class=\"s4\">a document published in August<\/span><\/a> by the Johns Hopkins Center for Health Security, <a href=\"https:\/\/www.thelastamericanvagabond.com\/all-roads-lead-dark-winter\/\"><span class=\"s4\">associated with the Event 201 and Dark Winter simulations,<\/span><\/a> as informing its Covid-19 vaccination strategy. The Johns Hopkins paper, which counts Dark Winter co-organizer Thomas Inglesby as one of its authors, argues that existing \u201cpassive reporting\u201d systems managed by the CDC and FDA should be retooled to create \u201can active safety surveillance system directed by the CDC that monitors all [Covid-19] vaccine recipients\u2014perhaps by short message service or other electronic mechanisms.\u201d <\/span><\/p>\n<p class=\"p4\"><span class=\"s1\">Despite the claims in these documents that the \u201cpharmacovigilance surveillance system\u201d would intimately involve the FDA, top FDA officials <\/span><span class=\"s7\">stated<\/span><span class=\"s1\"> in September that they were barred from attending OWS meetings and told reporters they could not explain the operation\u2019s organization or when or with what frequency its leadership meets. The FDA officials did state, however, that they \u201care still allowed to interact with companies developing products for OWS,\u201d <a href=\"https:\/\/www.statnews.com\/2020\/09\/08\/operation-warp-speed-promised-to-do-the-impossible-how-far-has-it-come\/\"><span class=\"s4\"><i>STAT<\/i> news reported<\/span><\/a>. <\/span><\/p>\n<p class=\"p4\"><span class=\"s1\">In addition, the FDA has apparently \u201cset up a firewall between the vast majority of staff and the initiative [Operation Warp Speed]\u201d that appears to drastically limit the number of FDA officials with any knowledge of or involvement in Warp Speed. The FDA\u2019s director of the Center for Drug Evaluation and Research, <a href=\"https:\/\/www.fda.gov\/about-fda\/fda-organization\/janet-woodcock\"><span class=\"s4\">Janet Woodcock<\/span><\/a>, is <a href=\"https:\/\/www.statnews.com\/2020\/09\/28\/operation-warp-speed-vast-military-involvement\/\"><span class=\"s4\">the only FDA official<\/span><\/a> listed as having any direct involvement in OWS and appears to be personally managing this \u201cfirewall\u201d at the FDA. Woodcock <a href=\"https:\/\/www.youtube.com\/watch?v=OD3VdnitFec\"><span class=\"s4\">describes herself<\/span><\/a> as a long-time advocate for the use of \u201cbig data\u201d in the evaluation of drug and vaccine safety and has been intimately involved in FDA precursors to the coming Warp Speed \u201cpharmacovigilance surveillance system\u201d known as Sentinel and PRISM, both of which are discussed later in this report. <\/span><\/p>\n<p class=\"p4\"><span class=\"s1\">Woodcock is <a href=\"https:\/\/www.fdanews.com\/articles\/197305-woodcock-temporarily-steps-down-as-cder-director\"><span class=\"s4\">currently on a temporary leave of absence<\/span><\/a> from her role as the director of the Center for Drug Evaluation and Research, which allows her to focus her complete attention on overseeing aspects of Operation Warp Speed on behalf of the FDA\u2019s Office of the Commissioner. Her temporary replacement at the FDA, <a href=\"https:\/\/www.statnews.com\/2020\/06\/23\/janet-woodcock-replacement-fda\/\"><span class=\"s4\">Patrizia Cavazzoni<\/span><\/a>, is \u201cvery aligned with Janet and where the agency is going,\u201d according to media reports. Cavazzoni is a former executive at Pfizer, one of the companies producing a vaccine for OWS. That vaccine is <a href=\"https:\/\/www.msn.com\/en-us\/health\/medical\/pfizer-to-start-testing-its-covid-19-vaccine-in-kids-as-young-as-12\/ar-BB19ZFLV\"><span class=\"s4\">set to begin testing in children<\/span><\/a> as young as 12 years old.