Since the\u00a0<strong>Civilian Intelligence Network<\/strong>\u00a0began covering\u00a0<strong>Johanne Mennie<\/strong>\u00a0and her involvement with the social economy and global communism (<a href=\"https:\/\/www.civilianintelligencenetwork.ca\/articles\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"2 (opens in a new tab)\">2<\/a>), many naysayers have commented that\u00a0<strong>Ms. Mennie<\/strong>\u00a0was \u201cjust a civil servant\u201d or they brush off her involvement because \u201cit happened so long ago.\u201d We have demonstrated that she was a lot more than a mere attendee at a corporate meeting;\u00a0<strong>Johanne Mennie<\/strong>\u00a0was a key player for the social economy agenda with deep connections to government policy creation and implementation.<\/p>\n<p>Analysis of the October 2006\u00a0<strong>Tides Foundation Conference<\/strong>\u00a0reveals a focus on the establishment of a national institution to act as a\u00a0<strong>Social Investment Bank<\/strong>\u00a0to support the social economy through investment by credit unions, banks, and pension funds (<a href=\"https:\/\/corostrandberg.com\/wp-content\/uploads\/2006\/12\/scaling-up-the-canadian-social-finance-sector.pdf\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"3 (opens in a new tab)\">3<\/a>). This\u00a0<strong>Social Investment Bank<\/strong>, the brainchild of the\u00a0<strong>Soros<\/strong>-linked\u00a0<strong>Tides Canada Foundation<\/strong>, is being implemented under the name of the\u00a0<strong>Canada Investment Bank<\/strong>\u00a0by Justin Trudeau\u2019s government (<a href=\"https:\/\/globalnews.ca\/video\/3039210\/morneau-announces-canada-investment-bank-invest-in-canada-hub-in-economic-outlook\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"1 (opens in a new tab)\">1<\/a>). At the time these \u201cBanks\u201d were being planned, then-Deputy-Director\u00a0<strong>Johanne Mennie<\/strong>\u00a0(now Executive Director of the\u00a0<strong>PPC<\/strong>) worked under\u00a0<strong>Maxime Bernier<\/strong>. This begs the question: How could he not know about what was discussed at this meeting? He would have approved her expenses and therefore the purpose surrounding those expenses!<\/p>\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-24976\" src=\"https:\/\/www.civilianintelligencenetwork.ca\/wp-content\/uploads\/2021\/09\/fig-1-5.png\" sizes=\"auto, (max-width: 641px) 100vw, 641px\" srcset=\"https:\/\/www.civilianintelligencenetwork.ca\/wp-content\/uploads\/2021\/09\/fig-1-5.png 641w, https:\/\/www.civilianintelligencenetwork.ca\/wp-content\/uploads\/2021\/09\/fig-1-5-300x85.png 300w\" alt=\"\" width=\"641\" height=\"181\" \/><figcaption>Figure #1: Tides Canada Foundation meeting minutes October 19-20 2006<\/figcaption><\/figure>\n<p>The November 2018\u00a0<strong>Liberal<\/strong>\u00a0budget announced by Finance Minister\u00a0<strong>Bill Morneau<\/strong>\u00a0contained a section on Social Finance. Simply, the document states: \u201cThe ultimate goal is to create a social finance market in Canada that doesn\u2019t need ongoing government support.\u201d (<a href=\"https:\/\/nationalpost.com\/news\/politics\/four-things-you-might-have-missed-in-the-federal-governments-2018-fall-fiscal-update\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"4 (opens in a new tab)\">4<\/a>)<\/p>\n<p>To be clear,\u00a0<strong>Bill Morneau<\/strong>\u00a0is referring to\u00a0<strong>Patient Capital<\/strong>, the financing required to implement community programs, cooperatives, outreach programs. (<a href=\"https:\/\/en.wikipedia.org\/wiki\/Patient_capital\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"5 (opens in a new tab)\">5<\/a>) He is not addressing the hidden costs to these programs themselves: the billions of dollars in tax credits, or the grants and tax incentives\u00a0<strong>Canada Revenue Agency<\/strong>\u00a0pays out annually for these programs. Yet these programs, implemented in one form or another throughout Quebec, have never made a penny and always required ongoing government support.