Despite being under intense pressure, he\u00a0<a href=\"https:\/\/www.foxnews.com\/politics\/white-house-opposotion-no-fly-zone-ukraine-following-zelenskyy-address-congress\" target=\"_blank\" rel=\"noopener\">continues to rule out<\/a>\u00a0proclaiming a\u00a0no\u2010\u200bfly zone, and he flatly rejects suggestions (including from\u00a0<a href=\"https:\/\/news.yahoo.com\/senator-chris-coons-suggests-u-184254761.html?fr=yhssrp_catchall\" target=\"_blank\" rel=\"noopener\">one close political ally<\/a>) that he consider sending U.S. troops to Ukraine. However, even the policies the administration has embraced entail an unacceptable risk of entangling the United States in a\u00a0military confrontation with a\u00a0nuclear\u2010\u200barmed power. The United States and some NATO allies are pouring\u00a0<a href=\"https:\/\/www.axios.com\/biden-announces-military-aid-ukraine-weapons-2b33b6c8-16e3-4745-99db-395bb080de2b.html\" target=\"_blank\" rel=\"noopener\">increasingly sophisticated weapons<\/a>\u00a0into Ukraine to bolster that country\u2019s resistance to the invasion. Russia recently\u00a0<a href=\"https:\/\/www.cnsnews.com\/article\/international\/patrick-goodenough\/legitimate-targets-russia-delivers-new-warning-western\" target=\"_blank\" rel=\"noopener\">reiterated its warning<\/a>\u00a0that such shipments are legitimate military targets. In addition to lavishing arms on Ukraine, Washington is sharing\u00a0<a href=\"https:\/\/www.nytimes.com\/2022\/04\/13\/world\/europe\/us-russian-troops-donbas-intelligence-sharing-ukraine.html\" target=\"_blank\" rel=\"noopener\">key military intelligence<\/a>\u00a0with Kyiv. The United States is skirting very close to becoming an outright belligerent in an extremely dangerous war.<\/p>\n<\/div>\n<\/div>\n<p><!--more--><\/p>\n<div class=\"long-form__wrapper container--medium-down\">\n<div class=\"body-text fs-lg\">\n<p>It would be imprudent for US leaders to put America at such risk even if Ukraine were the most splendid, pristine democracy in history. It is utterly irresponsible to do so for an appalling corrupt and increasingly authoritarian country. Yet that is an accurate characterization of today\u2019s Ukraine.<\/p>\n<p>The twin problems of corruption and repression were evident well before Russia launched its invasion. Ukraine has\u00a0<a href=\"https:\/\/www.theguardian.com\/news\/2015\/feb\/04\/welcome-to-the-most-corrupt-nation-in-europe-ukraine\" target=\"_blank\" rel=\"noopener\">long been<\/a>\u00a0one of the\u00a0<a href=\"https:\/\/borgenproject.org\/10-facts-about-corruption-in-ukraine\/\" target=\"_blank\" rel=\"noopener\">more corrupt countries<\/a>\u00a0in the international system, and that situation did not improve appreciably after the so\u2010\u200bcalled Orange Revolution put pro\u2010\u200bWestern Viktor Yushchenko in the presidency in January 2005. Corruption charges continuously plagued Yushchenko\u2019s presidency. The optics were not improved by his\u00a0<a href=\"https:\/\/www.theguardian.com\/world\/2005\/jul\/29\/ukraine.nickpatonwalsh\" target=\"_blank\" rel=\"noopener\">19\u2010\u200byear\u2010\u200bold son\u2019s ostentatious lifestyle<\/a>, including tooling around the streets of Kyiv in a\u00a0new BMW sports car worth $120,000. Media accounts proliferated about the apparent financial improprieties involving the president and his family.<\/p>\n<p>A similar process occurred after the so\u2010\u200bcalled Maidan revolution in 2014, when U.S.