<\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">The extreme secrecy of Operation Warp Speed has affected not only the FDA but also the CDC, as a CDC expert panel normally involved in developing the government\u2019s vaccine distribution strategies <a href=\"https:\/\/www.statnews.com\/2020\/09\/08\/operation-warp-speed-promised-to-do-the-impossible-how-far-has-it-come\/\"><span class=\"s4\">was \u201cstonewalled\u201d<\/span><\/a> by Matt Hepburn, OWS\u2019s vaccine coordinator, who bluntly refused to answer several of the panel\u2019s \u201cpointed questions\u201d about the highly secretive operation.<\/span><\/p>\n<h3 class=\"p6\"><span class=\"s1\"><b>More Secret Contracts<\/b><\/span><\/h3>\n<p class=\"p4\"><span class=\"s1\">While Moncef Slaoui and Warp Speed documents provide few details regarding what this \u201ctracking system\u201d would entail, Slaoui did note in his recent interview with the<i> Wall Street Journal<\/i> that tech giants Google and Oracle had been contracted to \u201ccollect and track vaccine data\u201d as part of this system. Neither Google nor Oracle, however, has announced receipt of a contract related to Operation Warp Speed, and the DOD and HHS, similarly, have yet to announce the awarding of any Warp Speed contract to either Google or Oracle. In addition, searches on the US government\u2019s <a href=\"https:\/\/www.federalregister.gov\/\"><span class=\"s4\">Federal Register<\/span><\/a> and on <a href=\"https:\/\/beta.sam.gov\/\"><span class=\"s4\">the official website<\/span><\/a> for federally awarded contracts came up empty for any contract awarded to Google or Oracle that would apply to any such \u201cpharmacovigilance\u201d system or any other aspect of Operation Warp Speed.<\/span><\/p>\n<p class=\"p4\"><span class=\"s1\">Given my previous reporting on the use of a nongovernment intermediary for awarding OWS contracts to vaccine companies, it seems likely that Warp Speed contracts awarded to Google and Oracle were made using a similar mechanism. In an October 6, 2020, report for <a href=\"https:\/\/www.thelastamericanvagabond.com\/operation-warp-speed-is-using-a-cia-linked-contractor-to-keep-covid-19-vaccine-contracts-secret\/\"><span class=\"s4\"><i>The Last American Vagabond<\/i><\/span><\/a>, I noted that $6 billion in Warp Speed contracts awarded to vaccine companies were made through Advanced Technology International (ATI), a government contractor that works mainly with the military and surveillance technology companies and whose parent company has strong ties to the CIA and the 2001 Dark Winter simulation. HHS, which is supposedly overseeing Operation Warp Speed, claimed to have \u201cno record\u201d of at least one of those contracts. Only one Warp Speed vaccine contract, which did not involve ATI and was awarded directly by HHS\u2019s <\/span><span class=\"s6\">Biomedical Advanced Research and Development Authority<\/span><span class=\"s1\">, was <a href=\"https:\/\/www.keionline.org\/34168\"><span class=\"s4\">recently obtained by <i>KEI Online<\/i><\/span><\/a><i>.<\/i> Major parts of the contract, however, including the section on intellectual property rights, were redacted in their entirety.<\/span><\/p>\n<p class=\"p4\"><span class=\"s1\">If the Warp Speed contracts that have been awarded to Google and Oracle are anything like the Warp Speed contracts awarded to most of its participating vaccine companies, then those contracts grant those companies diminished federal oversight and exemptions from federal laws and regulations designed to protect taxpayer interests in the pursuit of the work stipulated in the contract. It also makes them essentially immune to Freedom of Information Act (FOIA) requests. Yet, in contrast to the unacknowledged Google and Oracle contracts, vaccine companies have publicly disclosed that they received OWS contracts, just not the terms or details of those contracts. This suggests that the Google and Oracle contracts are even more secretive.