Leaked internal emails show members fretting over its unethical methods.<\/h3>\n<p>Throughout Britain\u2019s response to the COVID-19 crisis, a lobbying group known as the Independent Scientific Advisory Group for Emergencies (iSAGE) served as a key driving force behind the government\u2019s most draconian lockdown policies.<\/p>\n<p>While it presented itself as a non-governmental organization composed of forward-thinking health experts,\u00a0The Grayzone\u00a0can reveal iSAGE not only maintains an array of ties to the British security state, while relying largely on political, rather than scientific, considerations when crafting policy recommendations.<\/p>\n<p>With Winter ahead in Europe and calls for the reimposition of COVID-19 restrictions\u00a0<a href=\"https:\/\/www.thetimes.co.uk\/article\/covid-infections-study-increases-calls-for-masks-vrbcjcr8t\">growing\u00a0<\/a>once again \u2014 not least from\u00a0<a href=\"https:\/\/www.independentsage.org\/a-seven-point-plan-to-suppress-covid-infections-and-reduce-disruptions\/\">iSAGE itself<\/a>\u00a0\u2014 the outfit\u2019s endeavors provide a disturbing look at the role of the security state and mainstream media in corrupting British public health policy.<\/p>\n<p>Nearly three years since the world first heard of COVID-19, societies across the globe are still reeling from prolonged lockdowns and harsh social restrictions, which many governments implemented in order to supposedly \u201cstop the spread\u201d of the virus. Britain is no exception, and while the full long-term impact of such measures remains unknown, some grueling effects are already painfully apparent.<\/p>\n<p>Patients receiving care for cancer, cardiovascular, and respiratory disease\u00a0<a href=\"https:\/\/www.thelancet.com\/journals\/eclinm\/article\/PIIS2589-5370(22)00192-4\/fulltext\">were prevented<\/a>\u00a0from accessing routine treatment;\u00a0<a href=\"https:\/\/bmcpsychology.biomedcentral.com\/articles\/10.1186\/s40359-022-00732-9\">rates of<\/a>\u00a0clinical depression and mobile phone addiction among university students skyrocketed; adults of all ages\u00a0<a href=\"https:\/\/www.mentalhealth.org.uk\/about-us\/news\/almost-quarter-adults-living-under-lockdown-uk-have-felt-loneliness\">reported<\/a>\u00a0worsening mental health conditions; and the number of Britons seeking help for drug addiction\u00a0<a href=\"https:\/\/news.sky.com\/story\/covid-19-how-lockdown-is-taking-its-toll-on-millions-caught-in-battle-with-addiction-12216562\">increased by 81%<\/a>\u00a0between 2020 and 2021.<\/p>\n<p>Meanwhile, school closures\u00a0<a href=\"https:\/\/www.oecd.org\/coronavirus\/policy-responses\/combatting-covid-19-s-effect-on-children-2e1f3b2f\/\">exposed<\/a>\u00a0Britain\u2019s youth to food insecurity and increased likelihood of falling victim to domestic abuse, while the rapid digitization of education\u00a0<a href=\"https:\/\/blog.insidegovernment.co.uk\/schools\/the-impact-of-covid-19-on-education\">further widened<\/a>\u00a0learning gaps between wealthy and low-income students in the country.<\/p>\n<p>\u201cWe were mesmerized by the once-in-a-century scale of the emergency and succeeded only in making a crisis even worse. In short, we panicked,\u201d\u00a0<a href=\"https:\/\/www.theguardian.com\/world\/2022\/jan\/02\/britain-got-it-wrong-on-covid-long-lockdown-did-more-harm-than-good-says-scientist\">lamented<\/a>\u00a0Professor Mark Woolhouse, an Edinburgh University epidemiologist, in January 2022.<\/p>\n<p>As with many contemporary critics of the British government\u2019s initial \u201cZero COVID\u201d strategy, Woolhouse argued a targeted response to protect the most vulnerable members of society, such as the elderly, would have done more to curb Britain\u2019s death toll than blanket, nationwide lockdowns.