The privatisation of a Police Force governed by global NGO\u2019s. Among the winners: One of the oldest continuously inhabited cities in the world wrote of the city\u2019s history withstanding shocks for the past eight millennia. One African city wrote of a resilience plan as harmonizing climate change adaptation, biodiversity, planning and management and water security.