-backed demonstrators overthrew Ukraine\u2019s elected, pro\u2010\u200bRussia president, Viktor Yanukovich. The new president who emerged from that turmoil, oligarch Petro Poroshenko, was at least as corrupt as any of his predecessors. Indeed, public frustration at the pervasive financial sleaze in his government was\u00a0<a href=\"https:\/\/www.npr.org\/2019\/04\/22\/715858365\/comedian-wins-ukrainian-presidency-in-landslide\" target=\"_blank\" rel=\"noopener\">a\u00a0prominent reason<\/a>\u00a0for the victory of maverick comedian Volodymyr Zelensky in Ukraine\u2019s 2019 presidential election.<\/p>\n<\/div>\n<\/div>\n<div class=\"container\">\n<aside class=\"aside--right aside--large aside\">\n<div class=\"transition--fade-in--from-left transition transition--delay--0 transition--duration--slow js-animation-trigger--scroll\" data-once=\"animation-on-scroll\">\n<div class=\"pullquote p-mb-last-child-0\">\n<p>The Biden administration needs to take several firm steps back from the abyss.<\/p>\n<\/div>\n<\/div>\n<\/aside>\n<\/div>\n<div class=\"long-form__wrapper container--medium-down\">\n<div class=\"body-text fs-lg\">\n<p>Efforts to smother domestic critics also became evident\u00a0<a href=\"https:\/\/www.amazon.com\/Gullible-Superpower-Support-Democratic-Movements\/dp\/194442492X\/ref=sr_1_2?crid=31559NJVJQCZF&amp;keywords=ted+galen+carpenter&amp;qid=1648834053&amp;s=books&amp;sprefix=Ted+Gal%2Cstripbooks%2C110&amp;sr=1-2\" target=\"_blank\" rel=\"noopener\">just months<\/a>\u00a0after the Maidan revolution, and they have accelerated as the years passed. Ukrainian officials\u00a0<a href=\"https:\/\/original.antiwar.com\/ted_galen_carpenter\/2021\/02\/17\/washingtons-foreign-democratic-clients-become-an-embarrassment-again\/\/t_blank\" target=\"_blank\" rel=\"noopener\">harassed political dissidents<\/a>,\u00a0<a href=\"https:\/\/www.dw.com\/en\/ukraine-confirms-ban-of-fascist-russian-books\/a-18646342\/t_blank\" target=\"_blank\" rel=\"noopener\">adopted censorship measures<\/a>, and\u00a0<a href=\"https:\/\/www.hrw.org\/news\/2017\/09\/01\/ukraine-foreign-journalists-barred-or-expelled\/t_blank\" target=\"_blank\" rel=\"noopener\">barred foreign journalists<\/a>\u00a0they regarded as critics of the government and its policies. Such\u00a0<a href=\"https:\/\/www.cato.org\/commentary\/why-joe-biden-risking-war-russia-over-ukraine\/t_blank\" target=\"_blank\" rel=\"noopener\">offensive actions<\/a>\u00a0were criticized by Amnesty International, Human Rights Watch, the Organization for Security and Cooperation in Europe, and\u00a0<a href=\"https:\/\/www.thenation.com\/article\/archive\/the-ukrainian-far-right-and-the-danger-it-poses\/\/t_blank\" target=\"_blank\" rel=\"noopener\">other independent observers<\/a>. The\u00a0<a href=\"https:\/\/www.thedailybeast.com\/ukraines-anti-russia-azov-battalion-minutemen-or-neo-nazi-terrorists\/t_blank\" target=\"_blank\" rel=\"noopener\">neo\u2010\u200bNazi Azov Battalion<\/a>\u00a0became an integral part of Poroshenko\u2019s military and security apparatus, and it has retained that role during Zelensky\u2019s presidency.<\/p>\n<p>The corruption problem remains extremely tenacious, and the level of repression is rapidly growing worse. At best, the extent of corruption has\u00a0<a href=\"https:\/\/eurasianet.org\/a-brief-history-of-corruption-in-ukraine-the-dawn-of-the-zelensky-era\" target=\"_blank\" rel=\"noopener\">improved just marginally<\/a>\u00a0under Zelensky\u2019s leadership. In its annual report published in January 2022, Transparency International\u00a0<a href=\"https:\/\/images.transparencycdn.org\/images\/CPI2021_Report_EN-web.pdf\" target=\"_blank\" rel=\"noopener\">ranked<\/a>\u00a0Ukraine 122 out of 180 countries examined, with a\u00a0score of 32 on a\u00a01 to 100\u2010\u200bpoint scale. By comparison, Russia, with its notorious level of corruption, ranked just modestly lower, 136, with a\u00a0score of 29.