Bush\u2019s invasion of Panama in 1991, and Bill Clinton\u2019s bombing of Kosovo in 1999.<a href=\"https:\/\/covertactionmagazine.com\/2021\/01\/19\/bidens-key-role-in-the-crime-of-the-century-the-2003-u-s-invasion-of-iraq\/#_ftn1\"><sup>[1]<\/sup><\/a><\/p>\n<p>When Iraqi leader Saddam Hussein (1979-2003) invaded Kuwait in 1991, Biden did vote against invading Iraq, believing that Bush had not made the case for war and that Hussein could be contained through an international embargo.<\/p>\n<p>However, once Bush went to war, Biden declared that he was giving Bush his total support, and praised Bush for displaying real \u201cleadership,\u201d never mentioning the 110,000 civilians who died.<a href=\"https:\/\/covertactionmagazine.com\/2021\/01\/19\/bidens-key-role-in-the-crime-of-the-century-the-2003-u-s-invasion-of-iraq\/#_ftn2\"><sup>[2]<\/sup><\/a><\/p>\n<p>Following the 9\/11 attacks, Biden supported the invasion of Afghanistan and tried to raise funds for a Marshall Plan-type program to fund the country\u2019s reconstruction.<\/p>\n<blockquote class=\"wp-block-quote has-text-align-center\"><p>Biden was so well connected to President George W. There is no daylight between us.\u201d [Source:\u00a0<a href=\"https:\/\/www.today.com\/news\/george-w-bush-congratulates-joe-biden-2020-election-t198060\">today.com]<\/a><\/figcaption><\/figure>\n<p>In a\u00a0<a href=\"https:\/\/www.c-span.org\/video\/?166841-1\/us-response-terrorist-attacks\">CSPAN talk before the Council on Foreign Relations in October 2001<\/a>, Biden framed the War on Terror as an apocalyptic struggle between civilization and a trans-national terrorist entity who would bring violent disorder and chaos to the world.<\/p>\n<p>Biden called for a strong U.S. commitment to the Middle East to defeat al-Qaeda and help empower \u201cmoderate Muslims,\u201d while pushing for better efforts at public diplomacy.<\/p>\n<p>When asked about Iraq, Biden said he was not in favor of immediate invasion, but rather for imposing a \u201csmarter sanctions\u201d policy and generating consensus for a multilateral coalition that would support the overthrow of Saddam Hussein.<\/p>\n<p>Several months later, Biden told a crowd of 400 Delaware National Guard officers that,\u00a0<a href=\"https:\/\/www.jacobinmag.com\/2019\/07\/joe-biden-iraq-war-hawk-presidential-candidate\">\u201cif Saddam Hussein is still there five years from now, we are in big trouble<\/a>\u00a0\u2026 It would be unrealistic, if not downright foolish, to believe we can claim victory in the war on terrorism if Saddam is still in power.\u201d<\/p>\n<h2><strong>\u201cTake This Son of a Bitch Down\u201d<\/strong><\/h2>\n<p>Biden\u2019s support for regime change in Iraq went back to the late 1990s.<\/p>\n<p>After the first Persian Gulf War, Saddam had agreed to destroy Iraq\u2019s chemical weapons stockpile and to allow weapons inspectors into the country.<\/p>\n<p>Senator Biden supported President Clinton\u2019s decision to remove the weapons inspectors in 1998 in order to launch a four-day bombing campaign, despite<a href=\"http:\/\/emperors-clothes.com\/analysis\/ritter-nuke-sen.htm\">\u00a0<\/a><a href=\"http:\/\/emperors-clothes.com\/analysis\/ritter-nuke-sen.htm\">being warned<\/a><a href=\"http:\/\/emperors-clothes.com\/analysis\/ritter-nuke-sen.htm\">\u00a0<\/a>that it would likely end Saddam\u2019s cooperation. [Source:\u00a0<a href=\"http:\/\/www.acamedia.info\/politics\/endgame.htm\">academia.info<\/a>]<\/figcaption><\/figure>\n<\/div>\n<p>Ritter was called to testify before the Senate in September 1998 where Biden, who was then the highest-ranking Democrat on the Foreign Relations Committee, grilled him.