Artificial intelligence could lead to an Orwellian future if laws to protect the public aren\u2019t enacted soon, according to Microsoft President Brad Smith.<\/p>\n
Smith made the comments to the BBC news program Panorama<\/em><\/a><\/strong> on May 26, during an episode focused on the potential dangers of artificial intelligence and the race between the U.S. and China to develop the technology.<\/p>\n \u201cI\u2019m constantly reminded of George Orwell\u2019s lessons in his book 1984,\u201d <\/strong><\/em>Smith said.<\/p>\n \u201cThe fundamental story was about a government that could see everything that everyone did and hear everything that everyone said all the time.<\/p>\n Well, that didn\u2019t come to pass in 1984, but if we\u2019re not careful, that could come to pass in 2024.<\/strong>\u201c<\/p><\/blockquote>\n The programme explores China\u2019s increasing use of AI to monitor its citizens.<\/p>\n Critics fear the state\u2019s dominance in the area could threaten democracy.<\/p>\n \u201cIf we don\u2019t enact the laws that will protect the public in the future, we are going to find the technology racing ahead, and it\u2019s going to be very difficult to catch up,\u201d<\/em> Smith said.<\/p>\n The warning comes about a month after the European Union released draft regulations<\/a><\/strong>\u00a0attempting to set limits on how AI can be used.<\/p>\n There are few similar efforts in the United States or Australia, where legislation has largely focused on limiting regulation and promoting<\/em> AI for \u2018national security purposes\u2019.<\/p>\n Could Brad Smith be right about a future Orwellian world?<\/p>\n Or could this world already be here <\/em>in many ways?<\/p>\n Let\u2019s explore just how (real<\/a><\/strong>) artificial intelligence is being used as a tool of great transformation.<\/p>\n How AI is used isn\u2019t just a technical issue \u2014 it\u2019s just as much a political and moral question. And those values vary widely from country to country.<\/p>\n \u201cFacial recognition is an extraordinarily powerful tool in some ways to do good things, but if you want to surveil everyone on a street, if you want to see everyone who shows up at a demonstration, you can put AI to work<\/strong>,\u201d<\/em> Smith told the BBC.<\/p>\n He added: \u201cAnd we\u2019re seeing that in certain parts of the world.\u201d<\/em><\/p>\n China has already started using artificial intelligence technology in both mundane and alarming ways.\u00a0Facial recognition, for example, is used in some cities instead of tickets on buses and trains.<\/p>\n But this also means that the government has access to copious data on citizens\u2019 movements and interactions, the BBC\u2019s Panorama<\/em> found.<\/p>\n The U.S-based advocacy group IPVM, which focuses on video surveillance ethics, has found documents suggesting plans in China to develop a system called \u2018One Person, One File\u2019, which would gather each resident\u2019s activities, relationships and political beliefs in a government file.<\/strong><\/p>\n \u201cI don\u2019t think that Orwell would ever have imagined that a government would be capable of this kind of analysis,\u201d Conor Healy, director of IPVM, told the BBC.<\/p><\/blockquote>\n He may be correct.<\/p>\n Orwell\u2019s famous novel, Nineteen Eighty-Four<\/em>, described a society in which the government watches citizens through telescreens, even at home.<\/p>\n But Orwell did not imagine the capabilities that artificial intelligence would add to surveillance \u2014 in his novel, characters find ways to avoid the video surveillance, only to be turned in by fellow citizens.<\/p>\n In the autonomous region of Xinjiang, where the Uyghur minority has accused the Chinese government of torture and cultural genocide<\/a><\/strong>, where AI is being used to track people and even to assess their guilt when they are arrested and interrogated, the BBC found.<\/p>\n It\u2019s an example of the technology facilitating widespread human-rights abuse: The Council on Foreign Relations estimates that a million Uyghurs have been forcibly detained in \u2018re-education camps\u2019<\/a><\/strong> since 2017, typically without any criminal charges or legal avenues to escape.<\/p>\n The tools in place are already <\/em>Orwellian in nature \u2014 perhaps beyond Orwellian<\/em>.<\/p>\n For a sophisticated network of algorithms controls this dystopia, powering the modern fascists.<\/p>\n Artificial intelligence is an ill-defined term, but it generally refers to machines that can learn or solve problems automatically, without being directed by a human operator.<\/p>\n Many AI programs today rely on machine learning<\/a><\/strong>, a suite of computational methods used to recognize patterns in large amounts of data and then apply those lessons to the next round of data, theoretically becoming more and more accurate with each pass.