{"id":156712,"date":"2023-02-08T10:46:48","date_gmt":"2023-02-08T14:46:48","guid":{"rendered":"http:\/\/stateofthenation.co\/?p=156712"},"modified":"2023-02-08T10:50:01","modified_gmt":"2023-02-08T14:50:01","slug":"have-senate-republicans-found-their-mojo-on-the-debt-ceiling-crisis","status":"publish","type":"post","link":"https:\/\/stateofthenation.co\/?p=156712","title":{"rendered":"Have Senate Republicans Found Their Mojo On The Debt Ceiling Crisis?"},"content":{"rendered":"<h2 class=\"p1\"><span class=\"s1\">Senate Republicans Find their Mojo on Debt Ceiling<\/span><\/h2>\n<p><!--more-->by Renee Parsons<\/p>\n<p class=\"p1\"><span class=\"s1\">In an extraordinary turn of events, five Republican Senators stepped out of the Republican Conference caucus structure to conduct an impressive <a href=\"https:\/\/thehill.com\/homenews\/3829776-watch-live-gop-senators-hold-briefing-on-debt-ceiling\/\"><span class=\"s2\">press briefing<\/span><\/a><\/span><span class=\"s2\"><span class=\"Apple-converted-space\">\u00a0<\/span><\/span><span class=\"s1\"> to warn Democrats that the debt ceiling bill can <a href=\"https:\/\/finance.yahoo.com\/news\/republican-senators-warn-biden-won-200123673.html?fr=sycsrp_catchall\"><span class=\"s2\">only move<\/span><\/a> forward if agreement on \u2018<i>meaningful<span class=\"Apple-converted-space\">\u00a0 <\/span>structural reforms and underlying problems<\/i>\u201d are included.<span class=\"Apple-converted-space\">\u00a0 <\/span>Participating were Senators Ted Cruz (Texas), Mike Braun (Ind.), Rand Paul (SC), Ron Johnson (Wisc.), Rick Scott (Fla.) and Mike Lee (Utah) all of whom indicated that they are in consultation with House Republicans. <span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Responding to President Joe Biden who has steadfastly refused to negotiate on the single most urgent fiscal policy impasse in the last decade, Sen. <a href=\"https:\/\/dailycaller.com\/2023\/01\/25\/rand-paul-debt-ceiling-budget-default\/\"><span class=\"s2\">Paul offered<\/span><\/a>: \u2018<i>I have news for him; he absolutely <\/i><b><i>will<\/i><\/b><i> negotiate as conservatives will not vote to raise the debt ceiling without significant budget reform<\/i>.\u201d<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Accusing the Republicans of holding the economy \u2018<i>hostage,<\/i>\u2019 the White House has since <a href=\"https:\/\/www.theatlantic.com\/politics\/archive\/2023\/01\/biden-debt-ceiling-negotiation-republicans-congress-obama\/672858\/\"><span class=\"s2\">reaffirmed<\/span><\/a> its intention to not negotiate on the debt ceiling, recalling Obama\u2019s <a href=\"https:\/\/www.reuters.com\/article\/us-usa-obama-debt\/obama-digs-heels-in-refuses-to-negotiate-debt-ceiling-idUSBRE90D0UK20130114\"><span class=\"s2\">refusal t<\/span><\/a> in 2013. <span class=\"Apple-converted-space\">\u00a0 <\/span>As reality has shown the President\u2019s position to be unreasonable and indefensible, a White House<span class=\"Apple-converted-space\">\u00a0 <\/span>meeting with House and Senate Leaders will occur later this week as it remains to be seen where the starting point is other than to assure the American people there will be no default.<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Almost immediately after the press briefing, Senators <a href=\"https:\/\/www.lee.senate.gov\/2023\/1\/lee-leads-letter-to-president-biden\"><span class=\"s2\">Lee<\/span><\/a> and James Lankford (Okla) sent a letter to the President signed by <a href=\"https:\/\/www.lankford.senate.gov\/news\/press-releases\/lankford-lee-lead-letter-to-president-biden-on-debt-ceiling-negotiations\"><span class=\"s2\">twenty three Republican Senators<\/span><\/a> indicating \u201c<i>outright opposition<\/i>\u201d to the debt ceiling without \u2018<i>federal spending cuts equal to or greater than the debt ceiling increase<\/i>\u2019.<span class=\"Apple-converted-space\">\u00a0 <\/span>The letter reiterated Republican Conference policy that identified \u201c<i>meaningful structural reform<\/i>\u201d to include the<span class=\"Apple-converted-space\">\u00a0 <\/span><a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/senate-bill\/2727?s=1&amp;r=46\"><span class=\"s2\">Prevent Government Shutdown Act<\/span><\/a> or the <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/senate-bill\/2809\/text?r=15\"><span class=\"s2\">Full Faith and Credit Act<\/span><\/a>.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">At the press briefing, Sen. Cruz began with historic numbers identifying how quickly the country had been brought to the edge of bankruptcy; pointing out that during the country\u2019s <a href=\"https:\/\/www.whitehouse.gov\/about-the-white-house\/presidents\/george-washington\/\"><span class=\"s2\">first<\/span><\/a> forty two Presidents (1789-2000 &#8211; 211 years), a grand total debt of $5 Trillion had been<span class=\"Apple-converted-space\">\u00a0 <\/span>accumulated. <span class=\"Apple-converted-space\">\u00a0 <\/span>During Bush\u2019s eight years in office, the debt rose from $5 Trillion to $10 Trillion (Iraq\/Afghanistan wars); followed by President Barack Obama who increased the $10 Trillion debt to <a href=\"https:\/\/www.visualcapitalist.com\/americas-debt-27-trillion-and-counting\/\"><span class=\"s2\">$20 Trillion<\/span><\/a> (Afghanistan, Syria, Iraq, ISIS). <span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">During the Trump Administration, the federal debt rose $<a href=\"https:\/\/marketrealist.com\/p\/national-debt-under-trump\/\"><span class=\"s2\">7.8 Trillion<\/span><\/a> while during Biden\u2019s first year in office, the debt increased <\/span><span class=\"s2\">$2.11 Trillion<\/span><span class=\"s1\"> to $29.87 Trillion.