<\/p>\n<p>Biden told Ritter\u2014whom he referred to condescendingly as \u201cold Scotty Boy\u201d\u2014that no matter how thorough the inspections,\u00a0<a href=\"https:\/\/theintercept.com\/2020\/01\/07\/joe-biden-iraq-war-history\/\">the only way to eliminate the threat was to remove Saddam Hussein<\/a>.<\/p>\n<p>\u201cThe primary policy is to keep sanctions in place to deny Saddam the billions of dollars that would allow him to really crank up his program, which neither you nor I believe he\u2019s ever going to abandon as long as he\u2019s in place,\u201d Biden said, characterizing the then Clinton administration\u2019s policy.<\/p>\n<p>Biden continued:<\/p>\n<figure class=\"wp-block-pullquote is-style-default\">\n<blockquote><p>You and I believe, and many of us believe here, as long as Saddam is at the helm, there is no reasonable prospect you or any other inspector is ever going to be able to guarantee that we have rooted out, root and branch, the entirety of Saddam\u2019s program relative to weapons of mass destruction. You and I both know, and all of us here really know, and it\u2019s a thing we have to face, that the only way, the only way we\u2019re going to get rid of Saddam Hussein is we\u2019re going to end up having to start it alone\u2014start it alone\u2014and it\u2019s going to require guys like you in uniform to be back on foot in the desert taking this son of a bitch down. You know it and I know it.<a href=\"https:\/\/covertactionmagazine.com\/2021\/01\/19\/bidens-key-role-in-the-crime-of-the-century-the-2003-u-s-invasion-of-iraq\/#_ftn4\"><sup><strong>[4]<\/strong><\/sup><\/a><\/p><\/blockquote>\n<\/figure>\n<h2><strong>Mobilizing Support for War<\/strong><\/h2>\n<p>Biden followed up on these statements at the end of July 2002 by chairing\u00a0<a href=\"https:\/\/www.filmsforaction.org\/watch\/worth-the-price-joe-biden-and-the-launch-of-the-iraq-war-narrated-by-danny-glover\/\">hearings in the Senate<\/a>\u00a0that were designed to mobilize congressional support for Operation Iraqi Freedom, whose goal was the overthrow of Saddam Hussein.<\/p>\n<p>Biden stated that the purpose of the hearings was to initiate a \u201cnational dialogue\u201d on Iraq.<\/p>\n<p>However, the witnesses were skewed to represent alarmist views about Saddam and his alleged possession of weapons of mass destruction (WMD) and to support a preemptive strike. The three who testified on the subject of al-Qaeda, falsely claimed it received direct support from Iraq.<\/p>\n<blockquote class=\"wp-block-quote has-text-align-center\"><p>Former UN Assistant Secretary-General Hans Von Sponeck complained about the \u201cdeliberate distortions and misrepresentations\u201d that \u201cmake it look to the average person in the U.S. as if Iraq is a threat to their security.\u201d<a href=\"https:\/\/covertactionmagazine.com\/2021\/01\/19\/bidens-key-role-in-the-crime-of-the-century-the-2003-u-s-invasion-of-iraq\/#_ftn5\"><sup><strong>[5]<\/strong><\/sup><\/a><\/p><\/blockquote>\n<p>Biden set the tone in his opening remarks when he emphasized that<\/p>\n<figure class=\"wp-block-pullquote is-style-default\">\n<blockquote><p>we\u00a0<a href=\"https:\/\/www.govinfo.gov\/content\/pkg\/CHRG-107shrg81697\/html\/CHRG-107shrg81697.htm\">cannot be complacent<\/a>\u00a0about those who espouse hatred for us. We must confront clear danger with a new sense of urgency and resolve. He said:<\/p>\n<figure class=\"wp-block-pullquote