As if her long neglected<\/span><\/a> conscience could no longer remain silent, the release of Dr. Deborah Birx<\/span><\/a>\u2019s book, \u201cSilent Invasion<\/i>\u201d also inadvertently reveals how the Federal Government\u2019s \u201cadministrative state\u201d of embedded career professionals are able to dominate public policy to benefit elite globalists like Big Pharma, foreign adversaries like China, just as it is able to subvert a Presidential agenda.\u00a0 <\/span>The unraveling of Birx\u2019s role is almost too painful to read as is her description of a passive totalitarian<\/span><\/a> takeover of government in the name of a bogus health crisis, complete with millions of ruined businesses, a shattered economy, a free and democratic society in turmoil and an untold number of American lives devastated beyond repair.\u00a0<\/span><\/span><\/p>\n Established in early 2020 with Vice President Mike Pence as Chair, Dr. Birx served as coordinator of the White House Coronavirus Task Force<\/span><\/a> which included entrenched bureaucrats<\/span><\/a> with little real world medical experience. \u00a0 <\/span>Recognized as a \u201cnational expert in infectious disease,<\/i>\u201d<\/span> Birx became the <\/span>major architect of the American lockdown strategy which mimicked China\u2019s approach along with Dr. Anthony <\/span>Fauci<\/span><\/a><\/span>, whom Birx refers to as her \u2018mentor<\/i>.\u2019\u00a0<\/span><\/span><\/p>\n A forty year veteran of the US Army, the State Department and the CDC, Birx has served as a member of the Federal government\u2019s administrative state within the Senior Executive Service<\/span><\/a><\/span> as <\/span>Fauci has been Director of NIAID<\/span><\/a> since 1984 and President\u2019s Trump\u2019s chief medical adviser until Jared Kushner brought in Dr. Scott Atlas<\/span><\/a>.\u00a0 <\/span>Fauci remains<\/span> the<\/span> Federal government\u2019s highest paid bureaucrat with a $480K annual salary and an expected $500K federal pension upon retirement. \u00a0 \u00a0<\/span><\/span><\/p>\n Together, in a denial of science based on free discussion, <\/span>they intensified a massive global pandemic, personifying a lawless rampant administrative state which begs the question of how<\/span> does it happen that two dried up old prunes, out of touch with a contemporary world, retain their status and remain well connected to be called upon to serve as Birx was – except via a complete institutional breakdown of an antiquated civil service system that no longer reflects the public interest, especially in times of a national emergency.\u00a0<\/span><\/span><\/p>\n Birx was recruited in February, 2020 for the Task Force by a novice member of Trump\u2019s National Security Council which is a curious narrative in itself.\u00a0 <\/span>She<\/span> served<\/span> the Task Force until December, stepping down after revelations that she had violated her own Covid lockdown guidelines by traveling to socialize over the Thanksgiving weekend after advising Americans to stay home. \u00a0<\/span><\/span><\/p>\n With no peer-reviewed science to support her hypotheses on masking or social distancing, Birx personally visited 44 State Governors including local public health officials to impose her flawed, narcissistic strategy on each state.\u00a0 <\/span>In Silent Invasion<\/i>, she has admitted to altering CDC reports and lying<\/span><\/a> to the American people and President of the United States (\u201ctwo weeks to<\/i> flatten the curve<\/i>.\u201d).\u00a0 <\/span>Birx admits to morphing wishful thinking<\/span><\/a> into self-created fact that \u201cNo sooner had we convinced the Trump administration to implement\u00a0our version of the two-week shutdown than I was trying to figure out how to extend it.\u201d<\/i>\u00a0 <\/span><\/i><\/b>Without a corrupt medical establishment, an untrustworthy media, a submissive bureaucracy and the Birx\/Fauci team, the entire covid pandemic could have folded like a tent.\u00a0 \u00a0<\/span><\/span><\/p>\n \u00a0<\/span>According to Dr. Peter McCullough, the \u201cScarf Lady\u201d committed scientific fraud and misled the president and the nation into unnecessary lock-downs and restrictions based on the false presumption that the virus spread among health people (asymptomatic spread) that was disproved by Cao et al Madewell et al<\/i>.\u201d<\/span><\/p>\n *<\/span><\/p>\n Created in <\/span>1883<\/span>, the US Federal Civil Servants<\/span><\/a> reports 2.79 M civil servants employed by the Federal government in 2011.\u00a0 <\/span>In 1979, the Senior Executive Service<\/i><\/span><\/a> (SES) was created for executive level senior leadership positions filled by permanent career employees or political appointments<\/span><\/a> and reported 7,800 members<\/span><\/a> as of 2014.\u00a0 <\/span>The actual numbers are dicey to nail down since it is the Federal government itself compiling those numbers on its own employees.<\/span><\/p>\n While every new President has the ability to appoint 4,000 political appointees within the Administration, we are talking here about tens of thousands of permanent, unelected civil servants embedded in a bloated Federal bureaucracy whose job is to serve the public. \u00a0 <\/span>They are employees whose desirable employment continues from one new presidential administration to the next with no interruption, no reflection on how the new administration might amend or change federal programs on any given issue.\u00a0 <\/span>Some Federal agencies believe their mission is to stage-manage public policy and operate like a shadow government; thus acting outside the purview of a democratically elected government.\u00a0 <\/span>They may be immune (if not resistant) to revising existing policies to reflect a new President\u2019s agenda and prefer to maintain the status quo without meaningful oversight that confirms the will of the American voter.