<\/p>\n<p>\u201cThis was an epidemic crying out for a precision public health approach and it got the opposite,\u201d he explained.<\/p>\n<p>Behind some of the most socially destructive pandemic policies implemented by the British government was iSAGE, a shady organization founded by a Russia-obsessed Guardian pundit and advised by spies, behavioral psychologists and media influencers without backgrounds in science or medicine.<\/p>\n<p>Founded in\u00a0<a href=\"https:\/\/www.thetimes.co.uk\/article\/coronavirus-lockdown-scientists-challenge-no-10-with-rival-advice-on-covid-19-ndzwlnwvp\">May 2020<\/a>\u00a0by David King, former chief scientific adviser to Labour Prime Ministers Tony Blair and Gordon Brown, iSAGE initially set out to agitate for greater transparency around state health policy,\u00a0<a href=\"https:\/\/www.researchprofessionalnews.com\/rr-news-uk-politics-2020-5-new-covid-19-science-advice-group-launched-to-rival-sage\/\">while providing<\/a>\u00a0\u201crobust, unbiased advice\u201d to the public and government. Yet it rapidly transformed into a powerful, wholly unaccountable lobbying group, aggressively pushing for \u201cZero COVID\u201d measures.<\/p>\n<p>For almost two years, iSAGE members were a fixture in both British and international media. Senior politicians and pundits effusively endorsed the group\u2019s pronouncements on the pandemic, and its weekly\u00a0<a href=\"https:\/\/www.youtube.com\/channel\/UCqqwC56XTP8F9zeEUCOttPQ\/videos\">YouTube briefings<\/a>\u00a0racked up tens of thousands of views. Its representatives used their popular platforms to call for extensive control and suppression measures, including contact tracing, mass testing, border quarantines, lockdowns, and the implementation of mitigation software in order to stop the transmission of COVID-19.<\/p>\n<p>Confusion regarding iSAGE\u2019s name, given its obvious similarity to the British government\u2019s official Scientific Advisory Group for Emergencies (SAGE), only increased the group\u2019s prominence. Very quickly after its launch, iSAGE began to not only work in parallel with its government namesake, but supplant it in the public mind.<\/p>\n<p>Despite its enormous influence, iSAGE and its members have largely avoided public scrutiny. Little is known about the forces guiding and shaping its activities, or whether its representatives are advancing an ulterior agenda at odds with their stated commitment to providing \u201cunbiased\u201d scientific advice.<\/p>\n<h3>iSAGE pushes lockdowns \u201c<strong>without sufficient scientific expertise or scientific evidence to inform it\u201d<\/strong><\/h3>\n<p>It was on iSAGE\u2019s official launch date in May 2020 that its founding objective of securing publication of the identities of SAGE, and its papers, was achieved. Previously, the body\u2019s composition and the evidence underpinning its decisions was\u00a0<a href=\"https:\/\/www.theguardian.com\/society\/2020\/apr\/24\/case-for-transparency-over-sage-has-never-been-clearer\">entirely hidden<\/a>\u00a0from public view, which stoked significant controversy, particularly given its initial heel-dragging over the implementation of protective COVID-19 measures.<\/p>\n<p>Emboldened by this immediate success, former iSAGE member Allyson Pollock\u00a0<a href=\"https:\/\/www.bmj.com\/content\/375\/bmj.n2504\">claims the group<\/a>\u00a0\u201crapidly moved away\u201d from its initial transparency agenda \u201cto wanting to make policy\u201d itself. Unknown to the public at the time, iSAGE\u2019s transformation from government watchdog project into premier public health policy-making activist group prompted an internal revolt.