class=\"s1\">While thousands of irrelevant politicians, industrialists and hangers-on met in Davos, Switzerland striving for a modicum of positive reinforcement that their annual soiree actually stood for some awe inspiring principle, the US House of Representatives is exhibiting the early glimmers of cognizance as the stage is set for a dynamic, if cantankerous debate on exorbitant spending habits that has driven the country into a fiscal ditch. <span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"><span class=\"Apple-converted-space\">\u00a0<\/span>Rather than allow that cheerless band of presumptuous elites who demand absolute power, offering nothing worthwhile to share with humanity, the US House may demonstrate how a long dormant public institution awakens to reassert its power and significance in an illustration of how a Constitutional Republic should function.<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">After decades of billion dollar expenditures on multiple needless wars, public surveillance tools and inconsequential budgetary irrelevancies that have drained precious resources from improving the daily lives of Americans, the US elected class reached the striking realization that a statutory debt of $33 Trillion (annual 5% interest due) is <a href=\"https:\/\/www.foxbusiness.com\/economy\/us-debt-ceiling-extraordinary-measures-treasury-department-to-avoid-default\"><span class=\"s2\">unsustainable<\/span><\/a>. <span class=\"Apple-converted-space\">\u00a0 <\/span>Despite Democratic hair-on-fire accusations, that trillion dollar figure does not include entitlement programs like Social Security and Medicare which would add another $30 Trillion to the Federal debt.<span class=\"Apple-converted-space\">\u00a0 <\/span>Both are \u2018off the table\u2019 as they should be as potential sources of revenue as both provide necessary support for millions of Americans.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">As any addictive shopper can relate, the Federal Government\u2019s administrative state and its acquiescent Congress have rarely exercised necessary discretion to not spend on a \u2018trial\u2019 program, to forego in the name of austerity such ludicrous <a href=\"https:\/\/www.breitbart.com\/politics\/2022\/12\/23\/18-wasteful-items-1-7-trillion-spending-bill-millions-lgbt-projects-border-security-other-countries\/\"><span class=\"s2\">line items<\/span><\/a> like the thousands of<span class=\"Apple-converted-space\">\u00a0 <\/span><a href=\"https:\/\/www.dailysignal.com\/2022\/12\/20\/12-woke-earmarks-in-omnibus-spending-bill\/\"><span class=\"s2\">ear marks<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/a> and<span class=\"Apple-converted-space\">\u00a0 <\/span>\u2018woke\u2019 trinkets hidden within the recent $1.8 Trillion<span class=\"Apple-converted-space\">\u00a0 <\/span>Omnibus bill.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Like any first time credit card recipient who loses track of financial sanity, they go nuts until that credit limit is reached and all spending screeches to a halt; that is Elementary Shopaholic Lesson 101.<span class=\"Apple-converted-space\">\u00a0 <\/span>Like any drug habit, a spending obsession demands an immediate \u2018fix\u2019 which can only be satisfied by exceeding the credit limit\u2013 except when the offending drugster is the Federal Government which has never, ever had to confront its compulsive need to spend other people\u2019s money since invention of the Federal Income Tax (<a href=\"https:\/\/www.archives.gov\/milestone-documents\/16th-amendment\"><span class=\"s2\">Sixteenth Amendment<\/span><\/a>) and the <a href=\"https:\/\/www.federalreservehistory.org\/essays\/federal-reserve-history\"><span class=\"s2\">Fed Bank<\/span><\/a><\/span><span class=\"s2\">,<\/span><span class=\"s1\"> both in 1913.<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">On January 19, Treasury Secretary Janet Yellen <a href=\"https:\/\/home.treasury.gov\/news\/press-releases\/jy1196\"><span class=\"s2\">formally informed<\/span><\/a> Speaker McCarthy on the status of \u2018<a href=\"https:\/\/home.treasury.gov\/system\/files\/136\/Description_Extraordinary_Measures-2023_01_19.pdf\"><span class=\"s2\"><i>extraordinary measures<\/i>\u201d<\/span><\/a><span class=\"Apple-converted-space\">\u00a0 <\/span>taken as a result of the US reaching its statutory debt limit.<span class=\"Apple-converted-space\">\u00a0 <\/span>Those measures included establishing a \u201c<i>debt issuance suspension period<\/i>\u201d while suspending investments and \u201c<i>redemption of certain existing investments<\/i>\u201d related to the <a href=\"https:\/\/home.treasury.gov\/system\/files\/136\/Civil-Service-Retirement-Disability-Fund-FAQs-10182021.pdf\"><span class=\"s2\">Civil Service Retirement and Disability Fund<\/span><\/a><\/span><span class=\"s3\"> and the <a href=\"https:\/\/reason.org\/commentary\/reforming-the-postal-services-pension-and-retiree-health-care-benefit-systems\/#:~:text=When%2520it%2520comes%2520to%2520retiree%2520health%2520care%252C%2520the,of%2520CSRS%2520and%252086.9%2520percent%2520of%2520FERS%2520liabilities.