The paper acknowledges funding from the NIAID\/NIH, and the research meets the Department of Health and Human Services\u2019 definition of gain-of-function research<\/span><\/li>\n<li><span id=\"bcr_rptStory_cslStory_3\">According to the National Science Advisory Board for Biosecurity, \u201cThe term \u2018gain-of-function\u2019 is generally used to refer to changes resulting in the acquisition of new, or an enhancement of existing, biological phenotypes\u201d<\/span><\/li>\n<li><span id=\"bcr_rptStory_cslStory_4\">In a June 2021 essay, professor Jeffrey Sachs, head of The Lancet\u2019s commission tasked with investigating COVID\u2019s origin, described how the NIAID has funded gain-of-function research at the WIV, stating it\u2019s \u201ccommon knowledge in the U.S. scientific community that NIH has \u2026 supported genetic recombinant research on SARS-like viruses that many scientists describe as GOFROC [gain-of-function research of concern]\u201d<\/span><\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div id=\"bodytext\" class=\"bodytextdiv\" data-swiftype-name=\"postbody\" data-swiftype-type=\"text\">\n<p>In an August 31, 2021, substack article,<sup><span id=\"edn1\" data-hash=\"#ednref1\">1<\/span><\/sup> Paul Thacker, an investigative reporter and former investigator with the U.S. Senate, reviews evidence he claims shows Dr. Anthony Fauci lied to Congress, an offense punishable by up to five years in prison, provided the false statements are materially relevant and knowingly false.<\/p>\n<blockquote><p><em>\u201cA new investigative documentary by the U.K.&#8217;s Channel 4<sup><span id=\"edn2\" data-hash=\"#ednref2\">2<\/span><\/sup> detailed some of the strongest evidence to date that the COVID19 pandemic may have started from a lab leak in Wuhan, China,\u201d<\/em> Thacker writes.<sup><span id=\"edn3\" data-hash=\"#ednref3\">3<\/span><\/sup><\/p><\/blockquote>\n<blockquote><p><em>\u201cAt the very least, the documentary\u2019s interviews with experts and review of documents made explicit how China has misled the world about its research with dangerous pathogens \u2026<\/em><\/p><\/blockquote>\n<blockquote><p><em>The documentary clarified one other point: Anthony Fauci lied before Congress and the American public when he claimed during a congressional hearing that he has not funded gain-of-function research conducted by the Wuhan Institute of Virology \u2026<\/em><\/p><\/blockquote>\n<blockquote><p><em>President Biden has campaigned on honesty and decency. The question now for President Biden is, \u2018What will you do with Fauci now that he has broken the law and violated the public trust by lying before Congress?\u2019\u201d<\/em><\/p><\/blockquote>\n<h2>Fauci Redefines Scientific Terms on the Fly<\/h2>\n<p>In what appears to be an attempt to extricate himself from blame for the COVID pandemic, Fauci \u2014 director of the National Institute for Allergy and Infectious Diseases (NIAID), an arm of the National Institutes for Health (NIH), since 1986 \u2014 denied ever having funded gain-of-function research at the WIV or elsewhere when questioned by members of the Senate Health, Education, Labor, and Pensions Committee in May 2021.<sup><span id=\"edn4\" data-hash=\"#ednref4\">4<\/span><\/sup><\/p>\n<aside class=\"takeaway tamiddle\">The term \u2018gain-of-function\u2019 is generally used to refer to changes resulting in the acquisition of new, or an enhancement of existing, biological phenotypes. ~ National Science Advisory Board for Biosecurity<\/aside>\n<div class=\"MidProductAd\"><\/div>\n<p>According to Thacker, the evidence clearly refutes this. One \u201csmoking gun\u201d is a research article written by WIV scientists titled \u201cDiscovery of a Rich Gene Pool of Bat SARS-Related Coronaviruses Provides New Insights Into the Origin of SARS Coronavirus.\u201d<sup><span id=\"edn5\" data-hash=\"#ednref5\">5<\/span><\/sup> This research was funded by the NIH and meets the Department of Health and Human Services\u2019 definition of gain-of-function research.