House Rules Committee Rules the Day<\/h2>"},"content":{"rendered":"<p class=\"p1\"><span class=\"s1\">Renee Parsons<\/span><!--more--><\/p>\n<p class=\"p1\"><span class=\"s1\">Listening to the full day of House \u2018debate\u201d on the controversial <a href=\"https:\/\/www.axios.com\/2024\/04\/20\/house-foreign-aid-israel-ukraine-taiwan-pass\"><span class=\"s2\">$95 billion<\/span><\/a> national security supplemental is a reminder of how effortless it is for politicians to betray the American people most of whom are provided with no real understanding of the backstory and who see no real accountability.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">That tradition of duplicity and sham continued last week within the House Rules Committee even before the legislative package was sent to the House floor. <span class=\"Apple-converted-space\">\u00a0 <\/span>As a <a href=\"https:\/\/www.axios.com\/2024\/04\/02\/mike-johnson-hakeem-jeffries-motion-to-vacate?utm_medium=partner&amp;utm_source=microsoft-start&amp;utm_content=link&amp;utm_campaign=subs-partner-msfot-dailyessentials\"><span class=\"s2\">weakened<\/span><\/a> Republican <a href=\"https:\/\/www.axios.com\/2024\/04\/15\/mike-johnson-ukraine-israel-taiwan-tiktok\"><span class=\"s2\">Speaker Mike Johnson<\/span><\/a> sided with angry <a href=\"https:\/\/www.axios.com\/2024\/04\/17\/mike-johnson-house-democrats-israel-ukraine\"><span class=\"s2\">Democrats<\/span><\/a> in supporting the proposed supplemental package,<span class=\"Apple-converted-space\">\u00a0 <\/span>as he fractured his credibility with the party\u2019s more conservative America First faction creating the potential of a Shadow Democratic Speaker. <span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The Supplemental<span class=\"Apple-converted-space\">\u00a0 <\/span>included a predictable increase in military industry spending with<span class=\"Apple-converted-space\">\u00a0 <\/span>$61 Billion for the war in<span class=\"Apple-converted-space\">\u00a0 <\/span>Ukraine also known as <a href=\"https:\/\/rules.house.gov\/bill\/118\/hr-8035\"><span class=\"s2\">HR 8035<\/span><\/a>, $ 26 billion for Israel\u2019s attack on Gaza and presumably Iran (<a href=\"https:\/\/rules.house.gov\/bill\/118\/hr-8034\"><span class=\"s2\">HR 8034<\/span><\/a>), with $8.1 Billion for<span class=\"Apple-converted-space\">\u00a0 <\/span>Indo-Pacific Taiwan (<a href=\"https:\/\/rules.house.gov\/bill\/118\/hr-8036\"><span class=\"s2\">HR 8036)<\/span><\/a> and another $8 Billion for worldwide humanitarian aide as well as a vote to \u2018seize\u2019 the Russian\u2019s $300 billion in US securities obtained via sanctions in 2022 (<a href=\"https:\/\/rules.house.gov\/bill\/118\/hr-8038\"><span class=\"s2\">HR 8038<\/span><\/a>) \u2013 all proposed with not one penny allocated for closing the southern border as if national security does not include the US border.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The historic Rules Committee was formalized in 1789 and is Constitutionally defined by Article I, section 5, clause 2 \u201c<i>each House may determine the Rules of its<span class=\"Apple-converted-space\">\u00a0 <\/span>proceedings.<\/i>\u201d Traditionally referred to as the \u2018Speaker\u2019s Committee\u2019 in order to maintain legislative order and control on the House floor, the Committee is configured on a <a href=\"https:\/\/rules.house.gov\/about\/rules-committee-members\"><span class=\"s2\">2 to 1 majority<\/span><\/a> ratio; currently with four Democrats and nine Republicans. <span class=\"Apple-converted-space\">\u00a0 <\/span>The Committee is responsible for consideration of every legislative bill reported out of House Committees as it defines the \u2018rule\u2019 under which that legislation may\/may not proceed to the full House for debate and possible adoption.