Scott Dingle.<\/em><\/p>\n<p>Catholic U.S. troops should be allowed to refuse the COVID-19 vaccine based solely on conscientious objection and regardless of whether abortion-related tissue was used in its creation or testing, the archbishop for the military declared in a new statement supporting service members who are seeking religious exemptions.<\/p>\n<p>\u201cNo one should be forced to receive a COVID-19 vaccine if it would violate the sanctity of his or her conscience,\u201d said Archbishop for the Military Services Timothy P. Broglio,\u00a0<a href=\"https:\/\/files.milarch.org\/archbishop\/abp-statement-on-covid19-vaccines-and-conscience-12oct2021.pdf?fbclid=IwAR1EfGFIe-ZsPlRQfjiOX8t7ms6q7ZnLHVknr6q2ByjIP2DYEMTCz0ZAIno\" target=\"_blank\" rel=\"noopener\">in a statement<\/a>\u00a0released Tuesday.<\/p>\n<p>Broglio previously has supported President Joe Biden\u2019s mandatory vaccination order for U.S. troops, citing the church\u2019s guidance that permits Catholics to receive even vaccines derived from fetal tissue, when no other vaccine option is available. In his new statement, the archbishop said that while he still encourages followers and troops to get vaccinated, some troops have questioned if the church\u2019s permission to get vaccinated outweighed their own conscious objections to it.<\/p>\n<p>\u201cIt does not,\u201d Broglio wrote.<\/p>\n<p>The Archdiocese for the Military Services, created by the church in 1985, claims responsibility for\u00a0<a href=\"https:\/\/www.milarch.org\/who-we-are\/\" target=\"_blank\" rel=\"noopener\">1.8 million<\/a>\u00a0service members and their families at 220 installations. Broglio was appointed by Pope Benedict XVI in 2007.<\/p>\n<p>In August, Broglio was quoted by Catholic News Agency, a publication of Eternal Word Television Network, supporting the Pentagon\u2019s then-forthcoming vaccine mandates,\u00a0<a href=\"https:\/\/www.catholicnewsagency.com\/news\/248632\/military-archdiocese-reiterates-church-teaching-on-covid-vaccines\" target=\"_blank\" rel=\"noopener\">saying<\/a>\u00a0the church, including Pope Francis, \u201chad recognized the morality of the vaccine.\u201d But, the article added, \u201cThe archbishop said that while a person could object from the mandatory vaccine due to their personal conscience, \u2018even that should be formed by the teaching of the Church.\u2019\u201d<\/p>\n<p>Broglio\u2019s Tuesday letter appears to formalize that exemption. It begins with an explanation of how the Pfizer and Moderna COVID-19 vaccines that were tested using an \u201cabortion-derived cell line\u201d\u00a0 are still not<em>\u00a0<\/em>considered sinful by the Catholic church because it is \u201cremote material cooperation with evil.\u201d<\/p>\n<p>\u201cThe Congregation for the Doctrine of the Faith examined these moral concerns and judged that receiving these vaccines \u2018does not constitute formal cooperation with the abortion,\u2019 and is therefore not sinful,\u201d Broglio\u2019s letter reads.<\/p>\n<p>The Johnson &amp; Johnson vaccine, however, \u201cwas developed, tested, and is produced, with abortion-derived cell lines,\u201d the archbishop said. This deviates from previous statements from the archdiocese, when Broglio encouraged troops to receive whatever vaccine became available.<\/p>\n<p>\u201cIn the case of vaccines to protect against the Coronavirus pandemic, the highest doctrinal authority of the Church, speaking on behalf of the Bishop of Rome, has made its clear position on the vaccines available,\u201d said Broglio in\u00a0<a href=\"https:\/\/www.catholicnewsagency.com\/news\/248632\/military-archdiocese-reiterates-church-teaching-on-covid-vaccines\" target=\"_blank\" rel=\"noopener\">March<\/a>.<\/p>\n<p>In August, Broglio voiced support for the Pentagon\u2019s vaccine mandate. \u201cCertainly, no vaccine is an absolute, but the military is bound to live, work and recreate together,\u201d\u00a0<a href=\"https:\/\/www.ncregister.com\/cna\/military-archdiocese-supports-covid-vaccine-mandate-for-service-members\" target=\"_blank\" rel=\"noopener\">he said<\/a>. \u201cIt seems prudent to ensure they do not infect each other.\u201d<\/p>\n<p>Two months later,\u00a0the archdiocese has amended its message.<\/p>\n<p>\u201cThe denial of religious accommodations, or punitive or adverse personnel actions taken against those who raise earnest, conscience-based objections, would be contrary to federal law and morally reprehensible,\u201d said Broglio, in his letter.<\/p>\n<p>When Defense Secretary Lloyd Austin announced in August that the vaccine would soon become mandatory, the Defense Department stated that\u00a0<a href=\"https:\/\/www.defense.gov\/News\/News-Stories\/article\/article\/2726774\/services-will-make-call-on-religious-exemptions-to-covid-19-vaccines\/\" target=\"_blank\" rel=\"noopener\">each military\u00a0<\/a>service branch\u00a0<a href=\"https:\/\/www.defense.gov\/News\/News-Stories\/article\/article\/2726774\/services-will-make-call-on-religious-exemptions-to-covid-19-vaccines\/\" target=\"_blank\" rel=\"noopener\">would be responsible<\/a>\u00a0for determining religious exemptions.<\/p>\n<p>&#8220;There is a religious exemption possibility for any mandatory vaccine, and there&#8217;s a process that we go through to counsel the individual both from a medical and from a command perspective about using a religious exemption,&#8221; Pentagon spokesman John Kirby said at the time.<\/p>\n<p>&#8220;There is a process and every request will be handled individually and reviewed\u2014even if they just became Catholic,&#8221; Lt. Gen. R. Scott Dingle, surgeon general of the U.S. Army told Defense One. &#8220;There\u2019s counseling by the commanders, by the local chaplain, up through the chain of command all the way up to the Department of the Army. Those religious exemptions do come to the surgeon general\u2019s office. I review those.&#8221;<\/p>\n<p>At the Association of the U.S. Army\u2019s huge annual conference in Washington, D.C., on Tuesday, the second question posed in a town hall with Army Secretary Christine Wormuth was on whether troops could receive vaccine exemptions. Wormuth responded yes, but then emphasized the department\u2019s reasons for requiring the vaccine in the first place.<\/p>\n<p>\u201cThe reason that the department has mandated the vaccine for the entire military is because it\u2019s a health safety and readiness issue,\u201d Wormuth said. Army Chief of Staff Gen. James McConville said 91 percent of the Army\u2019s active-duty force is vaccinated.<\/p>\n<p>Those who refuse the COVID-19 vaccine must \u201ccontinue to act in charity for their neighbors and the common good\u201d by wearing masks, social distancing, and testing routinely, Broglio\u2019s letter closes.
