Americans without smartphone access would be able to print out the passports, <a href=\"https:\/\/www.washingtonpost.com\/health\/2021\/03\/28\/vaccine-passports-for-work\/\" target=\"_blank\" rel=\"noopener\">developers have said<\/a>.<\/p>\n<div class=\"covid-on-trial-banner\"><span class=\"cotb-container\"><a href=\"https:\/\/childrenshealthdefense.org\/defender\/congress-support-hr-834-prepare-act\/\">Ask Congress to Investigate COVID Origins &#8211; <span class=\"neon-green\">Take Action<\/span><\/a><\/span><\/div>\n<p>The White House <a href=\"https:\/\/www.businessinsider.com\/the-biden-administration-is-developing-a-vaccine-passport-program-2021-3\" target=\"_blank\" rel=\"noopener\">declined to answer<\/a> questions about the passport initiative, instead pointing to public statements made by Jeffrey Zients, the White House coronavirus response coordinator during a March 12 <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/press-briefings\/2021\/03\/12\/press-briefing-by-white-house-covid-19-response-team-and-public-health-officials-14\/\" target=\"_blank\" rel=\"noopener\">press briefing<\/a>:<\/p>\n<p>\u201cAs we increase the number of people vaccinated, we know some people may have a need to demonstrate that they are vaccinated \u2026 our role is to help ensure that any solutions in this area should be simple, free, open source, accessible to people both digitally and on paper, and designed from the start to protect people\u2019s privacy.\u201d<\/p>\n<p><a href=\"https:\/\/www.cnn.com\/2021\/03\/28\/politics\/biden-administration-vaccination-passport\/index.html\" target=\"_blank\" rel=\"noopener\">According to CNN<\/a>, multiple government agencies are engaged in conversations and planning, coordinated by the White House, as this kind of system will play a role in many aspects of life, including potentially the workforce.<\/p>\n<p>One of the most significant hurdles facing federal officials is the number of passport initiatives already underway. The Biden administration this month identified at least 17, according to <a href=\"https:\/\/www.washingtonpost.com\/context\/federal-officials-review-vaccine-passport-plans\/d40fb0be-fb34-48c9-be39-43d10bb15feb\/?itid=lk_inline_manual_17\" target=\"_blank\" rel=\"noopener\">slides obtained by The Washington Post<\/a>.<\/p>\n<p>One initiative\u00a0 \u2014 a global effort led by the <a href=\"https:\/\/www.who.int\/groups\/smart-vaccination-certificate-working-group\" target=\"_blank\" rel=\"noopener\">World Health Organization<\/a> and a digital pass devised by IBM \u2014 is <a href=\"https:\/\/www.usatoday.com\/story\/news\/health\/2021\/03\/26\/covid-vaccine-passports-new-york-first-vaccination-proof-system\/6976009002\/\" target=\"_blank\" rel=\"noopener\">being tested in New York state<\/a> and is rapidly moving forward as the White House deliberates how best to track shots and avoid the perception of a government mandate to be vaccinated.<\/p>\n<p>On Friday, New York was the first to <a href=\"https:\/\/www.governor.ny.gov\/news\/governor-cuomo-announces-launch-excelsior-pass-help-fast-track-reopening-businesses-and\" target=\"_blank\" rel=\"noopener\">launch<\/a> a digital vaccine passport system known as Excelsior Pass that residents can use to prove they\u2019ve been vaccinated or recently tested negative for infection, <a href=\"https:\/\/www.usatoday.com\/story\/news\/health\/2021\/03\/26\/covid-vaccine-passports-new-york-first-vaccination-proof-system\/6976009002\/\" target=\"_blank\" rel=\"noopener\">reported USA TODAY<\/a>.<\/p>\n<p>The New York system, built on <a href=\"https:\/\/www.ibm.com\/products\/digital-health-pass\" target=\"_blank\" rel=\"noopener\">IBM\u2019s digital health pass platform<\/a>, is the first-in-the-nation certification and will be used at dozens of events, including arts and entertainment venues. A venue will scan the QR code, which will generate either a green check or a red X.<\/p>\n<p>The new pass is part of a growing but disjointed effort to provide vaccine \u201cpassports\u201d or\u00a0 certifications, so people won\u2019t have to hang onto a dog-eared piece of paper, worry about privacy issues or forgeries, or pay money to prove they\u2019re not contagious.