“Homeland Security”: Another Jewish racket

I’ve explained in a previous blog post that the entire “Global War on Terror” (read: Jewish War of Terror) is basically a Jewish racket. Israel and the global Jewish mafia, collaborating closely with criminal elements of the United States government and the Jewish owned mainstream corporate media, planned, executed, covered up, and benefitted (both financially and geopolitically) from the events of 9/11, pinning the blame on Osama bin Laden and “Islamic extremism” in order to simultaneously advance Israel’s geopolitical agenda in the Middle East and turn America and the West into a Zionist police state. 9/11 served as the justification for the entire “Global War on Terror” (really the Jewish War of Terror), and as a result the United States military and other Zionist-dominated international security organizations (NATO for example) have launched illegal and genocidal wars of aggression against Israel’s enemies in the Middle East. Afghanistan and Iraq have been outright invaded, conquered, and destroyed, which resulted in the murder of millions of innocent people, while covert operations continue to take place in a number of other Middle Eastern and North African countries, including Syria, Iran, Egypt, and others. In fact, the entire “Arab Spring” was largely a CIA-Mossad-MI6 (read: Jewish) instigated and financed operation designed to destabilize and eventually balkanize the Muslim countries of the Middle East, all of which is perfectly in line with Israeli strategist Oded Yinon’s 1982 policy paper, A Strategy for Israel in the Nineteen Eighties, which called for the division of all Middle Eastern states into small states.

In the immediate aftermath of 9/11, then President George Bush announced the creation of the Office of Homeland Security, which was purportedly responsible for “protecting the United States of America and U.S. Territories (including Protectorates) from and responding to terrorist attacks, man-made accidents, and natural disasters.” With the passage of the Homeland Security Act of 2002, the Office of Homeland Security was transformed into a federal Cabinet level agency, the Department of Homeland Security, which consistently has an annual budget of $50 billions or more. And just like the “Global War on Terror” Jewish War of Terror, the entire concept of “Homeland Security” is yet another Jewish racket. Zionist stooge Tom Ridge was the director of “Homeland Security” for about two years, paving the way for 9/11 war criminal and Jewish terrorist Michael Chertoff, author of the anti-American PATRIOT Act, to take over and head this tyrannical and Orwellian organization until the end of the Bush administration.
To prove this point, let’s take a look at two news items that come directly from Jewish sources. The first is from the Jewish Telegraph Agency, and is titled, “Homeland Security runs threat response exercise with Jewish leaders”:
About 50 high-ranking federal and state law enforcement officials met with an equal number of leading American Jewish officials for their first “table top” threat exercise.
The Joint Department of Homeland Security-American Jewish Community Table Top Exercise, held Wednesday at an unnamed location in Rosslyn, Va., was designed to identify gaps in information sharing, to share best practices and to push security concerns throughout the American Jewish community.
“This was not just another briefing,” Paul Goldenberg, national director of the Jewish Federations of North America’s Secure Community Network, told JTA. “This milestone event was to have the highest level national leaders together in a room for five hours with senior Jewish leaders so we know going out of that room what we need to know what to do to go forward.”
The program began with a current threat assessment by government officials and then simulated potential threats. Participants in an amphitheater-style room watched law enforcement coordinate responses to two scenarios: multiple attacks on Israeli and Jewish communities throughout the Diaspora, and on Jewish institutions in the United States.
“I’ve got to tell you, it didn’t take much prodding to get questions,” William Flynn, the Department of Homeland Security’s deputy assistant secretary of infrastructure protection, told JTA. “This was a very engaged group and a very well-informed group that asked some very, very good and serious questions, and posed some important issues.”
The Department of Homeland Security has helped coordinate security in recent months at the Maccabi Games in Houston, New York and Memphis, Tenn., he added.
“This was an effort to pull it all together and take a look at the best practices that we’ve identified and any potential gaps that might be there, particularly in how we share information accurately and in actionable ways,” Flynn said.
