Boyajian\u00a0<\/b><\/p>\n<p>January 19, 2022<\/p>\n<p><span style=\"font-weight: 400;\">President Putin has been making some <\/span><a href=\"https:\/\/www.theguardian.com\/world\/2021\/dec\/17\/russia-issues-list-demands-tensions-europe-ukraine-nato\"><span style=\"font-weight: 400;\">astonishing<\/span><\/a><span style=\"font-weight: 400;\"> demands, including:\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">NATO mustn\u2019t admit additional countries near Russia, such as Ukraine and Georgia.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">NATO must cease military activity in non-NATO territories: Georgia, Ukraine, the Caucasus, Central Asia, and parts of eastern Europe.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Yet, incredibly, Putin has himself been <\/span><i><span style=\"font-weight: 400;\">enabling<\/span><\/i><span style=\"font-weight: 400;\"> a NATO member\u2019s aggression bordering Russia.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In 2020, the Kremlin embraced<\/span> <span style=\"font-weight: 400;\">Turkey\u2019s sending <\/span><a href=\"https:\/\/www.lockheedmartin.com\/en-us\/products\/f-16.html\"><span style=\"font-weight: 400;\">American<\/span><\/a><span style=\"font-weight: 400;\">-designed\/equipped F-16s and Bayraktar drones containing <\/span><a href=\"https:\/\/hetq.am\/en\/article\/134966\"><span style=\"font-weight: 400;\">NATO components<\/span><\/a><span style=\"font-weight: 400;\"> into Azerbaijan.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Turkey and Azerbaijan (\u201cone nation, two states\u201d) subsequently defeated the Armenian populated Artsakh Republic\/Nagorno-Karabagh and Russia\u2019s <\/span><a href=\"https:\/\/www.azatutyun.am\/a\/2132965.html\"><span style=\"font-weight: 400;\">longtime ally, Armenia<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0 Israel backed Azerbaijan militarily.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The brutal 44-day war ended with a so-called <\/span><a href=\"https:\/\/en.wikipedia.org\/wiki\/2020_Nagorno-Karabakh_ceasefire_agreement#Terms_of_the_agreement\"><span style=\"font-weight: 400;\">peace agreement<\/span><\/a><span style=\"font-weight: 400;\"> on November 9, 2020.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Russia facilitated Turkey\u2019s (and, <\/span><i><span style=\"font-weight: 400;\">de facto<\/span><\/i><span style=\"font-weight: 400;\">, NATO\u2019s) participation in Putin\u2019s self-defeating grudge war against Armenians:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Putin stood aside as Turkey openly deployed troops, weapons, and thousands of Russian-hating <\/span><a href=\"https:\/\/countercurrents.org\/2020\/10\/the-new-kings-of-jihadist-terrorism-azerbaijan-and-turkey\/\"><span style=\"font-weight: 400;\">international<\/span><\/a> <a href=\"http:\/\/www.intrepidreport.com\/archives\/33569\"><span style=\"font-weight: 400;\">terrorists<\/span><\/a><span style=\"font-weight: 400;\"> into Azerbaijan.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Turkey and Azerbaijan struck parts of Armenia<\/span><i><span style=\"font-weight: 400;\">, <\/span><\/i><span style=\"font-weight: 400;\">not just Artsakh.\u00a0 Yet Russia and the Russian-led CSTO (Collective Security Treaty Organization) patently ignored their defense pacts with Armenia.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">For decades, Russia had stopped battles over Artsakh between Azerbaijan and Armenians at an early stage despite Artsakh\u2019s lacking a defense treaty with Russia.\u00a0 This time, though, Moscow intervened only belatedly (November 2020) as it posted Russian \u201cpeacekeeping\u201d troops in parts of Artsakh.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Moscow welcomed Turkish soldiers to partner with Russians in \u201cmonitoring\u201d the peace agreement.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Since the war ended, Putin and the CSTO (Azerbaijan isn\u2019t a member) have shamelessly humiliated their Armenian ally.