It\u2019s Name is the Lieber Code from Lincoln\u2019s Executive order 100 in color of law. We had a Constitutional Republican form of government from 1819 to 1860 or 1861. From 1776 to 1819 it was changing from an overthrown Monarchy. Most of the \u201cpeople from 1776 to 1819 the people at large\u201d were not convinced for a long time. There really in an active conspiracy, the industrial\/military\/judicial\/legislative\/executive\/banker\/ BAR\/royalist\/communist\/muslim\/Georgia Guide stone complex.<\/p>\n<p>This does not involve the true Constitutional Republican form of government on each of the several states. As long as there are still \u201cpeople\u201d the body, mind, spirit as juxtaposed to \u201cperson\u201d the ALL CAP NAME corporate fiction. All power is inherent in the people.<\/p>\n<p>Each state is an autonomous\u00a0Nation, not a subdivision of\u00a0the US inc., each with its own Constitution. All power is inherent in the people. The number of people is not specified and a majority is not required as we are not a Democracy. The several states of the union are the creator party to \u201cThe United States of America\u2019s Constitution.\u201d The \u201cpeople at large\u201d are beneficiaries. The \u201cpeople at large\u201d are the creator party to the State\u2019s Constitutions.<\/p>\n<p>The STATE OF OREGON&#8217;s incorporated governance is color of law. Operated by the Salem oligarchy aka Kate Brown et al&#8230;That is a subdivision of the DC\/United States* as originally incorporated during Lincoln\u2019s era.<\/p>\n<p>I think each STATE OF THE OTHER 49 is about the same. A Little more carrot or a little more stick.<\/p>\n<p>To remove the Lieber Code\/martial law the method is clear and written down by the de facto. The Lieber code of\u00a0 Lincoln&#8217;s EO 100 is nullified by a civilian court on the land. So says SCOTUS Ex parte Milligan. There was no, none, zero civilian courts on the land of Oregon. Until ours. I was told there ;is one on Texas, one in Philadelphia and one on Georgia. I have been unable to prove this. I do know there is no Article III court that will\u00a0claim original jurisdiction. They have acquiesced\u00a0to &#8220;we must do it ourselves.&#8221;<\/p>\n<p>The Army Heritage Center 717 245 3972\/3949 verified the Lieber Code\u00a0was updated and still in effect in 2015. No known changes since then. The JAG , Judge Advocate General, attorney knew exactly what I was talking about.<\/p>\n<p>A method of returning Oregon to a Constitutional Republican form of government was\/is: We assembled our 1st amendment Oregon Statewide Jural Assembly 3 years ago. We notified the DOJ, USMS, FBI, 36 Sheriffs, 30 Senators, A.G, governor, SoS lawfully and none rebutted our claim, they all acquiesced and defaulted.<\/p>\n<p>We formed Article I Section 1 of Oregon&#8217;s Constitution and informed all the same ones. We formed our civilian court of record and informed all the same ones. We notified all the same ones; that thru Ex parte Milligan&#8217;s\u00a0authority we nullified Lieber Code\/martial law. Not one rebuttal.<\/p>\n<p>We informed the Oregon National Guard\/Oregon Organized Militia&#8217;s\u00a0JAG and they are not happy and have talked back and hung up. We are awaiting an appointment with their Commanding General Michael Stencel.<\/p>\n<p>We are forming a 45 member Grand jury pool and trial jury pool of Oregonians non-US citizens, to bring forth true bills against the evil doers on Oregon. Then implement\u00a0Article III Amendment VII. This is a template for the others states.