Goldenberg added, “These leaders walked out saying I gotta go back to my constituents and my agencies, and I now have a much better idea of what I need to do to secure my community because it’s not just securing a building but a community. It’s not about panic and it’s not about fear. It’s about partnership” with law enforcement agencies.
Secretary of Homeland Security Janet Napolitano, who participated in the exercise, said in a statement, “Our partnership with organizations and leaders of faith communities has helped, and continues to help, communities across the country prepare for threats that may originate either within our borders or abroad.”
Other participants included Rand Beers, undersecretary for the Department of Homeland Security, National Protection and Programs; Jerry Silverman, Jewish Federations of North America president and CEO; and representatives from the FBI and the State Department.
Not just another briefing, eh, Mr. Goldenberg? So just to be clear: Jews get to “brief” (read: indoctrinate) federal officials on matters relating to “Homeland Security”, conduct mock exercises with the Department of Homeland Security specifically targeting Jewish and Israeli institutions, and otherwise manipulate and infiltrate American security and law enforcement institutions. Do I have that right?
Why do Jews get these special privileges? Do they have an agenda they are trying to sell? Are they trying to gain inside access to the “Homeland Security” industry? Hmmmm…
Could you imagine what the Jews would say if a Christian organization were conducting high level meetings with federal agencies and officials, like the Department of Homeland Security?
The second article I’d like to highlight comes from The Jewish Daily Forward and is titled, “Jewish Groups Grab Huge Share of Grants: Almost All Homeland Security Grants Go to Jewish Non-Profits”:
Jewish institutions throughout the United States will receive $9.7 million in federal anti-terrorism grants this year out of a total of $10 million allocated to not-for-profit institutions by the Department of Homeland Security.
That’s $6 million less than last year. But thanks to sharp cuts this year in the overall pool of money available through this program, the percentage of funds going to Jewish groups has nevertheless jumped substantially.
A full 97% of the available funds in the Non-Profit Security Grant Program for 2012 have been allocated to Jewish organizations, compared with 73% that went to Jewish groups from 2007 through 2010. In 2011, Jewish groups received about 80% of NSGP funds.
The NSGP has disproportionately benefited Jewish groups since 2005, when it was first instituted.
“Unfortunately there are risks attendant on the Jewish community that are not attendant on all other communities,” DHS Secretary Janet Napolitano said in an interview with the Forward in early June, weeks before the new allocations were announced.
The allocations in the security grant program fund security enhancements for not-for-profit institutions to defend against terrorism.
The DHS announced the grants as part of a larger $1.3 billion package of so-called preparedness grants. The 2012 allocations include $97 million for port security and $87 million to protect transit systems.
The $10 million NSGP allocation this year represents a drastic cut from the $19 million the program disbursed in 2011.
As the Forward reported last September, there’s nothing in the law authorizing the program that says it should benefit Jews specifically. But several factors, including community education regarding the program and its grant application process, have combined to help Jewish groups in particular to benefit from it.
Previously, regulations governing the allocation of the NSGP grants favored religious recipients over nonreligious. This year, that changed. According to Homeland Security documents, preferred recipients are now defined as those that have “the highest risk of terrorism-related activity due to their ideology, beliefs and mission.” But this did not have a negative impact on Jewish groups’ share of the program money available, even as the overall sum in absolute dollars decreased.
As in previous years, Orthodox Jewish groups appear to have done better than non-Orthodox Jewish groups.
A list of grant recipients released by the DHS did not specify how much each organization received. But program guidelines cap the funds provided for each project at $75,000.
Chabad, the ultra-Orthodox Hasidic group that runs outreach organizations targeting non-Orthodox Jews around the world, did particularly well. At least 35 of the 2012 grantees were linked to Chabad, out of 109 recipients overall.
Only a handful of the 109 NSGP recipients were not Jewish. A church in San Diego received an allocation, as did a Planned Parenthood center in Washington and a Catholic church in New York City.
In her interview with the Forward, Napolitano said that she saw no problem with the overwhelming proportion of NSGP funds going to Jewish groups.
“The fact that it ends up going to many Jewish organizations doesn’t in itself bother me,” Napolitano told the Forward, saying that she thought the program had been successful.