<\/p>\n<p>Kyiv\u2019s track record on democracy and civil liberties before the current war was not much better than its performance regarding corruption. In\u00a0<a href=\"https:\/\/freedomhouse.org\/countries\/freedom-net\/scores\" target=\"_blank\" rel=\"noopener\">Freedom House\u2019s 2022 report<\/a>, Ukraine was listed in the \u201cpartly free\u201d category, with a\u00a0score of 61 out of a\u00a0possible 100. Other countries in that category included such models of democracy as Rodrigo Duterte\u2019s Philippines (55), Serbia (62), and Singapore (47). Interestingly, Hungary, which is a\u00a0frequent target of vitriolic criticism among progressives in the West because of Prime Minister Viktor Orban\u2019s anti\u2010\u200bglobalist stance and his conservative domestic social policies, ranked 8\u00a0points higher than did Ukraine, which is the recipient of uncritical praise from the same Western ideological factions.<\/p>\n<p>Human Rights Watch\u2019s 2021 report on Ukraine also was\u00a0<a href=\"https:\/\/www.hrw.org\/world-report\/2021\/country-chapters\/ukraine\" target=\"_blank\" rel=\"noopener\">far from favorable<\/a>. \u201cJustice for conflict\u2010\u200brelated abuses by government forces, including arbitrary detentions, torture or ill\u2010\u200btreatment remained elusive.\u201d Equally troubling, \u201cthe government proposed legislative amendments that threaten freedom of expression and media. Journalists and media workers faced harassment and threats connected to their reporting.\u201d Those were not exactly the characteristics of what\u00a0<a href=\"https:\/\/democracychronicles.org\/how-ukraine-became-eastern-europes-vibrant-democratic-success\/\" target=\"_blank\" rel=\"noopener\">Western admirers<\/a>\u00a0contend is a\u00a0<a href=\"https:\/\/houlahan.house.gov\/news\/documentsingle.aspx?DocumentID=2460\" target=\"_blank\" rel=\"noopener\">\u201cyoung and vibrant democracy.\u201d<\/a><\/p>\n<p>Even before the onset of the war, the level of repression was worrisome under Zelensky. In February 2021, the Ukrainian government\u00a0<a href=\"https:\/\/www.dw.com\/en\/ukraine-zelenskiy-bans-three-opposition-tv-stations\/a-56438505\/t_blank\" target=\"_blank\" rel=\"noopener\">closed<\/a>\u00a0several opposition media outlets on the basis of allegations that they were Russian propaganda tools. The owner of three of the closed television stations, Viktor Medvedchuk, was indeed a\u00a0longtime friend of Vladimir Putin, but he was also a\u00a0Ukrainian citizen supposedly entitled to participate in a\u00a0free press. In May 2021, the Zelensky government\u00a0<a href=\"https:\/\/www.euronews.com\/2021\/05\/13\/ukraine-opposition-leader-and-putin-ally-under-house-arrest-after-being-charged-with-treas\" target=\"_blank\" rel=\"noopener\">arrested Medvedchuk<\/a>\u00a0and charged him with treason. As 2021 drew to a\u00a0close, there were ominous indications that Ukraine\u2019s \u201cdemocratic\u201d government was becoming ever more autocratic. In late December, authorities even\u00a0<a href=\"https:\/\/www.aljazeera.com\/news\/2021\/12\/20\/ukraine-accuses-former-president-poroshenko-of-treason\" target=\"_blank\" rel=\"noopener\">charged former president Petro Poroshenko with treason<\/a>. Much as the French Revolution did, Ukraine\u2019s Maidan revolution was becoming increasingly intolerant, and it exhibited signs of devouring some of its own leaders.