<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The dye was cast before the Rules Committee when it met to decide on the rule for HR 8034 et al with House Appropriations Chair Tom Cole, ranking minority Appropriations Committee member Rep. Rose DeLauro, Rep. Gregory Meeks ranking minority on Foreign Affairs Committee and Foreign Affairs Chair Rep. Mike McCall in attendance.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The obvious point of their participation was to influence the Rule in favor of the four items that constituted HR 8034 et al in order to control the final outcome which would enable<span class=\"Apple-converted-space\">\u00a0 <\/span>successful final passage. <span class=\"Apple-converted-space\">\u00a0 <\/span>Each made a strong if not impassioned opening statement in support of the various parts of the <a href=\"https:\/\/rules.house.gov\/video\/rules-committee-hearing-hr-8034-8035-8036-and-8038\"><span class=\"s2\">highly contentious<\/span><\/a> package although never mentioned the ad infinitum increase to the $35 Trillion debt.<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">All offered mindless trite slogans stuck in revisionist history that would become notorious lies and loathsome mottos to be repeated ad nauseum when the House floor debate opened.<span class=\"Apple-converted-space\">\u00a0 <\/span>Some of the more memorable hyperbole included \u201c<i>Ukraine Border is Our Border<\/i>\u201d<span class=\"Apple-converted-space\">\u00a0 <\/span>\u201c<i>Peace Through Strength<\/i>\u201d<span class=\"Apple-converted-space\">\u00a0 <\/span>\u201c<i>Russia must pay for its Crimes<\/i>\u201d<span class=\"Apple-converted-space\">\u00a0 <\/span>\u201c<i>Ukraine is on the Brink of a Humanitarian Catastrophe<\/i>\u201d<span class=\"Apple-converted-space\">\u00a0 <\/span>\u201c<i>We are at a Historic Moment<\/i>\u201d<span class=\"Apple-converted-space\">\u00a0 <\/span>\u201c<i>Europe is Facing its Largest War on the Continent<\/i>\u201d<span class=\"Apple-converted-space\">\u00a0 <\/span>\u201c<i>NATO Strengthened with addition of Sweden and<span class=\"Apple-converted-space\">\u00a0 <\/span>Finland<\/i>\u201d<span class=\"Apple-converted-space\">\u00a0 <\/span>\u201c<i>Ukraine Cannot be Allowed to Lose<\/i>\u201d<span class=\"Apple-converted-space\">\u00a0 <\/span>\u201c <i>Future of Democracy is at stake<\/i>\u201d \u201c<i>We Cannot Abandon our Allies<\/i>\u201d and of course \u201c<i>Churchill or Chamberlain<\/i>\u201d with insinuations that Putin will expand the war throughout Europe.<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Even as Republicans hold the majority on Rules, it was three Members of the Committee who dared question the Supplemental, offered any alternatives or expressed any opposition were Reps. Ralph Herman (SC), Rep Chip Roy (Texas) and Rep. Thomas Massie (Ky.) \u2013 all of whom persisted in raising well-founded objections which were totally dismissed and disregarded.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">What became known as the Rules Committee\u2019s \u2018historic moment\u2019 came later that afternoon when the Rules Committee <a href=\"https:\/\/rules.house.gov\/video\/rules-committee-hearing-hr-8034-8035-8036-and-8038-part-2\"><span class=\"s2\">reconvened<\/span><\/a> to approve the final Rule which enabled House Floor consideration of the entire four bills within the Supplemental package.<span class=\"Apple-converted-space\">\u00a0 <\/span>With <a href=\"https:\/\/rules.house.gov\/about\/rules-committee-members\"><span class=\"s2\">thirteen Committee<\/span><\/a> Members present, nine Republicans and four Democrats, Rep Massie sought to offer three different amendments and was denied each time when Rep.