William Daroff, the Jewish Federations of North America’s vice president for public policy, said that the program’s allocations do not reflect political favoritism towards the Jewish community. “This is not pork,” he said. “This is Homeland Security officials making decisions based on threat levels.”
97% of all funds go to Jewish groups? The Jewish community faces more risks than other communities? Really? What about all those Arabs and Muslims that get beat up, harassed, and even murdered because dumb ass Americans think they actually attacked us on 9/11, when in reality it was Jews who were behind 9/11? It truly amazes me that the average American not only doesn’t know about the complete subversion and control of the United States federal government by organized Jewish interests, but largely doesn’t even care.
To wrap this up, I’d like to highlight a few key statements made by Zionist stooge Janet Napolitano, current Secretary of the Department of Homeland Security, on April 29 of this year while accepting the William and Naomi Gorowitz Institute Service Award from the public relations firm of the world’s longest running crime ring (the Jews): the Ant-Defamation League. Let’s hear what Napolitano had to say while accepting this “award” for her service on behalf of the global Jewish mafia and their Jew World Order agenda:

Receiving an award from an organization like the ADL, with its history of fighting inequality, bigotry and hatred is moving for me personally.

- Booz Allen has been selected as the first prime contractor under the Department of Homeland Security’s (DHS) government-wide Continuous Diagnostics and Mitigation (CDM) Dynamic and Evolving Federal Enterprise Network Defense (DEFEND) Program, with a $621 million single-award, six-year task order.
- Booz Allen has supported the DHS CDM efforts for more than two years, thus far helping 13 Federal Agencies deploy cybersecurity tools to better protect four million computers.

McLean, Va. – Cyber-attacks against government networks are growing more sophisticated, frequent and dynamic. To tackle the constantly evolving challenge of protecting the United States from these attacks, DHS established the CDM Program in 2012, which envisioned a flexible approach to strengthen the cybersecurity of every computer network and system in the Government. This critical mission to develop and deploy next-generation cyber capabilities will be led by a strong partnership between DHS, the Federal Systems Integration and Management Center (FEDSIM) within the Government Services Administration and the task order’s seven participating Agencies.

Romney’s Top Adviser, Dov Zakheim, Connected to 9/11

At this stage in the campaign, the claim that Mitt Romney and Barack Obama are virtually identical in every way can scarcely be denied. From their positions on healthcare, the implementation of economic austerity, and perpetual warfare, the Presidential candidate and the President himself are mirror images of one another with the minute exception of the political presentation of those polices and the much-exploited physical differences hyped by the media.
However, while Obama’s expansion of war and wholesale slaughter is accomplished through deceit and other covert forms of treachery, Mitt Romney’s war psychosis is manifested much more openly. As I detailed in my last article, “Open War Policy Revealed by Romney’s NeoCon Advisers,” Romney’s sprint toward a third world war of a potentially thermonuclear variety could scarcely be more clear, quite the rarity for Romney.
With this in mind, I have written two articles dealing with Romney’s foreign policy advisers and their own ideological leanings. After all, regardless of the potential resting in the office of the President, the fact is that a President’s inner circle of advisers, as well as his cabinet, are, generally speaking, the foot soldiers in whatever foreign entanglements the country is set to find itself in.
Unsurprisingly, Romney’s foreign policy team is made up mainly of Neo-Cons left over from the boy Bush Administration, as well as other raving war hawks, Zionists, and imperialists.
In this regard, I encourage the reader to access my articles, “Open War Policy Revealed by Romney’s NeoCon Advisers,” (linked above) “Romney’s Foreign Policy Advisers Exposed As Globalists,” and “Mitt Romney’s 13 Globalist ‘Working Groups’ Exposed” for a summary of these individuals and their organizational memberships, affiliations, and past careers.
Yet, out of all the advisers listed as part of Romney’s foreign policy team, one member, Dov Zakheim, bears special notice, not least of which because he is considered to be the top adviser working amongst the publicly acknowledged branch of the team.