\u00a0 For instance, Russia is permitting Azeri troops \u2014 unquestionably at Turkey\u2019s urging \u2014 to <\/span><a href=\"https:\/\/massispost.com\/2021\/11\/intense-firefight-as-azerbaijani-forces-attack-armenian-positions-in-southern-syunik-region\/\"><span style=\"font-weight: 400;\">invade<\/span><\/a><span style=\"font-weight: 400;\"> southern Armenia<\/span><i><span style=\"font-weight: 400;\">, <\/span><\/i><span style=\"font-weight: 400;\">seize highways, kill civilians, and attack Armenia\u2019s diminished military.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Russia and the CSTO continue to rebuff Yerevan\u2019s legitimate requests for assistance.\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">In contrast:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In January, Putin <\/span><a href=\"https:\/\/www.cbsnews.com\/news\/russia-sends-troops-into-kazakhstan-as-protests-turn-deadly\/\"><span style=\"font-weight: 400;\">promptly<\/span><\/a><span style=\"font-weight: 400;\"> dispatched CSTO troops into member Kazakhstan to subdue violent protests.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">NATO <\/span><i><span style=\"font-weight: 400;\">never signed a formal agreement<\/span><\/i><span style=\"font-weight: 400;\"> barring eastward expansion.\u00a0 Therefore, despite the Kremlin\u2019s contention, NATO <\/span><i><span style=\"font-weight: 400;\">isn\u2019t legally required<\/span><\/i><span style=\"font-weight: 400;\"> to bar Ukraine\u2019s possible membership.\u00a0 Russia and the CSTO are, however, <\/span><i><span style=\"font-weight: 400;\">legally required <\/span><\/i><span style=\"font-weight: 400;\">to adhere <\/span><i><span style=\"font-weight: 400;\">to their signed, formal defense pacts <\/span><\/i><span style=\"font-weight: 400;\">with Armenia but aren\u2019t doing so<\/span><\/li>\n<\/ul>\n<p><b>Russia\u2019s Angry President<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Elected on an anti-corruption platform in 2018\u2019s democratic \u201cVelvet Revolution,\u201d Armenian Prime Minister Nikol Pashinyan was reelected in 2021.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Russia dislikes democratic leaders.\u00a0 They\u2019re harder to arm-twist and bribe.\u00a0 True, Pashinyan has been somewhat friendlier to Western nations than Armenia\u2019s earlier leaders.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Yet, post-independence (1991), Yerevan has maintained excellent political and economic relations with the EU, U.S., and NATO.\u00a0 In 2005, America built one of its largest embassies in the world under President Robert Kocharyan, a Putin favorite.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Regardless, Putin hated Pashinyan, barely spoke to him, and never gave him a chance.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">European\u2013Armenian relations go back thousands of years.\u00a0 A strong U.S.\u2013Armenian friendship dates to the 19th century.\u00a0 This is natural for an ancient Christian nation speaking an Indo-European tongue.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Armenia has, nevertheless, allied itself with Russia for historical reasons and as security against <\/span><a href=\"https:\/\/mirrorspectator.com\/2020\/12\/11\/at-baku-victory-parade-with-erdogan-aliyev-calls-yerevan-zangezur-sevan-historical-azerbaijani-lands-erdogan-praises-enver-pasha\/\"><span style=\"font-weight: 400;\">genocidal<\/span><\/a> <a href=\"https:\/\/www.armenian-genocide.org\/\"><span style=\"font-weight: 400;\">Turkey<\/span><\/a><span style=\"font-weight: 400;\"> and Azerbaijan.\u00a0 A more reliable Russian ally doesn\u2019t exist.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Yerevan and Pashinyan certainly made mistakes before and during the war.\u00a0 But Putin\u2019s angry betrayal of Armenians has been undeserved and irrational.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Pashinyan never oriented Yerevan away from Moscow.\u00a0 He couldn\u2019t.\u00a0<\/span><\/p>\n<p><b>Moscow\u2019s Grip<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Russia supplies nearly all its ally\u2019s gas, oil, and weapons, controls much of its energy infrastructure, including the Metsamor nuclear power plant, and has two military bases in Armenia.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Kremlin\u2019s imperialist attitude towards small allies: \u2018You wouldn\u2019t exist if not for Russia, so be eternally grateful.