Fauci, MD,\u00a0<\/strong>director of the National Institute of Allergy and Infectious Diseases, said there is \u201cno doubt\u201d\u00a0<strong>Donald J. Trump\u00a0<\/strong>will be confronted with a surprise infectious disease outbreak during his presidency.<\/p>\n<p class=\"BodyCxSpMiddle\">Fauci has led the NIAID for more than 3 decades, advising the past five United States presidents on global health threats from the early days of the AIDS epidemic in the 1980s through to the current Zika virus outbreak.<\/p>\n<div class=\"mug right\">\n<div style=\"width: 90px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/m2.wyanokecdn.com\/721cfb5cf5a35b71e6ffed1097cd3cfc.jpg\" alt=\"Anthony Fauci\" width=\"80\" height=\"107\" \/><p class=\"wp-caption-text\"><strong>Anthony S. Fauci<\/strong><\/p><\/div>\n<\/div>\n<p class=\"BodyCxSpMiddle\">During a forum on pandemic preparedness at Georgetown University, Fauci said the Trump administration will not only be challenged by ongoing global health threats such as influenza and HIV, but also a surprise disease outbreak.<\/p>\n<p class=\"BodyCxSpMiddle\">\u201cThe history of the last 32 years that I have been the director of the NIAID will tell the next administration that there is no doubt they will be faced with the challenges their predecessors were faced with,\u201d he said.<\/p>\n<p class=\"BodyCxSpMiddle\">While observers have speculated since his election about how Trump will respond to such challenges, Fauci and other health experts said Tuesday that preventing disease pandemics often starts overseas and that a proper response means collaboration between not only the U.S. and other countries, but also the public and private health sectors.<\/p>\n<p class=\"BodyCxSpMiddle\">\u201cWe will definitely get surprised in the next few years,\u201d he said.<\/p>\n<p class=\"BodyCxSpMiddle\"><strong>\u2018Risks have never been higher\u2019<\/strong><\/p>\n<p class=\"BodyCxSpMiddle\">Trump, the real estate developer-turned-Republican politician, has\u00a0<a href=\"http:\/\/www.healio.com\/infectious-disease\/practice-management\/news\/online\/%7B2e91e852-1fe7-467e-9602-4c4bef13b3ad%7D\/id-experts-anxious-uncertain-about-trump-presidency\" target=\"_blank\" rel=\"noopener noreferrer\">worried some infectious disease experts<\/a>\u00a0with controversial and sometimes unclear views on certain health issues.<\/p>\n<p class=\"BodyCxSpMiddle\"><strong>Ronald Klain,<\/strong> who coordinated the U.S.\u2019s Ebola response for the Obama administration, said Trump\u2019s virtual silence about the Zika outbreak and harsh comments about American volunteers infected during the West African Ebola outbreak is \u201cnot the kind of leadership we need in our next president.\u201d<\/p>\n<div id=\"attachment_9850\" style=\"width: 810px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-9850\" class=\"size-full wp-image-9850\" src=\"http:\/\/stateofthenation.co\/wp-content\/uploads\/2020\/03\/trump.jpg\" alt=\"\" width=\"800\" height=\"640\" srcset=\"http:\/\/stateofthenation.co\/wp-content\/uploads\/2020\/03\/trump.jpg 800w, http:\/\/stateofthenation.co\/wp-content\/uploads\/2020\/03\/trump-300x240.jpg 300w, http:\/\/stateofthenation.co\/wp-content\/uploads\/2020\/03\/trump-768x614.jpg 768w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><p id=\"caption-attachment-9850\" class=\"wp-caption-text\">Experts speculated about the infectious disease threats Donald Trump will face as president.<br \/>Source: Shutterstock.com<\/p><\/div>\n<p class=\"BodyCxSpMiddle\">\u201cIt\u2019s hard to think of a more important time to show a willingness to speak out in the public health community and the global health community than it is right now on the eve of Donald Trump becoming our next president,\u201d Klain said. \u201cThe risks have never been higher, and the question of his perspective on these issues has never been more dubious than it is with Donald Trump.\u201d<\/p>\n<p class=\"BodyCxSpMiddle\">Fauci and others noted some of the disease outbreaks that recent administrations have faced, including current President\u00a0<strong>Barack Obama,\u00a0<\/strong>whose administration was tested early on with an\u00a0<a href=\"http:\/\/www.healio.com\/infectious-disease\/vaccine-preventable-diseases\/news\/print\/infectious-disease-news\/%7Bef61b8cc-e426-4d60-a54c-19cf5ad60bbc%7D\/influenza-burden-shifted-during-the-2009-2010-pandemic\" target=\"_blank\" rel=\"noopener noreferrer\">H1N1 influenza pandemic<\/a>\u00a0in 2009. More recently, the administration was forced to\u00a0<a href=\"http:\/\/www.healio.com\/family-medicine\/infectious-diseases\/news\/online\/%7Bb3f11849-e332-4c45-a5a8-6fd72e99457f%7D\/senate-approves-11b-in-zika-funding-as-part-of-stopgap-spending-bill\" target=\"_blank\" rel=\"noopener noreferrer\">repurpose almost $600 million<\/a>\u00a0in federal funds set aside for the Ebola outbreak when Republicans rejected Obama\u2019s request for $1.9 billion to fund the nation\u2019s Zika response.