Zakheim also bears special mention because of his special place in 9/11 NeoCon fame, although his role in the events of that day are rarely discussed.
As many may be aware of, on September 10, 2001, Pentagon Chief and Secretary of Defense Donald Rumsfeld held a press conference where he announced that 2.3 trillion dollars had simply gone missing from the Pentagon. Such an announcement would have been a major scandal had it not been for the tragic events that unfolded the next day, which forever overshadowed the missing money – yet another fortunate coincidence for a group of individuals who experienced an unbelievable amount of fortunate circumstances on or around 9/11.
9/10, interestingly enough, as Veterans Today reports, “was the first and last time that any significant political figure has ever chosen to announce major bad news on a Monday.” While this author could not confirm if this statement is actually true, VT is correct in the point that it is highly irregular behavior to announce information that would put the reigning administration in a bad light on a Monday, the biggest news day of the week. It is well known both in the halls of government and the mainstream media that evidence of scandals are always revealed on Fridays (particularly the evenings) so that the story gets lost over the weekend of partying, vacationing, entertainment, and varied schedules of news consumption amongst the general public. Thus, Rumsfeld’s announcement was an abrupt departure from public relations tradition.
The relevant factor in this context is that Dov Zakheim was the Comptroller of the Pentagon during the period that this enormous sum of money went missing. (It should be noted that Susan Lindauer, CIA whistleblower, claims the sum was actually 9.1 trillion dollars.)
Of course, the missing money was being tracked. Certainly Rumsfeld and Zakheim would not announce the loss of trillions of dollars without simultaneously announcing that an investigation was already underway.
However, on 9/11, yet another fortunate coincidence (from the standpoint of those individuals responsible for the missing $2 trillion) occurred. According to Barbara Honegger, a retired Senior Military Affairs Journalist at the Naval Postgraduate School in Monterrey, California, the accountants who were working on uncovering the evaporated trillions were killed in the attack on the Pentagon. To this writer’s knowledge, the missing money has never officially been found.
The events surrounding 9/11 which indicate the falsity of the official story can, in no way, be summed up in this article. However, one more interesting and coincidental circumstance in relation to the events of 9/11 and Dov Zakheim must be mentioned.
Before becoming Pentagon Comptroller, Zakheim was CEO of System Planning Corporation International (SPC International), a company which specializes in the development, manufacture, and production of defense technology for the US Military and US Government as well as other major corporations. The “About SPC” section of the SPC website states:
Our customer base includes federal, state and local government agencies, major defense contractors, architectural and engineering firms, and other commercial enterprises. These clients’ demands have always been diverse, and as a result SPC boasts tremendous capabilities across many disciplines.
Furthermore, the site states:
Initially, SPC staff focused on research and studies in the areas of arms control; nuclear, chemical, and biological warfare; advanced technologies; ballistic missile defense; and continuity of government. Soon, SPC branched into the manufacture of electronic systems, prototyping and manufacturing radar systems to precisely measure the radar cross section (RCS) of the new generation of stealth platforms. As a result of this work, SPC emerged as a major leader in the low-observables community.
SPC is not just one more subsidiary wing of DARPA, nor is it merely an enterprising corporation with lucrative government contracts and connections. SPC boasts on its own website of having improved
radar measurement technologies for U.S. stealth bombers; created the first patented cargo tracking device—GlobalTrak®—for the intermodal trade industry; assessed emergency preparedness plans across the nation; hosted State Department events for ambassadors and world leaders; and provided staffing support and technical expertise for DARPA programs and system/technology offices.
The website lists several areas of expertise taken up by SPC including, Advanced Systems Technology, Air Warfare Systems, Conference and Event Planning, Creative Solutions, Cyber Security, Fire, EMS, and Emergency Preparedness, Program Management, Radar and Measurement Technology, Security Design and Integration, and Supply Chain Security.