<\/span><\/p>\n<p class=\"p4\"><span class=\"s1\">A major conflict of interest worth noting is Google\u2019s ownership of YouTube, which <a href=\"https:\/\/www.msn.com\/en-au\/news\/other\/youtube-bans-coronavirus-vaccine-misinformation\/ar-BB1a1fjz\"><span class=\"s4\">recently banned<\/span><\/a> on its massive multimedia platform all \u201cmisinformation\u201d related to concerns about a future Covid-19 vaccine. With Google now formally part of Operation Warp Speed, it seems likely that any concerns about OWS\u2019s extreme secrecy and the conflicts of interest of many of its members (particularly <a href=\"https:\/\/www.thelastamericanvagabond.com\/trump-appoints-big-pharma-exec-connected-bill-gates-head-vaccine-developments\/\"><span class=\"s4\">Moncef Slaoui<\/span><\/a> and <a href=\"https:\/\/www.youtube.com\/watch?v=jzOeY2DVHyE\"><span class=\"s4\">Matt Hepburn<\/span><\/a>) as well as any concerns about Warp Speed vaccine safety, allocation and\/or distribution may be labeled \u201cCovid-19 vaccine misinformation\u201d and removed from YouTube. <\/span><\/p>\n<h3 class=\"p9\"><span class=\"s1\"><b>From the NSA to the FDA: The New PRISM<\/b><\/span><\/h3>\n<p class=\"p4\"><span class=\"s1\">Though the nature of this coming surveillance system for Covid-19 vaccine recipients has yet to be fully detailed by Warp Speed or the tech companies the operation has contracted, OWS documents and existing infrastructure at the FDA offer a clue as to what this system could entail.<\/span><\/p>\n<p class=\"p4\"><span class=\"s1\">For instance, the Warp Speed document \u201c<a href=\"https:\/\/www.hhs.gov\/sites\/default\/files\/strategy-for-distributing-covid-19-vaccine.pdf\"><span class=\"s4\">From the Factory to the Frontlines<\/span><\/a>\u201d notes that the pharmacovigilance system will be a new system created exclusively for OWS that will be \u201cbuil[t] off of existing IT [information technology] infrastructure\u201d and will fill any \u201cgaps with new IT solutions.\u201d It then notes that \u201cthe Covid-19 vaccination program requires significant enhancement of the IT that will support enhancements and data exchange that are critical for a multi-dose candidate to ensure proper administration of a potential second dose.\u201d The document also states that all data related to the OWS vaccine distribution effort \u201cwill be reported into a common IT infrastructure that will support analysis and reporting,\u201d adding that this \u201cIT infrastructure will support partners with a broad range of tools for record-keeping, data on who is being vaccinated, and reminders for second doses.\u201d<\/span><\/p>\n<p class=\"p4\"><span class=\"s1\">Though some Warp Speed documents hint as to the existing IT systems that will serve as the foundation for this new tracking system, arguably the most likely candidate is the FDA-managed Sentinel Initiative, which was established in 2009 during the H1N1 Swine flu pandemic. Like Operation Warp Speed itself, Sentinel is a public-private partnership and involves the FDA, private business, and academia.<\/span><\/p>\n<p class=\"p4\"><span class=\"s1\">According to <a href=\"https:\/\/www.sentinelinitiative.org\/\"><span class=\"s4\">its website<\/span><\/a>, Sentinel\u2019s \u201cmain goal is to improve how FDA evaluates the safety and performance of medical products\u201d through big data, with an additional focus on \u201clearning more about potential side effects.\u201d Media reports <a href=\"https:\/\/www.ofdigitalinterest.com\/2016\/02\/fda-aims-to-expand-sentinel-capabilities-include-evaluation-of-drug-effectiveness\/\"><span class=\"s4\">describe Sentinel<\/span><\/a> as \u201can electronic surveillance system that aggregates data from electronic medical records, claims and registries that voluntarily participate and allows the agency to track the safety of marketed drugs, biologics and medical devices.\u201d <\/span><\/p>\n<p class=\"p4\"><span class=\"s1\">One of Sentinel\u2019s main proponent at the FDA is Janet Woodcock, who <a href=\"https:\/\/www.ofdigitalinterest.com\/2016\/02\/fda-aims-to-expand-sentinel-capabilities-include-evaluation-of-drug-effectiveness\/\"><span class=\"s4\">has aggressively worked to expand<\/span><\/a> the program as director of the FDA\u2019s Center for Drug Evaluation and Research, with a focus on Sentinel\u2019s use in \u201cpost-market effectiveness studies.