(Gabriella Demczuk-Pool\/Getty Images)<\/em><\/figcaption><\/figure>\n<p>In the letter (<a href=\"https:\/\/www.scribd.com\/document\/491038048\/Ratcliffe-Views-on-Intelligence-Community-Election-Security-Analysis#from_embed\" target=\"_blank\" rel=\"noopener\">pdf<\/a>),\u00a0<strong>Ratcliffe alleges that intelligence about China\u2019s election interference was suppressed by management at the CIA<\/strong>, which pressured analysts to withdraw their support for the view.<\/p>\n<p>Citing a report by the Intelligence Community\u2019s analytic ombudsman Barry Zulauf, the director of national intelligence said that\u00a0<strong>some analysts were reluctant to describe China\u2019s actions as election interference because they disagreed with the policies of President Donald Trump<\/strong>.<\/p>\n<p>The Washington Examiner published Ratcliffe\u2019s letter and the ombudsman report on Jan. 17, 10 days after publishing an original report on the documents. The ODNI didn\u2019t immediately respond to requests from The Epoch Times to authenticate the documents.<\/p>\n<blockquote><p>\u201cBased on all available sources of intelligence, with definitions consistently applied, and reached independent of political considerations or undue pressure\u2014that<strong>\u00a0the People\u2019s Republic of China sought to influence the 2020 U.S. federal elections,\u201d Ratcliffe wrote.<\/strong><\/p><\/blockquote>\n<p>The report by Zulauf was sent to Congress on Jan. 7 alongside an intelligence community assessment of interference in the 2020 election. In the report (<a href=\"https:\/\/www.scribd.com\/document\/491037939\/Independent-IC-Analytic-Ombudsman-s-on-Politicization-of-Intelligence#from_embed\" target=\"_blank\" rel=\"noopener\">pdf<\/a>),\u00a0<u><strong>Zulauf states that the analysts working on Russia and China applied different standards to their reporting on election interference. While labeling Russia\u2019s activity as clear election interference, the analysts were reluctant to do the same for China<\/strong><\/u>.<\/p>\n<blockquote><p>\u201cGiven analytic differences in the way Russia and China analysts examined their targets, China analysts appeared hesitant to assess Chinese actions as undue influence or interference,\u201d Zulauf wrote.<\/p>\n<p>\u201c<strong>These analysts appeared reluctant to have their analysis on China brought forward because they tended to disagree with the Administration\u2019s policies<\/strong>, saying in effect, I don\u2019t want our intelligence used to support those policies.\u201d<\/p><\/blockquote>\n<p>Neither the ombudsman report nor the letter from Ratcliffe includes details on China\u2019s meddling. Zulauf redirected an interview request by The Epoch Times to the ODNI, which didn\u2019t immediately respond to an emailed request.<\/p>\n<p>The analytic ombudsman\u2019s report assesses that politicization occurred in relation to both Russia\u2019s and China\u2019s election interference. Zulauf assessed that neither intelligence community leaders nor analysts are at fault, blaming the hyperpartisan atmosphere in the United States instead.<\/p>\n<blockquote><p>\u201c<strong>In most cases, what we see is the entire system responding to and resisting pressures from outside, rather than attempts to politicize intelligence by our leaders or analysts.<\/strong>\u201d<\/p><\/blockquote>\n<p>The report states that the analysts who assessed Russia\u2019s election interference had complained that the intelligence community management was reluctant to deliver their assessments to government clients because the work was not \u201cwell received.\u201d<\/p>\n<blockquote><p>\u201c<strong>Analysts saw this as suppression of intelligence, bordering on politicization of intelligence from above<\/strong>,\u201d Zulauf wrote.<\/p><\/blockquote>\n<p>The Epoch Times previously documented a multi-pronged\u00a0<a href=\"https:\/\/www.theepochtimes.com\/infographic-chinas-2020-election-interference_3645973.html\" target=\"_blank\" rel=\"noopener\">election influence campaign<\/a>\u00a0linked to the\u00a0Chinese Communist Party (CCP).<\/p>\n<p>In a Dec. 3 op-ed, Ratcliffe said the CCP \u201cposes the greatest threat to America today, and the greatest threat to democracy and freedom worldwide since World War II.\u201d<\/p>\n<blockquote><p>\u201cThe intelligence is clear: Beijing intends to dominate the U.S. and the rest of the planet economically, militarily, and technologically,\u201d he wrote.<\/p>\n<p><strong>\u201cMany of China\u2019s major public initiatives and prominent companies offer only a layer of camouflage to the activities of the Chinese Communist Party.\u201d<\/strong><\/p><\/blockquote>\n<p>Congress certified Joe Biden as the president-elect on Jan. 7.