Of special interest to this topic of conversation, however, is a little known system under the “Radar and Measurement Technology” classification known as the Flight Termination System (FTS). The FTS, designed by SPC’s Radar Physics Group, is a system which is used to destroy target drones or other aircraft in the event of a malfunction or a miss during military or weaponry testing. The FTS is, essentially, a war game technology that is designed to act as a backup in the event of the failure of the weapons being tested. Simply put, if the weapon is unable to shoot down the aircraft or drone, or if there is a reason why the aircraft cannot be landed safely in this event, the FTS would be in place to bring that craft down so as not to allow an off-site disaster resulting from the aircraft.
Yet the FTS is only one component of the technology as its main function is to terminate the aircraft. The FTS also consists of the Command Transmitter System (CTS) which functions as a remote controlling technology.
The SPC website describes the CTS as providing “remote control and flight termination functions through a fully-redundant self-contained solid-state system . . . . .”
Even more so, the FTS contains components that involve “custom control, interface, and monitoring subsystems.”
Thus, the FTS is a fully developed system that is capable of monitoring, remote controlling, interacting, and terminating aircraft. Not only that, but the system can be used on commercial and military jets in addition to the standard drone aircraft.
Some description of the FTS, its capabilities, and tests conducted on it can be found in the report entitled, “Enhanced Flight Termination Systems Study” produced by the Range Commanders Council, posted on the Army’s own .mil website.
In addition, as the 9/11-related encyclopedic website 911Review.org states, the FTS can be used on a wide range of aircraft which include large passenger jets.
According to 911Review.org, documents formerly posted on the SPC website confirmed that both Eglin Air Force Base and Florida-MacDill Air Force Base have been official customers of SPC and the FTS technology. Florida-Macdill, as claimed by 911Review, was part of a Boeing/Pentagon tanker lease agreement which saw at least 32 Boeing 767 aircraft transferred to the US Military.
As stated by 911Review, “The Boeing lease deal involved the replacement of the aging KC-135 tanker fleet with these smaller, more efficient Boeing 767s that were to be leased by Dov Zakheim’s group.” Thus, there is now the suggestion that the US military was in possession of Boeing 767 aircraft outfitted with the FTS/CTS technology, manufactured by Zakheim’s company.
Also related to the SPC/Zakheim/9/11 connection is the fact that the organization contracted to aid and oversee the investigation into the first World Trade Center bombing in 1993, TRIDATA Corporation, is actually subsidiary of SPC. Thus, TRIDATA would have gained significant knowledge of the makeup, structure, and other relevant information to use in the controlled demolition of the World Trade Center in 2001.
In the end, we have an individual currently serving as a top foreign policy advisor to a serious presidential candidate who was also a member of the Project For A New American Century, the organization that, one year before 9/11, lamented the absence of a “new Pearl Harbor” in order to further their goals for an America more to their liking.
This same individual was then the Comptroller of the Pentagon when 2.3 trillion dollars came up missing, where the investigators appointed to sort out the discrepancy were killed on 9/11, and the story itself was announced in a very questionable manner the day before one of the largest events in American history.
Furthermore, this individual was the former CEO (and thus had very close ties) to a Corporation which itself is closely related to the shadow government, military-industrial complex, and intelligence agencies and that also developed and produced technology that could control and terminate with drones and civilian jet planes, a technology which many revisionist historians have suggested was used to guide the planes into the World Trade Center 1 and 2. This individual, through his relationship to SPC and TRIDATA, would also have access to pertinent information regarding the World Trade Center which would have been necessary in order to execute the controlled demolition that took place on 9/11.
It should also be mentioned that Zakheim was also a Senior Vice President at Booz Allen Hamilton, a firm notorious for its connections to the US Intelligence community. Based in McLean, Virginia, BAH has an official global staff of around 18,000 people and has numerous connections with the major intelligence agencies such as the Central Intelligence Agency (CIA), Defense Intelligence Agency (DIA), National GeoSpatial-Intelligence Agency (NGA), National Reconnaissance Office (NRO), National Security Agency (NSA), National Counterterrorism Center, the Department of Defense (DOD), the Department of Homeland Security (DHS), and most of the Pentagon’s combatant centers. These, of course, are only the publicly admitted official connections that have made their way into the light. We can only assume that BAH is even more connected than they are letting on. In fact, it is safe to assume that BAH is nothing more than a wing of the American Intelligence community.
