On April 23rd the\u00a0US Embassy in Ukraine acknowledged<\/strong><\/a>\u00a0that there are biological laboratories in Ukraine that are under the control of the Pentagon.<\/strong><\/div>\n

The statement of diplomats came after an open letter from people\u2019s deputies about the threats posed by these research centers to Ukrainians.<\/div>\n
<\/div>\n
However, the Americans deny the threats and say that scientific work is being carried out for exclusively peaceful purposes. And talk of threats is written off as \u201cRussian disinformation\u201d.<\/div>\n

What the deputies of the Rada declared<\/strong><\/div>\n
On April 14th people\u2019s deputies from \u201cOpposition Platform \u2013 For Life<\/a>\u201d\u00a0Viktor Medvedchuk<\/a>\u00a0and\u00a0Renat Kuzmin<\/a>\u00a0wrote requests to four leaders of the country: President Zelensky, Prime Minister Shmygal, Head of the SBU Bakanov, and Minister of Healthcare Stepanov.<\/div>\n

In an appeal with reference to Serbian and Bulgarian media, it is\u00a0reported that the US has more than 400 bacteriological laboratories around the world, including at least 15 in Ukraine.<\/strong><\/div>\n
There are exclusively American ones, and they are\u00a0financed at the expense of the US Department of Defence.\u00a0<\/strong>The laboratories are located in Odessa, Vinnytsia, Uzhgorod, Lvov (three), Kiev (three), Kherson, Ternopol, and near Crimea and Lugansk.<\/div>\n

People\u2019s deputies note that\u00a0the functioning of American biolaboratories in Ukraine started during the presidency of<\/strong>\u00a0Viktor Yushchenko<\/strong><\/a>\u00a0and the premiership of<\/strong>\u00a0Yuliya Tymoshenko<\/strong><\/a>\u00a0\u2013 August 29th, 2005.<\/strong><\/div>\n

At that time, cooperation agreements were signed between the US Department of Defence and the Ministry of Healthcare of Ukraine for the prevention of proliferation technologies (growth of body tissue by cell division), pathogens, and expertise that can be used for the development of biological weapons.<\/div>\n

\u201cIn fact, the work in the laboratories is carried out under the program of biological experiments. The budget is $2.1 billion and is funded by the US Defence Threat Reduction Agency.\u00a0The Scientific and Technical Center in Ukraine, an international organisation funded by the American authorities and whose staff have diplomatic immunity, has also become involved in this activity.<\/strong>\u00a0This organisation is engaged in financing projects for the creation of weapons of mass destruction,\u201d wrote Medvedchuk and Kuzmin.<\/div>\n

Further,\u00a0the people\u2019s deputies point out that<\/strong>\u00a0after the launch of biolaboratories in Ukraine there were outbreaks of infectious diseases.<\/strong><\/div>\n

\u201cSo, in Ternopol in 2009 there was a virus that caused hemorrhagic pneumonia. Its victims were 450 Ukrainians.<\/strong>\u00a0In 2011, there was an outbreak of cholera in Ukraine \u2013 33 people died. Three years later, cholera was diagnosed already 800 citizens, another year later more than 100 cases of cholera were recorded in Nikolaev.\u201d<\/div>\n

People\u2019s deputies also gave such examples.\u00a0In January 2016, 20 soldiers died from an influenza-like virus in Kharkov, and more than 200 were hospitalised. Two months later, 364 deaths were recorded in Ukraine.<\/strong>\u00a0\u201cThe reason is swine flu of the same strain of influenza that led to the global pandemic in 2009,\u201d say Medvedchuk and Kuzmin.<\/div>\n

The U.S. Embassy would like to set the record straight regarding disinformation spreading in some circles in Ukraine that mirrors Russian disinformation regarding the strong U.S.-Ukrainian partnership to reduce biological threats.<\/p>\n

Here in Ukraine, the\u00a0U.S. Department of Defense\u2019s Biological Threat Reduction Program\u00a0works with the Ukrainian Government to\u00a0consolidate and secure pathogens and toxins of security concern\u00a0in Ukrainian government facilities, while allowing for peaceful research and vaccine development.\u00a0<\/strong>\u00a0We also work with our Ukrainian partners to ensure Ukraine can detect and report outbreaks caused by dangerous pathogens before they pose security or stability threats.<\/p>\n

Our joint efforts help\u00a0to ensure that dangerous pathogens do not fall into the wrong hands.\u00a0 We\u2019re proud to partner with the Ministry of Health, State Service of Ukraine for Food Safety and Consumer Protection, National Academy of Agrarian Sciences, and the Ministry of Defense to make us all safer.<\/p>\n

Meanwhile, the Science and Technology Center in Ukraine (STCU), an intergovernmental organization, was established by international agreement in October 1993.\u00a0 The current Parties to the STCU are Azerbaijan, the European Union, Georgia, Moldova, Ukraine, the United States, and Uzbekistan.<\/p>\n

The STCU seeks to advance global peace and prosperity through cooperative Chemical, Biological, Radiological, and Nuclear (CBRN) risk mitigation by supporting civilian science and technology partnerships and collaboration that address global security threats and advance non-proliferation.<\/p>\n