<\/p>\n<p>Clearly, all attendees at the 2006\u00a0<strong>Tides Foundation<\/strong>\u00a0meeting were aware this sector operates at a loss and that funding non-profits, foundations, and charities comes at great taxpayer expense at over $60 billion per year (<a href=\"https:\/\/www.civilianintelligencenetwork.ca\/2019\/02\/18\/soros-tides-foundation-and-the-social-economy-slush-fund\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"6 (opens in a new tab)\">6<\/a>). This raises the question about the intention behind\u00a0<strong>Justin Trudeau<\/strong>\u2018s new Infrastructure Bank, a huge component of the\u00a0<strong>Canada Investment Bank<\/strong>, that will be funding community projects for non-profits. In a 2018 interview ,\u00a0<strong>Trudeau<\/strong>\u00a0\u201chad high praise for the work of organizations that support people in need through the social economy\u201d. (<a href=\"https:\/\/news.streetroots.org\/2018\/07\/20\/conversation-canadian-prime-minister-justin-trudeau\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"7 (opens in a new tab)\">7<\/a>)<\/p>\n<p>When asked about how he was addressing homelessness and his affordable housing strategy, Trudeau said he was aware of the issues concerning social housing:<\/p>\n<blockquote class=\"wp-block-quote\"><p>We\u2019re advocating for a human rights-based approach to housing\u2026Our approach is different. It\u2019s an approach that has been praised by the United Nations. We\u2019re putting human rights, the right to dignity, to freedom of choice, to health and to safety at the center of our strategy\u2026 We\u2019re listening, working with, and, most importantly, continuing to value the extraordinary work done by community organizations on the ground as well as social enterprises.<br \/>\n\u2013<em>Justin Trudeau<\/em><\/p><\/blockquote>\n<p>Even though Stephen Harper cancelled these programs in 2006, a Canadian Task Force on Social Finance, consisting of organizational representatives in attendance at the 2006 Tides Canada Conference, was established in 2010. The representatives include: Tim Draimin from Tides Canada Foundation, Tim Broadhead from J.W. McConnell Family Foundation (current mentor of the Trudeau Foundation), Tamara Vrooman from Vancity and former Liberal Prime Minister Paul Martin (<a href=\"https:\/\/web.archive.org\/web\/20170829150028\/https:\/\/www.marsdd.com\/wp-content\/uploads\/2011\/02\/MaRSReport-socialfinance-taskforce.pdf\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"8 (opens in a new tab)\">8<\/a>).<\/p>\n<p>Prime Minster Harper also spent considerable time trying to shut down the social economic loopholes that surrounded charities and foundations (<a href=\"http:\/\/rabble.ca\/news\/2014\/12\/montreal-based-charity-fears-closure-thanks-to-harpers-crackdown-on-charities\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"9 (opens in a new tab)\">9<\/a>). The outcry over his attempts to shut down these taxpayer money traps was completely misguided (<a href=\"http:\/\/rabble.ca\/blogs\/bloggers\/gerry-caplan\/2014\/11\/canadas-auditgate-how-canada-revenue-attacking-harpers-enemies-a\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"10 (opens in a new tab)\">10<\/a>). His efforts were instead, a patriotic attempt to release the grip of the United Nations globalist tentacles on Canadian Sovereignty. Imagine what a Canadian politician could do if not for the devices of the Quebec power elite (<a href=\"https:\/\/www.civilianintelligencenetwork.ca\/2019\/02\/22\/canada-has-a-quebec-problem\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">11<\/a>).<\/p>\n<p>It is important to note that while the names of organizations or programs may change, the social economic agenda has always continued. The following links show the history of how the 2006\u00a0<strong>Tides Canada<\/strong>\u00a0meeting of October 2006 evolved into\u00a0<strong>The Canadian Task Force on Social Finance\u00a0<\/strong>established in 2010 by\u00a0<strong>Rt. Hon. Paul Martin<\/strong>, and that it was funded by the\u00a0<strong>Ontario Liberal<\/strong>\u00a0government under the leadership of\u00a0<strong>Dalton McGuinty<\/strong>. Note the same players present throughout. (<a href=\"https:\/\/ssir.org\/articles\/entry\/building_a_canadian_social_finance_fund#\" target=\"_blank\" rel=\"noreferrer noopener\">12<\/a>)(<a href=\"http:\/\/www.sigeneration.ca\/about-us\/partners\/\" target=\"_blank\" rel=\"noreferrer noopener\">13<\/a>)<\/p>\n<p>The\u00a0<strong>Paul Martin<\/strong>\u00a0government passed the Social Economy torch to the\u00a0<strong>Trudeau Liberal\u2019<\/strong>s who have revived the programs and expanded their reach with an additional $400 million in funding to overseas initiatives. This investment merely represents the startup funds for these non-profit sectors and does not include the billions of dollars in tax credits that Canadian taxpayers fund. By financing overseas initiatives the\u00a0<strong>Trudeau Liberal<\/strong>\u00a0government is also spreading this left-wing Marxist agenda globally, as the following quote explains (<a href=\"https:\/\/toronto.citynews.ca\/2018\/11\/23\/feds-social-finance-pledge-turns-canada-from-laggard-to-leader-experts-say\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"14 (opens in a new