\u201d As previously mentioned, Woodcock is the only FDA official listed among the ninety or so \u201cleaders\u201d of OWS, <a href=\"https:\/\/www.statnews.com\/2020\/09\/28\/operation-warp-speed-vast-military-involvement\/\"><span class=\"s4\">most of whom are part of the US military<\/span><\/a> and lack any health-care or vaccine-production experience.<\/span><\/p>\n<p class=\"p4\"><span class=\"s1\">Woodcock\u2019s temporary replacement at the FDA, Patrizia Cavazzoni, is <a href=\"https:\/\/www.statnews.com\/2020\/06\/23\/janet-woodcock-replacement-fda\/\"><span class=\"s4\">also very active<\/span><\/a> in efforts to expand Sentinel. <a href=\"https:\/\/www.statnews.com\/2020\/06\/23\/janet-woodcock-replacement-fda\/\"><span class=\"s4\"><i>STAT <\/i>news reported earlier this year<\/span><\/a> that Cavazzoni previously \u201cserved on the sterling committee of I-MEDS, an FDA-industry partnership which allows drug makers to pay for use of the FDA\u2019s real-world data system known as Sentinel to complete certain safety studies more quickly.\u201d<\/span><\/p>\n<p class=\"p1\"><span class=\"s3\">Sentinel has a series of \u201ccollaborating partners\u201d that \u201c<\/span><span class=\"s1\">provide healthcare data and scientific, technical, and organizational expertise\u201d to the initiative. These <a href=\"https:\/\/www.sentinelinitiative.org\/about\/who-involved#section-1592853674019\"><span class=\"s5\">collaborating partners<\/span><\/a> include intelligence contractor Booz Allen Hamilton, tech giant IBM, and major US health insurance companies such as Aetna and Blue Cross Blue Shield, among many others. In addition, Sentinel\u2019s Innovation Center, which it describes as the program\u2019s \u201ctest bed to identify, develop, and evaluate innovative methods,\u201d <a href=\"https:\/\/www.sentinelinitiative.org\/about\/sentinel-structure\/sentinel-innovation-center-ic\"><span class=\"s5\">is partnered with<\/span><\/a> Amazon, General Dynamics, and Microsoft. Sentinel also has a Community Building and Outreach Center, which is <a href=\"https:\/\/www.sentinelinitiative.org\/about\/sentinel-structure\/community-building-and-outreach-center-cboc\"><span class=\"s5\">managed by Deloitte consulting<\/span><\/a>, one of the largest consultancy firms in the world that is known for seeking to <\/span><span class=\"s5\">fill its ranks with former<a href=\"https:\/\/www.cnbc.com\/2016\/12\/19\/accountants-and-spies-the-secret-history-of-deloittes-espionage-practice.html\"><span class=\"s8\"> CIA officials<\/span><\/a><\/span><span class=\"s1\">. <\/span><\/p>\n<p class=\"p4\"><span class=\"s1\">The Sentinel system\u2019s specific surveillance program aimed at monitoring vaccine effectiveness is known as <a href=\"https:\/\/www.sentinelinitiative.org\/sites\/default\/files\/Methods\/Sentinel_PRISM_Vaccine_Effectiveness_White_Paper.pdf\"><span class=\"s3\">the <\/span><span class=\"s4\">Post-licensure Rapid Immunization Safety Monitoring Program<\/span><\/a>, better known as PRISM. Sentinel\u2019s PRISM was \u201cdeveloped to monitor vaccine safety, but [to date] has never been used to assess vaccine effectiveness.\u201d PRISM was initially launched alongside the Sentinel Initiative itself in 2009 \u201cin response to the need to monitor the safety of the H1N1 influenza vaccine\u201d after it was licensed, marketed, and administered. Yet, as previously mentioned, PRISM has yet to be used to assess the effectiveness of any vaccine while quietly expanding for nearly a decade, which implies that the stakeholders in the Sentinel Initiative have a plan to implement this \u201csafety surveillance system\u201d at some point.