<\/p>\n<p>\u201cOften, [iSAGE] ended up advocating things when it hadn\u2019t sufficiently thought through the uncertainties in the evidence and the potential for harm,\u201d Pollock, who worked as a clinical professor of public health at Newcastle University, alleges. She cites \u201cprolonged lockdowns, school closures, and mass testing,\u201d as examples of iSAGE\u2019s misguided recommendations.<\/p>\n<p>According to Pollock, the group offered policy advice \u201csometimes without sufficient scientific expertise or scientific evidence to inform it.\u201d She expressed vehement opposition when the group officially adopted its \u201cZero COVID\u201d position in July 2020, believing it lacked any basis in science. Two months later, the group declined to renew her membership.<\/p>\n<p>iSAGE\u2019s push for Zero COVID appeared oddly timed, and the group itself acknowledged total eradication of a disease had only ever been achieved once in history, in the case of smallpox. Britain was at that point beginning to reopen after a four-month lockdown, in line with SAGE advice. In theory though, as iSAGE was an entirely separate entity from SAGE, it was free to advocate for whatever mitigation strategies it deemed appropriate.<\/p>\n<p>In practice though, an overlap in the membership of both bodies as well as their virtually identical names blurred lines between the two groups. British government chief scientific advisor Patrick Vallance claims he\u00a0<a href=\"https:\/\/twitter.com\/MAbsoud\/status\/1449082329943654403\">explicitly warned<\/a>\u00a0iSAGE founder David King against using any derivation of \u201cSAGE\u201d for the title of his new group, believing it would puzzle and mislead the public.<\/p>\n<p>Despite apparently pledging to not emulate the name, King did so anyway. The \u201cIndependent\u201d prefix was even more problematic, as it clearly implied that SAGE was not a trustworthy, autonomous organization, while iSAGE issued impartial, more credible advice by contrast.<\/p>\n<h3>iSAGE gathers influence by fueling confusion<\/h3>\n<p>As predicted, the two groups\u2019 duplicate names muddied the waters on public and government messaging around COVID-19, leading to numerous troubling \u2014 if not outright dangerous \u2014 blunders on the part of journalists, pundits, and elected lawmakers alike.<\/p>\n<p>SAGE member Ian Boyd claims such chaos was intentional. In<a href=\"https:\/\/www.bmj.com\/content\/375\/bmj.n2504\">\u00a0October 2021<\/a>, he told\u00a0<i>The British Medical Journal<\/i>\u00a0the two groups\u2019 names \u201ccreated confusion and was a device used by those organising [iSAGE] to set up unnecessary friction.\u201d In the same article, another academic suggested iSAGE\u2019s title implied the body was \u201csomehow more authoritative than it actually is.\u201d<\/p>\n<p>Public disorientation was compounded by the fact that several members of SAGE also moonlighted as iSAGE experts. Take the example of Susan Michie, a left-wing political activist and self-styled\u00a0\u201cbehavioural change\u201d expert who served with both iSAGE and SAGE, advising the secretive governmental\u00a0<a href=\"https:\/\/rokfin.com\/stream\/13180\/Foreign-Agents-18--UKs-state-of-fear-wLaura-Dodsworth\">SPI-B council of behavioral psychologists that fear-mongered the public<\/a>\u00a0into compliance with official pandemic policy. Media reports on Michie almost universally referred to her simply as a \u201cSAGE scientist,\u201d creating the impression that her comments represented the British government\u2019s official position.<\/p>\n<p>Michie became a symbol of iSAGE\u2019s advocacy for a permanent biomedical security state. Rather, a clinical psychologist represented precisely the type of character who could be called upon to manipulate the public into accepting extreme lockdowns.