\"><span class=\"s2\">Postal Service Retiree Health Benefits Fund<\/span><\/a><\/span><span class=\"s2\">.<\/span><span class=\"s4\"> <span class=\"Apple-converted-space\">\u00a0 <\/span>Additional suspension of daily reinvestments of Treasury securities held by the <a href=\"https:\/\/www.tsp.gov\/funds-individual\/g-fund\/\"><span class=\"s2\">Government Securities Investment Fund (G Fund)<\/span><\/a> representing every Federal employee are included \u2013 all of which millions of retired and\/or disabled American beneficiaries depend on.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><span class=\"s1\"><span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p4\"><span class=\"s1\">To better understand the concept of redemption of certain investments <\/span><span class=\"s5\">(see <a href=\"https:\/\/home.treasury.gov\/system\/files\/136\/Description_Extraordinary_Measures-2023_01_19.pdf\"><span class=\"s2\">1.a. and b<\/span><\/a>.) which raises the question of whether the Federal government is stretched so thin that the use of public employee pensions remain the best source of revenue to eke out the necessary \u2018headroom\u2019 to pay Treasury\u2019s existing obligations between now and<span class=\"Apple-converted-space\">\u00a0 <\/span>early June?<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><span class=\"s1\"><span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p6\"><span class=\"s5\">Specifically, use of the PSRHBF may be especially egregious since the Fund<span class=\"Apple-converted-space\">\u00a0 <\/span>has been in a fiscal struggle since 2007 when the USPS lost over\u00a0<a href=\"https:\/\/www.cagw.org\/thewastewatcher\/usps-ends-another-fiscal-year-billion-dollar-losses\"><span class=\"s6\">$69 billion<\/span><\/a><\/span><span class=\"s7\"> due to the creation of digital email<\/span><span class=\"s5\">. <span class=\"Apple-converted-space\">\u00a0 <\/span>As a result, the USPS has not contributed to its <a href=\"https:\/\/reason.org\/commentary\/reforming-the-postal-services-pension-and-retiree-health-care-benefit-systems\/#:~:text=When%2520it%2520comes%2520to%2520retiree%2520health%2520care%252C%2520the,of%2520CSRS%2520and%252086.9%2520percent%2520of%2520FERS%2520liabilities.\"><span class=\"s2\">health fund<\/span><\/a> since\u00a02012, according to its latest financial statement. <\/span><span class=\"s3\"><span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">When the House gets down to seeking budgetary relief, there needs to be recognition that the US will not continue to fund every international organization, taking advantage of US largesse as Sugar Daddy of the World with unlimited financial resources. <span class=\"Apple-converted-space\">\u00a0 <\/span>Since the late 1940\u2019s when the United Nations and the World Health Organization were created, both have grown into bloated bureaucracy that have deviated from their original humanitarian goals.<span class=\"Apple-converted-space\">\u00a0 <\/span>Neither has proven to be open to oversight, accountable or fiscally responsible depending on a guarantee from the US of unwavering financial support.<span class=\"Apple-converted-space\">\u00a0 <\/span>Most importantly, each has adopted new contrarian roles which threaten US sovereignty and no longer reflect US beliefs or deserve US dollars. <span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Democrats need to resign themselves to the fact that their tantrums and snit fits on the House floor will not assuage the problem that they themselves have been instrumental in creating.<\/span><\/p>\n<ul class=\"ul1\">\n<li class=\"li2\"><span class=\"s1\"> Defunding the United Nations: <span class=\"Apple-converted-space\">\u00a0<\/span><\/span><span class=\"s9\"> <span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/li>\n<\/ul>\n<p class=\"p9\"><span class=\"s1\">As the UN\u2019s <a href=\"https:\/\/qz.com\/1712054\/who-funds-the-united-nations\"><span class=\"s2\">largest donor<\/span><\/a>, the US provides <a href=\"https:\/\/www.cfr.org\/article\/funding-united-nations-what-impact-do-us-contributions-have-un-agencies-and-programs\"><span class=\"s2\">$11 B annually<\/span><\/a> which is one-fifth the UN\u2019s annual budget. The US is also responsible for funding many UN agencies such $884 million to<\/span><span class=\"s10\"><i> <\/i>UNICEF as its largest<\/span><span class=\"s2\"> public donor<\/span> <span class=\"s1\">in 2021<\/span><span class=\"s10\">.<\/span><\/p>\n<p class=\"p10\"><span class=\"s1\">Founded in <a href=\"https:\/\/www.un.org\/un70\/en\/content\/history\/index.html\"><span class=\"s2\">1945<\/span><\/a> immediately after WW II on the principle of maintaining global peace and security, the UN has broadened its focus to assume a <a href=\"https:\/\/betterworldcampaign.org\/about-the-un\/the-united-nations-family-decoded\"><span class=\"s2\">one world<\/span><\/a> mission as the UN and the <a href=\"https:\/\/www.youtube.com\/watch?v=ev9ct5BmAcY\"><span class=\"s2\">World Economic Forum<\/span><\/a> signed a <a href=\"https:\/\/www.weforum.org\/press\/2019\/06\/world-economic-forum-and-un-sign-strategic-partnership-framework\"><span class=\"s2\">Strategic Partnership Agreement<\/span><\/a> in 2019.