Speaker Nancy Pelosi (D-Calif.) and Rules Committee Chairman James McGovern (D-Mass.)\u00a0announced<\/a>\u00a0on Friday that\u00a0the rules package includes changes that would \u201chonor all gender identities by changing pronouns and familial relationships in the House rules to be gender neutral.\u201d<\/strong><\/p>\n A separate announcement from McGovern (pdf<\/a>) said that the Democratic rules package will make \u201cChanges [to] pronouns and familial relationships in the House rules to be gender neutral or removes references to gender, as appropriate,\u00a0to ensure we are inclusive of all Members, Delegates, Resident Commissioners and their families\u2014including those who are nonbinary.\u201d<\/strong><\/p>\n James McGovern (D-Mass.) speaks during a meeting at the Capitol in Washington, on Dec. 21, 2017. (Alex Wong\/Getty Images)<\/em><\/p>\n Terms to be struck from clause 8(c)(3) of\u00a0rule XXIII<\/a>, the House\u2019s Code of Official Conduct, as outlined in the proposed rules (pdf<\/a>),\u00a0include \u201cfather, mother, son, daughter, brother, sister, uncle,\u00a0aunt, first cousin, nephew, niece, husband, wife, father-in-law, mother-in-law, son-in-law, daughter-in-law, brother-in-law, sister-in-law, stepfather, stepmother, stepson, stepdaughter, stepbrother, stepsister, half brother, half sister, grandson, [and] granddaughter.\u201d<\/strong><\/p>\n Such terms would be replaced with \u201cparent, child, sibling, parent\u2019s sibling, first cousin, sibling\u2019s child, spouse, parent-in-law, child-in-law, sibling-in-law, stepparent, stepchild, stepsibling, half-sibling, [and] grandchild.\u201d<\/p>\n According to the proposed rules,\u00a0\u201cseamen\u201d would be replaced with \u201cseafarers,\u201d<\/strong>\u00a0and \u201cChairman\u201d would be replaced with \u201cChair\u201d in\u00a0Rule X<\/a>\u00a0of the House.<\/p>\n Pelosi and McGovern said that the overall package \u201cincludes sweeping ethics reforms, increases accountability for the American people, and makes this House of Representatives the most inclusive in history.\u201d<\/p>\n The rules package includes removing floor privileges from former Congress members who have been convicted of crimes related to their House service or election.<\/p>\n It would also make it \u201ca violation of the Code of Official Conduct for a Member, officer, or employee of the House to disclose the identity of a whistleblower.\u201d<\/p>\n It also establishes a new\u00a0Select Committee on Economic Disparity and Fairness in Growth, to \u201cinvestigate, study, make findings, and develop recommendations on policies, strategies, and innovations\u201d to \u201c[empower] American economic\u00a0growth while ensuring that no one is left out or behind in the 21st Century Economy.\u201d<\/strong><\/p>\n The rules package will be introduced and voted on once the new Congress convenes.<\/p>\n![\"\"](\"https:\/\/zh-prod-1cc738ca-7d3b-4a72-b792-20bd8d8fa069.storage.googleapis.com\/s3fs-public\/styles\/inline_image_mobile\/public\/inline-images\/pelosi-700x420.jpg?itok=6TPYnCpc\")
