{"id":149437,"date":"2022-12-10T12:31:07","date_gmt":"2022-12-10T16:31:07","guid":{"rendered":"http:\/\/stateofthenation.co\/?p=149437"},"modified":"2022-12-10T12:32:14","modified_gmt":"2022-12-10T16:32:14","slug":"republican-senators-reclaim-constitutional-authority","status":"publish","type":"post","link":"https:\/\/stateofthenation.co\/?p=149437","title":{"rendered":"Republican Senators Reclaim Constitutional Authority"},"content":{"rendered":"<p><!--more-->by Renee Parsons<\/p>\n<p class=\"p1\"><span class=\"s1\">Despite the mid term election loss of four compelling Republican Senate candidates, a handful of persistent, emboldened Senators have stepped forward to reestablish their authority; thereby creating the beginning of a <a href=\"https:\/\/americarenewing.com\/wp-content\/uploads\/2021\/04\/CRA-Budget-Intro-.pdf\"><span class=\"s2\">paradigm shift<\/span><\/a> in the Senate\u2019s balance of power. <span class=\"Apple-converted-space\">\u00a0 <\/span>In addition, on January 3<\/span><span class=\"s3\"><sup>rd<\/sup><\/span><span class=\"s1\">, four new Senators, all with America First inclinations, will take their Senate seats.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p2\"><span class=\"s4\">Beginning with the November 16<\/span><span class=\"s5\"><sup>th<\/sup><\/span><span class=\"s4\"> challenge to Sen. Mitch McConnell\u2019s (R-Ky) thirty year reign, ten Senators voted to <a href=\"https:\/\/www.newsweek.com\/republican-senators-who-voted-against-mitch-mcconnell-leadership-bid-1760194\"><span class=\"s6\">oppose<\/span><\/a><\/span> <span class=\"s4\">his 2022 reappointment.<span class=\"Apple-converted-space\">\u00a0 <\/span>Known for unyielding control of the legislative process and repeated dictates to a subservient Republican caucus with nary a peep of resistance, those ten Senators stood their ground and did not cave as their opposition failed (37-10). <span class=\"Apple-converted-space\">\u00a0 <\/span>Their resistance has, however, set the stage for a new energetic between duly elected Senators and an overbearing authoritarian \u2018leadership.\u201d <span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">On the heels of that challenge, thirteen Republican Members of the Senate, in an act of legislative defiance, informed McConnell in a <a href=\"https:\/\/www.paul.senate.gov\/sites\/default\/files\/page-attachments\/20221130-Signed%2520Letter%2520to%2520GOP%2520Leadership%2520re%2520NDAA%2520COVID%2520Vaccine%2520Mandate.pdf\"><span class=\"s2\">November 30<\/span><span class=\"s8\"><sup>th<\/sup><\/span><span class=\"s2\"> letter<\/span><\/a> that they will oppose the 4,000 page $858 billion National Defense Authorization Act (NDAA) FY 2023 until adoption of an amendment that would prohibit \u2018<a href=\"https:\/\/www.infowars.com\/posts\/senate-gop-say-they-will-block-military-funding-unless-vaccine-mandate-scrapped\/\"><span class=\"s2\"><i>involuntary separation\u2019<\/i><\/span><\/a><\/span><span class=\"s9\"><span class=\"Apple-converted-space\">\u00a0<\/span><\/span><span class=\"s1\"> from the US military based solely on their Covid vaccination status. In addition, those service personnel who have previously been separated out could be <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2022\/11\/30\/gop-senators-threaten-to-block-ndaa-over-covid-19-vaccine-mandate\/\"><span class=\"s2\">reinstated<\/span><\/a> with back pay.<span class=\"Apple-converted-space\">\u00a0 <\/span>More recently, in<span class=\"Apple-converted-space\">\u00a0 <\/span>tacit acknowledgement of Covid as a bio weapon with significant health impacts, twenty Senators coalesced to demand a floor vote on the amendment to eliminate the forced vaccination mandate. <span class=\"Apple-converted-space\">\u00a0 <\/span>All of which raises the question if military personnel are exempt from mandatory vaccinations, why are other Americans and their children subject to the mandate.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p3\"><span class=\"s10\">While a drop in enlistments is considered a national security risk as it has resulted in a diminished \u2018woke\u2019 military, <\/span><span class=\"s1\">US Defense Secretary Lloyd Austin <a href=\"https:\/\/thehill.com\/policy\/defense\/3762315-white-house-opposes-repealing-military-vaccine-mandate-through-ndaa\/\"><span class=\"s11\">opposes<\/span><\/a> repealing the mandate as does President Biden who still believes that \u201c<i>all Americans should be boosted and vaccinated for Covid,<\/i>\u201d according to National Security adviser John Kirby.<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/span><span class=\"s10\"> Contrary to Biden\u2019s recent comments on Sixty Minutes that <\/span><span class=\"s1\">\u201c<a href=\"https:\/\/www.cnn.com\/2022\/09\/18\/politics\/biden-pandemic-60-minutes\/index.html\"><span class=\"s11\"><i>The Pandemic is over<\/i><\/span><\/a><i>. \u2026no one\u2019s wearing masks. Everybody seems to be in pretty good shape<\/i>\u2026<i>the pandemic is over<\/i>.