Calculating the True Cost of US Foreign Policy<\/span><\/h2>\n

Renee Parsons\u00a0<\/span><\/span>Once the American public wake up to the fact that the attack at the Crocus City Hall in Moscow is one element in the instigation of\u00a0 <\/span>WW III, it would not be unreasonable for a substantial number of those Americans to experience their own level of distress and panic; especially as thousands of undocumented immigrants continue to flood; more accurately, shove their way past the National Guard across the southern border and into the continental US.\u00a0 \u00a0<\/span><\/span><\/p>\n

The Moscow attack has provided an opportunity to corroborate that the US State Department<\/span><\/a> is not only where US foreign policy originates as it conducts diplomatic missions but that its personnel can frequently be found deeply embedded<\/span><\/a> in the gamesmanship of creating political turmoil and social insurrection. \u00a0 \u00a0<\/span><\/span><\/p>\n

In considering the attack in Moscow and its multi-layered components has raised the question of State Department involvement with just 0.5% of the Federal budget and when its costs are calculated, coupled with CIA interventions and its advanced technology added to Pentagon weapon and warfare expenditures \u2013 thereby creating one tangible calculation of the true worth of US international efforts as it defines foreign policy.\u00a0 <\/span>Where and when does the Federal government factor in all those costs to create the true, authentic fiscal costs for US foreign policy \u2013 excluding the human costs. \u00a0<\/span><\/span><\/p>\n

Since the CIA is beyond public accountability, either by their actions or financially \u2013\u00a0 <\/span>what are the true costs of US foreign adventures and who is responsible for auditing those as operating expenses? Where does Congress have an established, coherent role in assimilating all that information into one credible foreign policy statement?<\/span><\/p>\n

Victoria Nuland, Assistant Secretary of State in charge of Foreign Affairs is one example who has spent the last decade fomenting<\/span><\/a> a proxy war between Ukraine and Russia by her very presence in Kiev on multiple occasions as well as her bureaucratic efforts to garner military support.\u00a0 <\/span>There is also little denial that the Moscow attack reeked of those masters of diabolical sorcery, the CIA. \u00a0<\/span><\/span><\/p>\n

The Crocus was still burning when White House National Security Advisor John Kirby stated “there is no indication<\/i>” that Ukraine was involved in the attack as the US State Department also doubled down<\/span><\/a>.\u00a0 <\/span>Hours later, ISIS released a statement<\/span><\/a> taking credit for the attack as US intelligence<\/span><\/a> reiterated that ISIS had been planning an attack on Moscow.\u00a0<\/span><\/span><\/p>\n

In Tucker\u2019s interview with Putin<\/span><\/a>, the Russian president took the opportunity to let the Biden Administration know that the Russians were well aware of the CIA\u2019s disreputable presence in Ukraine and its importance in continuing the war. The NY Times soon followed with an article confirming Putin\u2019s insinuations. \u00a0<\/span><\/span><\/p>\n

However, at no point did the Times mention that the conflict began in 2014 against the predominately Russian-speaking Donbass <\/i>and Luhansk regions<\/span><\/a> or any mention of <\/i>Putin\u2019s <\/i>rational for the 2022 Special Military Operation<\/span><\/a> to protect the Russian border from NATO encroachment.<\/span><\/p>\n

\u00a0\u201cThe Spy War:\u00a0 How the CIA secretly helps Ukraine Fight Putin<\/i><\/span><\/a><\/span>\u201d <\/span>revealed a decade worth of closely guarded secrets<\/span> as it<\/span> confirmed the existence and details of a secret intelligence network that provided state of the art technology and training to Ukraine in close collusion with US authorities. \u00a0<\/span><\/span><\/p>\n

The Times began identifying a \u201cdiscreet pathway that descends to a subterranean<\/i> <\/span>underground bunker, built to replace the destroyed command center in the months after Russia\u2019s invasion, is a secret nerve center of Ukraine\u2019s military<\/i>.\u201d\u00a0 <\/span><\/span>The Times added \u201c<\/i><\/span>There is also one more secret: The base is almost fully financed, and partly equipped, by the CIA\u201d <\/i>and that the \u201cCIA<\/i><\/span> <\/i>is a linchpin of Ukraine\u2019s ability to defend itself<\/i>\u201d and that the \u201cpartnership is no wartime creation, nor is Ukraine the only beneficiary<\/i>.\u201d \u00a0<\/span><\/span><\/p>\n