tab)\">14<\/a>):<\/p>\n<blockquote class=\"wp-block-quote\"><p>A Canadian attempt to help charities and non-profits find new ways to finance social services is set to be one of the largest such efforts in the world. A government-struck panel over the summer recommended the Liberals provide up to $500 million in financing for groups that provide services such as housing the homeless or skills training for hard-to-employ individuals. The government\u2019s economic update this week went beyond that, promising $755 million over 10 years. Internal government documents from this fall note that similar funds overseas, scaled to Canada\u2019s population and economy, would have about $400 million in government seed money.<br \/>\n\u2013<em>Canadian Press<\/em><\/p><\/blockquote>\n<p>Will Canadians be further exploited by corporations and foundations to fund their social economy initiatives? History and current events say yes, absolutely. Both\u00a0<strong>Tim Brodhead<\/strong>,\u00a0<strong>Trudeau Foundation<\/strong>\u00a0mentor and president from 2013-14, and representatives from\u00a0<strong>SNC-Lavalin<\/strong>\u00a0attended the infamous planning meeting for the Canada Investment Bank in 2006.\u00a0<strong>SNC-Lavalin<\/strong>\u00a0has been the sole beneficiary of the bank thus far (<a href=\"https:\/\/nationalpost.com\/news\/politics\/billions-at-stake-for-snc-lavalin-corruption-conviction-would-bar-firm-from-federal-contracts-for-10-years\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"15 (opens in a new tab)\">15<\/a>).<\/p>\n<p>The\u00a0<strong>SNC-Lavalin<\/strong>\u00a0scandal has shed light on the bribery and fraud surrounding the\u00a0<a href=\"https:\/\/nationalpost.com\/news\/politics\/billions-at-stake-for-snc-lavalin-corruption-conviction-would-bar-firm-from-federal-contracts-for-10-years\">Liberal<\/a>\u00a0Infrastructure Bank. Billions of dollars of Canadian taxpayer money being poured into\u00a0<strong>SNC-Lavalin<\/strong>\u00a0with much of that cash going overseas. The\u00a0<strong>World Bank<\/strong>\u00a0has listed\u00a0<strong>SNC-Laval<\/strong>in as an ineligible firm to receive funding due to allegations of fraud and corruption (<a href=\"http:\/\/www.worldbank.org\/en\/projects-operations\/procurement\/debarred-firms\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"16 (opens in a new tab)\">16<\/a>). If\u00a0<strong>SNC<\/strong>\u00a0is convicted, the federal government is still on the hook to pay out the contracts\u2019 worth to\u00a0<strong>SNC<\/strong>\u2018s shareholders. That will not only damage the Canadian economy, the Canadian taxpayer will also be responsible for the losses. A bigger question is, how much of the $35 billion of the $186 billion in contracts already pledged has\u00a0<strong>SNC<\/strong>\u00a0have been signed with the current and fully realized,\u00a0<strong>Canada Infrastructure Bank<\/strong>? And if convicted, how much money are we going to be shelling out to\u00a0<strong>SNC<\/strong>?<\/p>\n<p>An article from Press Progress answers that question for us (<a href=\"https:\/\/pressprogress.ca\/why-the-liberal-governments-infrastructure-bank-is-helping-big-banks-and-dumping-user-fees-on-citizens\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"17 (opens in a new tab)\">17<\/a>):<\/p>\n<blockquote class=\"wp-block-quote\"><p>one of the primary functions of the bank is to provide \u201cloan guarantees\u201d to private investors, essentially protecting their return on investment and making the taxpayer entirely liable in situations where forecasts prove inaccurate, projects fail, or costs otherwise accrue above and beyond what was expected<\/p><\/blockquote>\n<p>Not surprisingly, Press Progress also reported that \u201cmore than half of the\u00a0<strong>Canada Infrastructure Bank\u2019<\/strong>s Board of Directors have\u00a0<strong>Liberal\u00a0<\/strong>connections.\u201c (<a href=\"https:\/\/pressprogress.ca\/more-than-half-of-the-canada-infrastructure-banks-board-of-directors-have-liberal-connections\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"18 (opens in a new tab)\">18<\/a>)<\/p>\n<p>In 2006,\u00a0<strong>Stephen Harper<\/strong>\u2018s first act as prime minister was to implement The Director of Prosecutions Act, an independent prosecutor\u2019s office designed to prevent future occurrences of corruption and allow public scrutiny (<a href=\"https:\/\/laws-lois.justice.gc.ca\/eng\/acts\/d-2.5\/page-1.html\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"19 (opens in a new tab)\">19<\/a>). It worked perfectly (<a href=\"https:\/\/nationalpost.com\/news\/politics\/the-tories-passed-a-measure-designed-to-catch-liberal-scandals-thirteen-years-later-it-caught-lavscam\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"20 (opens in a new tab)\">20<\/a>)! In fact, from that same article,\u00a0<strong>Jody Wilson-Raybould<\/strong>\u00a0tells us that\u00a0<strong>Gerald Butts<\/strong>\u00a0had \u201ctalked to me about how the statute was set up by\u00a0<strong>Harper<\/strong>\u00a0(and) that he does not like the law\u201c.