<\/span><\/p>\n<p class=\"p4\"><span class=\"s1\">The name PRISM may remind readers of <a href=\"https:\/\/www.cnet.com\/news\/nsa-surveillance-programs-prism-upstream-live-on-snowden\/\"><span class=\"s4\">the National Security Agency (NSA) program<\/span><\/a> of the same name that became well known throughout the United States following the Edward Snowden revelations. Given this association, it is worth noting that the NSA, as well as the Department of Homeland Security (DHS), <a href=\"https:\/\/www.cyberscoop.com\/operation-warp-speed-coronavirus-vaccine-cybersecurity-dds-nsa-dhs-cisa-fbi-hhs\/\"><span class=\"s4\">are now officially part of Operation Warp Speed<\/span><\/a> and appear to be playing a role in the development of Warp Speed\u2019s \u201cpharmacovigilance surveillance system.\u201d The addition of the NSA and the DHS to the initiative, of course, greatly increases the involvement of US intelligence agencies in the operation, which itself is \u201cdominated\u201d by the military and sorely lacking in civilian public health officials.<\/span><\/p>\n<p class=\"p4\"><span class=\"s5\"><a href=\"https:\/\/www.cyberscoop.com\/operation-warp-speed-coronavirus-vaccine-cybersecurity-dds-nsa-dhs-cisa-fbi-hhs\/\"><i>CyberScoop<\/i><\/a><\/span><span class=\"s1\"> first reported in early September that members of <a href=\"https:\/\/techcrunch.com\/2020\/09\/18\/nsa-anne-neuberger-hackers-covid-19\/?guccounter=1\"><span class=\"s4\">the NSA\u2019s Cybersecurity Directorate<\/span><\/a> were involved in Operation Warp Speed, with their role\u2014as well as that of DHS\u2014being framed mainly as offering \u201ccybersecurity advice\u201d to the initiative. However, the NSA and DHS are also offering \u201cguidance\u201d and \u201cservices\u201d to both the other federal agencies involved in Warp Speed as well as OWS contractors, which now include Google and Oracle.<\/span><\/p>\n<p class=\"p4\"><span class=\"s1\">Google <a href=\"https:\/\/www.huffpost.com\/entry\/nsa-google_n_5273437\"><span class=\"s4\">is well known for its cozy relationship<\/span><\/a> with the NSA, <a href=\"https:\/\/www.yahoo.com\/news\/google-facebook-cooperated-nsa-prism-145643099.html\"><span class=\"s4\">including its PRISM program<\/span><\/a>, and they <a href=\"https:\/\/thehill.com\/blogs\/congress-blog\/technology\/249521-cisa-the-dirty-deal-between-google-and-the-nsa-that-no-one-is\"><span class=\"s4\">have also backed<\/span><\/a> NSA-supported legislation that would make it easier to surveil Americans without a warrant. Similarly, Oracle is a longtime NSA contractor and also <a href=\"https:\/\/www.theregister.com\/2013\/08\/13\/larry_ellison_on_google_and_nsa\"><span class=\"s4\">has ties to the CIA<\/span><\/a> dating back to its earliest days as a company, <a href=\"https:\/\/medium.com\/insurge-intelligence\/how-the-cia-made-google-e836451a959e\"><span class=\"s4\">not unlike Google<\/span><\/a>. Notably, Oracle and Google remain locked in<a href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/2020\/10\/07\/google-v-oracle-supreme-court-wrestles-over-9-billion-copyright-suit\/5908012002\/\"><span class=\"s4\"> a major legal battle<\/span><\/a> over copyright issues that is set to be heard by the Supreme Court in the coming weeks and is expected to have major ramifications for the tech industry.<\/span><\/p>\n<h3 class=\"p10\"><span class=\"s1\"><b>The Public Health Panopticon<\/b><\/span><\/h3>\n<p class=\"p1\"><span class=\"s1\">In the aftermath of the September 11 attacks, the US military attempted to institute a surveillance program so invasive that Congress defunded it just months after its creation due to public outrage. Known as Total Information Awareness (TIA), the program <a href=\"https:\/\/www.aclu.org\/other\/qa-pentagons-total-information-awareness-program\"><span class=\"s2\">sought to develop<\/span><\/a> an all-seeing surveillance apparatus managed by the Pentagon\u2019s DARPA and officially argued that invasive surveillance of the entire US population was necessary to prevent terrorist attacks, bioterrorism events, and even naturally occurring disease outbreaks before they could take place.