{"id":116295,"date":"2022-05-16T16:48:28","date_gmt":"2022-05-16T20:48:28","guid":{"rendered":"http:\/\/stateofthenation.co\/?p=116295"},"modified":"2022-05-16T16:48:28","modified_gmt":"2022-05-16T20:48:28","slug":"president-putins-recent-speech-to-collective-security-treaty-organisation","status":"publish","type":"post","link":"https:\/\/stateofthenation.co\/?p=116295","title":{"rendered":"President Putin&#8217;s Recent Speech to Collective Security Treaty Organisation"},"content":{"rendered":"<h1>President of Russia Vladimir Putin: Meeting of the heads of state of the Collective Security Treaty Organisation.<\/h1>\n<p><!--more--><a href=\"http:\/\/en.kremlin.ru\/events\/president\/news\/68418\">CSTO summit<\/a><\/p>\n<p>Taking part in\u00a0the\u00a0meeting, timed to\u00a0coincide with the\u00a030<sup>th<\/sup>\u00a0anniversary of\u00a0the\u00a0Collective Security Treaty and\u00a0the\u00a020<sup>th<\/sup>\u00a0anniversary of\u00a0the\u00a0organisation, were the\u00a0heads of\u00a0Russia, Armenia, Belarus, Kazakhstan, Kyrgyzstan, and\u00a0Tajikistan.<\/p>\n<p>The\u00a0main focus of\u00a0the\u00a0summit was on\u00a0key issues of\u00a0cooperation within the\u00a0CSTO, topical international and\u00a0regional problems, and\u00a0measures to\u00a0further improve the\u00a0collective security system.<\/p>\n<p>During the\u00a0meeting, the\u00a0leaders signed a\u00a0Statement of\u00a0the\u00a0CSTO Collective Security Council (CSC) in\u00a0connection with the\u00a030<sup>th<\/sup>\u00a0anniversary of\u00a0the\u00a0Collective Security Treaty and\u00a0the\u00a020<sup>th<\/sup>\u00a0anniversary of\u00a0the\u00a0Collective Security Treaty Organisation. They also signed a\u00a0resolution of\u00a0the\u00a0CSTO CSC to\u00a0award the\u00a0participants in\u00a0the\u00a0CSTO peacekeeping mission in\u00a0the\u00a0Republic of\u00a0Kazakhstan.<\/p>\n<p><b>* * *<\/b><\/p>\n<p><b>President of\u00a0Russia Vladimir Putin:\u00a0<\/b>Colleagues, good afternoon!<\/p>\n<p>I\u00a0am glad to\u00a0welcome you all in\u00a0Moscow.<\/p>\n<p>At\u00a0the\u00a0suggestion of\u00a0our chairman, and\u00a0today Armenia chairs the\u00a0organisation, we gathered in\u00a0Moscow, because this is where 30 years ago the\u00a0Collective Security Treaty was signed, and\u00a020 years ago, on\u00a0the\u00a0basis of\u00a0this Treaty, the\u00a0Collective Security Treaty Organisation was created.<\/p>\n<p>This means we have two anniversaries almost on\u00a0the\u00a0same day: on\u00a0May\u00a014 and\u00a015 in\u00a01992 and\u00a02002, respectively. I\u00a0congratulate you on\u00a0this.<\/p>\n<p>I\u00a0hope that the\u00a0organisation, which has become a\u00a0full international structure over the\u00a0years, will continue to\u00a0develop, even through difficult times. I\u00a0would like to\u00a0note in\u00a0this context that both 1992 and\u00a02002 were difficult times; they never end.<\/p>\n<p>The\u00a0organisation plays a\u00a0very important role in\u00a0the\u00a0post-Soviet space\u00a0\u2013 a\u00a0stabilising role. I\u00a0hope that in\u00a0this sense its capabilities and\u00a0influence on\u00a0the\u00a0situation in\u00a0our area of\u00a0responsibility will only grow.<\/p>\n<p>Here I\u00a0would like to\u00a0finish my\u00a0welcoming remarks and\u00a0give the\u00a0floor to\u00a0the\u00a0Chairman [of\u00a0the\u00a0CSTO Collective Security Council], the\u00a0Prime Minister of\u00a0Armenia.