<\/p>\n<hr \/>\n<h4><strong><em>Ex parte Milligan<\/em><\/strong>, 71 U.S. (4 Wall.) 2 (1866), was a\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/List_of_landmark_court_decisions_in_the_United_States\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/en.wikipedia.org\/wiki\/List_of_landmark_court_decisions_in_the_United_States&amp;source=gmail&amp;ust=1608023658885000&amp;usg=AFQjCNHVNzTkzBWsxpADmSxf9EBTM-Iv6A\">landmark decision<\/a>\u00a0of the\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/US_Supreme_Court\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/en.wikipedia.org\/wiki\/US_Supreme_Court&amp;source=gmail&amp;ust=1608023658885000&amp;usg=AFQjCNEuiFAjI7wyBvi3qdC1CwFg1oqcpw\">US Supreme Court<\/a>\u00a0that ruled the application of\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Military_tribunals\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/en.wikipedia.org\/wiki\/Military_tribunals&amp;source=gmail&amp;ust=1608023658885000&amp;usg=AFQjCNEeQd4IJvToPmSxlPkLTF9XLCG-jg\">military tribunals<\/a>\u00a0to citizens when civilian courts are still operating is unconstitutional. In this particular case, the Court was unwilling to give\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/President_of_the_United_States\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/en.wikipedia.org\/wiki\/President_of_the_United_States&amp;source=gmail&amp;ust=1608023658885000&amp;usg=AFQjCNH-H5lI5FqbEyg8vZB1tEixfH2JUw\">President<\/a>\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Abraham_Lincoln\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/en.wikipedia.org\/wiki\/Abraham_Lincoln&amp;source=gmail&amp;ust=1608023658885000&amp;usg=AFQjCNFBazOFV18_UUEEcVrQskUFjq-0-Q\">Abraham Lincoln<\/a>&#8216;s administration the power of military commission jurisdiction, part of the administration&#8217;s controversial plan to deal with\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Union_(American_Civil_War)\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/en.wikipedia.org\/wiki\/Union_(American_Civil_War)&amp;source=gmail&amp;ust=1608023658885000&amp;usg=AFQjCNFPCU_tmJVvp6xlezMOcYoPxR7WSQ\">Union<\/a>\u00a0dissenters during the\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/American_Civil_War\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/en.wikipedia.org\/wiki\/American_Civil_War&amp;source=gmail&amp;ust=1608023658885000&amp;usg=AFQjCNGo8k5ewwrQlRkjMEMLY4iAsmzB9w\">American Civil War<\/a>. Justice\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/David_Davis_(Supreme_Court_justice)\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/en.wikipedia.org\/wiki\/David_Davis_(Supreme_Court_justice)&amp;source=gmail&amp;ust=1608023658885000&amp;usg=AFQjCNGraK9vtZ2BibIIZLekv8VuDJ-fpg\">David Davis<\/a>, who delivered the majority opinion, stated that &#8220;martial rule can never exist when the courts are open&#8221; and confined martial law to areas of &#8220;military operations, where war really prevails&#8221;, and when it was a necessity to provide a substitute for a civil authority that had been overthrown. Chief Justice\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Salmon_P._Chase\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/en.wikipedia.org\/wiki\/Salmon_P._Chase&amp;source=gmail&amp;ust=1608023658885000&amp;usg=AFQjCNGRmAuSvoAb7vxx2RdDz9M6ANiWrQ\">Salmon P. Chase<\/a>\u00a0and three associate justices filed a separate opinion concurring with the majority in the judgment, but asserted that Congress had the power to authorize a military commission, although it had not done so in Milligan&#8217;s case.