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Before it was disbanded, TIA <a href=\"https:\/\/www.nytimes.com\/2002\/11\/14\/opinion\/you-are-a-suspect.html\"><span class=\"s2\">sought to collect<\/span><\/a> Americans\u2019 medical records; fingerprints; gait, facial, and iris biometric data; drug prescriptions; and <a href=\"https:\/\/www.csmonitor.com\/2003\/1002\/p09s01-coop.html\"><span class=\"s2\">even DNA<\/span><\/a> in addition to citizens\u2019 financial, travel, and media-consumption habits. TIA, not unlike Operation Warp Speed, was a \u201cpublic-private partnership\u201d managed by the DOD and <a href=\"https:\/\/epic.org\/privacy\/profiling\/tia\/may03_report.pdf\"><span class=\"s2\">partnered with<\/span><\/a> the NSA, the CIA, and other intelligence agencies as well as the private sector and academia. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Also like Warp Speed, TIA officially justified its invasive surveillance goals by claiming that its initiatives would rescue Americans from the \u201cinvisible enemy\u201d of faceless terrorists abroad and ensure citizens\u2019 safety, security, and health. Today, Warp Speed officially takes aim at a new type of \u201cinvisible enemy\u201d\u2014a microbe invisible to the naked human eye.<\/span><\/p>\n<p class=\"p11\"><span class=\"s7\">In the years after 9\/11, the public pushback against TIA was fierce. The American Civil Liberties Union (ACLU) <a href=\"https:\/\/www.aclu.org\/other\/qa-pentagons-total-information-awareness-program?redirect=technology-and-liberty\/qa-pentagons-total-information-awareness-program\"><span class=\"s2\">claimed<\/span><\/a> at the time that the surveillance effort would \u201c<\/span><span class=\"s1\">kill privacy in America\u201d because \u201cevery aspect of our lives would be catalogued,\u201d while <a href=\"https:\/\/www.sfgate.com\/news\/article\/Fighting-terror-by-terrifying-U-S-citizens-2752084.php\"><span class=\"s9\">mainstream media outlets warned<\/span><\/a> that TIA was \u201cfighting terror by terrifying U.S. citizens.\u201d Despite Congress officially defunding the program, it later emerged that TIA <a href=\"https:\/\/www.technologyreview.com\/2006\/04\/26\/229286\/the-total-information-awareness-project-lives-on\/\"><span class=\"s9\">was never <i>actually<\/i> shut down<\/span><\/a>, with its various programs having been covertly divided among the web of military and intelligence agencies that comprise the US national security state.<\/span><\/p>\n<p class=\"p11\"><span class=\"s1\">Unlike in years past, TIA\u2019s apparent successor, Operation Warp Speed, has received no pushback from mainstream media outlets or advocacy organizations, with many of these same entities now placing blind faith in the secretive initiative and lionizing it as the \u201conly way\u201d to resolve the Covid-19 pandemic crisis. <\/span><\/p>\n<p class=\"p11\"><span class=\"s1\">The national security state has carefully learned from and studied its past failures, while many Americans, in contrast, continue to place their trust in the very agencies and government entities that have lied the country into multiple wars, tortured and maimed countless civilians abroad, produced a series of failed states in order to plunder their resources, and are currently facilitating the pillaging of the American economy by Wall Street and the Federal Reserve under the guise of \u201crelief.\u201d <\/span><\/p>\n<p class=\"p11\"><span class=\"s1\">Allowing these same entities to surveil and track a majority of Americans and to use the country\u2019s population as guinea pigs for unlicensed, understudied, and experimental vaccine technologies is a clear recipe for disaster. At the same time, it would also enable a surveillance panopticon so dystopian and far reaching that Americans stand to lose not only their few remaining civil liberties but even sovereignty over their own bodies. <\/span><\/p>\n<p class=\"p11\"><span class=\"s1\">The total-surveillance agenda that began with TIA and that has been resurrected through Warp Speed predated Covid-19 by decades. Its architects and proponents have worked to justify these extreme and invasive surveillance programs by marketing this agenda as the \u201csolution\u201d to whatever Americans are most afraid of at any given time.