<\/p>\n<p>&lt;\u2026&gt;<\/p>\n<p><b>Vladimir Putin<\/b>: Friends and\u00a0colleagues,<\/p>\n<p>I\u00a0will agree with the\u00a0previous speakers\u00a0\u2013 indeed, in\u00a0the\u00a0past few decades, the\u00a0Collective Security Treaty Organisation has become considerably stronger and\u00a0won a\u00a0well-deserved reputation as\u00a0an\u00a0effective regional defence structure that ensures security and\u00a0stability in\u00a0the\u00a0Eurasian space and\u00a0reliably protects the\u00a0sovereignty and\u00a0territorial integrity of\u00a0its member countries.<\/p>\n<p>Importantly, cooperation in\u00a0the\u00a0CSTO has always been built in\u00a0the\u00a0spirit of\u00a0true allied relations, on\u00a0the\u00a0principles of\u00a0friendship and\u00a0neighbourliness, respect and\u00a0consideration of\u00a0each other\u2019s interests, mutual assistance and\u00a0support. The\u00a0same principles guide our cooperation in\u00a0the\u00a0current difficult situation.<\/p>\n<p>The\u00a0CSTO\u2019s successful peacekeeping operation, held in\u00a0Kazakhstan in\u00a0January 2022 at\u00a0the\u00a0request of\u00a0its leaders, showed the\u00a0maturity of\u00a0our Organisation and\u00a0its real ability to\u00a0adequately withstand acute challenges and\u00a0threats.<\/p>\n<p>The\u00a0contingent of\u00a0the\u00a0collective CSTO forces, sent into Kazakhstan for\u00a0a\u00a0limited period of\u00a0time, prevented extremists, including those directed from abroad, from seizing power and\u00a0helped to\u00a0quickly stabilise the\u00a0internal political situation in\u00a0the\u00a0republic.<\/p>\n<p>The\u00a0use of\u00a0peacekeeping forces at\u00a0the\u00a0request of\u00a0the\u00a0Kazakhstan leadership was the\u00a0first operation of\u00a0this kind in\u00a0the\u00a0CSTO\u2019s history. The\u00a0operation revealed the\u00a0strong points of\u00a0practical cooperation between our military structures and\u00a0security services, and, at\u00a0the\u00a0same time, showed what we should work on\u00a0to\u00a0improve it.<\/p>\n<p>Today, we will sign a\u00a0joint statement reaffirming, taking into account the\u00a0experience gained, among other things, during the\u00a0afore-mentioned operation, the\u00a0resolve of\u00a0our states to\u00a0continue acting as\u00a0partners in\u00a0different areas of\u00a0military and\u00a0defence development, and\u00a0building up our coordinated actions in\u00a0the\u00a0world arena.<\/p>\n<p>At\u00a0the\u00a0same time, it is quite logical that our current high-priority task is to\u00a0further improve and\u00a0streamline the\u00a0work of\u00a0the\u00a0CSTO and\u00a0its governing bodies. We will also provide the\u00a0collective CSTO forces with modern weapons and\u00a0equipment, we will enhance the\u00a0interoperability of\u00a0their troop contingents, and\u00a0more effectively coordinate the\u00a0joint actions of\u00a0our military agencies and\u00a0secret services.<\/p>\n<p>We streamline the\u00a0relevant operations all the\u00a0time during CSTO exercises, and\u00a0we are set to\u00a0expand such exercises. This autumn, there are plans to\u00a0hold an\u00a0entire series of\u00a0joint CSTO exercises in\u00a0Kazakhstan, Kyrgyzstan and\u00a0Tajikistan. I\u00a0am confident that these measures will boost the\u00a0combat readiness of\u00a0our states\u2019 military agencies and\u00a0improve their coordination, as\u00a0well as\u00a0increase the\u00a0entire peacekeeping potential of\u00a0the\u00a0CSTO.