\u00a0 <\/span>For instance, President\u2019s Trump\u2019s orders to pull American troops out of Afghanistan and Syria were ignored as was his request for 10-20,000 Federal t<\/span><\/a>roops at the Capitol on January 6<\/span>th<\/sup><\/span>.\u00a0 <\/span>It is not unusual for certain government agencies to refuse to provide requested documents from Congress. \u00a0<\/span><\/span><\/p>\n Twenty days before the 2020 election, President Donald Trump signed an \u201cExecutive Order on Creating <\/i>Schedule F<\/i><\/span><\/a> in the <\/i>Excepted Service<\/i><\/span><\/a><\/span>\u201d<\/i><\/span> which includes security and intelligence functions not normally subject to change as a result of Presidential transition such as the FBI, CIA, DOJ, National Security Council<\/span><\/a>, foreign service professionals, doctors, lawyers and\u00a0 <\/span>judges. Schedule F employees constitute half of all Federal employees<\/span><\/a>.\u00a0<\/span><\/span> Schedule F would have allowed cabinet agencies greater flexibility to manage a more efficient, more professional and less nakedly partisan administrative state and to assess critical qualities necessary for appointing policy-related positions. \u00a0<\/span><\/span><\/p>\n \u201cCareer employees in confidential, policy-determining, policymaking, and policy-advocating positions wield significant influence over Government operations and effectiveness. Agencies need the flexibility to expeditiously remove poorly performing employees from these positions without facing extensive delays or litigation<\/i><\/span>.\u201d<\/span><\/p>\n With independent oversight and without these invincible classifications of professional bureaucrats, influential corporate overlords would not prosper or be able to continue feeding at the trough; not unlike some tenured teachers who have grown fat and sassy in the knowledge they are impervious to a changing of the guard, a new principal or a new school board. \u00a0 <\/span><\/span>On January 22, 2020, pretend President Joe Biden revoked<\/span><\/a> Schedule F.<\/span><\/p>\n Recent examples of how effortlessly the Federal bureaucracy can expand its domain include the Department of Homeland Security<\/span><\/a><\/span> (2003) in response to the 911 attack, currently has 240,000 employees and an annual budget of $87 Billion.\u00a0 <\/span>President Jimmy Carter created the Dept of Energy in 1977 to lessen US demand on foreign oil with 16,000 current employees (100,000 contract employees) and a $245 Billion annual budget.\u00a0 <\/span>Carter also created a new Dept of Education<\/span><\/a> in 1979 by a narrow<\/span><\/a> Congressional vote (201-215) as a favor to the Teacher\u2019s Union, the nation\u2019s largest union at the time.\u00a0 <\/span>By 2018, Education had 3,912 employees with a $68 Billion (2016) annual budget.\u00a0<\/span><\/span><\/p>\n *<\/span><\/p>\n It remained a puzzlement about how Dr. Birx, who was engaged as coordinator<\/span><\/a> for the US government\u2019s Effort to Combat HIV\/AIDS since 2014, became coordinator for the WH Covid Task until she introduces her neighbor and friend, Matthew Pottinger<\/span><\/a>.\u00a0 <\/span>As a 2018\u00a0<\/span>Politico profile<\/span><\/a><\/span> described Pottinger as “a fairly typical conservative internationalist<\/i><\/span>” who “<\/span>has never been a Trump-style #MAGA conservative<\/i><\/span>” <\/span>and who donated to both Democrats and Republicans, <\/i>Pottinger yet became a member of Trump\u2019s<\/span> National Security Council<\/span><\/a><\/span> (NSC) in 2017 and then Deputy Assistant to the President for Asia in 2019. \u00a0<\/span><\/span><\/p>\n Coincidentally, Pottinger <\/i>was also a member of the Administration\u2019s <\/span>Covid Task Force<\/span><\/a><\/span> and \u201chad become the WH self appointed prophet of masking wearing<\/i>\u201d as he displayed a strong influence on Birx despite having no medical experience. <\/span>She goes on to describe their extensive back-channel communication regarding their common critique on the Administration\u2019s handling of Covid as he \u201cadvocated for a different, more urgent approach.<\/i>\u201d\u00a0 <\/span>\u201c<\/span>After weeks of urging from Pottinger<\/i>, I finally gave into Matt\u2019s request<\/i> that I <\/i><\/span>come on board to help with the response to the coronavirus outbreak.\u00a0 <\/span>I trusted his inside assessment that the administration\u2019s response to date had been meandering and flawed.\u201d<\/i>\u00a0<\/span><\/span><\/p>\n She goes on to describe Pottinger\u2019s \u201cdeep experience in China<\/i><\/span><\/a>\u201d<\/span> <\/i>as a result of his seven years with the Wall Street Journal<\/span><\/a> (2001-2005) and Reuters News Agency (1998-2001) in China.\u00a0<\/span><\/span> Prior to his journalism career, Pottinger received an age-waiver and joined the Marine in 2005 as a military intelligence officer. \u00a0<\/span><\/span> \u201cI\u2019ve been sharing data about the burgeoning epidemic for weeks with the WH, through Matt\u201d <\/i>until finally \u2018Matt had a proposition for me.\u00a0 <\/span>He offered me the position of WH spokesperson on the virus.\u201d<\/i>\u00a0<\/span><\/span><\/p>\n The question still remains who gave Pottinger the green light to offer the coordinator job to Birx and whether there was any background check or scrutiny to ascertain if she was in sync with the Trump Administration?\u00a0 <\/span>Were her qualifications or her medical philosophy discussed with anyone in authority besides a newbie on the NSC? \u00a0 <\/span>How exactly did Birx become the coordinator-from-hell?\u00a0 <\/span>Where was the oversight?\u00a0 <\/span>Will she now be held responsible for her defective medical assessments to humanity?<\/span><\/p>\n Renee Parsons\u00a0served on the ACLU\u2019s Florida State Board of Directors and as president of the ACLU Treasure Coast Chapter.
