In his first joint address to Congress, President Joe Biden warned that \u201cwhite supremacist terrorism\u201d had become the US\u2019 top threat, while urging lawmakers from both parties to tackle police reform and a gun violence \u201cepidemic.\u201d<\/p>\n

Using a discussion about America\u2019s \u201cforever wars\u201d to segue into domestic matters during his speech on Wednesday night, Biden said that while the \u201cterrorist threat\u201d had been \u201cdegraded\u201d in Afghanistan, local white supremacist groups now pose the most \u201clethal\u201d threat to the \u201chomeland,\u201d citing the word of US intelligence agencies.<\/p>\n

From there, the president moved abruptly into law enforcement reforms, pointing to the case of George Floyd, whose death in police custody last May garnered national attention and kicked off months of fierce protests.<\/p>\n

\u201cWe have all seen the knee of injustice on the neck of black America; now is our opportunity to make real progress,\u201d<\/em>\u00a0Biden said.\u00a0\u201cTo rebuild trust between law enforcement and the people they serve, to root out systemic racism in our criminal justice system and to enact police reform in George Floyd\u2019s name that passed the House already.\u201d<\/em><\/p>\n

Let\u2019s get it done next month, by the first anniversary of George Floyd\u2019s death.<\/em><\/strong><\/p><\/blockquote>\n

In addition to those reforms, broader efforts are required to combat\u00a0\u201csystemic racism,\u201d<\/em>\u00a0Biden continued, saying that delivering\u00a0\u201creal equity\u201d<\/em>\u00a0would mean providing\u00a0\u201cgood jobs and good schools,\u201d<\/em>\u00a0affordable housing and clean air and clean water to all Americans<\/p>\n

Citing a number of recent mass shootings, the president also insisted on the need to stop what he called an\u00a0\u201cepidemic\u201d<\/em>\u00a0of gun violence in the US, urging Congress \u2013 and Republicans in particular \u2013 to reimpose a 1994 ban on\u00a0\u201cassault weapons\u201d<\/em>\u00a0and high-capacity magazines.<\/p>\n

\u201cWe need more Senate Republicans to join with the overwhelming majority of their Democratic colleagues, and close loopholes and require background checks to purchase a gun,\u201d<\/em>\u00a0he said.<\/p>\n

The president said that effort could begin by banning\u00a0\u201cghost guns,\u201d<\/em>\u00a0or homemade firearms with no traceable serial number, though did not specify how that would be done given that the whole purpose of such weapons is to evade detection by authorities.<\/p>\n