<\/p>\n<p>Michie was not the only iSAGE representative that news outlets presented as a \u201cscientist\u201d despite an apparent lack of relevant credentials in epidemiology, virology, or public health management. Another long-time media favorite was iSAGE mathematician Christina Pagel, who was promoted as a credible expert despite her routinely\u00a0<a href=\"https:\/\/citizenjournos.com\/2021\/05\/26\/independent-sage-and-their-struggle-with-graphs\/\">misreading and misrepresenting<\/a>\u00a0data.<\/p>\n<p>On the flip side, mainstream media\u00a0<a href=\"https:\/\/hscif.org\/author\/heb51cam-ac-uk\/\">wrongly characterized<\/a>\u00a0members of iSAGE who were\u00a0<i>not<\/i>\u00a0part of SAGE as representatives of the latter on numerous occasions. Similarly, the press erroneously presented iSAGE recommendations as official SAGE advice more than once.<\/p>\n<p>In May 2020, Labour party deputy leader Angela Rayner\u00a0<a href=\"https:\/\/fullfact.org\/health\/sage-did-not-advise-against-reopening-schools-1-june\/\">mistakenly declared<\/a>\u00a0that SAGE had warned against the planned June 1st reopening of schools as \u201ctoo soon,\u201d implying the British government was recklessly discounting recommendations from its own in-house scientific advisors. She was in fact referring to\u00a0<a href=\"http:\/\/www.independentsage.org\/wp-content\/uploads\/2020\/05\/Independent-Sage-Brief-Report-on-Schools.pdf#page=4\">a report<\/a>\u00a0produced by iSAGE, not SAGE.<\/p>\n<p>Conversely, SAGE\u2019s\u00a0<a href=\"https:\/\/www.theguardian.com\/education\/2020\/may\/22\/ministers-rejected-school-reopening-plan-recommended-by-sage-experts\">own research<\/a>\u00a0cautioned that blanket school closures would result in children experiencing \u201ca shock to their education which will persist and affect their educational and work outcomes for the rest of their lives.\u201d It predicted that extended periods of home learning would gravely deepen inequalities between pupils and leave early-stage learning and behavioral disorders undetected.<\/p>\n<p>As scheduled, England began to reopen schools in September 2020, although they were shut down once again that December. Independent SAGE representatives then steadfastly opposed mass reopenings in Spring 2021, and\u00a0<a href=\"https:\/\/twitter.com\/chrischirp\/status\/1430185581405933572\">regularly criticised<\/a>\u00a0the move for months thereafter.<\/p>\n<p>In October that year, a\u00a0<a href=\"https:\/\/www.unicef-irc.org\/article\/2163-what-were-the-immediate-effects-of-life-in-lockdown-on-children.html\">United Nations report<\/a>\u00a0concluded countless children worldwide had been harshly impacted emotionally and psychologically by school closures, leading to greatly increased \u201cfear and stress, anxiety, depression, anger, irritability, inattention\u201d as well as \u201cirregular physical activity and sleep patterns.\u201d A total confirmation of SAGE\u2019s initial warnings against blanket school closures.<\/p>\n<p>The UN\u2019s withering judgement may explain why iSAGE representatives have since\u00a0<a href=\"https:\/\/twitter.com\/citizenjournos_\/status\/1570551728571060224\">deleted<\/a>\u00a0social media posts in which they\u00a0 aggressively advocated for keeping children out of classrooms until COVID-19 was completely eradicated. Still, some evidence of their advocacy remains extant today, including a July 2020\u00a0<a href=\"https:\/\/www.youtube.com\/watch?t=3674&amp;v=-QRhwcVMTZI&amp;feature=youtu.be\">livestream<\/a>\u00a0on mask mandates billed as a \u201cpublic consultation.