<sup><span id=\"edn6\" data-hash=\"#ednref6\">6<\/span>,<\/sup><sup><span id=\"edn7\" data-hash=\"#ednref7\">7<\/span><\/sup><\/p>\n<p>The Channel 4 documentary addressed this paper. When asked whether the NIH ever funded gain-of-function research at the WIV, David Relman, a research physician at Stanford University, replies, \u201cYes. Indirectly, but yes. How do we know? The paper says, right on the front page, \u2018Supported by NIAID, NIH.\u2019\u201d The clip featuring Relman is included below.<\/p>\n<div class=\"video-rwd\">\n<figure class=\"op-interactive aspect-ratio\"><iframe loading=\"lazy\" id=\"iFrameResizer0\" class=\" mlazyloaded\" title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/9EnMGpHX8to?wmode=transparent&amp;rel=0\" width=\"560\" height=\"315\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\" data-mlazyload-src=\"https:\/\/www.youtube.com\/embed\/9EnMGpHX8to?wmode=transparent&amp;rel=0\" data-mce-fragment=\"1\"><\/iframe><\/figure>\n<\/div>\n<p>As previously reported by the National Review,<sup><span id=\"edn8\" data-hash=\"#ednref8\">8<\/span><\/sup> we know the WIV received NIAID\/NIH funding to create novel chimeric SARS-related coronaviruses capable of infecting both human cells and lab animals. \u201cChimeric viruses\u201d refers to artificial man-made viruses, hybrid organisms created through the joining of two or more different organisms.<\/p>\n<p>This is precisely what gain-of-function research is all about. According to a 2016 report<sup><span id=\"edn9\" data-hash=\"#ednref9\">9<\/span><\/sup> from the National Science Advisory Board for Biosecurity, \u201cThe term \u2018gain-of-function\u2019 is generally used to refer to changes resulting in the acquisition of new, or an enhancement of existing, biological phenotypes.\u201d<\/p>\n<p>Fauci now wants to adopt a far narrower definition of gain-of-function research that takes into account the supposed intent behind the research, but that really doesn\u2019t make sense. Just because you don\u2019t set out with intent to harm doesn\u2019t mean your creation can\u2019t cause harm or might inadvertently cause harm.<\/p>\n<div class=\"productad\"><\/div>\n<h2>US Funding of Gain-of-Function Research Was Well-Established<\/h2>\n<p>According to Thacker, \u201cFauci certainly knew that the WIV he was helping to fund conducted gain-of-function studies, because it has been common knowledge.\u201d<sup><span id=\"edn10\" data-hash=\"#ednref10\">10<\/span><\/sup> For example, a year before Fauci was queried by Congress, Newsweek reported that:<sup><span id=\"edn11\" data-hash=\"#ednref11\">11<\/span><\/sup><\/p>\n<blockquote><p><em>\u201cIn 2019, with the backing of NIAID, the National Institutes of Health committed $3.7 million over six years for research that included some gain-of-function work. The program followed another $3.7 million, 5-year project for collecting and studying bat coronaviruses, which ended in 2019, bringing the total to $7.4 million &#8230;<\/em><\/p><\/blockquote>\n<blockquote><p><em>The NIH research consisted of two parts. The first part<sup><span id=\"edn12\" data-hash=\"#ednref12\">12<\/span><\/sup> began in 2014 and involved surveillance of bat coronaviruses \u2026 The program funded Shi Zheng-Li, a virologist at the Wuhan lab \u2026 to investigate and catalogue bat coronaviruses in the wild. This part of the project was completed in 2019.<\/em><\/p><\/blockquote>\n<blockquote><p><em>A second phase<sup><span id=\"edn13\" data-hash=\"#ednref13\">13<\/span><\/sup> of the project, beginning that year, included \u2026 gain-of-function research for the purpose of understanding how bat coronaviruses could mutate to attack humans. The project was run by EcoHealth Alliance \u2026 under the direction of President Peter Daszak \u2026 NIH canceled the project \u2026 April 24 [2020] \u2026<\/em><\/p><\/blockquote>\n<blockquote><p><em>Many scientists have criticized gain of function research, which involves manipulating viruses in the lab to explore their potential for infecting humans, because it creates a risk of starting a pandemic from accidental release.