<span class=\"Apple-converted-space\">\u00a0 <\/span>The <a href=\"https:\/\/www.nytimes.com\/2021\/01\/14\/us\/biden-american-rescue-plan.html\"><span class=\"s2\">American Rescue Plan Act<\/span><\/a> adopted in 2021 cost US taxpayers $1.9 Trillion to combat the economic downturn while including $400 billion for Covid expenses before rising to its current level of $32 Trillion (excluding interest).<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Sen. Braun raised the question of a 1% interest payment on $30 Trillion at $300 Billion while the more realistic 5% interest will require a rate payment close to the cost of the recent $1.7 billion Omnibus Bill. <span class=\"Apple-converted-space\">\u00a0 <\/span>In one example of the Pentagon\u2019s lack of fiscal discipline, Braun related that a recent audit showed $3.5 Trillion worth of materiel and equipment assets while only 39% of those asserts could be located. <span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Sen. Johnson added that when he arrived in the Senate (2011), the country\u2019s debt was $14.8 Trillion with $3.6 Trillion in expenses and $2.3 Trillion in revenues, leaving a deficit of $1.34 Trillion. <span class=\"Apple-converted-space\">\u00a0 <\/span>Johnson endorsed restoring functionality to the budget process including individual appropriation bills and using the debt ceiling process as intended to be a mechanism to force a balanced budget.<span class=\"Apple-converted-space\">\u00a0 <\/span>Johnson further suggested another step toward fiscal sanity with the <a href=\"https:\/\/www.ronjohnson.senate.gov\/2011\/9\/johnson-mulvaney-introduce-the-reducing-the-size-of-the-federal-government-through-attrition-act\"><span class=\"s2\">Reducing Size of Federal Government through Attrition Act<\/span><\/a><span class=\"Apple-converted-space\">\u00a0 <\/span>to reduce federal overhead without needing to fire any federal employees.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Sen. Scott added that balancing the budget requires growing the economy by increasing revenues, citing his experience as Governor of Florida in reducing taxes and cutting regulations with increased revenues which grew exponentially and that priorities must be set with the political discipline to \u2018<i>live within our means<\/i>.\u201d<span class=\"Apple-converted-space\">\u00a0 \u00a0 \u00a0 \u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">It was pointed out that over half of European countries, especially Germany and Sweden are fiscally responsible as they balance their budgets and only spend what revenues come in.<span class=\"Apple-converted-space\">\u00a0 <\/span>Sen. Paul suggested that if the US cut $100 Billion a year for the next four years, the US would have a balanced budget.<span class=\"Apple-converted-space\">\u00a0 <\/span>None of this is rocket science yet requires a<span class=\"Apple-converted-space\">\u00a0 <\/span>willingness to accept that there are no sacred cows. <span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">All agreed that default would not happen and was nothing more than a Democrat scare tactic since revenues exceed the necessary interest and entitlement expenses.<span class=\"Apple-converted-space\">\u00a0 <\/span>The Republicans supported adopting a <a href=\"https:\/\/www.congress.gov\/bill\/118th-congress\/house-bill\/187\/titles\"><span class=\"s2\">Default Prevention Act<\/span><\/a> in statute but the spend-thrift Democrats have blocked it. <span class=\"Apple-converted-space\">\u00a0 <\/span>All agreed that while Social Security and Medicare were not on the table, that the greatest threat to entitlement programs is the current massive debt crisis. <span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">A recent<span class=\"Apple-converted-space\">\u00a0 <\/span>Rasmussen poll affirmed that 56% of likely American voters prefer a partial <a href=\"https:\/\/www.rasmussenreports.com\/public_content\/politics\/biden_administration\/debt_ceiling_56_prefer_shutdown\"><span class=\"s2\">government shut down<\/span><\/a> rather than support an increase in government spending or increasing the debt ceiling including 73% of Republicans and 56% of Independents, while 34% preferred increased spending to avoid a shutdown. <span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The Five presented a remarkably brilliant analysis on budget issues and the entire debt ceiling debate as focused and exceptionally knowledgeable.<span class=\"Apple-converted-space\">\u00a0 <\/span>Their leadership was essential to bring attention to all elements of restoring fiscal sanity to the<span class=\"Apple-converted-space\">\u00a0 <\/span>debt ceiling debate and obtain the necessary reforms to move toward a balance budget.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">As Senate Minority Leader Sen. Mitch McConnell (Ky) and House Speaker Kevin McCarthy (Calif) meet with Biden this week, will they inform the President of the message from the House and Senate Republican caucuses regarding the debt ceiling as leverage to enact real and meaningful concessions to control spending?<\/span><\/p>\n<hr \/>\n<p class=\"p4\"><span class=\"s1\">Renee Parsons\u00a0served on the ACLU\u2019s Florida State Board of Directors and as president of the ACLU Treasure Coast Chapter.