<\/p>\n<p><a href=\"https:\/\/www.npr.org\/sections\/coronavirus-live-updates\/2021\/03\/26\/981695884\/new-york-launches-first-covid-19-vaccination-test-result-app-for-event-attendanc\" target=\"_blank\" rel=\"noopener\">According to NPR<\/a>, New York <a href=\"https:\/\/covid19vaccine.health.ny.gov\/excelsior-pass\" target=\"_blank\" rel=\"noopener\">described the pass<\/a> this way:<\/p>\n<p>\u201cBusinesses and venues can scan and validate your pass to ensure you meet any COVID-19 vaccination or testing requirements for entry. Along with your pass, you\u2019ll be asked to show a photo ID that shows your name and birth date to verify that the Pass belongs to you. Adults may hold passes for accompanying minors.<\/p>\n<p>\u201cOnce you and your party enter an establishment, you will still be asked to follow state and CDC guidance regarding social distancing, face coverings and hand hygiene.\u201d<\/p>\n<p>Participation in <a href=\"https:\/\/covid19vaccine.health.ny.gov\/excelsior-pass\" target=\"_blank\" rel=\"noopener\">Excelsior Pass<\/a> is voluntary, but New Yorkers will have to show alternate proof of vaccination or testing, such as another mobile application or paper form, directly at a business or venue.<\/p>\n<p>Both Madison Square Garden, which is part of the <a href=\"https:\/\/www.governor.ny.gov\/news\/governor-cuomo-announces-pilot-program-testing-excelsior-pass-madison-square-garden-and\" target=\"_blank\" rel=\"noopener\">pilot\u2019s program phase<\/a>, and Times Union Center will begin using the passes by early April with other businesses and venues expected to follow.<\/p>\n<p>The state hopes to eventually link tickets to the Excelsior Pass, so people going to an event at Madison Square Garden, for example, will be able to link their admission and health passes.<\/p>\n<p>But, according to Dr. Naomi Wolf, founder and CEO of <a href=\"https:\/\/dailyclout.io\/\" target=\"_blank\" rel=\"noopener\">Daily Clout<\/a>, the passport violates people\u2019s liberty.<\/p>\n<p>Last night on <a href=\"https:\/\/news.yahoo.com\/steve-hilton-blasts-orwellian-push-031856834.html\" target=\"_blank\" rel=\"noopener\">\u201cThe Next Revolution\u201d with Steve Hilton<\/a> on Fox News, Wolf said:<\/p>\n<p>\u201cI am not overstating this. I can\u2019t say it forcefully enough. This is literally the end of human liberty in the west if this plan unfolds as planned. Vaccine passports sound like a fine thing if you don\u2019t understand what these platforms can do \u2026<\/p>\n<p>\u201cIt\u2019s not about the vaccine. It\u2019s not about the virus. It\u2019s about your data. And once this rolls out you don\u2019t have a choice about being part of the system. What people have to understand is that any other functionality can be loaded onto that platform with no problem at all. What that means is that it can be merged with your Paypal account, with your digital currency, Microsoft is already talking about merging it with payment plans. Your networks can be sucked up. It geolocates you wherever you go. Your credit history can be included. Rep. Pete Sessions (R-Texas) said in a statement to Fox News:<\/p>\n<p>\u201cVaccine credentials would be a complete government overstep. Individuals in America have a personal responsibility for their health,\u201d said Sessions. \u201cImplementing a \u2018vaccine passport\u2019 runs the risk of undermining public trust and substantially limiting normal day-to-day essential activities.<\/p>\n<p>\u201cAs a leader, I have chosen to be vaccinated \u2013 that was my own decision.\u201d<\/p>\n<p>Rep. Lauren Boebert (R-Colo.) also blasted the idea on Twitter, declaring the measure \u201cunconstitutional.\u201d<\/p>\n<div class=\"twitter-tweet twitter-tweet-rendered\"><iframe id=\"twitter-widget-1\" class=\"\" title=\"Twitter Tweet\" src=\"https:\/\/platform.twitter.com\/embed\/Tweet.html?dnt=true&amp;embedId=twitter-widget-1&amp;frame=false&amp;hideCard=false&amp;hideThread=false&amp;id=1376504338827345927&amp;lang=en&amp;origin=https%3A%2F%2Fchildrenshealthdefense.org%2Fdefender%2Fcoming-soon-vaccine-passports%2F&amp;siteScreenName=ChildrensHD&amp;theme=light&amp;widgetsVersion=e1ffbdb%3A1614796141937&amp;width=550px\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\" data-tweet-id=\"1376504338827345927\" data-mce-fragment=\"1\"><\/iframe><\/div>\n<p>&nbsp;<\/p>\n<p>Other countries are racing ahead with their own passport plans, with the European Union pledging to release digital certificates that would allow for summer travel, <a href=\"https:\/\/www.washingtonpost.com\/health\/2021\/03\/28\/vaccine-passports-for-work\/\" target=\"_blank\" rel=\"noopener\">according to the Washington Post<\/a>.