\u201d<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">On a different yet equally essential matter, Sen. Mike Lee (Utah) initiated another <a href=\"https:\/\/www.lee.senate.gov\/services\/files\/706D8B7E-6EDF-4135-8A4E-EB2393A1283E\"><span class=\"s2\">letter<\/span><\/a> to McConnell on November 30th; this one supports a short-term omnibus spending bill during the lame duck session which ends on December 16<\/span><span class=\"s3\"><sup>th<\/sup><\/span><span class=\"s1\">. <i><span class=\"Apple-converted-space\">\u00a0 <\/span><\/i>As Lee\u2019s letter points out<i>,<\/i> rather than allow the Biden Administration to continue its \u2018<i>reckless policies\u2019<\/i> until the end of the fiscal year in September, 2023, establishing spending priorities should be up to the new Congress.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">To approve a spending bill that funds ten more months of the Biden Administration that has led to a <i>\u201c$4.8<\/i> <i>Trillion increase in the national deficit<\/i>\u201d without Congressional oversight would deny Republicans their Constitutional responsibility to fully engage in establishing those priorities. In addition, a short term Continuing Resolution would allow the Senate\u2019s new colleagues to fully participate in the 2023 budget process. Lee\u2019s letter was signed by Sens. Ted Cruz (Texas), Rick Scott (Fl.) and Mike Braun (Ind.).<\/span><\/p>\n<p class=\"p2\"><span class=\"s4\">As Republican Senators mull their <a href=\"https:\/\/www.thegatewaypundit.com\/2021\/12\/russ-vought-warns-gop-senators-just-cant-continue-ceding-things-side-expect-taken-seriously-enemies-adversaries-american-people\/\"><span class=\"s2\">fiscal options<\/span><\/a> with a $31 Trillion debt the result of unrestrained discretionary spending by an out of control weaponized Federal administrative state, interest payments on the debt have zoomed to $1 Trillion annually.<span class=\"Apple-converted-space\">\u00a0 <\/span>The <a href=\"https:\/\/americarenewing.com\/wp-content\/uploads\/2021\/04\/Budget-Center-for-Renewing-America-FY23.pdf\"><span class=\"s2\">Center for Renewing America<\/span><\/a> has submitted a proposed ten year <a href=\"https:\/\/americarenewing.com\/wp-content\/uploads\/2021\/04\/FY23-Budget-Summary.pdf\"><span class=\"s6\">balanced budget<\/span><\/a><\/span><span class=\"s7\"> with no Social Security or Medicare cuts <\/span><span class=\"s4\">for Senate consideration including removal of <a href=\"https:\/\/americarenewing.com\/wp-content\/uploads\/2021\/04\/Woke-Weaponized-Examples-of-Cuts.pdf\"><span class=\"s2\">frivolous woke toys<\/span><\/a>. <span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">On December 6<\/span><span class=\"s3\"><sup>th<\/sup><\/span><span class=\"s1\">, McConnell, who has been working with Democrats to find agreement on a budget deal, <a href=\"https:\/\/thehill.com\/policy\/finance\/3763998-mcconnell-floats-short-term-spending-bill-amid-significant-impasse\/\"><span class=\"s2\">responded<\/span><\/a> to Republican opposition with the possibility that a \u2018<i>stop gap\u2019<\/i> funding mechanism might be necessary to fund the government into January.<span class=\"Apple-converted-space\">\u00a0 <\/span>Historically, stop gap would maintain funding at current levels which is anathema to the Democrat social \u2018woke\u2019 agenda of additional covid, pandemic and climate-related expenses.<span class=\"Apple-converted-space\">\u00a0 <\/span>If McConnell continues to solely make unwarranted decisions by approving a ten month CR, those Senators will not only be prevented from functioning at their full capacity, they will lose all ability to influence 2023 budgetary issues and would be locked into the Democrats fiscally bloated social itinerary.<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">On December 7<\/span><span class=\"s3\"><sup>th<\/sup><\/span><span class=\"s1\">, six Republican Senators sent yet <a href=\"https:\/\/www.paul.senate.gov\/sites\/default\/files\/page-attachments\/final%252012722_1.pdf\"><span class=\"s2\">another letter<\/span><\/a> to McConnell repeating their objections to a fully loaded omnibus spending bill which would approve funding the entire Pelosi-Schumer agenda through the end of the fiscal year, September, 2023.<span class=\"Apple-converted-space\">\u00a0 <\/span>Signatories were Senators Rand Paul (SC), Mike Lee (Utah), Ted Cruz (Texas), Mike Braun (ND), Rick Scott (Fl) and Ron Johnson (Wisc.). <span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Meanwhile, Senate Democrats, not accustomed to a recalcitrant Republican caucus defending its own position, has upped the stakes by increasing proposed discretionary domestic spending from $1.65 Trillion to $1.67 Trillion.