\u201d<\/em><\/p><\/blockquote>\n<p>Around that same time, former Acting Director of the CIA Michael Morell told Politico<sup><span id=\"edn14\" data-hash=\"#ednref14\">14<\/span><\/sup> that \u201cif the virus leaked from a Wuhan lab, the U.S. would shoulder some of the blame since it funded research at that lab through government grants from 2014 to 2019.\u201d<\/p>\n<p>Mid-January 2021, the U.S. State Department published a fact sheet accusing the Chinese government of being obsessively secretive about gain-of-function research at the WIV, and that it was collaborating with the Chinese military on secret projects.<\/p>\n<p>The fact sheet has since been removed from the State Department\u2019s website, but was reported by a number of outlets at the time. Among them, Life Site News, which wrote:<sup><span id=\"edn15\" data-hash=\"#ednref15\">15<\/span><\/sup><\/p>\n<blockquote><p><em>\u201cIn a \u2018Fact Sheet\u2019 posted online \u2026 the Department of State (DOS) presented three distinct elements about the origin of the virus, which \u2018deserve greater scrutiny\u2019 \u2026 The first of the three issues needing further investigation, was the outbreak of illness inside the Wuhan Institute of Virology (WIV). <\/em><\/p><\/blockquote>\n<blockquote><p><em>The DOS revealed it had \u2018reason to believe\u2019 that \u2018several researchers inside the WIV became sick in autumn 2019, before the first identified case of the outbreak, with symptoms consistent with both COVID-19 and common seasonal illnesses\u2019 \u2026<\/em><\/p><\/blockquote>\n<blockquote><p><em>Additionally, the DOS noted that researchers in the WIV had been performing experiments on \u2018RaTG13, the bat coronavirus identified by the WIV in January 2020 as its closest sample to SARS-CoV-2 (96.2% similar)\u2019 since at least \u20182016.\u2019<\/em><\/p><\/blockquote>\n<blockquote><p><em>The laboratory also \u2018has a published record of conducting \u2018gain-of-function\u2019 research to engineer chimeric viruses.\u2019 Such research, gain-of-function research, is a kind which \u2018improves the ability of a pathogen to cause disease.\u2019\u201d<\/em><\/p><\/blockquote>\n<h2>Additional Reports Citing Gain-of-Function Research<\/h2>\n<p>March 6, 2021, the editorial board of The Washington Post published an article<sup><span id=\"edn16\" data-hash=\"#ednref16\">16<\/span><\/sup> calling for an independent investigation into the origin of SARS-CoV-2. In that article, the board pointed out that:<\/p>\n<blockquote><p><em>\u201c\u2026 a senior researcher at the Wuhan Institute of Virology, Shi Zhengli, was working on \u2018gain-of-function\u2019 experiments, which involve modifying viral genomes to give them new properties, including the ability to infect lung cells of laboratory mice that had been genetically modified to respond as human respiratory cells would.\u201d<\/em><\/p><\/blockquote>\n<p>The board also noted that Shi was \u201cworking with bat coronaviruses that were genetically very similar to the one that caused the pandemic.\u201d A few months later, in a June 22, 2021, essay,<sup><span id=\"edn17\" data-hash=\"#ednref17\">17<\/span><\/sup>professor Jeffrey Sachs, head of The Lancet\u2019s commission tasked with investigating COVID\u2019s origin, also described how the NIAID has funded gain-of-function research at the WIV:<\/p>\n<blockquote><p><em>\u201c<\/em><em>It is in fact common knowledge in the U.S. scientific community that NIH has indeed supported genetic recombinant research on SARS-like viruses that many scientists describe as GOFROC [gain-of-function research of concern].<\/em><\/p><\/blockquote>\n<blockquote><p><em>The peer-reviewed scientific literature reports the results of such NIH-supported recombinant genetic research on SARS-like viruses. More specifically, it is clear that the NIH co-funded research at the WIV that deserves scrutiny under the hypothesis of a laboratory-related release of the virus.