McConnell Flips Out Over Filibuster"},"content":{"rendered":"<h1>McConnell Flips Out Over Filibuster, Threatens &#8216;Scorched Earth Senate&#8217; If Dems Pursue Power Grab<\/h1>\n<p><!--more-->ZeroHedge.com<\/p>\n<p>Senate Minority Leader Mitch McConnell (R-KY) says there would be a &#8216;scorched earth Senate&#8217; if Democrats push forward to eliminate the filibuster, which requires a supermajority of 60 votes to pass most types of legislation.<\/p>\n<p><a href=\"https:\/\/www.zerohedge.com\/s3\/files\/inline-images\/mcconnell%20smug%201.JPG?itok=2ua0ADBh\" data-image-external-href=\"\" data-image-href=\"\/s3\/files\/inline-images\/mcconnell%20smug%201.JPG?itok=2ua0ADBh\" data-link-option=\"0\"><picture><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/zh-prod-1cc738ca-7d3b-4a72-b792-20bd8d8fa069.storage.googleapis.com\/s3fs-public\/styles\/inline_image_mobile\/public\/inline-images\/mcconnell%20smug%201.JPG?itok=2ua0ADBh\" alt=\"\" width=\"500\" height=\"307\" data-entity-type=\"file\" data-entity-uuid=\"a642975e-1366-4492-96d2-b93aef3b01aa\" data-responsive-image-style=\"inline_images\" \/><\/picture><\/a><\/p>\n<p>&#8220;<strong>Nobody serving in this chamber can even begin to imagine what a completely scorched earth Senate would look like<\/strong>,&#8221; he said, predicting that the Senate would turn into &#8220;<strong>a 100 car pile-up<\/strong>&#8220;<strong>\u00a0where &#8220;nothing moves&#8221;<\/strong>\u00a0&#8211; implying it would somehow be akin to February&#8217;s 100-car pile-up in Texas where\u00a0<a href=\"https:\/\/www.nytimes.com\/2021\/02\/11\/us\/fort-worth-wreck.html\">six people died<\/a>, we guess.<\/p>\n<p>If Dems &#8216;blow up the filibuster,&#8217; McConnell says he&#8217;ll require a quorum for every piece of Democrat legislation &#8211; which VP Kamala Harris couldn&#8217;t become a tie-breaker for, and that previous actions would seem like &#8220;child&#8217;s play.&#8221;<\/p>\n<p>And while moderate Democrats such as Joe Manchin, and\u00a0<em>most<\/em>\u00a0Republicans, oppose getting rid of the filibuster &#8211;\u00a0<em>Politico&#8217;<\/em>s Burgess Everett described it as the &#8220;biggest threat&#8221; to the GOP in the short term.<\/p>\n<div class=\"twitter-tweet twitter-tweet-rendered\"><iframe id=\"twitter-widget-0\" class=\"\" title=\"Twitter Tweet\" src=\"https:\/\/platform.twitter.com\/embed\/Tweet.html?dnt=false&amp;embedId=twitter-widget-0&amp;frame=false&amp;hideCard=false&amp;hideThread=false&amp;id=1371835559069515789&amp;lang=en&amp;origin=https%3A%2F%2Fwww.zerohedge.com%2Fpolitical%2Fmcconnell-flips-out-over-filibuster-threatens-scorched-earth-senate-if-dems-pursue-power&amp;siteScreenName=zerohedge&amp;theme=light&amp;widgetsVersion=e1ffbdb%3A1614796141937&amp;width=550px\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\" data-tweet-id=\"1371835559069515789\" data-mce-fragment=\"1\"><\/iframe><\/div>\n<p>More via\u00a0<a href=\"https:\/\/theweek.com\/speedreads\/972362\/mitch-mcconnell-darkly-threatens-scorched-earth-senate-democrats-eliminate-filibuster\"><em>The Week<\/em><\/a>:<\/p>\n<blockquote><p><em><strong>McConnell threatened to push a long list of conservative policies with &#8220;zero input&#8221; from Democrats<\/strong>\u00a0<strong>if only a simple majority is required<\/strong>. He listed\u00a0<strong>defunding Planned Parenthood, penalizing sanctuary cities, and a national right to work law.<\/strong>\u00a0McConnell continued by warning he&#8217;d require a quorum for everything, making past actions seem like &#8220;child&#8217;s play,&#8221;\u00a0<a class=\"link rapid-noclick-resp\" href=\"https:\/\/twitter.com\/JakeSherman\/status\/1371832237294039065\" target=\"_blank\" rel=\"nofollow noopener\" data-rapid_p=\"9\" data-v9y=\"1\" data-ylk=\"slk:reports\">reports<\/a>\u00a0Punchbowl News&#8217; Jake Sherman.