Our success depends upon our partnership with other federal, state, and local agencies. The USA PATRIOT Act was passed in 2001 for the purpose of &#8220;Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism&#8221;. This far-reaching law gave us a wide range of new tools to detect and prevent terrorism. Our partners transmit a steady flow of intelligence information 24-hours a day from across the nation. The incoming data is indexed, stored, and shared throughout the Intelligence Community on our\u00a0<a href=\"http:\/\/www.odni.gov\/index.php\/newsroom\/ic-in-the-news\/187-ic-in-the-news-2012\/791-intelligence-agencies-move-towards-single-super-cloud?highlight=YToyOntpOjA7czo1OiJjbG91ZCI7aToxO3M6NjoiY2xvdWRzIjt9\" target=\"_blank\" rel=\"noopener\">massive cloud computing network<\/a>.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/nsa.gov1.info\/dni\/2014\/no-place-to-hide\/partners\/4.jpg\" width=\"600\" \/><\/p>\n<p><a id=\"fusion\" name=\"fusion\"><\/a><\/p>\n<h4>Suspicious Activity Reporting &#8211; Fusion Centers<\/h4>\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/JxG_2jmGEaQ\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\" data-mce-fragment=\"1\"><\/iframe><br \/>\nThe Nationwide Suspicious Activity Reporting (SAR) Initiative (NSI) is a collaborative effort led by the U.S. Department of Justice in partnership with the Department of Homeland Security, the FBI, and state and local law enforcement partners. It was also\u00a0<a href=\"https:\/\/www.forbes.com\/sites\/kashmirhill\/2012\/12\/14\/the-little-known-spy-agency-that-knows-your-flight-plans-and-much-more\/\" target=\"_blank\" rel=\"noopener\">recently given the authority<\/a>\u00a0to examine the government files of U.S. citizens for possible criminal behavior, even if there is no reason to suspect them.<\/p>\n<p>&nbsp;<\/p>\n<h4>FBI Terrorist Screening Center<\/h4>\n<p><img loading=\"lazy\" decoding=\"async\" title=\"FBI Terrorist Screening Center\" src=\"https:\/\/nsa.gov1.info\/partners\/fbi-terrorist-screening-center.JPG\" alt=\"FBI Terrorist Screening Center\" width=\"630\" height=\"267\" \/><br \/>\nThe\u00a0<a href=\"https:\/\/www.fbi.gov\/about-us\/nsb\/tsc\" target=\"_blank\" rel=\"noopener\">FBI Terrorist Screening Center<\/a>\u00a0(TSC) was established in 2003 by Homeland Security Presidential Directive 6 which directed that a center be established to consolidate the government&#8217;s approach to terrorism screening. The TSC maintains the U.S. government&#8217;s consolidated\u00a0<a href=\"https:\/\/www.documentcloud.org\/documents\/1227228-2013-watchlist-guidance.html#document\/p1\" target=\"_blank\" rel=\"noopener\">Terrorist Watch list<\/a>, a single database of identifying information about those known or reasonably suspected of being involved in terrorist activity.<\/p>\n<p><a href=\"https:\/\/nsa.gov1.info\/partners\/terrorist-screening-watchlist.jpg\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"border\" title=\"View larger\" src=\"https:\/\/nsa.gov1.info\/partners\/terrorist-screening-database.jpg\" alt=\"Terrorist screening database information flow\" width=\"630\" border=\"0\" \/><\/a><\/p>\n<p>&nbsp;<\/p>\n<h4>FBI Surveillance Aircraft<\/h4>\n<p><a href=\"https:\/\/bigstory.ap.org\/article\/4b3f220e33b64123a3909c60845da045\/fbi-behind-mysterious-surveillance-aircraft-over-us-cities\" target=\"_blank\" rel=\"noopener\">FBI airplanes<\/a>\u00a0equipped with high-tech cameras and sophisticated surveillance technology capable of tracking thousands of cellphones below fly circular routes daily around many major U.S. cities\u00a0<a href=\"http:\/\/nstarpost.com\/17518\/129128\/a\/tracking-the-fbi-sky-spies-govt-aerial-surveillance-fleet\" target=\"_blank\" rel=\"noopener\">tracking<\/a>\u00a0targets and gathering intelligence. The clickable map below shows the unusual flight patterns in some of the targeted areas.\u00a0<a href=\"https:\/\/www.google.com\/maps\/d\/u\/0\/viewer?mid=zM0UALhmFlLk.kwSArKe6QQLE\" target=\"_blank\" rel=\"noopener\">View full size map<\/a>.