Displaying a U.S. flag upside down is “a signal of dire distress in instances of extreme danger to life or property”.
The FBI rep said there is no law against flying the flag upside down. The Flag Code clearly states that the American flag is not to be flown upside down ”except as a signal of dire distress in instance of extreme danger to life or property.”
It is a distress signal. If you are in dire straits, and need assistance, the US flag is flown with the Union in the downward position. Before Flag Day on 14 JUN 1923, there were no set rules for the US flag. But on this date, the US Flag Code was adopted into the US Code of Federal Regulations.