\u201d<\/p>\n<p>\u201cI don\u2019t believe schools should be opened until we\u2019ve approached Zero COVID. This is a big challenge,\u201d David King declared in that discussion. \u201cIt means, over to the government, \u2018please lock us down, manage the disease, bring it right down to roughly a level of one in a million people,\u2019 and we\u2019ll manage to open schools much more safely.\u201d<\/p>\n<h3>Not-so-Independent SAGE riddled with conflicts of interest<\/h3>\n<p>It was not until July 2021 the British media began probing into the scientific collective with any critical scrutiny. That month,\u00a0<i>The Daily Telegraph\u00a0<\/i><a href=\"https:\/\/www.telegraph.co.uk\/politics\/2021\/07\/17\/revealed-independent-sage-run-left-wing-group-including-anti\/\">revealed<\/a>\u00a0a shadowy outfit called The Citizens was responsible for establishing iSAGE.<\/p>\n<p>The Citizens was itself led by Carole Cadwalladr, the Russia-obsessed Guardian columnist who won a series of high profile awards for reporting claiming the data firm SCL-Cambridge Analytica served as a channel for Russian meddling in the Brexit vote. Though her claim was technically accurate, the link had never been acknowledged in media appearances by iSAGE members, let alone by Cadwalladr herself. What\u2019s more, the relevant passage on iSAGE\u2019s website merely refers to The Citizens as a \u201csmall support team\u2026helping Independent SAGE with its public events and media activities.\u201d<\/p>\n<p>This characterization significantly downplays the scale and nature of the relationship between The Citizens and iSAGE. It was around the time of the\u00a0<i>Telegraph\u00a0<\/i>expos\u00e9 that Cadwalladr updated her own Twitter profile to describe herself as a \u201ccofounder\u201d of The Citizens, the \u201cparent\u201d of iSAGE. Meanwhile, The Citizens\u2019 Twitter characterizes itself as iSAGE\u2019s \u201cfounder and producer.\u201d<\/p>\n<p><a href=\"https:\/\/www.independentsage.org\/wp-content\/uploads\/2020\/07\/IndieSAGE-BAG-minutes-9th-June-2020.docx\">Official records<\/a>\u00a0of a June 2020 meeting of iSAGE\u2019s \u2018Behavioural Advisory Group\u2019 show the organization received significant direction and assistance from another unacknowledged source. Zack King, representative of<a href=\"https:\/\/www.firstlightgroup.io\/\">\u00a0PR firm\u00a0Firstlight Group<\/a>, took a lead role in proceedings, introducing \u201cthe work of Independent SAGE to date,\u201d and leading a dedicated discussion on press relations.<\/p>\n<p>Along the way, King stressed that he and Cadwalladr \u201chandled press issues,\u201d and iSAGE \u201ccan use both of them\u201d if the organization\u2019s behavioral scientists wanted to \u201cinvolve\u201d the media in its activities.<\/p>\n<p>\u201cZack and Carole work together on press side. Most press relations are undertaken via Zack and his PR firm,\u201d the minutes state.<\/p>\n<p><a href=\"https:\/\/www.firstlightgroup.io\/case-study\/holding-the-government-to-account-with-independent-sage\/\">In January<\/a>\u00a0the next year, a blog titled, \u201cHolding the government to account\u201d was published on Firstlight\u2019s website, laying out the \u201cambitious media plan\u201d the company pursued in order to \u201cbuild the group\u2019s profile as quickly as possible\u201d and \u201cgrow the group\u2019s influence\u201d upon launch. The proposal called for 36 weekly media and public briefings and \u201ccountless one-to-one interviews and bylines.\u201d<\/p>\n<p>Within six months, iSAGE was \u201cagenda-setting,\u201d Firstlight boasted, \u201cand this publicity empowered them to drive change,\u201d including its \u201cZero COVID\u201d approach \u201cbeing adopted by parts of the Welsh, Scottish and Northern Irish devolved governments.\u201d At no point was it disclosed that Zack King is the son of iSAGE chief David King, a fact the former is\u00a0<a href=\"https:\/\/bylinetimes.com\/2020\/10\/12\/fringe-science-independent-sage\/\">keen to conceal<\/a>.