Yet it may be expanded to include new criminal penalties for individuals who engage in mean speech online.<\/p>\n<blockquote><p>\u201cTrolls could face two years in prison for sending messages or posting content that causes psychological harm under legislation targeting online hate,\u201d the\u00a0<em>Times<\/em>\u00a0of London\u00a0<a href=\"https:\/\/www.thetimes.co.uk\/article\/trolls-will-be-jailed-for-psychological-harm-2dccb2cct\">reports<\/a>.\u00a0\u201cThe Department for Culture, Media &amp; Sport has accepted recommendations from the Law Commission for crimes to be based on \u2018likely psychological harm.\u2019 The proposed law change will shift the focus on to the &#8216;harmful effect&#8217; of a message rather than if it contains \u2018indecent\u2019 or \u2018grossly offensive\u2019 content, which is the present basis for assessing its criminality.\u201d<\/p><\/blockquote>\n<div class=\"twitter-tweet twitter-tweet-rendered\"><iframe id=\"twitter-widget-0\" class=\"\" title=\"Twitter Tweet\" src=\"https:\/\/platform.twitter.com\/embed\/Tweet.html?dnt=false&amp;embedId=twitter-widget-0&amp;features=eyJ0ZndfZXhwZXJpbWVudHNfY29va2llX2V4cGlyYXRpb24iOnsiYnVja2V0IjoxMjA5NjAwLCJ2ZXJzaW9uIjpudWxsfSwidGZ3X2hvcml6b25fdHdlZXRfZW1iZWRfOTU1NSI6eyJidWNrZXQiOiJodGUiLCJ2ZXJzaW9uIjpudWxsfSwidGZ3X3NwYWNlX2NhcmQiOnsiYnVja2V0Ijoib2ZmIiwidmVyc2lvbiI6bnVsbH19&amp;frame=false&amp;hideCard=false&amp;hideThread=false&amp;id=1455120966145740802&amp;lang=en&amp;origin=https%3A%2F%2Fwww.zerohedge.com%2Ftechnology%2Fuk-considering-legislation-would-imprison-internet-trolls&amp;sessionId=d7409afe1ff228371fb4a0d38bc6237cd1780774&amp;siteScreenName=zerohedge&amp;theme=light&amp;widgetsVersion=f001879%3A1634581029404&amp;width=550px\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\" data-tweet-id=\"1455120966145740802\" data-mce-fragment=\"1\"><\/iframe><\/div>\n<p>Other offenses will\u00a0<a href=\"https:\/\/www.thetimes.co.uk\/article\/trolls-will-be-jailed-for-psychological-harm-2dccb2cct\">reportedly<\/a>\u00a0be created for\u00a0<strong>\u201cknowingly false communication,\u201d<\/strong>\u00a0applying to those who \u201csend or post a message they know to be false with the intention to cause emotional, psychological, or physical harm to the likely audience.\u201d The new offenses will also include punishment for social-media \u201cpile-ons,\u201d where groups gang up and are rude to people online.<\/p>\n<p>Culture Secretary Nadine Dorries is\u00a0<a href=\"https:\/\/www.thetimes.co.uk\/article\/trolls-will-be-jailed-for-psychological-harm-2dccb2cct\">reportedly<\/a>\u00a0planning on adding these provisions to the Online Safety Bill when it\u2019s introduced in Parliament next month.<\/p>\n<p><strong>This blatant attempt at the censorship of online speech is deeply concerning.\u00a0<\/strong>The government has absolutely no business punishing people for words that \u201ccause others harm,\u201d such a subjective and slippery standard that it beggars belief. This vague standard could be used to silence just about any speech that one finds offensive. And it surely stifles the free exchange of ideas that leads to social progress.<\/p>\n<p><strong>Ideas like allowing women to vote, ending racial segregation, and legalizing same-sex marriage were all once considered \u201charmful\u201d by many. If subjectively harmful or disruptive speech is stifled, progress is drastically held back.\u00a0<\/strong><\/p>\n<p>Moreover, the government punishing \u201cknowingly false\u201d speech is deeply disturbing. Firstly, it\u2019s not a black-and-white matter to actually determine what is \u201ctrue\u201d and what is \u201cfalse.\u201d There are a million shades of gray and robust debates over factual reality across countless subjects. No one who values freedom should want a government Ministry of Truth determining what speech is \u201cfalse\u201d and punishing those who spread it.<\/p>\n<p>And this would all have a chilling effect on speech that questions the status quo or the government itself. After all, free speech doesn\u2019t exist to protect popular or uncontroversial speech; such speech is in little need of protection. It\u2019s dissident voices and information that threatens centralized power that is crushed under the guise of \u201cprotecting people\u201d from \u201charmful\u201d speech.<\/p>\n<p>The UK\u2019s new censorship efforts are no exception.<\/p>\n<blockquote><p>\u201cThe laws are highly likely to be ineffective at keeping people safe, whilst actually restricting free speech considerably, as well as creating a chill by making people who don\u2019t really understand the law feel too scared to actually say what they want to say,\u201d\u00a0<a href=\"https:\/\/www.dazeddigital.com\/politics\/article\/54664\/1\/are-we-all-going-to-prison-for-twitter-pile-ons\">said<\/a> University of East Anglia Law School\u00a0Professor Paul Bernal. \u201cThat\u2019s the bottom line here: the main impact of laws like this will be to restrict legitimate criticism of people in power.\u201d<\/p><\/blockquote>\n<p><strong>Indeed they will.