<\/em><\/p>\n<p><em>Though it&#8217;s unclear why McConnell would be opposed to more easily passing his legislative priorities, there are a few reasons Democrats may not be too worried by his threats regardless. NBC News&#8217; Benjy Sarlin\u00a0<a class=\"link rapid-noclick-resp\" href=\"https:\/\/twitter.com\/BenjySarlin\/status\/1371836582903304197\" target=\"_blank\" rel=\"nofollow noopener\" data-rapid_p=\"10\" data-v9y=\"1\" data-ylk=\"slk:notes\">notes<\/a>\u00a0that\u00a0<strong>many of these conservative policies don&#8217;t have the support of 50+ Republicans anyway<\/strong>, and the GOP didn&#8217;t use every tool available to pass them even when they held all three branches of government. The Washington Post&#8217;s Dave Weigel separately\u00a0<a class=\"link rapid-noclick-resp\" href=\"https:\/\/twitter.com\/daveweigel\/status\/1371837596456914945\" target=\"_blank\" rel=\"nofollow noopener\" data-rapid_p=\"11\" data-v9y=\"1\" data-ylk=\"slk:argues\">argues<\/a>\u00a0that many Democrats may feel conservative courts hold the power on some of these issues, so Republican senators&#8217; posturing is irrelevant.<\/em><\/p><\/blockquote>\n<p>* * *<\/p>\n<p>JPMorgan, meanwhile, assumes that\u00a0<strong>Democrats do not remove the filibuster<\/strong>, which would allow Democrats to more easily pass an infrastructure bill without concessions, and would force them to pursue it through a budget process called &#8216;reconciliation&#8217; &#8211; which allows Democrats to pass legislation by a simple majority in the Senate, yet would also require the support of every single Democrat, which could prove problematic.<\/p>\n<p>That said,\u00a0<strong>Republicans aren&#8217;t necessarily opposed to an infrastructure bill<\/strong>\u00a0&#8211; with McConnell saying on Tuesday that the GOP &#8216;won&#8217;t back tax increases&#8217; in any infrastructure plan.<\/p>\n<p>As we noted\u00a0<a href=\"https:\/\/www.zerohedge.com\/markets\/jpm-explains-why-markets-dont-think-infrastructure-bill-will-become-law-filibuster-changes\">earlier Tuesday<\/a>: Full details on both have yet to be revealed but below JPMorgan has done a quick recap on the tax plan, details of which were published in\u00a0<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-03-15\/biden-eyes-first-major-tax-hike-since-1993-in-next-economic-plan?srnd=premium&amp;sref=G3KZUlEH\">BBG<\/a>.<\/p>\n<ul>\n<li>Raising the corporate tax rate to 28% from 21%<\/li>\n<li>Paring back tax preferences for so-called pass-through businesses, such as limited-liability companies or partnerships<\/li>\n<li>Raising the income tax rate on individuals earning more than $400,000<\/li>\n<li>Expanding the estate tax\u2019s reach<\/li>\n<li>A higher capital-gains tax rate for individuals earning at least $1 million annually.(Biden on the campaign trail proposed applying income-tax rates, which would behigher)<\/li>\n<li>Elizabeth Warren\u2019s \u201cUltra-Millionaire\u201d Tax (<a href=\"https:\/\/www.wsj.com\/articles\/white-house-weighs-how-to-pay-for-long-term-economic-program-11615714201?mod=latest_headlines\">WSJ<\/a>): The legislation would create a 2%annual tax on the net worth of households and trusts between $50 million and $1billion and an additional 1% surtax on those above $1 billion.<\/li>\n<\/ul>\n<p>If Democrats choose to pursue infrastructure via Reconciliation, then the question becomes how Progressive Manchin and Sinema will vote.