<\/p>\n<p>Leaked iSAGE communications reviewed by\u00a0<i>The Grayzone\u00a0<\/i>indicate Firstlight was rewarded handsomely for its media manipulation. In late May 2020, when Cadwalladr proposed setting up a crowd-funder for the operation, iSAGE member Allyson Pollock said she was growing \u201cuneasy\u201d about the initiative.\u00a0She was \u201cextremely anxious\u201d about seeking such financing for a \u201cshort-term project,\u201d and proposed raising funds via other non-public means, even offering to contribute to expenses herself.<\/p>\n<p><em>Read the leaked iSAGE emails\u00a0<a href=\"https:\/\/thegrayzone.com\/wp-content\/uploads\/2022\/11\/1-5.pdf\">here<\/a>.<\/em><\/p>\n<p>Pollock\u2019s concerns were extensive. There was no clarity on what the money was needed for \u201cand how much and for [how] long and exactly who for,\u201d she complained, especially given that iSAGE members were working pro bono. Further, the group had collectively decided to recruit resident academics with stable incomes as well as volunteers living off of guaranteed government financial support.<\/p>\n<p>\u201cEveryone on the committee is in employment and some of us are on very good salaries. So, should we not be contributing if we need to\u2026that would be public spirited and in the spirit of what we are doing,\u201d Pollock fretted. \u201cThe public are very hard pressed at the moment and I don\u2019t feel at all comfortable crowdfunding.\u201d<\/p>\n<p>David King attempted to reassure Pollock that any sums received would not be used to enrich iSAGE members, but to instead cover invoices to the PR firm, Firstlight. Remuneration for \u201cprofessional expertise\u201d would be solicited elsewhere, he promised.<\/p>\n<p>Cadwalladr also weighed in, remarking that Pollock \u201cwon\u2019t be aware of the behind-the-scenes work that has been involved in getting the project this far,\u201d including \u201cthe unavoidable expense involved particularly in handling the media.\u201d What services those costs would have covered in the midst of a national lockdown remains unclear.<\/p>\n<p>That June, The Citizens launched a\u00a0<a href=\"https:\/\/www.gofundme.com\/f\/indepdent-sage\">dedicated crowdfunder<\/a>\u00a0for iSAGE which raised \u00a360,000. One passage refers to \u201cconverting passive readers to active citizens\u201d by sponsoring the publication of \u201cpolitically opportunistic\u201d content in order to \u201cmotivate citizens and government to act.\u201d The report went on to cite \u201crecent, major successes\u201d the billionaire\u2019s network had enjoyed in Nigeria, where Omidyar\u00a0<a href=\"https:\/\/techmoran.com\/2017\/10\/16\/how-omidyar-network-is-helping-build-internet-ventures-in-nigeria\/\">effectively owns<\/a>\u00a0the local tech sector.<\/p>\n<p>\u201cWith the spectre of potential citizen mobilization looming in politicians\u2019 minds, media outlets also have the potential to elicit government response directly,\u201d the report boasted. \u201c<i>In some cases\u2026government was motivated to act in order to prevent citizen action\u00a0<\/i>[emphasis added], instead of in response to it.\u201d<\/p>\n<p>Between March and July 2020, Omidyar\u2019s\u00a0<a href=\"https:\/\/www.bloomberg.com\/billionaires\/profiles\/pierre-m-omidyar\/?leadSource=uverify%20wall\">personal wealth<\/a>\u00a0grew by $9 billion, in no small part\u00a0<a href=\"https:\/\/economictimes.indiatimes.com\/small-biz\/startups\/newsbuzz\/for-these-covid-proof-businesses-theres-no-better-time-to-make-some-money\/articleshow\/75256923.cms?utm_source=contentofinterest&amp;utm_medium=text&amp;utm_campaign=cppst\">due to<\/a>\u00a0the \u201cCovid-proof\u201d business interests he had fostered around the globe. These included expansive investments in ed-tech, digital health and online content, which became major growth industries due to lockdown policies.