<span class=\"Apple-converted-space\">\u00a0 <\/span>Accustomed to getting their way with McConnell, Democrats are <a href=\"https:\/\/rollcall.com\/2022\/12\/08\/parties-play-chicken-on-omnibus-as-shutdown-deadline-approaches\/\"><span class=\"s2\">threatening t<\/span><\/a>o unveil their own <a href=\"https:\/\/www.reuters.com\/world\/us\/democrats-us-congress-aim-pressure-republicans-with-go-it-alone-funding-bill-2022-12-08\/\"><span class=\"s2\">domestic spending bill<\/span><\/a> tied to the NDAA that would run to the end of the September fiscal year; thereby cutting out Republican influence on 2023\u2019s budget items. <span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p4\"><span class=\"s12\">While <\/span><span class=\"s1\">Senate Republican Policy Committee Chairman Roy Blunt (Mo.) and <a href=\"https:\/\/www.shelby.senate.gov\/public\/index.cfm\/2022\/3\/shelby-secures-billions-in-defense-funding-for-alabama\"><span class=\"s2\">Sen. Richard Shelby<\/span><\/a> (R -Ark), both retiring in January, argue <a href=\"https:\/\/thehill.com\/homenews\/senate\/3762838-senate-gop-skeptical-on-mccarthy\/\"><span class=\"s2\">in support of a December Omnibus<\/span><\/a> and <a href=\"https:\/\/www.shelby.senate.gov\/public\/index.cfm\/2022\/3\/shelby-secures-billions-in-defense-funding-for-alabama\"><span class=\"s2\">NDAA passage<\/span><\/a> in order to continue funding Ukraine and share their last grab at the goody bag.<span class=\"Apple-converted-space\">\u00a0 <\/span><\/span><span class=\"s12\">The Dems legislative maneuver would require ten Republican votes to achieve the required fifty votes for final passage.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Not surprisingly, an outstanding question is whether a coalition of twelve <a href=\"https:\/\/www.businessinsider.com\/which-republican-senators-vote-for-same-sex-marriage-codification-bill-2022-11\"><span class=\"s2\">RINO Senators<\/span><\/a><\/span><span class=\"s2\">,<\/span><span class=\"s1\"> who frequently vote in support of the Biden Administration; including Sens. Mitt Romney (Utah),<span class=\"Apple-converted-space\">\u00a0 <\/span>Lisa Murkowski (Alaska)<span class=\"Apple-converted-space\">\u00a0 <\/span>and Susan Collins (Maine) will support its own Republican caucus.<span class=\"Apple-converted-space\">\u00a0 \u00a0 <\/span>It recently met its <a href=\"https:\/\/www.mediaite.com\/politics\/here-are-the-twelve-republicans-who-joined-democrats-to-codify-same-sex-marriage-protections\/\"><span class=\"s2\">sixty vote<\/span><\/a> filibuster threshold (61-36) with Republicans providing the necessary ten votes for passage of the Marriage Equality Act.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">To reiterate, the bottom line is whether Continuing Resolution approval will contain a short term budget for the remainder of 2022 to be approved by December 16<\/span><span class=\"s3\"><sup>th<\/sup><\/span><span class=\"s1\"><span class=\"Apple-converted-space\">\u00a0 <\/span>or whether the Democrats (with some RINO Republican votes) are able to slip in a full, complete 2023 budget by December 16<\/span><span class=\"s3\"><sup>th<\/sup><\/span><span class=\"s1\">; thereby cutting Republicans out of the legislative process<span class=\"Apple-converted-space\">\u00a0 <\/span>&#8211; and whether Leader McConnell will be on the same page as his own caucus. <span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">In an unprecedented challenge to the established routine of how legislative priorities are addressed, McConnell appears to be on the brink of losing unswerving control of his caucus.<span class=\"Apple-converted-space\">\u00a0 <\/span>As NDAA approval and the Continuing Resolution dispute have been politically thorny, publicly revealing how Republican Senators had been relegated to a secondary role in the past, allowing McConnell to run the show with minimal participation by those Senate Republicans outside his inner circle. <span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">With a newly focused eye on the Democratic-sponsored Federal government\u2019s fiscal extravaganzas and domination of its domestic policy, it can reasonably be anticipated that with the upcoming 118<\/span><span class=\"s3\"><sup>th<\/sup><\/span><span class=\"s1\"> Session of Congress, an alliance of Republican Senators, even though a minority in the Senate, are no longer willing to<span class=\"Apple-converted-space\">\u00a0 <\/span>provide the deference that Leader McConnell depends on as they confidently reclaim their Constitutional authority.<\/span><\/p>\n<hr \/>\n<p class=\"p5\"><em><span class=\"s1\">Renee Parsons\u00a0served on the once prestigious ACLU\u2019s Florida State Board of Directors and as president of the ACLU Treasure Coast Chapter.