<\/p>\n<p>Guaranteed loans for this\u00a0<strong>Canada Investment Bank<\/strong>\u00a0project are just one issue. Another is that loans are only granted when a corporation or foundation proposal aligns with specific obligations.\u00a0<strong>Terence Corcoran<\/strong>\u00a0explains (<a href=\"https:\/\/business.financialpost.com\/opinion\/terence-corcoran-is-corporate-social-responsibility-killing-alberta-oil\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"21 (opens in a new tab)\">21<\/a>):<\/p>\n<blockquote class=\"wp-block-quote\"><p>Corporate social responsibility (CSR), sustainable development, environmental and social corporate governance (ESG), impact investing, triple bottom line, social finance \u2014 no CEO in any major industry can deliver a speech without confirming his company\u2019s dedication to one or all of the above along with a host of other politically correct objectives.<\/p><\/blockquote>\n<p>Corporations are being forced to abide with the\u00a0<strong>UN Global Compact<\/strong>\u00a0in order to obtain funding. Wasn\u2019t it the\u00a0<strong>Trudeau Liberal<\/strong>s that said the\u00a0<strong>UN Global Compact<\/strong>\u00a0was not legally binding?<\/p>\n<p>Throughout the article mentioned above, you will see how investment in Alberta\u2019s oil sector is hampered by the political correctness imposed on corporations by the social economic model (<a href=\"https:\/\/business.financialpost.com\/opinion\/terence-corcoran-is-corporate-social-responsibility-killing-alberta-oil\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"21 (opens in a new tab)\">21<\/a>):<\/p>\n<blockquote class=\"wp-block-quote\"><p>The rainforest should also be no place for bank CSR activities. But, in 2008, RBC\u00a0<a href=\"http:\/\/www.rbc.com\/newsroom\/20080225pledge.html\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">pledged<\/a>\u00a0$500,000 to the Tides Canada Foundation to help fund the Great Bear Rainforest protection racket. Tides, whose objective is to kill Alberta\u2019s oil sands<strong>,\u00a0<\/strong>raised millions to close off 64,000 square kilometers of British Columbia forest. In other words, RBC\u2019s corporate social responsibility \u2014 funded through its \u201cBlue Water Project\u201d \u2014 helped set up a rainforest that now serves as a barrier to getting Alberta oil to market.<\/p><\/blockquote>\n<p>This article also provides a brief summation of\u00a0<strong>Canada\u2019s Infrastructure Bank<\/strong>\u00a0and the new social economy: \u201cIt\u2019s just lending out government money\u201d says Caron. \u201cThat\u2019s not what the Infrastructure Bank is supposed to be about.\u201d (<a href=\"https:\/\/torontosun.com\/opinion\/columnists\/parkin-infrastructure-banks-face-saving-deal-hides-liberal-infrastructure-delays\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"22 (opens in a new tab)\">22<\/a>)<\/p>\n<p>Indeed, the Bank\u2019s purpose is to receive private equity and invest it in Canadian infrastructure, not lend government money. With time ticking away, repackaging old deals as new ones suggests things are not working out. \u201cI have not heard of a single private firm that has decided to invest in the Infrastructure Bank,\u201d says Caron. Meanwhile, transit is still delayed, schools and community centres are still in disrepair, and social housing still isn\u2019t being built. (<a href=\"https:\/\/torontosun.com\/opinion\/columnists\/parkin-infrastructure-banks-face-saving-deal-hides-liberal-infrastructure-delays\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"22 (opens in a new tab)\">22<\/a>)<\/p>\n<p>Back in 2006, developing the social economy in Canada was a mere idea written in the minutes of a meeting attended by corporate elite and policy makers. In 2019, the\u00a0<strong>Canada Infrastructure Bank<\/strong>\u00a0has materialized. It is our intention, here at\u00a0<strong>Civilian Intelligence Network<\/strong>, to dig deeper into this subject. In the few years that social finance programs have existed, government has not spent tax-dollars to fund infrastructure projects for the social economy. This is an entirely new venture that will ultimately consume billions of dollars, all on the backs of the Canadian taxpayer, and all going towards non-profit initiatives.