<\/p>\n<p>By contrast, it\u2019s difficult to identify how The Citizens put its lavish Luminate grants to work. Omidyar was clearly happy with the results, however, giving the organisation another $300,000 in 2021.<\/p>\n<p>Today, the Real Facebook Oversight Board consists of an\u00a0<a href=\"https:\/\/rfob.medium.com\/amnesty-report-facebook-promoted-violence-against-rohingya-meta-owes-reparations-80192025348a\">infrequently updated<\/a>\u00a0Medium blog with 225 followers. There is no sign either of any \u201cimpact journalism\u201d from The Citizens, save for a\u00a0<a href=\"https:\/\/keepingthereceipts.substack.com\/\">long-dormant Substack<\/a>, and\u00a0<a href=\"https:\/\/web.archive.org\/web\/20210621192825\/https:\/\/the-citizens.com\/litigations\/election-interference\/\">legal action<\/a>\u00a0against the British government over its purported failure to investigate Russian interference in elections.<\/p>\n<p>Despite their lavish Omidyar financing, Cadwalladr\u2019s group again\u00a0<a href=\"https:\/\/www.gofundme.com\/f\/legal-action-over-russian-interference\">turned to crowdfunding<\/a>\u00a0for that effort, raising tens of thousands from the public before its legal push was<a href=\"https:\/\/order-order.com\/2021\/06\/22\/cadwalladrs-latest-court-failure-over-russia-conspiracy\/\">\u00a0thrown out<\/a>\u00a0by a High Court judge as the case was \u201cinarguable.\u201d<\/p>\n<h3><strong>Discredited former MI6 agent Christopher Steele advises iSAGE<\/strong><\/h3>\n<p>The Citizens\u2019\u00a0<a href=\"https:\/\/the-citizens.com\/holding.html\">website<\/a>, which has been \u201cunder construction\u201d for most of its existence, once featured a\u00a0<a href=\"https:\/\/web.archive.org\/web\/20210621192825\/https:\/\/the-citizens.com\/litigations\/election-interference\/\">dedicated profile<\/a>\u00a0of disgraced former MI6 spy and\u00a0<a href=\"https:\/\/www.cnn.com\/2022\/10\/11\/politics\/steele-dossier-fbi-durham-danchenko\">former FBI contractor<\/a>\u00a0Christopher Steele. When asked why the group\u2019s website featured his profile if he was no longer involved in any capacity,\u00a0 King revealed Steele was actually part of \u201ca network of pro-bono advisors we can call upon as needed.\u201d He therefore implied the former spook could provide indeterminate support at any time to The Citizens, and perhaps iSage as well.<\/p>\n<p>Steele\u2019s intimate but mysterious involvement with an influential outfit that shaped government policy and public perceptions on COVID-19 is troubling, given the power grab that British security and intelligence services carried out under cover of pandemic prevention.<\/p>\n<h3><strong>Britain\u2019s security state merges with the public health sector under cover of tracking Covid<\/strong><\/h3>\n<p>In May 2020, the same month iSAGE was launched, London rolled out an initiative called the Joint Biosecurity Centre (JBC). The JBC was advertised as a state-of-the-art system that provided \u201cevidence-based, objective analysis to inform local and national decision-making in response to COVID19 outbreaks.\u201d Purportedly tracking the virus\u2019 spread in real-time, its coronavirus<a href=\"https:\/\/www.gov.uk\/government\/publications\/uk-covid-19-alert-level-methodology-an-overview\">\u00a0\u201calert level\u201d<\/a>\u00a0was\u00a0<a href=\"https:\/\/www.bmj.com\/content\/370\/bmj.m2604\">directly modeled<\/a>\u00a0on the Joint Terrorism Analysis Centre\u2019s \u201ctraffic light\u201d system, established in 2003.