<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.google.com\/maps\/d\/u\/1\/embed?mid=zM0UALhmFlLk.kwSArKe6QQLE&amp;z=4&amp;ll=40.005474,%20-96.559376\" width=\"640\" height=\"480\" data-mce-fragment=\"1\"><\/iframe><\/p>\n<h4>Other Partnerships We Can Publicly Disclose<\/h4>\n<p><strong>FBI<\/strong>\u00a0&#8211; The FBI is our go-to partner for much of our nation&#8217;s domestic surveillance needs:<\/p>\n<ul>\n<li>Information collected from the use of National Security Letters authorized by the PATRIOT Act<\/li>\n<li>Phone calls and text messages from the\u00a0<a href=\"https:\/\/www.itdashboard.gov\/sites\/default\/files\/exhibit300\/reports\/2011\/public\/20120307\/011-10-01-02-01-2503-00.pdf\" target=\"_blank\" rel=\"noopener\">FBI Digital Collection System<\/a>\u00a0(DCSNet)<\/li>\n<li>&#8220;Google-like&#8221; search capability of citizen information from the\u00a0<a href=\"https:\/\/info.publicintelligence.net\/FBI-NDEx-Overview.pdf\" target=\"_blank\" rel=\"noopener\">FBI Law Enforcement National Data Exchange Program<\/a>\u00a0(N-DEx)<\/li>\n<li>Cell phone location tracking from the Stingray &#8220;IMSI catchers&#8221; (International Mobile Subscriber Identity) masquerading as cell phone towers<\/li>\n<li>Massive FBI data-mining project with more than 1.5 billion government and private-sector records about citizens and foreigners collected by the FBI\u2019s\u00a0<a href=\"http:\/\/phasezero.gawker.com\/this-shadow-government-agency-is-scarier-than-the-nsa-1707179377\" target=\"_blank\" rel=\"noopener\">National Security Analysis Center<\/a>\u00a0(NSAC)<\/li>\n<\/ul>\n<p><strong>CIA<\/strong>\u00a0&#8211; The Central Intelligence Agency has\u00a0<a href=\"http:\/\/www.huffingtonpost.com\/2013\/03\/20\/cia-gus-hunt-big-data_n_2917842.html\" target=\"_blank\" rel=\"noopener\">publicly<\/a>\u00a0committed to increasing its data collection efforts. CIA Chief Technology Officer Gus Hunt explains why: &#8220;The value of any piece of information is only known when you can connect it with something else that arrives at a future point in time. Since you can&#8217;t connect dots you don&#8217;t have, we fundamentally try to collect everything and hang on to it forever.&#8221;<\/p>\n<p><strong>DHS<\/strong>\u00a0&#8211; TSA airline passenger data; surveillance data from unmanned domestic Predator B drones patrolling the northern and southern borders<\/p>\n<p><strong>Treasury<\/strong>\u00a0&#8211; Cash Transaction Reporting and Suspicious Activity Reporting data<\/p>\n<p><strong>U.S. Postal Service<\/strong>\u00a0&#8211; The exterior of every piece of paper mail processed in the United States is photographed and stored by the &#8220;Mail Isolation Control and Tracking program&#8221;. Some post offices\u00a0<a href=\"http:\/\/kdvr.com\/2015\/03\/11\/mysterious-spy-cameras-collecting-data-at-post-offices\/\" target=\"_blank\" rel=\"noopener\">have installed hidden cameras<\/a>\u00a0outside to capture and record the license plates and facial features of customers leaving the parking lots.<\/p>\n<p><strong>United States Congress<\/strong>\u00a0&#8211; In 2011, Congress extended three key provisions of the PATRIOT Act for another four years. (<a href=\"https:\/\/www.govtrack.us\/congress\/votes\/112-2011\/s84\" target=\"_blank\" rel=\"noopener\">Senate vote<\/a>\u00a0\/\u00a0<a href=\"https:\/\/www.govtrack.us\/congress\/votes\/112-2011\/h376\" target=\"_blank\" rel=\"noopener\">House vote<\/a>).\u00a0 In 2012, Congress reauthorized the FISA Amendments Act. (<a href=\"https:\/\/www.govtrack.us\/congress\/votes\/112-2012\/s236\" target=\"_blank\" rel=\"noopener\">Senate vote<\/a>\u00a0\/\u00a0<a href=\"https:\/\/www.govtrack.us\/congress\/votes\/112-2012\/h569\" target=\"_blank\" rel=\"noopener\">House vote<\/a>).\u00a0 In 2015, both houses of Congress passed the USA Freedom Act which legally codifies our dragnet data collection while happily appeasing the civil liberties folks (<a href=\"https:\/\/firstlook.org\/theintercept\/2015\/05\/13\/usa-freedom-act\/\" target=\"_blank\" rel=\"noopener\">a double win<\/a>!).<\/p>\n<p><strong>State\/Local government<\/strong>\u00a0&#8211; Electronic transit cards; electronic toll collectors; vehicle information and location data captured by\u00a0<a href=\"https:\/\/www.washingtonpost.com\/local\/license-plate-readers-a-useful-tool-for-police-comes-with-privacy-concerns\/2011\/11\/18\/gIQAuEApcN_story.html\" target=\"_blank\" rel=\"noopener\">license plate readers<\/a>; public transportation video\/audio surveillance systems<\/p>\n<p><strong>British Spy Agency GCHQ<\/strong>\u00a0&#8211; The GCHQ (<a href=\"https:\/\/www.gchq.gov.uk\/AboutUs\/Pages\/index.aspx\" target=\"_blank\" rel=\"noopener\">UK Government Communications Headquarters<\/a>) through its &#8220;<a href=\"https:\/\/nsa.gov1.info\/dni\/index.html#gchq\" target=\"_blank\" rel=\"noopener\">Mastering the Internet<\/a>&#8221; and &#8220;<a href=\"https:\/\/nsa.gov1.info\/dni\/index.html#global\" target=\"_blank\" rel=\"noopener\">Global Telecoms Exploitation<\/a>&#8221; programs uses secret agreements with commercial companies allowing them to tap into the transatlantic fiber-optic cables carrying the world&#8217;s phone calls and internet traffic.
