Now an army of Big Biotech\u2019s agencies set up to address \u201cvaccine hesitancy\u201d are turning up their mass marketing to \u201ccreate demand\u201d using surveillance, rapid data analysis, media control, and host of behavior control strategies they\u2019ve outlined in their playbooks.<\/p>\n<h4><strong>Demand plummets<\/strong><\/h4>\n<p>About 40% of the total adult population has been fully vaccinated,\u00a0<a href=\"https:\/\/covid.cdc.gov\/covid-data-tracker\/#vaccinations\">according to data<\/a>\u00a0from the Centers for Disease Control and Prevention (CDC). Uptake plummeted 25% after a peak in mid-April, and 56.4% of adults have had at least one dose of a coronavirus vaccine.<\/p>\n<p>But five million people \u2013 about eight per cent of those who took a first dose of the shot \u2013\u00a0<a href=\"https:\/\/www.ctvnews.ca\/health\/coronavirus\/why-so-many-americans-are-skipping-their-second-covid-19-shot-1.5410984\">failed to show<\/a>\u00a0up for their second dose appointments, according to the CDC.<\/p>\n<p>As a result, excess vaccine stock\u00a0has been piling up across the country. Chairs sat empty at a Philadelphia mass vaccination site where\u00a0<a href=\"https:\/\/www.cbsnews.com\/news\/covid-vaccine-surplus-demand\/\">4,000 unused doses<\/a>\u00a0of vaccines were due to expire. A\u00a0<a href=\"https:\/\/www.nola.com\/news\/coronavirus\/article_2abc9d62-a46e-11eb-8387-b783ac64ccc3.html\">million doses<\/a>, representing one out of every four sent to Louisiana by the federal government, were sitting on shelves. One Wyoming county asked the state to stop shipping vaccines because it had a\u00a0<a href=\"https:\/\/www.wyomingpublicmedia.org\/post\/when-concerns-about-safety-and-side-effects-lead-vaccine-hesitancy#stream\/0\">surplus of 20,000 shots<\/a>; North Carolina\u00a0<a href=\"https:\/\/www.carolinacoastonline.com\/news_times\/article_befd3b34-9c81-11eb-9448-2bdebc3a7b9b.html\">closed its vaccination clinics<\/a>\u00a0for lack of demand.<\/p>\n<p>\u201cFor the first time ever, we\u2019ve had appointments at many vaccination sites that have not been filled,\u201d said Los Angeles County Public Health Director Barbara Ferrer during a\u00a0<a href=\"https:\/\/www.latimes.com\/california\/story\/2021-04-30\/suddenly-l-a-county-has-more-vaccine-than-people-willing-to-take-it-heres-why-this-alarms-officials\">news briefing<\/a>\u00a0last Thursday.<\/p>\n<p>\u201cThere [are] a lot of people around here who \u2026 I don&#8217;t think they want to take the vaccine,\u201d\u00a0<a href=\"https:\/\/www.cbc.ca\/news\/world\/us-vaccine-supply-demand-1.5989684\">chuckled<\/a>\u00a0Ralph Merrill, an engineer who sits on an Alabama county board.<\/p>\n<h4><strong>Vaccine vs. virus fear<\/strong><\/h4>\n<p>Numerous mainstream media fretted about \u201cvaccine hesitancy,\u201d blaming it on\u00a0<a href=\"https:\/\/www.theatlantic.com\/ideas\/archive\/2021\/04\/its-not-vaccine-hesitancy-its-covid-denialism\/618724\/\">COVID-19 denialism<\/a>, \u201cconspiracy theories,\u201d and QAnon followers,\u00a0<a href=\"https:\/\/www.cbc.ca\/news\/world\/us-vaccine-supply-demand-1.5989684\">Trump supporters<\/a>, and minority mistrust of the government with its brutal history of racist\u00a0<a href=\"https:\/\/www.usatoday.com\/story\/news\/health\/2021\/03\/16\/covid-19-vaccine-hesitancy-latino-sterilizations-coronavirus\/6834662002\/\">eugenics<\/a>. No one mentioned that some people just don\u2019t think the vaccine works. The mainstream media simply ignored Yale Professor of Epidemiology Harvey Risch, for example, who revealed that the majority of people now coming down with COVID-19 have been vaccinated against the virus.