\u201d<\/em><\/p><\/blockquote>\n<h2>\u2018Fauci\u2019s COVID-19 Treachery\u2019<\/h2>\n<p>Someone who has taken a particular interest in Fauci\u2019s potential role in this pandemic is Dr. Peter Breggin, a Harvard-trained psychiatrist and former consultant for the National Institute of Mental Health. In October 2020, he published the report<sup><span id=\"edn18\" data-hash=\"#ednref18\">18<\/span><\/sup> \u201cDr. Fauci\u2019s COVID-19 Treachery,\u201d detailing Fauci\u2019s ties to the Chinese Communist Party (CCP) and its military.<\/p>\n<p>Breggin is convinced Fauci \u201chas been the major force\u201d behind research activities that enabled the CCP to manufacture lethal SARS coronaviruses, which in turn led to the release \u2014 whether accidental or not \u2014 of SARS-CoV-2 from the WIV.<\/p>\n<p>He claims Fauci has helped the CCP obtain \u201cvaluable U.S. patents,\u201d and that he, in collaboration with the CCP and the WHO, initially suppressed the truth about the origins and dangers of the pandemic, thereby enabling the spread of the virus from China to the rest of the world.<\/p>\n<p>Fauci has, and continues to, shield the CCP and himself, Breggin says, by \u201cdenying the origin of SARS-CoV-2\u201d and \u201cdelaying and thwarting worldwide attempts to deal rationally with the pandemic.\u201d<\/p>\n<p>In the executive summary of the report, Breggin documents 15 questionable activities that Fauci has been engaged in, starting with the fact that he funded dangerous gain-of-function research on bat coronaviruses, both by individual Chinese researchers and the WIV in collaboration with American researchers. This research, Breggin says, allowed the CCP and its military to create their own bioweapons, including SARS-CoV-2.<\/p>\n<h2>Will Fauci Be Held Accountable?<\/h2>\n<p>According to Thacker, \u201cit\u2019s obvious\u201d Fauci \u201cbroke the law and misled Congress.\u201d He adds:<sup><span id=\"edn19\" data-hash=\"#ednref19\">19<\/span><\/sup><\/p>\n<blockquote><p><em>\u201cThis is not my personal opinion; I was required to know and enforce the relevant provisions of the law during the three years I ran investigations in the Senate. On two occasions I had to consult with Senate Legal Counsel and then warn people about lying to Congress \u2026<\/em><\/p><\/blockquote>\n<blockquote><p><em>Fauci lied while testifying before Congress. Fauci lied to the American people. Several lines of evidence make this clear. But catching Fauci lying and breaking the law does little good, because the Department of Justice prosecutes people for lying to Congress, and the Department of Justice is run \u2026 by the Biden administration. So what is President Biden going to do about this?\u201d<\/em><\/p><\/blockquote>\n<p>During an appearance on the Hannity Show, July 20, 2021, U.S. Sen. Rand Paul \u2014 who has grilled Fauci about his research funding in two separate hearings this year \u2014 announced he would indeed ask the DOJ for a criminal referral.<sup><span id=\"edn20\" data-hash=\"#ednref20\">20<\/span><\/sup><\/p>\n<p>Paul specifically asked the DOJ to investigate whether Fauci violated 18 U.S. Code \u00a7 1001<sup><span id=\"edn21\" data-hash=\"#ednref21\">21<\/span><\/sup> \u2014 which makes it a federal crime to make \u201cany materially false, fictitious or fraudulent statement or representation\u201d as part of \u201cany investigation or review&#8221; conducted by Congress \u2014 or any other statute. Time will tell if it amounts to anything.<\/p>\n<h2>Gain-of-Function Research Is the Real Threat<\/h2>\n<p>Regardless of what happens to Fauci, at the end of the day, the key issue that needs to be addressed is whether we should allow research that involves making pathogens more dangerous to humans at all, regardless of what the intent behind it might be, or the specific technology used.<\/p>\n<p>Lab leaks have occurred on multiple occasions, so it\u2019s really only a matter of time before something far more devastating than SARS-CoV-2 gets out. World leaders need to realize that funding gain-of-function research is the real threat here, and take action accordingly to forestall another pandemic.