Regardless, to have, at one time, assumed a position of such importance in a company so connected to domestic and international intelligence, would no doubt be considered an enormous advantage if one were planning a false flag attack on the scale of 9/11.
Anyone with this many ties to such a horrific crime and acts of outright treason must be, at the very least, viewed with much skepticism in terms of his true motives. In addition, any candidate who requests or accepts Zakheim’s advice and management in his run for the Presidency or, even more worrisome, his Cabinet, must likewise be subjected to intense scrutiny and criticism.
For those of you who don’t know who Dov Zakheim is, let me refresh your memory. The ordained rabbi served as comptroller of the Pentagon from May 4, 2001, to March 10, 2004, when he resigned to go to Booz Allen Hamilton, a leading CIA cover and consulting firm… I documented his days before, during and after his Pentagon stint, during which a total of $3.2 trillion went missing from Pentagon coffers, in an article for Online Journal, Following Dov Zakheim and Pentagon trillions to 9-11 and Israel, which you should all read in full. In fact, the second loss of $2.3 trillion was announced on September 10, 2001, by Donald Rumsfeld and the story was buried the next day under the rubble of 9/11.
State Taps Firm That Handled Probe of Columbine Shootings

An Arlington County consulting firm that evaluated the emergency response to the 1999 Columbine High School shootings and other public safety crises has been hired by state officials to assist the panel that will investigate the Virginia Tech massacre.
TriData Corp. will provide staff and research support to the eight-member panel named last week by Gov. Timothy M. Kaine (D). Kaine, in Northern Virginia yesterday for a community meeting with the South Korean ambassador, met privately with Philip S. Schaenman, TriData’s president. Schaenman said the contract terms are being worked out.
A division of defense contractor System Planning Corp., TriData is best known for studying fire safety issues. But it also conducted a study for the Federal Emergency Management Agency on police and emergency medical response to the shootings at Columbine, in which two students killed 15, including themselves, at the Colorado school. The report pointed out problems with communications and management of the disaster scene.
System Planning Corporation (SPC) is a Virginia based corporation founded in 1970 that produces military electronics, such as radar, and Systems Engineering and Technical Assistance in airwarfare, cybersecurity, program management and research of advanced weapons systems, advanced space systems and advanced microsystems for the United States Department of Defense (DoD). SPC was acquired by ECS Federal, LLC in 2015. It is principal support contractor to cabinet-level departments, including the Department of Defense, Justice and State, and Homeland Security.
SPC had its direct predecessor Systems Planning and Research Corporation, headquartered in Maryland, which started its R&D activities in the 1950s from development of the advanced range instrumentation systems for the U.S. Army missile ranges.
SPC is one of the Defense Advanced Research Projects Agency (DARPA)‘s largest support contractors and has supported DARPA virtually continuously since SPC’s founding. SPC provides Systems Engineering and Technical Assistance, and support services to most of DARPA’s Technology Offices.
SPC has a long involvement with the U.S. stealth program. SPC designed and fabricated one of the first specialized radar cross section (RCS) measurement radars used to validate the low observable signatures of stealthy vehicles. SPC produces RCS measurement systems, currently the MK V, which are principally used by the U.S. to provide quality assurance for deployed aircraft and ships, including the F-117A and B-2 bomber.
As of 2014, SPC has contracts for:

Virginia Tech has long maintained a very close relationship with DARPA. Shouldn’t this have been viewed as a potential conflict of interest?
In Sep. 2000, the Project for a New American Century (PNAC), which had urged Pres. Clinton to invade Iraq in 1998, issued a report entitled “Rebuilding America’s Defenses”. The report stated (p. 51): “Further, the process of transformation, even if it brings revolutionary change, is likely to be a long one, absent some catastrophic and catalyzing event – like a new Pearl Harbor.”