The Times piece goes on to state that the CIA\/Ukraine relationship took root a decade ago which would be the approximate time when <\/span>Victoria Nuland first came to public attention<\/span><\/a> as Assistant Secretary of State in charge of European and Euroasian Affairs.\u00a0 <\/span>Prior to providing Ukraine with a backbone of weaponry and Intel technology, Nuland had been identified with US foreign policy disasters<\/span><\/a> including Iraq, Syria and Libya. \u00a0<\/span><\/span><\/p>\n

What deserves more than a passing notice is the level of Nuland\u2019s commitment in a \u2018democratic\u2019 Ukraine which could have acted as a trigger, prior to <\/b>and initiating Putin\u2019s Special Military Op in February, 2022. \u00a0<\/span><\/span><\/p>\n

In December 13, 2013 before the National Press Club<\/span><\/a>, Nuland announced she was just back from her third visit to Ukraine in five weeks as she provided an \u201dupdate on the situation<\/i>\u201d and the government\u2019s position. \u00a0<\/span><\/span><\/p>\n

She went on to announce that the US had provided $5 Billion \u2018promoting democracy\u2019<\/i> while justifying why \u2018that great country<\/i>\u2019 deserved the political and financial support predicting the imminent ouster of its democratically elected President Yanukovych who \u201cdid not take them to Europe<\/i>.\u201d \u00a0<\/span><\/span><\/p>\n

Within the same time frame, the late Senator John McCain stood on the stage<\/span><\/a> in Kiev on December 15, 2013 encouraging the neo-nazi Banderista<\/span><\/a> followers to continue their protests in favor of the European Union promising \u201cthe free world is with you, the US is with you, I am with you.\u201d\u00a0<\/span><\/i> Newly elected Sen. Chris Murphy<\/span><\/a> (Conn.) stood at his side.\u00a0<\/span><\/span><\/p>\n

On May 6, 2014, Nuland was testifying<\/span><\/a> before the Senate Foreign Relations Committee on \u201cUkraine \u2013 Countering Russian intervention and supporting a Democratic State.\u201d<\/i><\/span><\/p>\n

By February, 2014, Nuland, already acknowledged as the mastermind of regime change<\/span><\/a>, was on the Maidan engineering<\/span><\/a> the selection of a new President as democratically elected President Viktor Yanukovych fled for his life to Russia.\u00a0<\/span><\/span><\/p>\n

On June 23, 2016 Nuland met in Kiev to discuss full implementation<\/span><\/a> of the Minsk Agreement with then President Porochenko although it wasn\u2019t until 2022 when former German Chancellor Ursula Merkel revealed that Minsk<\/span><\/a> had always been a stall to allow Ukraine an opportunity to rearm.\u00a0<\/span><\/span><\/p>\n

On the second year anniversary<\/span><\/a> of the Russian Special Operation in Ukraine, she reiterated that<\/span>\u00a0\u00a0\u201c<\/span>With the $60 billion supplemental that the Administration has requested of Congress, we can ensure Ukraine not only survives but thrives<\/i>.\u201d<\/span><\/p>\n

On her\u00a0 <\/span>January 31<\/span>, <\/sup><\/span>2024 departure from Ukraine, Nuland predicted<\/span><\/a> that<\/span> \u201c<\/span>I also leave with greater confidence that, even as Ukraine strengthens its defences, Mr. Putin is going to get some nice surprises on the battlefield, and Ukraine will make some very strong success this year”<\/i><\/span> <\/i>and \u201cthere will be solid successes\u201d.<\/i><\/span>\u00a0<\/span><\/i><\/span><\/p>\n

In addition, Nuland told reporters that<\/span> Congress will \u201cvote for additional aid to Ukraine, given its importance if the country is to “survive and thrive<\/i>” as well as the curious link that<\/span> \u201c<\/span>this supplemental funding will ensure that Putin faces some nasty surprises on the battlefield this year<\/i>.\u201d\u00a0\u00a0<\/span><\/span><\/p>\n