<\/p>\n<p class=\"BodyCxSpMiddle\">Current Deputy Homeland Security Advisor<strong>\u00a0Amy Pope, JD,<\/strong>\u00a0said it was \u201ctypical\u201d of the U.S. government that money meant for the Ebola epidemic was appropriated for Zika because of the proclivity of populations to worry about what is currently threatening them.<\/p>\n<p class=\"BodyCxSpMiddle\">\u201cWe shouldn\u2019t ask the American public to make those choices in the future,\u201d she said. \u201cIt doesn\u2019t keep them safe.\u201d<\/p>\n<p class=\"BodyCxSpMiddle\">Klain said pandemic preparedness should be approached from a nonpartisan angle. A Democrat, he referenced Republican President\u00a0<strong>George W. Bush\u00a0<\/strong>founding the U.S. President\u2019s Emergency Plan for AIDS Relief (PEPFAR), and said Republican Senators\u00a0<strong>Mitch McConnell\u00a0<\/strong>and\u00a0<strong>Lindsey Graham\u00a0<\/strong>collaborated with the Obama administration on the Ebola response.<\/p>\n<p class=\"BodyCxSpMiddle\">\u201cThe mosquitoes don\u2019t know if they\u2019re biting Democrats or Republicans,\u201d Klain said. \u201cThey don\u2019t know what party you are.\u201d<\/p>\n<p class=\"BodyCxSpMiddle\"><strong>Other highlights<\/strong><\/p>\n<p class=\"BodyCxSpMiddle\">According to some of the experts who spoke on Tuesday, preparing the U.S. for pandemics requires proper funding and starts by battling disease outbreaks overseas. This is not just the right thing to do, but the best way to keep Americans safe, Klain said.<\/p>\n<p class=\"BodyCxSpMiddle\">\u201cThere is no safety for us and our populace when infectious diseases rage,\u201d he said. \u201cThe only way the American people can have safety and security in their lives is to promote safety and security around the world.\u201d<\/p>\n<p class=\"BodyCxSpMiddle\">Some other highlights from the forum:<\/p>\n<ul>\n<li><strong>Hamid Jafari, MD,<\/strong>\u00a0acting director of the Division of Global Health Protection at the CDC, said the CDC has been productive during past presidential transitions and expects the same will be true as control of the White House passes from Obama to Trump: \u201cWe have room for optimism that there will be continuing support,\u201d he said.<\/li>\n<li>Pope said there is no playbook for fighting emerging infectious diseases:\u00a0\u201cWe never know what\u2019s going to hit us, so we need to be prepared as possible,\u201d she said.<\/li>\n<li>According to Pope, some in the health community are wary about working with the security community because they think it will be detrimental to their work, when the opposite is true: \u201cMarrying these communities actually leads to more resources and more attention,\u201d she said.<\/li>\n<li><strong>Bill Steiger, PhD,<\/strong>\u00a0chief program officer of Pink Ribbon Red Ribbon and former director of the HHS Office of Global Health Affairs, said his first piece of advice for the incoming administration would be to budget time for HHS to focus on things other than domestic health issues, because a larger problem is inevitable: \u201cSome international global health crisis will happen that will divert that attention. It has happened over and over again,\u201d he said.<\/li>\n<li>Steiger said the global health agenda, including programs like PEPFAR, is an \u201ceasy win\u201d for the new administration: \u201cExpand the funding if available, but at a minimum keep it going,\u201d he said.<\/li>\n<li>Fauci said he is in favor of a public health emergency fund that would be used to combat outbreaks like those involving Ebola and Zika: \u201cIt\u2019s tough to get it \u2026 but we need it. What we had to go through with Zika was very, very painful when the president asked for $1.9 billion in February and we didn\u2019t get [funding]<em>\u00a0<\/em><a href=\"http:\/\/www.healio.com\/family-medicine\/infectious-diseases\/news\/online\/%7Bb3f11849-e332-4c45-a5a8-6fd72e99457f%7D\/senate-approves-11b-in-zika-funding-as-part-of-stopgap-spending-bill\" target=\"_blank\" rel=\"noopener noreferrer\">until September<\/a><em>.\u201d<\/em><\/li>\n<\/ul>\n<p class=\"BodyCxSpMiddle\">Near the end, Fauci speculated about the possibility that there will be a resurgence of\u00a0<a href=\"http:\/\/www.healio.com\/infectious-disease\/resource-centers\/%7Bae0ca19e-6608-4a09-b934-d69615ab10fb%7D\/zika-resource-center\" target=\"_blank\" rel=\"noopener noreferrer\">Zika<\/a>\u00a0this summer. The virus has caused many travel-related cases in the U.S. and some locally acquired cases in Florida and Texas. Fauci said other concerns for the Trump administration include the potential for a new influenza pandemic and outbreaks of diseases that are not yet on anyone\u2019s radar.<\/p>\n<p class=\"BodyCxSpMiddle\">\u201cWhat about the things we are not even thinking about?\u201d he said. \u201cNo matter what, history has told us definitively that [outbreaks] will happen because [facing] infectious diseases is a perpetual challenge. It is not going to go away.