The “transformation” desired was a drastic expansion of the defense budget as well as the profits of entities like System Planning Corporation. Dov Zakheim, corporate vice president of SPC, was listed in the document as a “project participant.” (p. 78) alongside a number of defense luminaries, including Paul Wolfowitz.
Dov S. Zakheim was sworn in as the Under Secretary of Defense (Comptroller) and Chief Financial Officer for the Department of Defense on May 4, 2001. Dr. Zakheim has previously served in a number of key positions in government and private business. Most recently, he was corporate vice president of System Planning Corp., a technology, research and analysis firm based in Arlington, Va. He also served as chief executive officer of SPC International Corp., a subsidiary specializing in political, military and economic consulting. During the 2000 presidential campaign, he served as a senior foreign policy advisor to then-Governor Bush.
In 1998, Washington Times reported that $3.4 trillion could not be accounted for. On September 10, 2001, Secretary of Defense Donald Rumsfeld admitted: “According to some estimates, the Defense Department cannot track $2.3 trillion in transactions.”
The attack on the Pentagon (only hours later) would make the ongoing inquiries into the missing funds even more difficult:
“The impact area included both the Navy operations center and the office complex of the National Guard and Army Reserve. It was also the end of the fiscal year and important budget information was in the damaged area.”
“Most of those killed in the office, called Resource Services Washington, were civilian accountants, bookkeepers and budget analysts. They were at their desks when American Airlines Flight 77 struck.”

Dr. Ronald L. Easley founded System Planning Corporation in 1970 and serves as it’s Chairman and Chief Executive Officer. Dr. Easley is responsible for establishing and promoting corporate policies and standards for in-house research. He participates in research conducted for the Office of the Secretary of Defense (OSD) and directs the planning effort that provides a framework for the DoD to develop a long-range investment strategy aimed at the orderly development and procurement of weapons systems to meet national security requirements within budgetary constraints. Dr. Easley also provides advice to principals of the national security community and has served as chairman of the OSD Defense Security Board panels on treaty verification and nonnuclear missile defense. Dr. Easley has over 30 years of engineering and management experience within the government/defense community. An expert in the areas of strategic systems and policy analysis, program management, arms control, and treaty verification, Dr. Easley has provided direction and support of national strategic policy to many of the defense and technologies industry’s key players, including the OSD, DoD, White House, National Security Council, State Department, CIA, and Office of the Director of Defense Research and Engineering (ODDR&E). His expertise in the field of physics led him to assignments with the Stanford Research Institute, the Army Guided Missile Agency at Redstone Arsenal, AZ, and the Hughes Aircraft Company where he was instrumental in the development of the Falcon/F-102 and F-106 missile fire control systems. Dr. Easley holds a bachelor’s degree in physics from the University of Illinois, a master’s degree in physics from MIT, and a doctorate in physics from the University of Alabama.

Mr. Wheeles has over 30 years of program management and contract administration experience in technology and government contracting environments. Mr. Richard Meyers serves as Chief Executive Officer and President at GlobalTrak [subsidiary of SPC until 2013]. Mr. Meyers has more than 27 years in telecommunications, wireless/satellite technologies and markets. He is a serial entrepreneur and has a history of successfully building new technologies and market development and sales for both domestic and international clients. He founded ParaGea. He served as Chief Executive Officer and Chief Technical Architect at COMSAT. Prior to leading the GlobalTrak team, Mr. Meyers founded ParaVoice Technologies and took it from concept and zero revenue to a sale to LSI Logic valued at $42 million in 18 months. Past efforts have included technical, management, and consulting positions in Harbor Cay Technology Partners, Extrema Systems International, and Raytheon. Mr. Meyers holds a B.S. degree in Electrical Engineering from the Massachusetts Institute of Technology, Cambridge, MA.