<\/p>\n<p>Nor did they mention the leading reason for vaccine refusal cited by 45% of those in a\u00a0<a href=\"https:\/\/www.vox.com\/recode\/22330018\/covid-vaccine-hesitancy-misinformation-carnegie-mellon-facebook-survey\">March poll<\/a>\u00a0conducted by the Delphi Group for Facebook researchers, which is fear of side-effects, however. With\u00a0<a href=\"https:\/\/wonder.cdc.gov\/controller\/datarequest\/D8\">reported<\/a>\u00a0adverse events at 118,746 total in the U.S. alone, including 3,410 deaths and 1,595 permanent disabilities, it is a legitimate deterrent. So is the abrupt halt of AstraZeneca\u2019s vaccine for its high rate of\u00a0<a href=\"https:\/\/www.lifesitenews.com\/news\/at-least-nine-countries-pull-astrazenecas-vaccine-over-blood-clot-reports\">blood clots<\/a>, and the\u00a0<a href=\"https:\/\/www.theguardian.com\/society\/2021\/apr\/19\/johnson-johnson-pause-vaccine-hesitancy-us\">pause of Johnson &amp; Johnson\u2019s<\/a>\u00a0vaccine.<\/p>\n<p class=\"callout callout-inverted\">The leading reason for vaccine refusal cited by 45% of those in a\u00a0March poll\u00a0conducted by the Delphi Group for Facebook researchers\u00a0is fear of side-effects. With\u00a0reported\u00a0adverse events at 118,746 total in the U.S. alone, including 3,410 deaths and 1,595 permanent disabilities, it is a legitimate deterrent.<\/p>\n<p>Many people simply fear the novel vaccine more than the novel virus which,\u00a0<a href=\"https:\/\/www.cdc.gov\/coronavirus\/2019-ncov\/hcp\/planning-scenarios.html\">according to the CDC<\/a>, has an overall 99.4% survival rate for those aged 50-65 who get the infection. The odds go up as people get older but decrease if people are younger. For those under 18, the coronavirus fatality rate estimated by the CDC is 0.00002, which translates into a 99.98% COVID survival rate. In fact, for those under 18, the lifetime odds of being\u00a0<a href=\"https:\/\/www.weather.gov\/safety\/lightning-odds\">struck by lightning<\/a>\u00a0are higher than the odds of dying of the virus.<\/p>\n<figure class=\"art-image-inline full-width\"><img decoding=\"async\" class=\"img-responsive\" src=\"https:\/\/assets.lifesitenews.com\/images\/remote\/https_www.lifesitenews.com\/images\/local\/covid_survival_rate.png\" alt=\"Image\" data-sized=\"1\" data-lazy-loaded=\"1\" \/><\/figure>\n<p>Nevertheless, President Joe Biden said Tuesday that now that the bulk of the vaccinated are seniors\u00a0 \u2013 85% of whom have gotten at least their first vaccine dose \u2013 he wants\u00a0<a href=\"https:\/\/www.fiercehealthcare.com\/payer\/biden-outlines-ways-to-get-covid-19-vaccine-to-hesitant-americans-as-demand-ebbs?mkt_tok=Mjk0LU1RRi0wNTYAAAF83VAlkSV5DRUD1yJtoL1OZdkv3-L1grIQPdaso5bDOlggINJ-cDZmwG6d0mxkzyIVxVKblbhwSbgB9D1gGk64nPZJMIRgXSwtvqkZRBeaE0csohLb&amp;mrkid=4595982\">70% of all Americans<\/a>\u00a0to get their first dose by July 4. He specifically pitched the jab to youths and announced his administration would be sending the vaccines to pediatricians to dole out over the coming weeks.<\/p>\n<p>\u201cGetting vaccinated not only protects you but reduces risk of giving the virus to somebody else,\u201d Biden said, employing a classic line of \u201csocial marketing\u201d script from a global industry of behavior change experts compelling people to take the shot.<\/p>\n<h4><strong>Vaccination Demand Observatory<\/strong><\/h4>\n<p>\u201c[P]ublic health experts know that the last inch \u2013 getting the vaccine from vial to arm \u2013 can be the hardest,\u201d according to the\u00a0<a href=\"https:\/\/vaccinationdemandobservatory.org\/about\">Vaccination Demand Observatory<\/a><\/p>\n<p>Launched\u00a0<a href=\"https:\/\/www.thefinancialexpress.com.bd\/health\/pgp-unicef-yale-launches-vaccination-demand-observatory-1619704199\">last week<\/a>, the Observatory runs a \u201cbeta dashboard\u201d of data and resources \u201cintended for select global public health professionals.