<\/p>\n<p>JBC was first led by Tom Hurd, a veteran<a href=\"https:\/\/www.linkedin.com\/in\/thomas-hurd-1128031b8\/?originalSubdomain=uk\">\u00a0intelligence official<\/a>\u00a0who months earlier had been<a href=\"https:\/\/www.thetimes.co.uk\/article\/tom-hurd-anti-terror-boss-and-friend-of-pm-leads-race-to-be-spy-chief-sqz7ctv08\">\u00a0put forward<\/a>\u00a0as the likely next MI6 chief. Hurd soon returned to running counter-terrorism for the Home Office, however, and was\u00a0<a href=\"https:\/\/www.gov.uk\/government\/news\/senior-civil-servant-and-former-lecturer-in-medical-statistics-appointed-to-joint-biosecurity-centre\">replaced by<\/a>\u00a0senior GCHQ operative Clare Gardiner. Her appointment\u00a0<a href=\"https:\/\/www.pressreader.com\/uk\/the-daily-telegraph\/20200709\/281805696220298\">reportedly came<\/a>\u00a0at the behest of Cabinet Secretary\u00a0<a href=\"http:\/\/www.civilserviceworld.com\/articles\/news\/downing-street-names-simon-case-david-camerons-new-principal-private-secretary\">Simon Case<\/a>, GCHQ\u2019s former Director of Strategy.<\/p>\n<p>At the time,\u00a0<a href=\"https:\/\/www.ft.com\/content\/5f65b65e-a7c2-4745-8ad8-fd7a3ec6e0bd\">concerns were rising<\/a>\u00a0about the growing role of intelligence service personnel in managing the pandemic, particularly given their\u00a0<a href=\"https:\/\/www.dailymaverick.co.za\/article\/2020-03-24-british-security-services-have-ignored-global-health-pandemics-the-uks-biggest-threat\/\">abject failure<\/a>\u00a0to sound any alarm on COVID-19 before it circulated among the general public. But any resistance to the integration of the security state with the public health sector were comprehensively shunted aside, when the British government replaced Public Health England with the Health Security Agency, of which the JBC became a subdivision.<\/p>\n<p>Despite the body\u2019s enormous and constantly expanding power, the opaque JBC has entirely eluded scrutiny from British media since its launch. Its membership, the minutes of its meetings, data, analysis, and arguments all remain a secret, while it maintains the power to impose restrictions if not outright lockdowns without explanation or warning at any time.<\/p>\n<p>In October 2020, as Britain edged towards a second national shutdown,\u00a0<a href=\"https:\/\/www.telegraph.co.uk\/news\/2020\/10\/11\/transparency-row-body-driving-uks-covid-lockdowns\/\">parliamentarians demanded<\/a>\u00a0the publication of JBC\u2019s deliberations, evidence sources, and key personnel be published. On each point, they were shut down by the government. In justifying its refusal to disclose members\u2019 identities, Downing Street claimed the Centre is \u201clargely staffed by civil servants,\u201d meaning it was \u201cnot appropriate\u201d to name them.<\/p>\n<p>Given that the veteran GCHQ spy Clare Gardiner was merely referred to as a \u201csenior civil servant\u201d in an\u00a0<a href=\"https:\/\/www.gov.uk\/government\/news\/senior-civil-servant-and-former-lecturer-in-medical-statistics-appointed-to-joint-biosecurity-centre#:~:text=(COVID%2D19)-,Senior%20civil%20servant%20and%20former%20lecturer%20in%20medical%20statistics%20appointed,through%20to%20full%20operating%20capability.\">official press release<\/a>\u00a0announcing her appointment to lead JBC, the question must be asked: is the center \u201clargely staffed\u201d by intelligence operatives?<\/p>\n<p>Gardiner<a href=\"https:\/\/www.theguardian.com\/world\/2021\/aug\/02\/johnson-hints-amber-watchlist-travel-plan-may-be-ditched\">\u00a0left her post<\/a>\u00a0in mid-June 2021 without any official announcement, and the position has been vacant ever since. At least, no replacement has been publicly mentioned, and no one has asked officials for clarity.
