The 99-year-old statesman noted that, in 1916, the US government had the chance to end the First World War through diplomacy, but missed it for reasons of domestic politics.<\/p>\n<p>Kissinger laid out his reasoning in the December 17 issue of\u00a0<a href=\"https:\/\/www.spectator.co.uk\/article\/the-push-for-peace\/\" target=\"_blank\" rel=\"noopener noreferrer\">The Spectator<\/a>, describing the current conflict as a\u00a0<em>\u201cwar in which two nuclear powers contest a conventionally armed country,\u201d<\/em>\u00a0a clear reference to Ukraine being a proxy war between the US and Russia.<\/p>\n<p>The\u00a0<em>\u201cpeace process\u201d<\/em>\u00a0Kissinger proposes would\u00a0<em>\u201clink Ukraine to NATO, however expressed,\u201d<\/em>\u00a0as he believes neutrality for Kiev is no longer an option. He also wants Russia to withdraw to the lines before February 24, while the other territories Ukraine claims \u2013 Donetsk, Lugansk and Crimea \u2013\u00a0<em>\u201ccould be the subject of a negotiation after a ceasefire.\u201d\u00a0<\/em><\/p>\n<p>In addition to\u00a0<em>\u201cconfirming the freedom of Ukraine,\u201d<\/em>\u00a0the arrangement would strive to\u00a0<em>\u201cdefine a new international structure, especially for Central and Eastern Europe,\u201d<\/em>\u00a0in which Russia should\u00a0<em>\u201ceventually\u201d<\/em>\u00a0find a place, he explained.<\/p>\n<p>While some would prefer\u00a0<em>\u201ca Russia rendered impotent by the war,\u201d<\/em>\u00a0Kissinger disagrees, arguing that Moscow\u2019s\u00a0<em>\u201chistorical role should not be degraded.\u201d<\/em>\u00a0Dismantling Russia could turn its vast territory into a\u00a0<em>\u201ccontested vacuum,\u201d<\/em>\u00a0where\u00a0<em>\u201ccompeting societies might decide to settle their disputes by violence\u201d<\/em>\u00a0and neighbors could seek to claim territory by force, all in the presence of\u00a0<em>\u201cthousands of nuclear weapons.\u201d<\/em><\/p>\n<p>In substance, this is the same proposal Kissinger had first floated in May, for which he was labeled an enemy of Ukraine and\u00a0<a href=\"https:\/\/www.rt.com\/russia\/556201-kissinger-birthday-ukraine-enemies-list\/\">added<\/a>\u00a0to the notorious \u2018Peacemaker\u2019 kill list. In an interview earlier this month, Ukrainian President Vladimir Zelensky\u00a0<a href=\"https:\/\/www.rt.com\/russia\/568332-zelensky-economist-victory-conditions\/\">categorically rejected<\/a>\u00a0any sort of ceasefire that did not take Kiev\u2019s claimed 1991 borders as the starting point.<\/p>\n<p>It was also unclear whether Moscow would accept any Western-mediated ceasefire at all, after former German Chancellor Angela\u00a0<a href=\"https:\/\/www.rt.com\/news\/567863-merkel-minsk-stronger-ukraine\/\">Merkel\u2019s admission<\/a>\u00a0that the 2014 Minsk armistice was intended to\u00a0<em>\u201cgive Ukraine time\u201d<\/em>\u00a0to prepare for war.<\/p>\n<p>What\u2019s fresh in Kissinger\u2019s Spectator essay is his reasoning. He points to August 1916, at the height of the First World War, when the warring powers sought US mediation to end the unprecedented bloodshed. Though\u00a0<em>\u201ca peace based on the modified status quo ante was within reach,\u201d<\/em>\u00a0President Woodrow Wilson delayed the talks until after he could get re-elected in November. By then it was too late, and the war would go on for two more years,\u00a0<em>\u201cirretrievably damaging Europe\u2019s established equilibrium.\u201d<\/em><\/p>\n<p>Asked about Kissinger\u2019s proposal, Kremlin spokesman Dmitry Peskov said Russian President Vladimir Putin was\u00a0<em>\u201ceager to give the article a thorough reading,\u201d\u00a0<\/em>but<em>\u00a0\u201chasn\u2019t had a chance to do so yet, unfortunately.\u201d<\/em><\/p>\n<p>Russia sent troops into Ukraine on February 24, citing Kiev\u2019s failure to implement the Minsk agreements, designed to give the regions of Donetsk and Lugansk special status within the Ukrainian state. The Kremlin demanded that Ukraine officially declare itself a neutral country that would never join any Western military bloc.