\u201d<\/p>\n<p>The Observatory was established by a group called the\u00a0<a href=\"https:\/\/publicgoodprojects.org\/modals\/work\/vaccines\">Public Good Projects<\/a>\u00a0(PGP) which \u201cdesigns and implements large-scale behavior change programs for the public good,\u201d\u00a0<a href=\"https:\/\/www.unicef.org\/press-releases\/vaccination-demand-observatory-launched-strengthen-local-communication-programmes\">UNICEF<\/a>\u00a0\u2013 which has received $86.6 million from the Bill and Melinda Gates Foundation since 2020 \u2013 and the Gates-subsidized\u00a0<a href=\"https:\/\/medicine.yale.edu\/yigh\/\">Yale Institute for Global Health<\/a>. .<\/p>\n<p>PGP was founded by\u00a0<a href=\"https:\/\/www.shatterproof.org\/about-us\/leadership\/joe-smyser\">Joe Smyser<\/a>, a public health academic who trained at the CDC and has partnered with Google and Facebook. Its board members include executives from Merck pharmaceuticals, Pepsi, Levi-Strauss, the Advertising Council, Sesame Street, Campbell\u2019s, and TikTok.<\/p>\n<p>PGP\u2019s website says that through \u201cmedia monitoring and bots, grassroots social media organizing, or thought leadership, we deploy our considerable resources and connections to communication for change.\u201d<\/p>\n<p>Bots \u2013 or internet robots, also known as crawlers \u2013 can scan content on webpages all over the internet and create automated conversations and comments.<\/p>\n<p>\u201cPGP is monitoring coronavirus-related media conversations 24\/7 to provide organizations with real-time public health expertise and messaging guidance.\u201d<\/p>\n<p class=\"callout callout-inverted right\">The supposed danger of the disease needs to be emphasized, because\u00a0\u2018If people perceive that they are at low risk of contracting COVID-19, or that the consequences of becoming infected will not be severe, they will be less willing to get vaccinated.\u2019<\/p>\n<p>The group has promoted vaccines before. It developed the\u00a0<a href=\"https:\/\/publicgoodprojects.org\/modals\/work\/vaccines\">#StopFlu campaign<\/a>, recruiting 120 \u201c\u2018micro\u2019 social media influencers\u201d in the \u201cAfrican American and Latinx communities across eight states\u201d and giving them prompts to sell their audiences the ideas that flu is a serious problem and that healthy people need flu shots.<\/p>\n<p>PGP\u2019s\u00a0<a href=\"https:\/\/vaccinationdemandobservatory.org\/about\">Observatory<\/a>\u00a0says it aims to \u201cmitigate\u2026mistrust on all vaccines.\u201d Awash in Brave New World speak, the program\u2019s \u201cthree pillars\u201d are \u201csocial listening analytics,\u201d a training program, and a \u201cVaccine Acceptance Interventions Lab\u201d (VAIL) to \u201cdraw upon behavioral and social research and insights from social listening\u201d and to develop &#8220;inoculation messages to vaccinate people against vaccine misinformation.\u201d These would be \u201crapid field tested for tone, format and behavior change impact before being implemented.\u201d<\/p>\n<p>In 2020, the World Health Organization (WHO) created a new public health field called \u201c<a href=\"https:\/\/www.who.int\/news-room\/events\/detail\/2020\/06\/30\/default-calendar\/1st-who-infodemiology-conference\">infodemiology\u201d<\/a>\u00a0\u2013 the \u201cscience of managing infodemics.\u201d PGP and UNICEF are leading the \u201cField Infodemiologist Training Program (FITP)\u201d based in UNICEF country offices, government offices, and offices of other \u201cmultilateral partners\u201d to train \u201cfield infodemic managers\u201d to conduct \u201cpublic health surveillance for misinformation\u201d and provide \u201ccommunity support in \u201cmisinformation outbreaks.<\/p>\n<div class=\"ad-block ad-content ad-pos-mid\" data-mobile=\"84459\" data-desktop=\"84456\" data-entry-id=\"215330\"><\/div>\n<h4><strong>Big Biotech\u2019s global network<\/strong><\/h4>\n<p>Among the huge network of organizations and programs involved in the vast mass marketing of vaccine demand \u2013 besides the WHO, CDC, UNICEF, PGP, and Yale \u2013 key orchestrators include:<\/p>\n<ul>\n<li><a href=\"https:\/\/stronger.org\/about\">Stronger<\/a>\u00a0\u2013 a new national campaign formed by an \u201cever-growing number of public and private sector partners\u201d including PGP,\u00a0<a href=\"https:\/\/about.google\/?fg=1&amp;utm_source=google-CA&amp;utm_medium=referral&amp;utm_campaign=hp-header\">Google<\/a>\u00a0and BIO. \u201cWhether it\u2019s vaccine misinformation or climate change denial, we\u2019re seeing a dangerous strain of anti-science rhetoric growing online,\u201d its website says. \u201cOur aim is to cut through the noise and normalize the truth.