In an oddity of timing with the Moscow attack, US Secretary of State Antony Blinken released a press statement<\/span><\/a> entitled <\/span>\u201c<\/span>On the retirement of Under Secretary of State for Political Affairs Victoria Nuland<\/i><\/span>\u201d on <\/span>March 5<\/span>th<\/sup><\/span>\u00a0<\/span><\/span> that she<\/span> \u2018<\/span>has let me know she intends to step down in the coming weeks as Under Secretary of State for Political Affairs.\u201d<\/i><\/span><\/p>\n

On March 6<\/span>th<\/sup><\/span>, Columbia University\u2019s School of International and Public Affairs<\/span><\/a> (SIPA) announced that Ambassador Nuland will join its faculty and direct SIPA\u2019s International Fellows Program for its graduate students.\u00a0<\/span><\/span><\/p>\n

There is no way on God\u2019s green Earth that with Nuland\u2019s inside track she has not been a cheerleader for the CIA domination in Ukraine or well primed for \u2018nice surprises\u2019<\/i> for the Russian people and the real reason for her impeccable timing to retire is that she had the inside scoop of an imminent explosion.\u00a0 <\/span>Her glee has been so irresistible, she simply could not contain herself and cool her jets or keep from crowing a satisfaction of triumph.<\/span><\/p>\n

In a curious appearance on March 18<\/span>th<\/sup><\/span>, just prior to the attack, former President Barak Obama<\/span><\/a> made a quick in-and-out puzzling visit with Prime Minister Runak responding \u201cI\u2019m tempted<\/i>\u201d as reporters asked for a comment.\u00a0<\/span><\/span><\/p>\n

A few samples from the Times piece: \u00a0<\/span><\/span><\/p>\n

A CIA-sponsored listening post network was established at a dozen secret locations along the Russian border and by July, 2014 a new paramilitary unit was created \u2018behind enemy lines\u2019<\/i> to gather intel.\u00a0 <\/span>In<\/span> 2016,<\/span> a specialized CIA trained elite commando force captured Russian communication gear to crack Moscow\u2019s encryption code.\u00a0<\/span><\/span><\/p>\n

As Republicans argued to deny funding to Ukraine, CIA Director Burns made ten trips to reassure Zelensky\u2019s government since the 2022 Russian operation.\u00a0 <\/span><\/span>Former CIA Director Brennan explained that the Ukrainians had to \u2018prove\u2019 that they could provide intelligence of value to the Americans.<\/span><\/p>\n

Prior to Russia\u2019s SMO in February 2022, Putin was informed<\/span> that the CIA, with Britain\u2019s MI6, were controlling Ukraine and creating a \u201cbeachhead for operations against Moscow.\u201d<\/i><\/span>\u00a0 \u00a0<\/span><\/i><\/span><\/p>\n

As the relationship between Ukrainian officers and US agencies solidified since February 2014, the CIA station chief was nicknamed \u201cSanta Claus<\/i>.\u201d<\/span><\/p>\n

As Trump pursued peace with Putin, hawks in his administration undermined his efforts as Mike Pompeo as CIA director and John Bolton as national security adviser visited Kyiv to express their full support for the secret partnership which expanded to include more specialized training programs and the building of additional secret bases.\u00a0 \u00a0<\/span><\/span><\/p>\n

Even in the aftermath of the worst terrorist attack in recent Russia history, spokesman for the Kremlin Dmitry Peskov reiterated that the Russians remained open to negotiations<\/span><\/a> and dialogue with the Americans but only as a \u201ccomprehensive discussion on issues of concern<\/i>.\u201d\u00a0 <\/span><\/span>Peskov\u00a0said<\/span><\/a>\u00a0last month that there has been no evidence of \u201cpolitical will\u201d<\/i> from Washington to engage in meaningful talks.<\/span><\/p>\n

Since the Times article was published on February 25<\/span>th<\/sup><\/span>, let\u2019s take a head count of how many members of Congress have read the Times Ukraine revelations, especially those Members of relevant foreign affair committees who consistently vote to fund the war. \u00a0<\/span><\/span><\/p>\n

If Elon Musk, owner of Tesla, X and multiple and sundry other companies understands that \u201cthere is <\/i>no way in hell<\/i><\/span><\/a> that Putin is going to lose<\/i>\u201d, how is that Members of Congress who have colossal staffs to do their work, don\u2019t get it – as they continue to squander Ukrainian lives and American taxpayer funds.\u00a0<\/span><\/span><\/p>\n