is-style-default\">\n<blockquote><p>We seized the entire records of the Iraqi nuclear program, especially the administrative records. We got a name of everybody, where they worked, what they did, and the top of the list, Saddam\u2019s \u2018Bombmaker\u2019 was a man named\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Jafar_Dhia_Jafar\">Jafar Dhia Jafar<\/a>, not Khidir Hamza, and if you go down the list of the senior administrative personnel you will not find Hamza\u2019s name in there. In fact, we didn\u2019t find his name at all. Because in 1990, he didn\u2019t work for the Iraqi Nuclear Program. He had no knowledge of it because he worked as a kickback specialist for\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Hussein_Kamel_al-Majid\">Hussein Kamel<\/a>\u00a0in the Presidential Palace.\u00a0He goes into northern Iraq and meets up with\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Ahmad_Chalabi\">Ahmed Chalabi<\/a>.<\/p>\n<p>He walks in and says, \u201cI\u2019m Saddam\u2019s \u2018Bombmaker.\u2019\u201d So they call the CIA and they say, \u201cwe know who you are, you\u2019re not Saddam\u2019s \u2018Bombmaker,\u2019 go sell your story to someone else.\u201d And he was released, he was rejected by all intelligence services at the time, he\u2019s a fraud. And here we are, someone who the\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/CIA\">CIA<\/a>\u00a0knows is a fraud, the U.S. Government knows is a\u00a0<a href=\"https:\/\/www.northcountrypublicradio.org\/news\/ritter.html\">fraud,<\/a>\u00a0is allowed to sit in front of the\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/United_States_Senate_Committee_on_Foreign_Relations\">United States Senate Committee on Foreign Relations<\/a>\u00a0and give testimony as an expert witness.<\/p><\/blockquote>\n<\/figure>\n<blockquote class=\"wp-block-quote has-text-align-center\"><p>These comments provide a stinging rebuke of Biden and his deceit of the American Bush\u2019s State of the Union address. not five to ten.<\/p>\n<blockquote class=\"wp-block-quote has-text-align-center\"><p>Biden directly contradicted what he wrote in in his memoir when he told Meet the Press host Tim Russert in April 2007 that\u00a0<a href=\"https:\/\/www.nbcnews.com\/id\/wbna18381961#.XKFUK6Q3vIU\">\u201ceveryone in the world thought he [Saddam] had them [WMDs]. The weapons inspectors said he had them.\u201d<\/a><\/p><\/blockquote>\n<p>In an attempt to show the hearings promoted a cautionary message, Biden referenced the testimony of military expert Anthony Cordesman, who said that war was not a game and quoted from the Roman philosopher Pliny the Elder: \u201cSmall boys throw stones at frogs in jest. But, the frogs do not die in jest. The speech set out to detail Iraq\u2019s weapons program, but as the intelligence confirmed, that program was nonexistent. The former Secretary of State acknowledged that his report to the Security Council was only intended to give credit to the accusations from the administration and that the intelligence services had not \u201cworked properly.\u201d [Source:\u00a0<a href=\"https:\/\/www.voltairenet.org\/article128203.html\">volatirenet.org<\/a>]<\/figcaption><\/figure>\n<p>Biden nevertheless would go on to vote in favor of the war on Iraq, even though he knew that the stated reasons\u2014that Saddam had WMD\u2014was unproven or false, and lied about this later.