Mr. Philip S. Schaenman is the founder and president of TriData Corporation, a division of System Planning Corporation., specializing in studies of fire protection, emergency medical services (EMS) and EMS management, hazardous materials, rescue and emergency management; and the development of practical indicators to measure the performance of state and local government emergency services. During his distinguished career, he has held management positions with the U.S. Fire Administration and FEMA, The Urban Institute, and Bellcomm, Inc., where he supervised computer technology studies for the manned space flight program. He also served on the NASA panel formulation criteria for spacecraft computers where he developed forecasts of aerospace computer technology. An internationally recognized expert in the fields of public safety research and management, fire protection management, and local government emergency service analysis, he has authored and coauthored several books and numerous articles and reports on these and related topics. His works include the book Proving Public Fire Education Works, which appears as chapters in the National Fire Prevention Administration Handbook on the same subject. He has been called on to provide expert testimony to several congressional committees relating to the fire problem in the United States. Mr. Schaenman holds a bachelor’s degree in engineering and liberal arts (magna cum laude) from Queens College, a bachelor’s degree in electrical engineering from Columbia University, a master’s degree in electrical engineering from Stanford University, and a professional degree of electrical engineer from Columbia University. He is the recipient of several scholarships and fellowships, including a Howard Hughes full graduate fellowship. He is an active member in the International Association of Electrical Engineers, the Association of Computing Machinery, the National Fire Protection Association, and the National Association of State Fire Marshals.
In 2003, System Planning Corporation remains in symbiosis with the upper echelons of the intelligence services.
Joseph D. Rozek has been Vice President for Security, Operations and Technology of System Planning Corporation since 2003. Prior to Joining SPC, Mr. Rozek was assigned to a high profile position at the White House, as Senior Director, White House Office of Homeland Security, Threat Countermeasures and Incident Management. In that position he provided daily counsel to the Assistant to the President for Homeland Security regarding the terrorism threat to the homeland and the response to that threat. Additionally, he developed the incident management and threat countermeasures portion of the National Homeland Security Strategy, and developed and executed a vigorous terrorism incident management training and exercise program for the Office of Homeland Security.
As a subject matter expert at the Vice President National Domestic Preparedness Review, he provided counsel to the Vice President regarding emergency response, civil support, and interagency affairs, and designed the functional organization for the Office of Homeland Security, including a Homeland Security strategy with short, mid, and long-term goals and objectives, which was adopted as the keystone document for the creation of the Office of Homeland Security.
As a deputy assistant to the Secretary of Defense for Civil Support he was responsible for the Departments’ efforts to prepare for and respond to domestic nuclear, biological, and chemical terrorism and providing policy oversight of those efforts. He directed the Secretary of Defenses Crisis Coordination Center in the immediate wake of the terrorist attacks on September 11, synchronizing the Departments response efforts. As the Director of Antiterrorism and Terrorism Consequence Management, Mr. Rozek established the Departments first Directorate for Antiterrorism and Terrorism Consequence Management. He developed the strategy and provided oversight for all operational policy matters involving antiterrorism, force protection, and terrorism consequence management, and drafted and implemented Department-wide policies governing antiterrorism procedures and standards. As Director, Combating Terrorism and Sensitive Activities, Mr. Rozek served as the principal military advisor to an Assistant Secretary of Defense for all policy matters involving antiterrorism, counterterrorism, terrorism consequence management, and sensitive activities, and provided oversight for the Department of Defenses annual $4.6 billion combating terrorism program.
While serving as a senior military assistant for the Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict, he directed the planning, scheduling, and tracking of day-to-day operations for the Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict in his supervision of over 130 civilian and military personnel and his policy oversight of domestic and international issues. Prior to this promotion he served as assistant for counterterrorism. In this role he was the principal military advisor to the Assistant Secretary of Defense for all counterterrorism issues. He also initiated contact with three Ministries in the Russian Federation, providing the framework for future bilateral combating terrorism discussions. During his early years with the Department of Defense he served on progressive Officer Development Assignments, including Battalion Commander, and Operations Officer at the Special Operations Division, Washington, DC, where he Planned, coordinated, and executed worldwide sensitive special operations missions. He graduated from the U.S. Army War College, Carlisle, Pensylvania. Prior to attaining his master’s degree he earned a B.A. from the University of Iowa, Iowa City, Iowa, and an M.P.A. at Shippensburg University, Shippensburg, Pensylvania.