<\/p>\n<p>We also believe that the\u00a0CSTO should continue its efforts to\u00a0counter terrorism, drug trafficking and\u00a0organised crime. Law enforcement agencies of\u00a0our countries interact rather effectively in\u00a0this field, so as\u00a0to\u00a0prevent the\u00a0recruitment of\u00a0people and\u00a0to\u00a0neutralise the\u00a0resource potential of\u00a0international terrorist organisations.<\/p>\n<p>Efforts to\u00a0maintain biological security also require the\u00a0most serious attention. For\u00a0a\u00a0long time, we sounded the\u00a0alarm about US military biological activity in\u00a0the\u00a0post-Soviet space.<\/p>\n<p>It is common knowledge that the\u00a0Pentagon has established dozens of\u00a0specialised biological laboratories and\u00a0centres in\u00a0our common region, and\u00a0that they are by\u00a0no means merely providing practical medical assistance to\u00a0the\u00a0population of\u00a0the\u00a0countries where they are operating. Their main task is to\u00a0collect biological materials and\u00a0to\u00a0analyse the\u00a0spread of\u00a0viruses and\u00a0dangerous diseases for\u00a0their own purposes.<\/p>\n<p>Now, during the\u00a0special operation in\u00a0Ukraine, documentary evidence was obtained that components of\u00a0biological weapons were developed in\u00a0close proximity to\u00a0our borders, which violates the\u00a0Biological and\u00a0Toxin Weapons Convention, and\u00a0possible methods and\u00a0mechanisms were worked out to\u00a0destabilise the\u00a0epidemiological situation in\u00a0the\u00a0post-Soviet space.<\/p>\n<p>In\u00a0this regard, we count on\u00a0our colleagues supporting the\u00a0earliest possible implementation of\u00a0Russia\u2019s initiative to\u00a0operationalise the\u00a0designated CSTO council. Once again, I\u00a0would like to\u00a0note the\u00a0importance of\u00a0close coordination between CSTO members in\u00a0matters of\u00a0foreign policy, coordinated actions at\u00a0the\u00a0UN and\u00a0other multilateral platforms, and\u00a0promotion of\u00a0common approaches to\u00a0the\u00a0multiplying international security issues.<\/p>\n<p>In\u00a0this context, it is important to\u00a0build up cooperation with our \u201cnatural\u201d partners in\u00a0the\u00a0Shanghai Cooperation Organisation and\u00a0the\u00a0Commonwealth of\u00a0Independent States. By\u00a0the\u00a0way, we think it would be appropriate and\u00a0correct\u00a0\u2013 we will discuss this\u00a0\u2013 to\u00a0grant the\u00a0CIS observer status in\u00a0the\u00a0CSTO.<\/p>\n<p>I\u00a0would like to\u00a0highlight our priority task of\u00a0jointly defending the\u00a0memory of\u00a0Victory in\u00a0the\u00a0Great Patriotic War, the\u00a0feat of\u00a0our peoples who saved the\u00a0world from Nazism at\u00a0the\u00a0cost of\u00a0enormous and\u00a0irreparable sacrifices, and\u00a0to\u00a0counteract any attempts to\u00a0whitewash the\u00a0Nazis, their accomplices and\u00a0modern followers.<\/p>\n<p>This is extremely important particularly now, when monuments to\u00a0the\u00a0heroes liberators are being barbarously demolished in\u00a0a\u00a0number of\u00a0European countries, laying flowers at\u00a0memorials is forbidden, and\u00a0cynical attempts are being made to\u00a0rewrite history, while praising murderers and\u00a0traitors and\u00a0insulting their victims, thus crossing out the\u00a0feats of\u00a0those who selflessly fought for\u00a0Victory and\u00a0won the\u00a0war.