<\/p>\n<h2><strong>Biden Votes for War<\/strong><\/h2>\n<p>After hearing from Tenet, Biden, with Richard Lugar and Chuck Hagel (R-NE), proposed an\u00a0<a href=\"https:\/\/www.motherjones.com\/politics\/2019\/04\/joe-biden-and-the-iraq-war-its-complicated\/\">alternative to George W. [Source:\u00a0<a href=\"http:\/\/news.bbc.co.uk\/2\/hi\/americas\/2310717.stm\">news.bbc.co.uk<\/a>]<\/figcaption><\/figure>\n<p>On October 10, 2002, on the eve of the vote, Biden repeated before the Senate his claims about Saddam\u2019s threat and pursuit of nuclear weapons and framed military intervention as a \u201cmarch to peace and security,\u201d specifying that the \u201cthreat need not be imminent for us to take action.\u201d<\/p>\n<p>The next day, Biden was one of 77 Senators who\u00a0<a href=\"https:\/\/www.nytimes.com\/2020\/01\/12\/us\/politics\/joe-biden-iraq-war.html\">voted to authorize military force in Iraq<\/a>, joining fellow Democrats Hillary Clinton, Chuck Schumer, Harry Reid, John Kerry, and Dianne Feinstein.<\/p>\n<p>In early November, Biden introduced the Iraqi Scientists Liberation Act before the Senate, which granted\u00a0<a href=\"https:\/\/www.wired.com\/2002\/11\/u-s-lures-iraqi-weapons-experts\/\">permanent residency status to 500 Iraqi scientists<\/a>\u00a0if they supplied information on weapons of mass destruction.<\/p>\n<p>The clear intent was to lure defectors like Khidir Hamza who could validate the Bush administration\u2019s stated reasons for going to war, while giving the impression that the U.S. was trying to destroy Iraq\u2019s WMD.<\/p>\n<p>Years later, when campaigning for higher office, Biden told NPR that he had voted for war only after he got a commitment from Bush that he needed the vote to get inspectors into Iraq to determine whether or not Saddam was establishing a nuclear program. According to Biden, his\u00a0<a href=\"https:\/\/www.thedailybeast.com\/how-biden-kept-screwing-up-iraq-over-and-over-and-over-again\">mistake was to trust Bush.<\/a><\/p>\n<p>Bush\u2019s office denied Biden\u2019s version of events, however, saying that\u00a0<a href=\"https:\/\/www.npr.org\/2019\/09\/12\/760043103\/biden-tries-to-clarify-his-record-on-iraq-war-during-democratic-debate\">his recollections were wrong<\/a>.<\/p>\n<p>Biden later conceded that he had misspoke and at a Democratic Party debate said that he \u201c<a href=\"https:\/\/www.npr.org\/2019\/09\/12\/760043103\/biden-tries-to-clarify-his-record-on-iraq-war-during-democratic-debate\">never should have voted to give [President] Bush the authority to go in and do what he said he was going to do<\/a>.\u201d<\/p>\n<h2><strong>Staying the Course<\/strong><\/h2>\n<p>When Bush issued an ultimatum to Saddam on March 17, 2003\u2014leave or be invaded\u2014Biden predictably backed him.<a href=\"https:\/\/covertactionmagazine.com\/2021\/01\/19\/bidens-key-role-in-the-crime-of-the-century-the-2003-u-s-invasion-of-iraq\/#_ftn13\"><sup>[13]<\/sup><\/a><\/p>\n<p>Four months later, Biden told a gathering at the Brookings Institution that he had cast\u00a0<a href=\"https:\/\/www.thedailybeast.com\/how-biden-kept-screwing-up-iraq-over-and-over-and-over-again\">\u201cthe right vote<\/a>\u00a0[on the war], and it would be a correct vote today.\u201d<\/p>\n<p>Biden went on to\u00a0<a href=\"https:\/\/www.thedailybeast.com\/how-biden-kept-screwing-up-iraq-over-and-over-and-over-again\">praise the leadership of the Coalition Provisional Authority<\/a>, a<a href=\"https:\/\/www.amazon.com\/Imperial-Life-Emerald-City-Inside\/dp\/0307278832\">\u00a0corrupt and incompetent organization<\/a>. [Source:\u00a0<a href=\"https:\/\/www.vox.com\/policy-and-politics\/2019\/10\/15\/20849072\/joe-biden-iraq-history-democrats-election-2020\">vox.com<\/a>]<\/figcaption><\/figure>\n<p>The plan so\u00a0<a href=\"https:\/\/theintercept.com\/2019\/09\/06\/joe-biden-defends-record-iraq-including-plan-divide-along-sectarian-lines\/\">tarnished Biden\u2019s reputation<\/a>\u00a0that, in August 2008, when he was named Barack Obama\u2019s running mate, Iraqis across the political spectrum reacted with dismay.