Non – Nuclear EMP in Nashville?

What if the explosion in Nashville was an experiment or pre run trial of a Non- Nuclear EMP? Since the communications of ATT were knocked out, but with no apparent damage to the dishes up high. I did a search for Non-Nuclear EMP devices.

Considering the Bad Guys possible attempt to cut off communications – this be exposing a potentiel plot?