<\/p>\n<p>Unfortunately, in\u00a0our neighbouring country, Ukraine, neo-Nazism has been on\u00a0the\u00a0rise for\u00a0a\u00a0long time now, to\u00a0which some of\u00a0our partners from the\u00a0\u201ccollective West\u201d turn a\u00a0blind eye, and\u00a0thus actually encourage their activities. All this goes hand-in-hand with an\u00a0unprecedented surge in\u00a0frenzied Russophobia in\u00a0the\u00a0so-called civilised and\u00a0politically correct Western countries.<\/p>\n<p>Indeed, we hear, and\u00a0I\u00a0hear people say that extremists can be found anywhere, which is true. Extremists are everywhere and\u00a0one way or\u00a0another they are leaving their underground hideouts and\u00a0make themselves known. Nowhere, though\u00a0\u2013 I\u00a0want to\u00a0underscore this\u00a0\u2013 nowhere are Nazis being glorified at\u00a0the\u00a0state level and\u00a0not a\u00a0single civilised country\u2019s authorities are encouraging thousands of\u00a0neo-Nazi torchlight processions with Nazi symbols. This is something that is not practiced anywhere. But unfortunately, this is happening in\u00a0Ukraine.<\/p>\n<p>The\u00a0expansion of\u00a0the\u00a0North Atlantic Alliance is a\u00a0problem that, in\u00a0my\u00a0view, is being created in\u00a0an\u00a0absolutely artificial manner because it is being done in\u00a0the\u00a0foreign policy interests of\u00a0the\u00a0United States. Generally, NATO is being used, in\u00a0effect, as\u00a0the\u00a0foreign policy tool of\u00a0a\u00a0single country, and\u00a0it is being done persistently, adroitly, and\u00a0very aggressively. All of\u00a0this is aggravating the\u00a0already complex international security situation.<\/p>\n<p>As\u00a0for\u00a0the\u00a0expansion, including the\u00a0accession of\u00a0two prospective new members, Finland and\u00a0Sweden, I\u00a0would like to\u00a0inform you, colleagues, that Russia has no problems with these states. No problems at\u00a0all! In\u00a0this sense, therefore, there is no direct threat to\u00a0Russia in\u00a0connection with NATO\u2019s expansion to\u00a0these countries. But the\u00a0expansion of\u00a0its military infrastructure to\u00a0these territories will certainly evoke a\u00a0response on\u00a0our part. We will see what it will be like based on\u00a0the\u00a0threats that are created for\u00a0us. But generally speaking, problems are being created from nothing. So, we will respond to\u00a0it in\u00a0a\u00a0fitting manner.<\/p>\n<p>Apart from everything else, apart from this interminable policy of\u00a0expansion, the\u00a0North Atlantic Alliance is emerging beyond its geographical destination, beyond the\u00a0Euro-Atlantic area. It is increasingly active in\u00a0trying to\u00a0manage international issues and\u00a0control the\u00a0international security situation. It wants to\u00a0wield influence in\u00a0other regions of\u00a0the\u00a0world, but its actual performance leaves much to\u00a0be desired. This certainly demands additional attention on\u00a0our part.<\/p>\n<p>In\u00a0conclusion, I\u00a0want to\u00a0reiterate that Russia will continue to\u00a0contribute to\u00a0deepening relations of\u00a0strategic alliance with all CSTO member states. We will do our best to\u00a0improve and\u00a0develop effective partner cooperation within the\u00a0CSTO and, of\u00a0course, we will support the\u00a0Armenian chairmanship\u2019s ongoing work in\u00a0this area.<\/p>\n<p>As\u00a0for\u00a0Russia\u2019s special military operation in\u00a0Ukraine, we will certainly discuss this, and\u00a0I\u00a0will inform you in\u00a0detail about its causes and\u00a0the\u00a0current combat effort.