\u201d<\/li>\n<li><a href=\"https:\/\/www.bio.org\/\">BIO<\/a>\u00a0\u2013 Biotechnology Innovation Organization (BIO), the world\u2019s largest biotech advocacy association representing member companies including vaccine manufacturers Pfizer Inc., Moderna Therapeutics Inc., Johnson &amp; Johnson, Janssen Biotech, and GlaxoSmithKline as well as big agriculture companies like Monsanto along with academic institutions and \u201crelated organizations.\u201d<\/li>\n<li><a href=\"https:\/\/rcaid.org\/\">Project RCAID<\/a>\u00a0\u2013 created by PGP for \u201cRapid Collection Analysis Interpretation and Dissemination\u201d \u2013 provides \u201creal-time media monitoring with daily analyses from public health experts.\u201d<\/li>\n<li><a href=\"https:\/\/zignallabs.com\/\">Zignal Labs<\/a>\u00a0\u2013 a \u201cmedia intelligence platform\u201d to \u201ccraft messages\u201d and \u201ctake control of threatening narratives before they emerge.\u201d<\/li>\n<li>Family Health International or\u00a0<a href=\"https:\/\/www.fhi360.org\/\">FHI 360<\/a>\u00a0\u2013 an organization that uses \u201csocial psychology, anthropology, behavioral economics, social marketing, and other behavioral sciences\u201d to effect behavior change. It has received tens of millions from the Bill and Melinda Gates Foundation to \u201ccreate demand for\u00a0<a href=\"https:\/\/www.fhi360.org\/projects\/contraceptive-technology-innovation-cti-initiative\">long-acting contraceptives<\/a>\u201d in poor countries. Its donors also include the CDC, the World Bank, and vaccine-maker Johnson &amp; Johnson. It\u2019s now in the business of creating COVID-19 vaccine demand, too.<\/li>\n<\/ul>\n<h4><strong>Playbook rules<\/strong><\/h4>\n<p>In the world of \u201cinfodemic management,\u201d one will inevitably come across the name of Jeff French, Professor at Brighton University and author of<em>\u00a0Strategic Social Marketing: For Behaviour and Social Change,<\/em>\u00a0whose text is referenced in most of the guides to mass marketing vaccines. French published a\u00a0<a href=\"https:\/\/www.mdpi.com\/1660-4601\/17\/16\/5893\">paper<\/a>\u00a0in July 2020 with the pandemic just a few months underway and a vaccine reportedly still unavailable for years to come about \u201cPre-Emptive COVID-19 Vaccination Uptake Promotion Strategy.\u201d His tips have evidently inspired much of the standard pandemic vaccine sell:<\/p>\n<ul>\n<li>\u201cEffective campaigning against vaccine misinformation should focus on the dangers of the disease\u201d and \u201cdraw on the powerful motivator of fear of loss along with the possibility of gain of positive health\u201d<\/li>\n<li>\u201cAppeal to emotions since data alone will not be enough.\u201d<\/li>\n<li>Do not put adverse events at the center of\u00a0 \u201cdemand creation efforts\u201d but \u201cbe sure to contextualize them\u201d and help audiences understand that \u201cmost will be rare and of limited duration.\u201d<\/li>\n<li>\u201cAny media management and engagement strategy that is developed will need to include proactive, rolling media briefings, story generation, editorial feeds\u2026and will also need to include 24\/7 media monitoring and rebuttal\/correction systems.\u201d<\/li>\n<li>Authorities should have \u201cagreements in place\u201d about \u201chow and when misleading information and advocates of such information should be removed and flagged as being problematic on social media.