<\/p>\n This is an extremely powerful approach that has been applied to everything from mathematical theory<\/a><\/strong>\u00a0to facial recognition<\/a><\/strong>, and can be dangerous when applied to social data, experts argue.<\/p>\n Data on humans comes preinstalled with human biases.<\/p>\n Machine learning bias<\/a><\/strong>\u00a0occurs when\u00a0machine learning\u00a0algorithms produce results that are systematically prejudiced in favour or against an individual, group, or characteristic that is considered to be unfair<\/strong>, such as race, age, gender, disability, or ethnicity.<\/p>\n Chinese start-ups have already built algorithms that the government uses to track and suppress<\/a><\/strong> members of Muslim minority groups. It is machine learning that drives this<\/em>.<\/p>\n There are concerns that as China\u2019s \u2018Social Credit System\u2019 slowly reaches Australia<\/a><\/strong>, soon to be incorporated with \u2018unacceptable behaviours\u2019 linked to COVID guidelines<\/a><\/strong>, this type of AI will drive new-age suppression, such as vaccine apartheid<\/a><\/strong>, immunity passports<\/a><\/strong> and more.<\/p>\n China\u2019s ambition is to become the\u00a0world leader in AI by 2030<\/a><\/strong>, and many consider its capabilities to be far beyond the EU. Bias can never be completely avoided, but they can be addressed<\/strong>.<\/p>\n The U.S. federal government\u2019s interest in artificial intelligence, by contrast, has largely focused on encouraging the development of AI for national security and military purposes.<\/p>\n The Pentagon now spends more than $1 billion a year<\/a><\/strong>\u00a0on AI contracts, and military and national security applications of machine learning are inevitable, given China\u2019s enthusiasm for achieving AI supremacy.<\/p>\n Already, there have been cases of facial recognition software leading to false arrests. In June 2020, a Black man in Detroit was\u00a0arrested and held for 30 hours<\/a><\/strong>\u00a0in detention because an algorithm falsely identified him as a suspect in a shoplifting case.<\/p>\n A 2019 study<\/a><\/strong>\u00a0by the National Institute of Standards and Technology found that software returned more false matches for Black and Asian individuals compared with white individuals, meaning that the technology is likely to deepen disparities in policing for people of colour.<\/p>\n A modern day arms race, revealed as the world suffers through a semiconductor shortage<\/a><\/strong>.<\/p>\n Machine learning is incompatible to a free society and must be stopped at all costs.<\/p>\n Outside of public opposition, reducing bias must become a top priority within both academia and the AI industry. Is anyone cognizant in the community of that issue and are trying to address it?<\/p>\n Advertisements<\/span><\/p>\n The EU\u2019s potential regulation of AI<\/a><\/strong> would ban systems that attempt to circumvent users\u2019 free will or systems that enable any kind of \u2018social scoring\u2019 by government.<\/p>\n This could be a huge milestone for countries like Australia if successfully passed.<\/p>\n Applications with powerful artificial intelligence would be classified as \u2018high risk\u2019 and must meet requirements of transparency, security and oversight to be put on the market.<\/p>\n This would include things like AI for critical infrastructure, law enforcement, border control and biometric identification, such as face-or-voice identification systems.<\/p>\n Other systems, such as customer-service chatbots or AI-enabled video games, are considered \u2018low risk\u2019 and not subject to strict scrutiny.<\/p>\n This is a step in the right direction.<\/p>\n In addition, people power can potentially hinder a foreign country\u2019s desire to develop these technologies, with enough backlash to sway marketplace momentum.<\/p>\n In 2018, Google killed its Project Maven, a contract with the Pentagon that would have automatically analysed video taken by military aircraft and drones.<\/p>\n The company argued<\/a><\/strong>\u00a0that the goal was only to flag objects for human review, but critics feared the technology could be used to automatically target people and places for drone strikes.<\/p>\n Whistleblowers within Google brought the project to light, ultimately leading to public pressure strong enough that the company called off the effort.<\/strong><\/p>\n In the meantime, efforts to rein in AI is being led by state and local governments in the U.S.<\/p>\n Washington state\u2019s largest county, King County, just banned government use<\/a><\/strong>\u00a0of facial recognition software.