<\/p>\n<p>\u201cThis choice of Biden is disappointing, because he is the creator of the idea of dividing Iraq,\u201d Saleh al-Mutlaq, head of National Dialogue, one of the main Sunni Arab blocs in parliament,\u00a0<a href=\"https:\/\/www.reuters.com\/article\/us-iraq-biden\/vp-choice-biden-unpopular-in-iraq-for-autonomy-plan-idUSLN9698420080823\">told Reuters<\/a>\u00a0that day.<\/p>\n<p>\u201cWe rejected his proposal when he announced it, and we still reject it. Dividing the communities and land in such a way would only lead to new fighting between people over resources and borders. [Source:\u00a0<a href=\"https:\/\/www.spokesman.com\/stories\/2010\/jul\/05\/biden-calls-for-unity-in-iraq\/\">spokesman.com]<\/a><\/figcaption><\/figure>\n<\/div>\n<p>According to Emma Sky, who was the political adviser to Raymond Odierno, the commanding general of U.S. forces in Iraq that year, Biden seemed preoccupied with the idea of irreconcilable sectarian differences during a visit.<\/p>\n<p>Odierno told Biden that the previously secular al-Maliki had become so sectarian and authoritarian that Iraqis feared him, and a secular leader would be more welcome,\u00a0<a href=\"https:\/\/www.politico.com\/magazine\/story\/2015\/04\/obama-iraq-116708?o=2\">Sky recalled<\/a>\u00a0in her memoir, \u201c<a href=\"https:\/\/www.amazon.com\/The-Unraveling-Hopes-Missed-Opportunities\/dp\/161039593X\">The Unraveling: High Hopes and Missed Opportunities in Iraq<\/a>.\u201d<\/p>\n<p>\u201cI tried to explain the struggle between secularists and Islamists, and how many Iraqis wanted to move beyond sectarianism,\u201d Sky wrote. \u201cBut Biden could not fathom this. For him, Iraq was simply about Sunnis, Shia and Kurds.\u201d<\/p>\n<p>As Sky pushed back on Biden\u2019s belief that sectarian differences were the key to Iraq, she wrote: \u201cHe was clearly irritated by me. \u2018Look, I know these people,\u2019\u201d he went on. \u201c\u2018My grandfather was Irish and hated the British. It\u2019s like in the Balkans. Create<\/strong><\/h2>\n<p>After overseeing troop withdrawals in 2011, Biden played an important role in the second Iraq War, which began when the Islamic State of Iraq and the Levant (ISIS)\u2014led by former Saddamist Generals, al-Qaeda terrorists and disaffected Sunnis\u2014took over swaths of territory in Iraq in the summer of 2014 with Turkish backing.<\/p>\n<p>In June 2014, the Obama administration ordered thousands of troops back into Iraq without authorization from Congress, claiming that the troops would serve in an advisory capacity, and that ISIS was equivalent to al-Qaeda, against which the U.S. had already declared war.<a href=\"https:\/\/covertactionmagazine.com\/2021\/01\/19\/bidens-key-role-in-the-crime-of-the-century-the-2003-u-s-invasion-of-iraq\/#_ftn16\"><sup>[16]<\/sup><\/a><\/p>\n<p>According to Brett McGurk, a former U.S. official with extensive experience in Iraq, Biden supported the strategy known as\u00a0<a href=\"https:\/\/www.theatlantic.com\/politics\/archive\/2019\/06\/joe-bidens-iraq-decisions-haunt-him-2020\/592669\/\">\u201cby, with, and through\u201d<\/a>\u00a0to fight ISIS, in which America left