\u201d<\/li>\n<li>Repeat \u201cpositive messaging that emphasizes the protective (individual, family, and community) benefits of the vaccine and the loss associated with not being vaccinated (death, poor health, loss of freedom and social solidarity, inability to travel\u201d etc.)<\/li>\n<li>\u201cPartner\u201d with the pharmaceutical industry, other for-profits, and NGOs to promote vaccines.<\/li>\n<li>\u201cSeek interventions\u201d with key leaders in the anti-vaccination community and \u201cseek to turn such informants into advocates for vaccination.\u201d<\/li>\n<li>\u201cContinue to promote other protective behaviors such as handwashing and physical distancing.\u201d<\/li>\n<li>\u201cIntegrate financial and non-financial incentives\u2026 along with penalties for non-compliance by imposing restrictions on travel, education, or employment.\u201d<\/li>\n<li>\u201cGovernments will need to deliver and communicate what mix of incentives and penalty interventions will be used to promote demand.\u201d<\/li>\n<\/ul>\n<p>Behavior modification and operant conditioning techniques are a frequent theme of French\u2019s writings; a 2014 paper he wrote for the European Centre for Disease Prevention and Control on vaccine uptake said \u201cbehavioural interventions should seek to reward desired behaviours and when appropriate penalise inappropriate behaviour.\u201d<\/p>\n<p>A range of playbooks for public health agencies and \u201cstakeholders\u201d on strategies to make people take the shot follow on French\u2019s instructions. The World Health Organization issued a \u201ctechnical advisory\u201d on the heels of French\u2019s guidelines called\u00a0<a href=\"https:\/\/apps.who.int\/iris\/bitstream\/handle\/10665\/337335\/9789240016927-eng.pdf?sequence=1&amp;isAllowed=y\">Behavioral Considerations for Acceptance and Uptake of COVID-19 Vaccines<\/a>\u00a0in October, still two months before a shot was even available. Some of its advice is sounding very familiar now:<\/p>\n<ul>\n<li>\u201c<strong>Leverage anticipated regret in communications<\/strong>.\u201d For example, by \u201casking people how they would feel if they do not get vaccinated and end up contracting COVID-19 or transmitting it to loved ones.\u201d<\/li>\n<li>\u201c<strong>Emphasize the social benefits<\/strong>.\u201d Tell people that \u201cvaccination not only benefits the individual\u201d but builds \u201cherd\u201d or \u201cpopulation immunity\u201d<\/li>\n<li>\u201c<strong>Putting emphasis on the economic benefits<\/strong>, such as being able to stay in the workforce and provide for one\u2019s family, might also encourage vaccination\u201d<\/li>\n<li><strong>\u201cManage expectations.\u201d\u00a0<\/strong>Since vaccine uptake may be \u201cundermined by COVID-19 vaccines being not fully effective, meaning that people will have to continue to engage in preventive behaviour (e.g. maskwearing and physical distancing) even if and after they have been vaccinated.\u201d<\/li>\n<li><strong>Emphasize danger of disease<\/strong>. \u201cIf people perceive that they are at low risk of contracting COVID-19, or that the consequences of becoming infected will not be severe, they will be less willing to get vaccinated.\u201d<\/li>\n<li><strong>Downplay dangers of vaccination and adverse event<\/strong>s. \u201cSome people may try to compare the risk of getting infected with that of taking a new vaccine, and determine that between the two, the risk of COVID-19 is lower.\u201d Adverse events are \u201coften inevitable when large numbers of people get vaccinated in a short period of time.\u201d Neutralize the blow by \u201ccommunicating proactively about uncertainty\u201d and risk of vaccine-associated disability and death.<\/li>\n<\/ul>\n<h4><strong>\u2018Field Guide\u2019<\/strong><\/h4>\n<p>UNICEF and PGP\u2019s\u00a0<a href=\"https:\/\/www.unicef.org\/mena\/reports\/vaccine-misinformation-management-field-guide\">Vaccine Misinformation Management Field Guide<\/a>\u00a0advises vaccine promoters to \u201cconsider putting vaccination in a \u2018gain frame\u2019.