\u00a0 Otherwise, we\u2019ll punish you <\/span><i><span style=\"font-weight: 400;\">even if it severely damages Russia.\u2019<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">Indeed, due to Putin\u2019s grudge war against Armenians:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Turkey and NATO are now embedded deeper than ever in Azerbaijan and the Caucasus \u2014 militarily, politically, and economically.\u00a0\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Russia\u2019s foremost ally lost.\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">No wonder the neo-con U.S. State Department\u2019s and NATO\u2019s condemnations of Turkish\/Azerbaijani aggression have been generally low-key.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">True, Russia may now have more control over Armenia and has deployed 2000 troops in Artsakh.\u00a0 But Russia could have gotten these without the war.\u00a0 Instead, the Kremlin chose anger and war over sound judgment.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ironically, though livid at Pashinyan\u2019s mild Western outreach, Moscow seems fine with Turkey\u2019s Western military, economic, and political memberships: NATO, EU Customs Union, and scores more.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Similarly for Azerbaijan: The UK has <\/span><a href=\"http:\/\/www.t-vine.com\/uk-single-largest-foreign-investor-in-azerbaijan-as-new-opportunities-open-up-post-brexit\/\"><span style=\"font-weight: 400;\">invested<\/span><\/a><span style=\"font-weight: 400;\"> $100 billion, the EU is a <\/span><a href=\"https:\/\/www.euneighbours.eu\/en\/east\/stay-informed\/azerbaijan\"><span style=\"font-weight: 400;\">major<\/span><\/a><span style=\"font-weight: 400;\"> trade <\/span><a href=\"https:\/\/ec.europa.eu\/trade\/policy\/countries-and-regions\/countries\/azerbaijan\/\"><span style=\"font-weight: 400;\">partner<\/span><\/a><span style=\"font-weight: 400;\">, and American investment is <\/span><a href=\"https:\/\/www.usacc.org\/\"><span style=\"font-weight: 400;\">massive<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">Western<\/span><\/i><span style=\"font-weight: 400;\"> money helped build Azerbaijani energy pipelines which avoided Russia, going instead through Moscow\u2019s adversary, Georgia.\u00a0 Even Donald Trump <\/span><a href=\"https:\/\/www.npr.org\/2017\/03\/07\/519063946\/the-new-yorker-uncovers-trump-hotels-ties-to-corrupt-oligarch-family\"><span style=\"font-weight: 400;\">attempted<\/span><\/a><span style=\"font-weight: 400;\"> to build a $200 million hotel in Baku.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But no, Moscow prefers to bully and betray its best ally.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Is Armenia really an important ally?<\/span><\/p>\n<p><b>The Turkish\/NATO Threat to Russia<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Were Armenia to somehow exit Moscow\u2019s camp, Turkey and NATO would rapidly displace Russia from the Caucasus because:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Azerbaijan, a Western source for gas and oil, has long sided with Turkey <\/span><i><span style=\"font-weight: 400;\">not<\/span><\/i><span style=\"font-weight: 400;\"> Russia.\u00a0\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Georgia is supported by the West, links Turkey and Azerbaijan, and is, in effect, a NATO <\/span><a href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/topics_38988.htm\"><span style=\"font-weight: 400;\">candidate<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The Caspian would <\/span><a href=\"https:\/\/www.azernews.az\/nation\/183147.html\"><span style=\"font-weight: 400;\">become<\/span><\/a><span style=\"font-weight: 400;\"> a NATO\/Turkic lake.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Moreover, Kazakhstan, Turkmenistan, and Turkey\u2019s pan-Turkic aspirations lie just across the Caspian.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Russia would face a future grimmer than what NATO in Europe poses.\u00a0<\/span><\/p>\n<p><b>Is Russia Reliable?