They offer free money to states, counties and cities, when the money is accepted, the Federal Government declares that these recipients impose the Federal Governments COVID Vaccination mandates/rules…
The system has worked this way for decades.
Now the local governments will sign contracts with the Feds to get their free money and the Feds will give them a list of Vaccine laws that must be enforced on the citizens to further the Federal Governments vaccine agenda.