<span class=\"Apple-converted-space\">\u00a0 <\/span>That Agreement was never approved by the General Assembly and provides an unprecedented and dangerous move<\/span><span class=\"s12\"> towards a privatized and undemocratic <a href=\"https:\/\/www.fian.org\/en\/press-release\/article\/wef-takeover-of-un-strongly-condemned-2273\"><span class=\"s2\">global governance<\/span><\/a>.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p9\"><span class=\"s1\">In addition, <a href=\"https:\/\/prconservative.com\/un-officials-escorting-migrants-across-us-border\/\"><span class=\"s2\">UN<\/span><\/a> representatives have been identified in the Darian Gap along the US -Mexico border working with the <a href=\"https:\/\/mypatriotsupply.com\/blogs\/scout\/the-truth-about-the-uns-agenda-2030-what-you-need-to-know\"><span class=\"s2\">cartels<\/span><\/a> to facilitate passage of<span class=\"Apple-converted-space\">\u00a0 <\/span><a href=\"https:\/\/cis.org\/Todd-Bensman-Discusses-Massive-Influx-Illegal-Migrants-Ahead-Title-42s-End\"><span class=\"s13\">illegal<\/span><\/a><\/span> <span class=\"s1\">migrants into the United States <a href=\"https:\/\/www.breitbart.com\/economy\/2022\/01\/18\/exclusive-un-funds-migrant-wave-to-the-u-s\/\"><span class=\"s2\">providing<\/span><\/a> them with food, birth control\/condoms and other survival resources &#8211;<span class=\"Apple-converted-space\">\u00a0 <\/span>none of which is compatible with American values<span class=\"Apple-converted-space\">\u00a0 <\/span>and no way to repay a country with a history as its largest and most consistent contributor. <span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<ul class=\"ul1\">\n<li class=\"li2\"><span class=\"s1\">Immediate withdrawal from the <a href=\"https:\/\/www.britannica.com\/topic\/World-Health-Organization\"><span class=\"s2\">World Health Organization<\/span><\/a> (WHO)<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/li>\n<\/ul>\n<p class=\"p9\"><span class=\"s1\">would remove the US from participation in the requirement to accept the WHO\u2019s International Health Regulations Review Committee (IHRRC) draft amendments, if adopted, would be <a href=\"https:\/\/www.biznews.com\/health\/2023\/01\/24\/who-ihr-regulations\"><span class=\"s2\">legally binding<\/span><\/a> under international law.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p12\"><span class=\"s7\">The amendments would restructure WHO from an <\/span><span class=\"s5\">advisory organization that makes recommendations into an authoritarian governing body whose proclamations would be legally-binding; mandating global health certificates, with a capacity to identify and censor \u2018misinformation\u2019 and not allow<span class=\"Apple-converted-space\">\u00a0 <\/span>US Senate approval with a two-thirds vote as if it were an international treaty.<\/span><span class=\"s15\"><span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p14\"><span class=\"s1\">The USA has been the WHO\u2019s most reliable and <a href=\"https:\/\/www.who.int\/about\/funding\/contributors\/usa\"><span class=\"s2\">largest donor<\/span><\/a> over the years, donating $700 Million in 20-21, on top of its annual $450 million membership dues (China pays $40 million). <span class=\"Apple-converted-space\">\u00a0 <\/span>In addition, Biden repaid $200 million \u2018owed\u2019 to WHO after Trump\u2019s withdrawal as the USA contributed another $280 million to the Covid 19 pandemic as well as additional funding for expertise assistance from multiple Federal departments. <span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">Needless to say, the days when the US open door policy of haphazard fiscal commitments to every institution that comes knocking on the door \u2013 to the detriment of its own citizens, has forced introduction of a new habit previously a foreign concept: setting priorities.<span class=\"Apple-converted-space\">\u00a0 <\/span>While defunding UN and\/or WHO may be a drop in the debt bucket, the very act of considering a debate on what were once considered untouchable allies would establish a new reality that the US checkbook is no longer<span class=\"Apple-converted-space\">\u00a0 <\/span>available. <span class=\"Apple-converted-space\">\u00a0 <\/span>It will be up to the House and its Speaker to be the bearers of Good News to the American public that the Federal government\u2019s door is closed.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<hr \/>\n<p class=\"p16\"><em><span class=\"s1\">Renee Parsons\u00a0served on the ACLU\u2019s Florida State Board of Directors and as president of the ACLU Treasure Coast Chapter.