<\/p>\n<p>On March 23, <a href=\"https:\/\/childrenshealthdefense.org\/defender\/european-union-vote-vaccination-travel-passport\/\">The Defender reported<\/a> that the European Union was set to vote on a vaccination travel digital certificate, \u201cGreen Passport,\u201d which would provide proof of vaccination and negative COVID test.<\/p>\n<p>The pass would include information on the brand of the vaccine, date and place of inoculation and the number of doses administered, as well as information from a lab or hospital confirming negative test results. Holders of the certificate (a QR code on a phone app or on paper) would be exempt from quarantine and other restrictions. The document would be common to all EU citizens and would allow bilateral deals between EU countries and non-member states.<\/p>\n<p>On March 25, <a href=\"https:\/\/www.politico.eu\/article\/meps-vote-to-fast-track-digital-green-certificates\/\" target=\"_blank\" rel=\"noopener\">members of the European Parliament<\/a> (MEPs) agreed to fast-track voting on the European Commission\u2019s plan to create a bloc-wide travel pass that confirms COVID vaccination, immunity or testing status in an effort to push the rollout of certificates by June.<\/p>\n<p><a href=\"https:\/\/www.politico.eu\/article\/meps-vote-to-fast-track-digital-green-certificates\/\" target=\"_blank\" rel=\"noopener\">According to Politico<\/a>, to achieve the ambitious timeline, MEPs voted to use an urgent procedure \u2014 bypassing relevant parliamentary committees, individual MEPS, debate and the need for a report.<\/p>\n<p>Green group co-president Philippe Lamberts <a href=\"https:\/\/multimedia.europarl.europa.eu\/en\/plenary-session_20210324-0900-PLENARY_vd\" target=\"_blank\" rel=\"noopener\">said<\/a> in Wednesday\u2019s plenary meeting that speeding up the process could sow \u201cconsiderable distrust\u201d among citizens.<\/p>\n<p>Sophie in \u2018t Veld, member of the European Parliament, <a href=\"https:\/\/twitter.com\/SophieintVeld\/status\/1374095395282882565?s=20\" target=\"_blank\" rel=\"noopener\">wrote on Twitter<\/a> that bypassing parliamentary scrutiny was an \u201cabuse of an emergency situation\u201d and amounted to \u201cblackmail.\u201d<\/p>\n<p>But MEPs still <a href=\"https:\/\/multimedia.europarl.europa.eu\/en\/plenary-session_20210325-0900-PLENARY_vd\" target=\"_blank\" rel=\"noopener\">voted<\/a> in favor of the fast-track option by a wide margin \u2014 468 to 203. Sixteen parliamentarians abstained.<\/p>\n<p>Some in the UK are raising concerns with vaccination passports. <a href=\"https:\/\/www.theguardian.com\/commentisfree\/2021\/mar\/28\/give-pause-before-you-raise-a-glass-to-prospect-of-vaccine-passports\" target=\"_blank\" rel=\"noopener\">According to an opinion piece in The Guardian<\/a>, Israel, Estonia, Sweden and Denmark are all countries that have introduced, or plan to introduce, vaccine passports for domestic use \u2014 but they already have a national ID card system in place.<\/p>\n<p>\u201cIf we are to follow their example, we would first need an evidence-based explanation as to how vaccine passports will help to stop the spread of the virus,\u201d Stephanie Hare, an independent researcher and broadcaster, wrote.<\/p>\n<p>Days ago in the UK it was reported that the vaccine passport was simply a \u201cnudge\u201d to push supposedly vaccine-hesitant young people to get the jab, but it is really a scheme that is nothing less than a national ID card by stealth, Hare wrote.<\/p>\n<p>Data on vaccine passports could be used by the police, just as Singapore\u2019s authorities <a href=\"https:\/\/www.theguardian.com\/world\/2021\/jan\/05\/singapore-says-police-will-be-given-access-to-covid-19-contact-tracing-data\" target=\"_blank\" rel=\"noopener\">admitted<\/a> in January to using contact-tracing data.<\/p>\n<p>Hare said \u201cwe don\u2019t even know if vaccine passports would help stop the spread of the virus, how long immunity lasts, to what extent vaccines reduce transmission, or by how much, or whether this varies depending on which vaccine we\u2019ve had.\u201d<\/p>\n<p>We don\u2019t know how much such a system would cost, how we would know if it represented good value for the money or whether our resources would be better invested in other solutions. Hare said answers are needed to these questions, as well as an explanation from the government as to why it has done a U-turn on vaccine passports.<\/p>\n<p>\u201cWe cannot abandon our civil liberties for such trickery,\u201d Hare said. \u201cFar better to address any problem of vaccine hesitancy directly. Consent implies choice.
