The answer to that question will help determine how the global economy functions for the next few years.<\/p>\n<p><strong>Why it matters:\u00a0<\/strong>The federal government will probably neither mandate nor encourage digital immunity passports or other proofs of vaccination. But privately-operated digital certificates are already being developed \u2014 and U.S. law means that anybody who gets vaccinated here should be able to obtain the proof they need.<\/p>\n<p><strong>The big picture:\u00a0<\/strong>Your\u00a0<a class=\"gtm-content-click\" href=\"https:\/\/www.nytimes.com\/2020\/12\/12\/business\/dealbook\/should-companies-require-employees-to-take-the-vaccine.html\" target=\"_blank\" rel=\"noopener noreferrer\" data-vars-link-text=\"employer\" data-vars-click-url=\"https:\/\/www.nytimes.com\/2020\/12\/12\/business\/dealbook\/should-companies-require-employees-to-take-the-vaccine.html\" data-vars-event-category=\"story\" data-vars-sub-category=\"story\" data-vars-item=\"in_content_link\">employer<\/a>\u00a0has a clear interest in knowing whether you&#8217;ve been vaccinated, as do the immigration staff in any foreign country you want to visit. Many workers, from nursing-home aides to opera singers, have a clear desire and even need to be vaccinated before doing their jobs. Which means they&#8217;ll need some kind of proof of vaccination.<\/p>\n<ul>\n<li><strong>What they&#8217;re saying:<\/strong>\u00a0&#8220;Those who get vaccinated deserve more freedom,&#8221;\u00a0<a class=\"gtm-content-click\" href=\"https:\/\/www.ft.com\/content\/3f26078e-6222-4f16-8395-afec4d87b08a\" target=\"_blank\" rel=\"noopener noreferrer\" data-vars-link-text=\"wrote\" data-vars-click-url=\"https:\/\/www.ft.com\/content\/3f26078e-6222-4f16-8395-afec4d87b08a\" data-vars-event-category=\"story\" data-vars-sub-category=\"story\" data-vars-item=\"in_content_link\">wrote<\/a>\u00a0the FT&#8217;s John Gapper last month. Private companies &#8220;should be allowed, even encouraged, to protect customers and employees from harm.&#8221;<\/li>\n<li><strong>There&#8217;s also an &#8220;urgent need<\/strong>\u00a0to restore confidence in travel and mobility,&#8221; says Paul Meyer, CEO of the Commons Project, a group attempting to build a global platform for proof-of-vaccination apps.<\/li>\n<li><strong>The other side:\u00a0<\/strong>The federal government &#8220;should discourage the use of vaccination cards or apps for virtually any purpose other than guiding individual medical care,&#8221;\u00a0<a class=\"gtm-content-click\" href=\"https:\/\/www.washingtonpost.com\/outlook\/2020\/12\/15\/vaccine-cards-discrimination-immunity-passports\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-vars-link-text=\"argued\" data-vars-click-url=\"https:\/\/www.washingtonpost.com\/outlook\/2020\/12\/15\/vaccine-cards-discrimination-immunity-passports\/\" data-vars-event-category=\"story\" data-vars-sub-category=\"story\" data-vars-item=\"in_content_link\">argued<\/a>\u00a0Duke University professor Nita Farahany in the Washington Post. &#8220;Vaccine cards (and immunization apps) could turn into powerful weapons of exclusion and discrimination,&#8221; she wrote.<\/li>\n<\/ul>\n<p><strong>The catch:<\/strong>\u00a0The official documentation that Americans receive upon being vaccinated is little more than a flimsy, easily-forged\u00a0<a class=\"gtm-content-click\" href=\"https:\/\/www.cdc.gov\/coronavirus\/2019-ncov\/vaccines\/expect.html\" target=\"_blank\" rel=\"noopener noreferrer\" data-vars-link-text=\"paper card\" data-vars-click-url=\"https:\/\/www.cdc.gov\/coronavirus\/2019-ncov\/vaccines\/expect.html\" data-vars-event-category=\"story\" data-vars-sub-category=\"story\" data-vars-item=\"in_content_link\">paper card<\/a>. As Gavi, the global vaccination alliance, notes, that in turn creates &#8220;concerns that documentation could be fraudulently reproduced&#8221;.<\/p>\n<ul>\n<li><strong>It&#8217;s a real concern:\u00a0<\/strong>A recent flight from Russia to China was\u00a0<a class=\"gtm-content-click\" href=\"https:\/\/www.themoscowtimes.com\/2020\/11\/26\/china-bound-flight-from-moscow-canceled-over-200-identical-coronavirus-tests-a72151\" target=\"_blank\" rel=\"noopener noreferrer\" data-vars-link-text=\"canceled\" data-vars-click-url=\"https:\/\/www.themoscowtimes.com\/2020\/11\/26\/china-bound-flight-from-moscow-canceled-over-200-identical-coronavirus-tests-a72151\" data-vars-event-category=\"story\" data-vars-sub-category=\"story\" data-vars-item=\"in_content_link\">canceled<\/a>\u00a0after more than 190 of the passengers attempted to board with \u201ccompletely identical\u201d serology tests.<\/li>\n<\/ul>\n<p><strong>Between the lines:\u00a0<\/strong>Trustworthy and reliable digital proof of vaccination is not only possible, Meyer tells Axios, it&#8217;s also quite easy and will almost certainly happen.<\/p>\n<ul>\n<li><strong>That&#8217;s because<\/strong>\u00a0the government doesn&#8217;t need to be involved.<\/li>\n<li><strong>Individual Americans\u00a0<\/strong>have the\u00a0<a class=\"gtm-content-click\" href=\"https:\/\/www.hhs.gov\/hipaa\/for-professionals\/privacy\/guidance\/access\/index.html#:~:text=With%20limited%20exceptions%2C%20the%20HIPAA,care%20providers%20and%20health%20plans\" target=\"_blank\" rel=\"noopener noreferrer\" data-vars-link-text=\"right\" data-vars-click-url=\"https:\/\/www.hhs.gov\/hipaa\/for-professionals\/privacy\/guidance\/access\/index.html#:~:text=With%20limited%20exceptions%2C%20the%20HIPAA,care%20providers%20and%20health%20plans\" data-vars-event-category=\"story\" data-vars-sub-category=\"story\" data-vars-item=\"in_content_link\">right<\/a>, under HIPAA, to access digital copies of their health information. Once they&#8217;ve done that, they can upload that information to any app or service that requests it.<\/li>\n<li><strong>&#8220;People shouldn\u2019t be happy<\/strong>\u00a0walking out of getting their jab with just a piece of paper,&#8221; says Meyer \u2014 they should be sure to demand digital access to their vaccination records as well. Rather than relying on the government to centralize vaccination records, he says, &#8220;the human being is the only central organizing point in the healthcare system.&#8221;<\/li>\n<\/ul>\n<p><strong>The bottom line:\u00a0<\/strong>Paper &#8220;yellow cards&#8221; were generally accepted as proof of vaccination against yellow fever.