<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Besides Moscow\u2019s recent treachery, Armenians remember Moscow\u2019s gifting <\/span><a href=\"https:\/\/anca.org\/nagorno-karabakh-overview-2\/\"><span style=\"font-weight: 400;\">Artsakh<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/www.youtube.com\/watch?v=zj__XvnQGP0\"><span style=\"font-weight: 400;\">Nakhichevan<\/span><\/a><span style=\"font-weight: 400;\">, and Western Armenian territory to Azerbaijan and Turkey in the 1920s,\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Russia\u2019s growing weakness also makes Armenians question its reliability.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Russia has lost most of eastern Europe to NATO.\u00a0 Despite territorial gains in Ukraine and Georgia, Moscow may eventually lose them (and Belarus) <\/span><i><span style=\"font-weight: 400;\">unless it invades some or all of them, which is possible but risky.<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">Central Asia looks shaky due to Turkish, Western, and Chinese inroads.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Without allies in the Black Sea, Russia worries about NATO exercises such as <\/span><a href=\"https:\/\/news.usni.org\/2021\/06\/28\/u-s-ukraine-begin-sea-breeze-2021-exercise-with-30-other-countries\"><span style=\"font-weight: 400;\">Sea Breeze 2021<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Turkey poses other problems for Russia.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Over Putin\u2019s <\/span><a href=\"https:\/\/www.washingtonpost.com\/world\/2022\/01\/15\/ukraine-russia-drones-turkey\/\"><span style=\"font-weight: 400;\">protests<\/span><\/a><span style=\"font-weight: 400;\">, Turkey sells Bayraktars and other <\/span><a href=\"https:\/\/www.navalnews.com\/naval-news\/2020\/12\/ukraine-orders-corvettes-and-ucavs-from-turkey-for-ukrainian-navy\/\"><span style=\"font-weight: 400;\">weapons<\/span><\/a><span style=\"font-weight: 400;\"> to Ukraine.\u00a0 Ankara demands that Crimea be returned to Kyiv.\u00a0 President Erdogan has threatened Russia with a Muslim uprising and declared that Turkey is ascendant in Central Asia.\u00a0 Russia still can\u2019t oust Turkey from Syria.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Influenced by Russia\u2019s Eurasianist theorist Aleksandr Dugin, Putin thinks he\u2019s luring Turkey away from NATO.\u00a0 Erdogan is unlikely to fall for that trap.<\/span><\/p>\n<p><b>Armenia\u2019s Dilemma\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Suppose Yerevan could escape the Russian bear\u2019s grip.\u00a0 Joining NATO would not guarantee its security.\u00a0 Turkey, which has <\/span><a href=\"https:\/\/mirrorspectator.com\/2020\/12\/11\/at-baku-victory-parade-with-erdogan-aliyev-calls-yerevan-zangezur-sevan-historical-azerbaijani-lands-erdogan-praises-enver-pasha\/\"><span style=\"font-weight: 400;\">murderous<\/span><\/a><span style=\"font-weight: 400;\"> plans for Armenia, would vastly outweigh it.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Turkey threatens Greece, Cyprus, and others, invades whatever countries it pleases, and supports ISIS and other international terrorists while the U.S., NATO, and Europe look the other way.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Kowtowing to Turkey for 100+ years has destroyed the West\u2019s credibility.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Caucasus\u2019s future is hard to predict, but some major things \u2013 unlikely as they seem now \u2013 could reshape the region in the medium and long terms.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">To create a permanent Caucasus base, Russia may strong-arm Armenia into the Russian Federation and even, perhaps, make it Russia itself.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Russia \u2013 enchanted by Eurasianism \u2013 could sell Armenia to Turkey and Azerbaijan in pursuit of a Russo-Turko alliance.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">At great political cost, Russia could shut down the entire NATO\/Turkish eastward adventure by invading Georgia and Ukraine.\u00a0\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">As for Armenia, it must maneuver between the region\u2019s competing powers as it has for 3000 years.<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">David Boyajian\u2019s primary foreign policy focus is the Caucasus.\u00a0 His work can be