<\/p>\n<p>Matters have become decidedly worse in a\u00a0wartime setting. Zelensky promptly used the war as a\u00a0justification for\u00a0<a href=\"https:\/\/news.yahoo.com\/zelensky-nationalizes-tv-news-restricts-173820471.html?fr=yhssrp_catchall\" target=\"_blank\" rel=\"noopener\">outlawing 11 opposition parties<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.msn.com\/en-us\/news\/world\/zelenskyy-combines-state-ukraine-tv-stations-into-one-platform-cites-effort-to-combat-russian-misinformation\/ar-AAVl3Mt\" target=\"_blank\" rel=\"noopener\">combining all national television stations into one platform<\/a>\u00a0to ensure a\u00a0unified message about the war and prevent so\u2010\u200bcalled disinformation. The overall miasma of repression grows thicker. Zelensky fired two top national security officials and\u00a0<a href=\"https:\/\/news.yahoo.com\/zelenskyy-says-fired-2-top-100213567.html?fr=yhssrp_catchall\" target=\"_blank\" rel=\"noopener\">accused them of being traitors<\/a>. Other, lesser known, officials have suffered similar fates. Indeed, vague \u201ctreason\u201d allegations have become an all\u2010\u200bpurpose justification for arresting, torturing, and even assassinating a\u00a0growing number of regime opponents. The incidents have become far too numerous to discuss in an op\u2010\u200bed, but one can find good, detailed treatments\u00a0<a href=\"https:\/\/thegrayzone.com\/2022\/04\/17\/traitor-zelensky-assassination-kidnapping-arrest-political-opposition\/\" target=\"_blank\" rel=\"noopener\">here<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.mintpressnews.com\/volodymyr-zelensky-secret-police-hunted-down-opposition-anatoly-shariy\/280200\/\" target=\"_blank\" rel=\"noopener\">here<\/a>.<\/p>\n<p>Zelensky\u2019s conduct makes a\u00a0mockery of the hero worship now taking place in much of America\u2019s establishment news media. A\u00a0typical example is a\u00a0fawning April 19, 2022,\u00a0<em>New York Times<\/em>\u00a0<a href=\"https:\/\/www.nytimes.com\/2022\/04\/19\/opinion\/why-we-admire-zelensky.html?referringSource=articleShare\" target=\"_blank\" rel=\"noopener\">piece by columnist Bret Stephens<\/a>\u00a0describing the many reasons why Americans like the Ukrainian leader so much. One of them is that \u201cWe admire Zelensky because he has restored the idea of the free world to its proper place. The free world isn\u2019t a\u00a0cultural expression, as in \u2018the West\u2019; or a\u00a0security concept, as in NATO; or an economic description, as in \u2018the developed world.\u2019 Membership in the free world belongs to any country that subscribes to the notion that the power of the state exists first and foremost to protect the rights of the individual. And the responsibility of the free world is to aid and champion any of its members menaced by invasion and tyranny.\u201d<\/p>\n<p>If that justification and several other equally vapid reasons Stephens cites were not enough, \u201cWe admire Zelensky because he holds out the hope that our own troubled democracies may yet elect leaders who can inspire, ennoble, even save us. Perhaps we can do so when the hour isn\u2019t quite as late as it is now for the people of Ukraine and their indomitable leader.\u201d Victims now in Zelensky\u2019s torture chambers would likely disagree with Stephens\u2019 assessment.<\/p>\n<p>Dismissing arguments for intervening militarily in the chronically unstable Balkans, 19th\u00a0Century German Chancellor Otto von Bismarck\u00a0<a href=\"https:\/\/www.goodreads.com\/quotes\/34291-the-balkans-aren-t-worth-the-life-of-a-single-pomeranian\" target=\"_blank\" rel=\"noopener\">contended<\/a>\u00a0that the Balkans were \u201cnot worth the life of a\u00a0single Pomeranian grenadier.\u201d Corrupt and increasingly authoritarian Ukraine is not worth the life of a\u00a0single American. Risking war with a\u00a0nuclear\u2010\u200barmed Russia that could take the lives of millions of Americans is beyond shameful.