<\/h4>\n<h4>The landmark case stemmed from a trial by a military commission of\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Lambdin_P._Milligan\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/en.wikipedia.org\/wiki\/Lambdin_P._Milligan&amp;source=gmail&amp;ust=1608023658886000&amp;usg=AFQjCNHCMlpVEZOePUQvA2OOZ7I1VuU3fg\">Lambdin P. Milligan<\/a>\u00a0(for whom the case is named), Stephen Horsey,\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/William_A._Bowles\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/en.wikipedia.org\/wiki\/William_A._Bowles&amp;source=gmail&amp;ust=1608023658886000&amp;usg=AFQjCNHJLDgFQwzy-t4HYwJrOAPQxUwyeA\">William A. Bowles<\/a>, and\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Andrew_Humphreys\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/en.wikipedia.org\/wiki\/Andrew_Humphreys&amp;source=gmail&amp;ust=1608023658886000&amp;usg=AFQjCNEgygFfM6O1PpixwuU5acBaxVmnLw\">Andrew Humphreys<\/a>\u00a0that convened at\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Indianapolis\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/en.wikipedia.org\/wiki\/Indianapolis&amp;source=gmail&amp;ust=1608023658886000&amp;usg=AFQjCNEHcMSZ7M1v_-ivBGqMV3a5-Wqulw\">Indianapolis<\/a>\u00a0on October 21, 1864. The charges against the men included, among others, conspiracy against the U.S. government, offering aid and comfort to the\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Confederate_States_of_America\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/en.wikipedia.org\/wiki\/Confederate_States_of_America&amp;source=gmail&amp;ust=1608023658886000&amp;usg=AFQjCNF9e75nh2tsG23czyELzf2_Q3gOQg\">Confederates<\/a>, and inciting\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Rebellion\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/en.wikipedia.org\/wiki\/Rebellion&amp;source=gmail&amp;ust=1608023658886000&amp;usg=AFQjCNHtmv3IUNfkKVY_s-3S7QwQtpWhhA\">rebellion<\/a>. On December 10, 1864, Milligan, Bowles, and Horsey were found guilty on all charges and sentenced to hang. Humphreys was found guilty and sentenced to hard labor for the remainder of the war. (The sentence for Humphreys was later modified, allowing his release; President\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Andrew_Johnson\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/en.wikipedia.org\/wiki\/Andrew_Johnson&amp;source=gmail&amp;ust=1608023658886000&amp;usg=AFQjCNE7TFyqxpDhryXu-9YokuReTbREiQ\">Andrew Johnson<\/a>\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Pardon\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/en.wikipedia.org\/wiki\/Pardon&amp;source=gmail&amp;ust=1608023658886000&amp;usg=AFQjCNHzWnUB6i_RhhnMr3Sb8oMypjZ7Zg\">commuted the sentences<\/a>\u00a0for Milligan, Bowles, and Horsey to life imprisonment.) On May 10, 1865, Milligan&#8217;s legal counsel filed a\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Petition#Legal\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/en.wikipedia.org\/wiki\/Petition%23Legal&amp;source=gmail&amp;ust=1608023658886000&amp;usg=AFQjCNE4i_q0buRFtf4Mz-MavVuq44iYeA\">petition<\/a>\u00a0in the Circuit Court of the United States for the District of Indiana at Indianapolis for a\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Writ\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/en.wikipedia.org\/wiki\/Writ&amp;source=gmail&amp;ust=1608023658886000&amp;usg=AFQjCNHuZKZI_EU92Y6LZOX0I7eiK6tr_A\">writ<\/a>\u00a0of\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Habeas_corpus\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/en.wikipedia.org\/wiki\/Habeas_corpus&amp;source=gmail&amp;ust=1608023658886000&amp;usg=AFQjCNHJ1ofMVokOcU7MiyFWL8U0lxu5Fg\"><em>habeas corpus<\/em><\/a>, which called for a justification of Milligan&#8217;s arrest. A similar petition was filed on behalf of Bowles and Horsey. The two judges who reviewed Milligan&#8217;s petition disagreed about the issue of whether the\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/United_States_Constitution\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/en.wikipedia.org\/wiki\/United_States_Constitution&amp;source=gmail&amp;ust=1608023658886000&amp;usg=AFQjCNHj8YWeoHGJF32q-DKi7LOK_FANYQ\">U.S. Constitution<\/a>\u00a0prohibited civilians from being tried by a military commission and passed the case to the U.S. Supreme Court.
